On my hon. Friend’s question, I would like to find out a bit more detail, because clearly we would like to ensure that that problem does not exist. If he provides a bit more detail to myself or my hon. Friend the rail Minister, we will get on to the case.
The recent court case that found the collection of tolls at the Mersey crossing unlawful has afforded Ministers an opportunity to pause and review the operation of those tolls, which are hated across my region. Will they take that opportunity and review the tolls?

Commons ChamberI cannot comment on the original individual conversations. I simply repeat the point I made earlier that my door and the Minister’s door will be open to any Member from any part of this House who is concerned that their constituents are not being treated properly as part of this project.
I welcome the focus of the statement on the Crewe hub and its importance to the wider area of Cheshire and the north-west, but may I press the Secretary of State on some details? In the statement, he talks about the importance of HS2 to the whole country, but he also talks about the Crewe hub requiring national and local government to work together, which suggests that we in Cheshire will have to make a contribution that other parts of the country will not. Since this is such an important part of the economic development plans of Cheshire, the wider north-west and the cross-border area, will he confirm that he will not be asking local authorities to contribute, because of the benefit the hub will bring to my area?
The Crewe station site has the potential to be much more than just a station. There is a big regeneration opportunity for Crewe around that site, and it goes far beyond the provision of rail access. Inevitably, that needs to be something we work with the local community and local authorities on. I am very excited about the potential for Crewe station: if we look at the redundant land, particularly to the west, we see huge capacity for a massive and really important redevelopment project for the whole town of Crewe.

Commons ChamberThe hon. Lady and I had the same experience yesterday. My train was not cancelled but, as she is aware, a power failure caused problems on the route—that does happen, unfortunately.
It is interesting that the hon. Gentleman says that, because of course Network Rail is in the public sector and it was a Network Rail problem. On the subject of airport expansion and the importance of ensuring that in the constituency of the hon. Member for Richmond Park (Sarah Olney) and in other affected areas we do the right thing for local people, I assure her constituents that we will work immensely hard to listen to their views in the coming weeks and to look at ways of minimising the impact of airport expansion. It is something that we need to do very carefully and with sensitivity to those communities, but I simply do not accept TfL’s figures. Heathrow airport will have an obligation to meet the targets that it has set, but I am afraid that TfL’s estimate of £19 billion or £20 billion is just plucked from thin air. I see no evidence whatever to support that estimate.
I can confirm that no talks have yet taken place, but I am expecting to meet my US counterpart in around a month’s time. Discussions took place with the previous Administration and there is good will on both sides to make sure that there is no hiatus in transatlantic air traffic.
I welcome today’s statement, particularly the talk about connectivity with HS2, which will of course be greater if we get an HS2 hub at Crewe. Will the Secretary of State confirm that, once there are three runways at Heathrow, the proportion of slots available to domestic traffic will remain at least the same as it is now?
I am looking carefully at how best to do this, because I do not want a situation in which we retain a proportion of slots, but they are always at 11 o’clock at night. It might not be simply about slots; it might be about getting the right mechanism to make sure that there is the necessary capacity to ensure that connectivity. I probably will not say simply that it will be x slots; we will want to make sure that the package is right to ensure the fair treatment of regional airports.

Commons ChamberWe are moving ahead now and work is being done on the next stage of electrification. I am very keen to ensure that, by 2020, we will be able to deliver improved capacity and the improved speed on trains, but we will make sure that all the benefits are delivered as quickly as possible.
HS2 can be justified only if its full benefits are spread across the country and it is not simply a link between major city centres. For Cheshire, that means that we must proceed with the Crewe hub to spread those benefits around. The Secretary of State has not made his decision yet, so will he tell us when we can expect to hear about the Crewe hub? Will he also confirm that investment in HS2 will not detract from further electrification along the Chester and north Wales line?
The improvements that we are making to the rest of the network are separate from HS2. The hon. Gentleman will be aware that we are doing a vast amount of work around the rail network—we will continue to do so. With regard to Crewe, we will have to put forward new proposals for consultation, but it is clear to me that Crewe station will have improved connectivity and will play a central part in our plans.

Commons ChamberThe hon. Lady raises an obviously serious matter. As I said earlier, apart from the Syria statement, there will be a debate on defence matters on Tuesday afternoon and she may wish to bring the issue to the attention of Ministers then.
I find myself in the curious position of echoing the hon. Member for Shipley (Philip Davies), but I assure the House that it is entirely coincidental. May I ask the Leader of the House for a debate in Government time on the BBC White Paper? The urgent question and the statement took place before publication last week and there remains considerable public disquiet about the Government’s ideological motives, as well as the Government’s ability to pack the unitary board with friends and placemen who could have a direct influence on the editorial policy of the BBC.
Let us be clear: the proposed unitary board of the BBC is not responsible for editorial policy; the director-general remains responsible for editorial policy. The influence of the board is after broadcast, not before it, which is the way it has been in the past with the BBC Trust and the way it should continue. The elements of the White Paper that require legislation will be debated in this House and there will be plenty of opportunities to question the Secretary of State before we get anywhere near the formal charter renewal.

Commons ChamberI absolutely accept the point my hon. Friend is making. It is very much the intention of those in the Department for Education who are working on this to listen carefully to representations from hon. Members to try to get this right. We all share a common objective in these matters. What we do not want is inappropriate, unnecessary regulation placed on small groups that do small amounts of work each week to the benefit of local communities.
Further to the question from my hon. Friend the Member for Newport West (Paul Flynn), I learned from my constituents this week that the snaring of wild animals is still not illegal. It is, of course, cruel and sadistic, so do the Government have any plans to introduce legislation to ban snaring and to protect our wild animals?
I am aware that this matter is subject to campaigning at the moment, and my right hon. Friend the Secretary of State will give careful consideration to it. I am not aware of any current plans, but given the concerns raised in this House, it is certainly something we need to give some consideration to.

Commons ChamberMy hon. Friend and I have discussed his concern about this matter extensively. I will ensure that I give the Ministry of Justice a nudge on the project, which I know he feels is crucial to the development of Gloucester.
May I add my voice to that of other hon. Members who have called for a debate on the UK’s membership of the European Union? Of course, such a debate would give the Leader of the House an opportunity to explain why he clearly has no confidence whatsoever in the ability of his boss, the Prime Minister, to negotiate a better deal for the UK.

Commons ChamberThis was, of course, a great tragedy, and the hon. Gentleman makes an important point. By coincidence, a Minister of State at the Foreign Office, my right hon. Friend the Member for Aylesbury (Mr Lidington), has just arrived in the Chamber. Although he is not directly responsible for relations with Saudi Arabia, I will ask him to pass on that concern to his colleague in the Foreign Office so that the issue can be addressed. This was a tragedy for the families involved and they will want to see answers.
Pursuant to the answer given to the hon. Member for The Wrekin (Mark Pritchard), may we have a debate on local government finance, as that might give Ministers a chance to explain why cautious, prudent, Labour-run Cheshire West and Chester Council, having achieved a £2 million underspend this year, has seen that wiped out by incompetent Ministers applying a formula error that has lost our local council £2.3 million?
If there is a formula error, the Department will look at it. The hon. Gentleman will undoubtedly have made representations already, as will other Members from the Cheshire West area. I will ensure that the Department responds appropriately to him and to them.

Commons ChamberIf anyone received a visit from the three spirits of Christmas these days, the spirit of Christmas past would show them a country in trouble, in debt and with high unemployment, the spirit of Christmas present would show them a country moving forward, with falling unemployment and a falling deficit, and the spirit of Christmas future would show them a high-tech, exciting country, with opportunities for all.
I warmly endorse the Leader of the House’s tributes to the staff of this place. Talking about them, may we have a debate on staffing in Parliament to give the Government an opportunity to explain why, at the same time as they are allowing the number and cost of special advisers to skyrocket unchecked, they are reducing by almost 20% the amount of Short money support given to opposition parties?

Commons ChamberClearly, we do not want any barriers to businesses operating successfully in this country. We are a Government who have pursued a deregulation agenda, and where problems arise we will seek to address them. As I have said, next Tuesday is business questions, so I hope the hon. Gentleman will take advantage of that opportunity to ensure that Ministers in the Department are made well aware of the concerns he is raising.
May we have a debate on the constitutional settlement and the relative powers of this place and the other place, particularly in the light of their lordships’ recent vote on tax credits? That would provide an opportunity for Ministers to explain why, while they are gnashing their teeth about defeats in the House of Lords, they are slashing the number of MPs in this place by the same number of new Lords they are going to appoint in the other place.
If Labour Members are concerned about appointments to the House of Lords, they should have a look in the mirror. Over their years in government, the rate of appointments to the House of Lords was far higher than it has been under this Government. [Interruption.] Yes, far higher. I said last week that I would ensure that a statement was made to this House about the Strathclyde review. Details of the panel were put forward yesterday before they were issued publicly, as I committed to do. I will ensure that after the review is completed, the House will be fully informed.

I know that my hon. Friend thinks that, along with a number of other Members. Certainly, as a result of Monday’s activities, that debate is likely to restart in this Parliament, having not continued in the previous one.
Does the Leader of the House not accept that the other place has a constitutional role to provide pause to this House when it feels that we have taken a decision that is wrong and out of sync with the feelings of the country? Why should we take seriously his views on the powers of the other place, and indeed the views of Government Members, given that he is continuing to pack that House with 50-odd new peers at the same time as slashing the number of elected Members of this House by 50?
The simple reality is that this House has now voted for these changes five times—prior to Monday it was three times. Ultimately, it must be the elected House of Commons that has the final say on these matters, which is why the actions of the House of Lords were, in my view, unacceptable.

Commons ChamberI very much hope that the changes we have announced today will prevent any such desecration. My comments about beautiful areas apply equally to the beautiful areas of his constituency. It is one of the loveliest parts of Wales, and I hope that the changes will protect his constituency for the future. I also hope that he will take advantage of next week’s Department of Energy and Climate Change questions to ensure that the Secretary of State gives him that further information that he is looking for.
May we have a debate on the ability or otherwise of Highways England correctly to manage infrastructure projects, particularly in the light of its failure to manage the A483/A55 Posthouse roundabout project in my constituency? Might that debate also include the possibility of the private sector contractors, which have contributed to that failure, being precluded from further public sector work until they can demonstrate competence? Such a debate would be timely, because, in the next two weeks, we are coming up to the third deadline for the completion of the work.
I welcome the hon. Gentleman to the House. He rightly raises an important issue that affects the Chester area, so I suggest that he looks to take advantage of the system of Adjournment debates to bring a Minister to this House so that he can raise the issue directly.
