T6. Will the Secretary of State confirm whether the recommendations of the Augar review will be taken forward, to end the prolonged uncertainty? When can universities expect a Government statement on this?

Philip Augar and his independent panel have made thoughtful recommendations on tuition fee levels, loan repayment, and the balance of funding between universities and further education. We are considering the report carefully but have not yet taken decisions on the recommendations. I can now announce that the Government will conclude the review alongside the next spending review, which will allow government time to consider the recommendations thoroughly and to respond in a way that provides the sector with clarity about the future of post-18 education and training.

We are determined to ensure that we have a clear and secure democracy in which voters can have confidence. We have 46.5 million people on the electoral register, and turnout increased from 26.3 million in 2001 to 30.8 million in 2015. We want to ensure that we have voter participation, but if the public perceive that fraud is an issue, that perception can be as damaging as cases of fraud.

Has the Minister made any equality impact assessment of the recommendation to ban the use of any language other than English or Welsh in polling stations?

The issue of language in polling stations is an important part of the package of measures in our response to my right hon. Friend’s report. If electoral administrators are to do their job and be confident that no one is being put under undue pressure or influence when voting, it is important that we look at the question of language. At the same time, the Government’s announcements will be thorough and based on correct analysis, and we will be going through due process to ensure that all the impact assessments are correct.

I appreciated receiving my right hon. Friend’s letter. It was one of the first things in my inbox that I was determined to act on straightaway. The situation is slightly more complex, because changing the regulations would require a change to the Political Parties, Elections and Referendums Act 2000, but the Government will review all aspects of the policy.

Most victims of domestic abuse never report the abuse to the police. Will the Government commit to reviewing the regulations, so that those women are able to register anonymously?
