Commons ChamberWe are working with the Photonics Leadership Group to support the success of the UK photonics industry. The Government have invested £81 million in the establishment of a new national extreme photonics application centre. The Fraunhofer Centre for Applied Photonics is involved in 17 Innovate UK-funded products. In addition, UK Research and Innovation has invested £7.2 million in partnerships with St Andrews and Strathclyde Universities, working on fundamental biophotonics research programmes.
The Minister has rightly detailed some of the great expertise that exists in photonics and quantum across the UK, and particularly across the central belt of Scotland. When these SMEs are looking to expand, they often attract foreign investment from countries such as China, so what oversight is there of the potential technological transfer, in terms of both our expertise and threats to our security? What work are the Government doing with the Treasury to ensure that the expansion of such SMEs can be funded from UK sources?
I thank the hon. Lady for her work as the chair of the all-party group on photonics. She is absolutely right: the central belt across Scotland—centred on Glasgow, in particular, and the new Clyde waterfront innovation district—is absolutely critical for our national success in photonics. As part of our national quantum technologies programme, which the Secretary of State alluded to, some £50 million will be invested in a hub for quantum imaging at Glasgow University by 2024. On business involvement, I am determined, as the Science and Innovation Minister, that we not only look at how we protect future intellectual property in this area and attract foreign investment through our international research and innovation strategy but, at the same time, look at new forms of protection through our innovation and regulation White Paper.

Commons ChamberI have enormous respect for the University of Glasgow and its excellent vice-chancellor, Anton Muscatelli, who is the author of a report on how to spread innovatory practices across Scotland. I am learning a lot from that work.
I am determined that we should work towards association with Horizon Europe, the successor to Horizon 2020, but we need to know what the final regulations are. I am in regular contact with ministerial equivalents across Europe. Earlier this morning I had an opportunity to speak to the higher education and research Minister of Croatia, which currently holds the presidency of the Council of the European Union, at the Education World Forum. I am determined that, as we proceed with the wider negotiations, Horizon Europe should be part of that.
The sector has repeatedly expressed concerns about our future participation, or potential non-participation, in Horizon Europe. We have been told by the Prime Minister and his Ministers that they intend to remain, or that “we hope to remain, but not at any cost”. When can we have absolute clarity? The sector needs it now, as do the EU researchers and academics who work in our higher education institutions.
I can absolutely confirm the Government’s commitment to research and development, and our wider commitment to doubling the R&D budget. We will spend a record amount on R&D for the future as we seek to become a global science superpower. When it comes the Horizon budget, we obviously want to work at pace to ensure that we can look at association. The association articles have yet to be fully developed, and we need to work with the EU on that. We are not alone in this—Switzerland, Norway, Israel, South Africa, Canada and many other countries are keen to associate themselves with Horizon Europe—but we must wait for the development of those articles. We will respond shortly to the Smith report, prepared by Sir Adrian Smith and Graeme Reid, which sets out alternatives to Horizon Europe.
As I have already said to the hon. Lady, I view this very much as a hub-and-spoke approach. I want association with Horizon Europe to be the centrepiece of our innovation strategy, but I want us then to build on that through future international co-operation.
Many of the countries that the Minister has just mentioned also participate fully in Erasmus. The future relationship with the EU has yet to be decided, as was confirmed by the Secretary of State when he said that Erasmus
“will be a question for further negotiations”.—[Official Report, 14 January 2020; Vol. 669, c. 912.]
However, at Prime Minister’s questions last week, the Prime Minister said:
“There is no threat to the Erasmus scheme, and we will continue to participate in it. UK students will continue to be able to enjoy the benefits of exchanges with our European friends and partners, just as they will be able to continue to come to this country.”—[Official Report, 15 January 2020; Vol. 669, c. 1021.]
Who was correct, the Prime Minister or the Secretary of State?
When it comes to Erasmus+, as the hon. Lady well knows, we have a current programme that will run until 2021. The whole House had an opportunity to vote for the withdrawal agreement, not once, not twice, not three times; it had a fourth opportunity on Second Reading of the Bill, and a fifth on Third Reading. That withdrawal agreement protects our participation in the Erasmus+ scheme.

Commons ChamberAlthough EU students arriving this year and next will continue to pay home fee rates, there is still ambiguity over their immigration status. Since they have only three years under European temporary leave to remain, students on longer courses, including all undergraduates in Scotland, have no guarantee of being able to complete their course. What are the Government doing to review this policy to ensure it works for students at Scottish universities?
I reassure the hon. Lady that those students will be able to apply for a tier 4 visa to complete their studies and that we will continue to review this matter, working closely with universities in the Russell Group, which has raised this issue with me.

It is important to reflect on our obligations with regard to international policy in terms of both higher education and our sustainable development goals agreed by the United Nations. That is why, in science and research, we have looked at things like the global challenges research fund, which focuses specifically on developing nations, and the Newton fund, worth £735 million, which also focuses on those developing nations. We want to ensure that we can be developing student partnerships and exchanges with all countries. I recently met the organisers of the Fulbright scholarships. Last December, we increased the amount going into those scholarships by about £400,000. We have also set up the Generation UK programme for China.
It is interesting to hear the Minister talk about these UK taxpayer-funded schemes, because we know that many of the people involved in them are not able to get visas to come and collaborate with their colleagues here in the UK, so the system is already failing.
The SNP recognises that our EU students are a national asset. As such, the Scottish Government have confirmed that EU students starting courses in Scotland in 2020 will continue to receive free tuition, because these young people across the EU are already planning where they are going to be studying in 2020. Can the Minister confirm when the fee status of EU nationals starting courses in England in 2020 will be announced? They must know this very soon, or we will lose them anyway. The European temporary leave to remain scheme will not suit many courses, as was mentioned in Education questions. Will he therefore work with the Home Office to ensure that his scheme matches a course rather than matches an idea that suits a very small number of students?
Contrary to the assertions of the Universities Minister earlier, the Higher Education Statistics Agency reports that after years of growth in EU student numbers, enrolments of EU students dropped for the first time last year. He must recognise that. We are already making the UK a less attractive place to study, and that is economically damaging. Although he is right to recognise the importance of international students, having EU students enables richer participation in schemes such as Horizon 2020. The Government have expressed enthusiasm to participate in the successor programme. How does he envisage that happening when our credibility in Europe has been undermined? Finally, the post-study work scheme has been economically and culturally beneficial to Scotland. When will the scheme be reintroduced for international students from the EU and further afield?
I will touch on several points that the hon. Lady made. During oral questions we heard concerns raised about the right to remain. I regularly meet Scottish Minister Richard Lochhead, and I will reflect upon representations he has made to me and work with the Home Office. The immigration White Paper will look at all issues relating to visas or post-study work schemes. It is important that that consultation takes place, and I urge Members to participate in it.
At the moment, we are keen to look at association to the successor scheme to Horizon 2020, Horizon Europe. That will begin later this year. The key point is that postgraduate tuition fees are separate from undergraduate tuition fees, and we do not want to do anything that will damage the potential of UK universities to research and continue with their research partnerships. [Interruption.] The hon. Member for Blackpool South (Gordon Marsden) seems keen to keep on chuntering from a sedentary position. He is welcome to make a contribution in a moment, but I am trying to answer the points made by the hon. Member for Glasgow North West (Carol Monaghan).
I welcome the hon. Lady mentioning that this is taxpayers’ money and that subsidy is involved. It is right that we consider how that subsidy is spent effectively. I urge caution that we do not simply send out a message that EU students happen to be unique. We want students from all parts of the globe—Chinese students, Indian students and students from the ASEAN countries—to be involved and raise their opportunity, and to send out a crucial message that when it comes to soft power, the UK will remain a global leader in higher education.

Commons ChamberAs the Minister responsible in a different Department for science, research and innovation, I recognise the challenges presented by the £30,000 cap recommended by the Migration Advisory Committee. I understand that there is a period of consultation on this cap at the moment. I encourage the hon. Gentleman to make his representations known to the Home Office. I have also been working with the high-level group on exiting the European Union on this issue.
The SQA—Scottish Qualifications Authority—exams started in Scotland last week and today pupils are sitting exams in German, politics, biology and Gaelic. I am sure the whole House will join me in wishing them the very best of success. Gur math a thèid leibh!
The inclusion of international students in net migration figures continues to cause deep concerns across higher education, and it now seems that EU nationals will be subject to the same harsh regime. Can the Minister confirm that from 2021 EU nationals will pay annual fees of up to £25,000 to attend university in England?
There will be an urgent question on this issue later, but it is important to reflect on the fact that the Government have already committed for the 2019-20 academic year that there will be home fee status for EU students for the 2020-21 academic year. We will be making an announcement on that very shortly. It is also important to recognise that the number of EU students has risen by 3.8% since 2017. The Government want to ensure we do our best to attract the best and the brightest internationally, which is why we recently published our international education strategy. I want to ensure we do not just attract global talent from the EU. The key point here is to ensure we do not discriminate against EU students versus international students, but that we have a system that works for all students across the globe.
The UK’s hostile immigration environment seems to know no bounds. EU nationals will now experience the same harsh conditions as other international students. It seems that the Government are happy to ignore advice from universities, business and civic society in their attempt to curb international student numbers. What impact assessment has been made of potentially losing high-calibre EU students who may well decide to study in a more welcoming country?
On the urgent question, I will not comment on specific leaks when it comes to matters of policy yet to be decided, but we have to look at this issue in the international context. The number of non-EU students is also up, by 4.9%, which is testament to the fact that we have world-leading universities. Four out of the top 10 universities are in the UK, including Edinburgh in Scotland. We need to plan to ensure we have a sustainable system that backs talent coming to this country, both in terms of research and science. We will also be announcing an international research innovation strategy. We want to ensure that students come here, but we need to make sure it is affordable for the British taxpayer.

Commons ChamberThis year my son, like very many others, has had the privilege of studying in Europe as part of the Erasmus programme. Last Wednesday, the European Commission gave a guarantee that in the event of a no-deal Brexit, current Erasmus students would be able to complete their studies,
“provided that the United Kingdom continues to honour its financial obligations under the EU budget.”
Will the Minister confirm that in the event of no deal, his Government will honour their obligation and that our young people currently abroad will be able to complete their studies?
We are in close contact and working with the UK National Agency and the European Commission to ensure that in the event that the UK leaves the EU with no agreement in place, the Government’s guarantee on Erasmus will cover the payment of awards to UK applicants for all successful Erasmus+ bids submitted before the end of 2020. Successful bids are those approved directly by the European Commission or by the UK National Agency and ratified by the European Commission. On 29 January, we published on the gov.uk website an updated technical notice stating the current position.
I thank the Minister for that answer. However, Universities UK has expressed serious concerns that, in the case of a no-deal Brexit, the Government will not commit to funding students who plan to study in Europe for the 2019-20 academic year. Unlike the Government, these young people are trying to plan what they are doing next year. Will the Minister confirm, first, whether Universities UK is right to be concerned? Secondly, how can he justify denying our young people such valuable opportunities?
I work closely with Universities UK and with Universities UK International and its director, Vivienne Stern, to allay their concerns. When it comes to the Government’s guarantee, all successful bids that have been approved by the European Commission will be guaranteed funding.
When the House comes to vote again on a deal that will protect Erasmus students not only under the withdrawal agreement but under the political declaration, perhaps the hon. Lady could say to Universities UK that she will now vote for a deal that will protect all Erasmus students.

Commons ChamberThe Government are committed to ensuring that our electoral system is as transparent, accurate and effective as possible. We are working closely with the Law Commission to consider what reforms might be brought forward in the light of its report on electoral law published earlier this year. The Government are also considering the review by my right hon. Friend the Member for Brentwood and Ongar (Sir Eric Pickles) of electoral fraud, and we will respond to his proposals in due course.
The Government believe that first past the post is the best system for electing a Government at the same time as ensuring that the vital constituency link between a Member of Parliament and their constituents is retained. This is clearly in line with the public mood, reflected in the overwhelming majority support for first past the post at the referendum held in 2011.
Many 16 and 17-year-olds feel disfranchised by Westminster. In 2007, Austria lowered its voting age to 16, and has found that turnout among 16 and 17-year-olds is higher than for older first-time voters. Will the Minister now commit to seriously examining the evidence for extending the franchise to our young adults?
The Government believe that it is absolutely vital to our democracy that young people should be engaged in the democratic process, and we will continue our commitment to increasing participation. The current voting age of 18, however, is widely recognised as the point at which one becomes an adult and gains full citizenship rights. I note that the question of lowering the voting age has been debated in this House on several occasions, when it has been repeatedly defeated, including three times during proceedings on the European Union Referendum Bill. The Government therefore have no plans to reduce the voting age.
