Commons ChamberWe want the increasing tensions to de-escalate. I think that the major general’s remarks have been clarified; he was speaking in a particular context. We are absolutely on the same page as the United States in terms of the assessment of risk, and we have always been clear-eyed about the threats that Iran poses.
Competition remains the cornerstone of defence procurement policy, except where other strategic considerations need to be taken into account—for example, national security, operational advantage and freedom of action.
I thank the Minister for his visit to defence companies in my constituency and for his helpful and inclusive approach when he visits. Does he agree that the ability of those companies in my constituency and of British companies in general will be greatly damaged by a hard Brexit?
I am grateful for the hon. Gentleman’s kind comments. It was a pleasure to meet a number of businesses in his constituency. We have been engaging a lot with the small and medium-sized enterprise supply chain. In fact, on 9 May, I held a roundtable with small businesses in north Wales, and they felt very optimistic about the future. Through our equipment plan, we are actively engaging with the supply chain to ensure that the opportunities in each of our projects will maximise the input that they can have.
I can absolutely confirm that, hence why we put an “e” on the end—to show that this is a ship we want to export. We want to show what UK industry can do and the capability it can provide to other nations. I am sure the Type 31 will follow the success of the Type 26.
The hon. Gentleman touches on an important point. When I served, there was no transition process; now, when someone puts their hand up and says they are departing, they go through what can be a two-year programme to get ready for civilian street. Thankfully, 95% of those who go through the programme end up either in work or back in education. That is a great statistic. He is absolutely right about mental health as well, and there is a focus on that. Mental Health Awareness Week last week was an opportunity to make veterans aware that if they required support it was there to be found.

Commons ChamberCombat Stress came about after the first world war, from which people were returning with conditions that we did not understand then. Today, 100 years later, Combat Stress continues to provide vital support, working with our armed forces to ensure that we provide the support necessary for those affected by such conditions, and I pay tribute to the work it has done. I recognise, however, that occasionally people do not get the treatment they are due. We are ensuring that all those who need it, no matter the circumstances, receive the support they deserve.
The hon. Gentleman raises a very important point. It is not just the armed forces who are subject to stress and other mental health issues. Our approach has been to promote better understanding of the issues he touches on to increase prevention, and better detection to provide early treatment. An awful lot can be done to compare notes and share best practice. I do that with the “Five Eyes” countries and I would be happy to sit down with him to discuss how we can do that for the blue light services, too.

Commons ChamberThe future of the Prestatyn is yet to be finalised. The hon. Gentleman will be aware that the Royal Electrical and Mechanical Engineers regiment is doing a reorganisation of its assets. This is part of the rationalisation of real estate. However, there are no further announcements to be made at the moment.
There has been an armed forces footprint in the Vale of Clwyd for over 100 years. I am opposed to 119 Recovery Company leaving Prestatyn and the disposal of that site. Will the Minister and his Department consult local stakeholders, including the town council, the county council and, especially, the Royal British Legion, before they make their decision?
Well, HQ 160st Infantry Brigade and 38 (Irish) Brigade will continue to have a footprint in the area. I would be more than delighted to meet the hon. Gentleman to discuss this. I am always happy to meet any colleagues to discuss the real estate challenges that we face in any particular constituency.

Commons ChamberAs the Minister, with his military experience, will know, those systems have been in place informally for many years. I am not pretending that the measures will be simple, cheap or infallible, but if those who are discharged understand them, we stand a better chance of spending to save.
The last three hon. Members to intervene have mentioned looking after the mental health of soldiers when they return, but since 2009 American soldiers have been screened before going out. Their weaknesses and strengths are measured—their strengths are recognised and their weaknesses are strengthened. When the troops return, they are given therapy, including mindfulness-based therapy, which is cheap and three times more effective than drugs in treating depression and related conditions.
The hon. Gentleman is exactly right, and prompts me to share a very short anecdote. The last time I was in Afghanistan with the grenadier company of my old battalion, the company major told me that every single man in the company had used his weapon and killed or injured. I said, “Are they all right?” He said, “They’re fine, except for the company sniper. He’s killed more than 25 men now, and he’s the one man I really worry about, because he enjoys it too much.” That illustrates the point exactly—that is the sort of thing with which we must cope in future.
I will not detain the House for much longer, but I should like to make one more suggestion to the Minister. My view is that how we looked after serving and discharged personnel—it is now called the military covenant, but it was not called that at the time—was much better after the first world war than after the second world war. I commend not only the various patriotic funds that were set up, but the schemes in various large cities and towns—it was a different economic period—to set up taxi services specifically to be run by, mainly, limbless soldiers. Vehicles were bought and adapted for the men, and areas where veterans taxis would run were specifically designated. The cities and towns included Nottingham, Derby and Middlesbrough. I am not suggesting we replicate that scheme exactly, but other imaginative things can be done to help those men and women to return physically and mentally to their place in society. We could look at that suggestion to everybody’s benefit.

Commons ChamberI have enormous respect for the hon. Lady’s expression of concern for her constituents, and I pay tribute to the work that those people have done over many years to support the armed forces. However, it is not true to say that the policy that she describes is the cause of the problem. The problem is that BAE Systems has not won contracts at this site. Meanwhile, the Warrior sustainment programme, the Scout SV programme, the Foxhound programme and the integration of the urgent operational requirements continue around the United Kingdom, generating thousands of highly skilled and important jobs. I very much regret that BAE Systems has been uncompetitive, but it is not the fault of the Government. The company must answer why it could not compete successfully for contracts.
12. What budget his Department will require after 2015; and if he will make a statement.
The budget after 2015 will be set at the next spending review. Our current planning assumption is for a flat real-terms budget settlement overall, with a 1% real-terms increase per annum in the equipment and support budget, as agreed with the Treasury.
When will the Secretary of State publish the National Audit Office report on the budget and equipment programme? Such impartial information is needed by us as MPs, the public and the defence industry.
I completely accept that, and as I said to my right hon. Friend the Member for North East Hampshire (Mr Arbuthnot) a few moments ago, I am aware of the fact that the degree of confidentiality around the defence budget invites scepticism when such announcements are made. As soon as we have the report from the National Audit Office, we will publish it.

I thank my hon. Friend for that. What have we heard from the coalition? The Prime Minister and the Defence Secretary maintain that there is still a bright future for the area, and that a decision will be made in the spring. The Welsh Secretary insists that she is continuing to press the case for St Athan, but we have all witnessed the power that she wields in the Cabinet. There have been so many words, but so little action—there was the decision to close the Newport passport office, deferral of the electrification of the south Wales main line, and the fact that Wales was not included among the new superfast broadband pilot areas.
Will my hon. Friend include cancellation of the north Wales prison on that list?
Order. Before the hon. Lady answers, I remind hon. Members that we are debating defence spending in Wales. It is not in order to discuss other projects that may or may not have been cut.
We have heard such tales. I have been approached by families and relations, and I went to the bother of checking out every story. I found that such statements were just not true. There were opportunities for the families to do other things, but the troops had equipment of the highest standard. I can pass on letters that I wrote to Ministers and those I received in reply. I thank the hon. Gentleman for his intervention.
Well, the hon. Member for Carmarthen West and South Pembrokeshire (Simon Hart) is entitled to his opinion, just as I am entitled to mine. It is fair that a community with a proud military history should continue its lasting legacy, and it is fair for Wales to get military investment to match its contribution to our armed forces. The Secretary of State for Wales repeatedly states:
“We have secured a fair settlement for Wales.”—[Official Report, 3 November 2010; Vol. 514, c. 904.]
and the Defence Secretary insists that the best decisions will be made for the defence of the UK. Neither has yet delivered on those promises, although that could change today.
I could not disagree more: the point I made about Castlemartin is valid in this context. Of course I have been in touch with the Secretary of State for Defence and the Minister about the future of that depot and others.
No. It is simply not possible to have this conversation as if the UK economy did not exist. We have to operate within the context of the wider economic circumstances in which, for whatever reason, we have been placed. That is where we are. Of course the decisions have to be taken with local interests in mind, but, ultimately, as the Minister said earlier, surely this has to be about defence needs in that wider context.
Like my hon. Friend the Member for Salisbury (John Glen), I am not, sadly, in possession of the diary of my hon. Friend the Member for Vale of Glamorgan. [Interruption.] I wish I had not bothered to do this. However, nobody can doubt my hon. Friend’s commitment to the future of St Athan. [Interruption.] I would love to continue, but if anybody wishes to intervene, they can do so.
I am sorry that it took such a long time to give way to the hon. Gentleman—it is nothing personal.
What could be more important to a Member than defending a £20 billion investment in their own constituency?
Order. Before the hon. Gentleman answers, let me say that it is a long tradition of the House that we do not discuss Members who are not present in the Chamber unless we have given them notice that we intend to do so. This particular discussion is not necessarily central to our debate on defence spending in Wales, and I suggest that the hon. Gentleman returns to the main topic under discussion.
