Commons ChamberWe have not had any specific discussions on that, but we have a 10-year drug strategy, which includes spending an extra £582 million over three years on 55,000 extra treatment places. We want to treat people who are addicted, particularly to opioids, to get them off drugs and fully recovered.
A large number of people are being exploited into criminal activity, whether through drug gangs or acquisitive crime. They need help and support from the state. Will the Minister look at how to put a harm reduction model in place for those individuals, rather than criminalising them, so that they can get the support they need to change the direction of their lives?
There is a twin-track approach. There is a comprehensive effort to ensure more addicted people get treatment, being diverted to it from police custody, from the court system and when they leave prison. As I say, there is an extra £582 million over three years. We are in the second of those three years at the moment. But enforcement, particularly against drug gangs and organised criminal gangs, is important at the border and in the case of county lines. It is a twin-track approach: enforcement, together with treatment.

Commons ChamberToday will be a difficult day for the community in Keyham, and my thoughts are with them, but I am not reassured by the Government’s response, particularly around mental health but also for victims of domestic violence and their former partners. I have a constituent who is in hiding right now because her former partner has had his firearms returned to him. What reassurance can the Minister give that this incident will be the last, and that my constituent will also be safe?
Everyone’s constituents, including the hon. Lady’s, are entitled to feel safe. As the shadow Minister said, firearms licences are not a right, and it is important that we think very carefully before issuing anyone with such a licence. As I said, we will respond comprehensively to the recommendations in these three reports. I know that that will include consideration of domestic abuse and domestic violence, which are clearly indicators of substantially increased risk, and I would be happy to discuss those recommendations as soon as they come out with the hon. Lady and her constituent if she would like to do so.

We have every sympathy with people who are struggling. That is why we have the energy price guarantee. It is why we have had the £37 billion intervention. It is why we are cutting taxes, particularly for people on lower incomes. It is why the minimum wage increased by so much a few months ago. It is why we have increased the national insurance threshold to help people.
On interest rates, I have explained more than once this afternoon that there is a global cycle that has been going on for about nine months. So far in this calendar year, interest rates in the United States, a comparable economy, have increased one and a half times as much as in the UK: by 300 basis points, compared with 200 basis points. It is very important that the House keeps that context in mind.
Yesterday, when I asked the Chancellor, he could not tell me how private pension schemes will be protected since the Bank of England has confirmed that it is ending its refinancing scheme. The Pensions Regulator has a responsibility to ensure that pension schemes are viable. However, in the current economic situation, without making demands on employers and workers, those pension schemes will collapse. How is the Chief Secretary going to respond?
I have to say that the speculation in which the hon. Lady is engaging is slightly reckless, if that is perhaps not too strong a word. We have extremely capable regulators: the Bank of England, the Prudential Regulation Authority, the Pensions Regulator and others. Their responsibility is to make sure that our financial system, including pensions, is safe and secure for our constituents. The Government have complete confidence in our regulators, and I think the House should as well.

Commons ChamberHappy new year, Mr Speaker. The Gambling Act review is a priority for the Department. We are currently working very carefully through the evidence, including the 16,000 submissions that we received. Our intention is to find ways of introducing reforms to prevent the serious harm caused by gambling addiction while allowing those who can bet safely to do so, and we will publish a White Paper setting out our plans in the very near future.
With gambling firms grooming and sucking vulnerable people into a web of debt and despair, it is crucial that the Government outlaw their exploitative practices as soon as possible. As for their victims, will the Minister commit to talk to Ministers in the Department of Health and Social Care so that, alongside his strategy, a comprehensive public health strategy is generated to provide support for people who have experienced gambling harm and to protect people from being sucked into that place?
I agree with the hon. Lady. There are some extremely troubling practices, particularly among online gambling firms, that, as she says, lead people down a path to a very dark place that sometimes leads to suicide. I have met many of the families whose sons, daughters, husbands or wives have tragically committed suicide as a result of gambling addiction.
On co-operating with DHSC, I have already met my colleague the Health Minister to discuss this issue and will be meeting her again on this topic. I have also met NHS clinicians such as Dr Matt Gaskell, who runs the Northern Gambling Clinic in Leeds, to discuss these issues. I have received his very interesting, constructive and useful ideas, which are feeding directly into the review.

Commons ChamberIt is important that people to whom debts are owed can enforce those debts and get judgment; it is the foundation upon which commercial transactions are built. I am not sure that I entirely recognise the situation to which my hon. Friend refers. Perhaps we can correspond after today’s session, and I would be happy to look into the particulars of the case that she references and see whether I can assist in any way.
My constituent reported her case of historical sexual abuse four years ago. The trial is listed for mid-2022, but with court delays, there is no certainty. Meanwhile, this traumatised victim cannot access therapy, as it might jeopardise the conduct of the trial. She is seriously unwell. What equality impact assessment has the Minister undertaken on the impact of court delays on victims of sexual and domestic crime, and will he look to expedite those cases?
I recognise the considerations that the hon. Lady raises. I know that when judges make listing decisions, they carefully take into account the sort of considerations that she rightly outlined. Of course, many of the delays in bringing these cases predate coming to trial; they might be related to issues to do with disclosure or the time it takes to investigate and then assemble the case. We hope that many of those issues can be addressed via the rape review, in addition to the work that is being done on disclosure rules, and the extra money going into the CPS will help. As I said, we recognise that there is a problem in this area, which the rape review and the other measures aim to address, because delays do not serve the interests of justice; they cause distress for victims, as the hon. Lady rightly says. That is one of the reasons we have invested so much extra money in supporting victims, but I agree that delivering speedy justice in this area is critical.
