Some of it requires primary legislation, but other elements require secondary legislation, and we are definitely going to do that as soon as we can. As for the sale of these knives, once the Online Safety Bill passes Parliament—I hope very soon—the sale of these knives via online marketplaces such as Facebook Marketplace and Amazon will also be prohibited, addressing my hon. Friend’s point about sales.
We absolutely do need to get a grip on knife crime, which is up by 70% since 2015 alone. Is the Minister content with the fact that only 5% of crimes of violence against the person actually make it to court? If he is not, what is he doing about it?
On the crime statistics, the Crime Survey of England and Wales is the only long-term data series endorsed by the Office for National Statistics. Since the hon. Gentleman asked about data, since 2010—just to pick a date arbitrarily—violence is down by 46%. That is to say, violent crimes were double under the last Labour Government compared with now. Knife-enabled crime was 7% lower in the latest year compared with the year ending December 2019, according to police recorded crime. But we would like to do more, hence the “Grip” hotspot patrols, hence criminalising these remaining zombie knives.
To actually answer the hon. Gentleman’s question, I want that figure for prosecutions be higher, and that is why the Home Secretary and I, together with policing leads, the College of Policing and the National Police Chiefs’ Council, announced two or three weeks ago that the police are now committing to always follow all reasonable lines of inquiry where they exist.

Commons ChamberI am always happy to meet my hon. Friend and his colleagues from Lancashire. He is quite right that there are three elements to the combating drugs strategy. One is treatment. It is important to treat drug addiction, which is the underlying cause of a great deal of offending behaviour. In addition to ensuring that we are treating people, we need to enforce, too. That is one reason why we are recruiting more police officers. I think his local Lancashire force already has an extra 362 officers, which is well on the way to the extra 509 officers it is due to have by March next year. We are also increasing resources in Border Force to stop drugs getting into the country. There are now, I think, over 10,000 Border Force officers, up from about 7,500 in 2016. So, lots of extra resources are going into enforcement and policing, as well as treatment, but both are important.
Smashing the county lines business model and breaking up the gangs has to be a top priority, but of course it is still attractive to far too many young people. At the heart of the model is the exploitation of vulnerable young children. What more cross-agency work does the Minister think could be done that is not yet being done to ensure that a life of criminality is not a viable option?
I agree entirely with the sentiment that the hon. Gentleman expresses. It is vital to stop younger people, perhaps early and mid-teenagers, falling into gang culture. Very often that is because they have suffered from family breakdown or are in difficult social circumstances. One action we are taking, which we need to accelerate and increase, is introducing violence reduction units. They are designed to identify individual young people at risk of falling into gangs, including county lines activities, and to take interventions, whether through social services, education or other interventions, to try to put them back on the right track. That is a Home Office-funded programme that we intend to continue, but the diagnosis the hon. Gentleman makes is exactly right.

I agree that the vast majority of police are hard-working, decent and brave. I have not heard any Member attempting to exploit the report today, and I am sure that no Member of this House would do so. I am also sure that all of us will stand with our brave officers who are doing a good job while ensuring that appropriate action is taken where urgent improvement is needed.
When this urgent question was heard in the other place yesterday, the Minister in the Lords pushed responsibility for standards and reform on to individual police chiefs in individual forces. We know there is a clear postcode lottery with police standards, which is letting the public down. Does this Minister accept that that is wrong and that there must also be leadership from the top at the Home Office too?
Of course I agree that leadership is important, including setting clear standards and, for example, ensuring that those statutory guidelines were put in place in 2017. Leadership is important, and I believe this Home Secretary and the previous Home Secretary, who commissioned this report and the Angiolini review in the first place, have discharged those responsibilities. The hon. Gentleman is also right to allude to the fact that the police are rightly operationally independent; we must ensure that the institutions and structures are right, that police chiefs are supported as necessary, and that the College of Policing is setting the right standards. That is what many of the recommendations in this report seek to do.

Yes, I do accept what my hon. Friend says. I know that Stoke-on-Trent does a great deal already, for which all of us, I am sure, are very grateful. There are, of course, natural constraints to how much any given city can do, and one of the reasons that I will speed up the whole asylum process is to alleviate exactly those pressures.
Refugees and asylum seekers in the UK are here because their lives are at risk elsewhere and they need a temporary safe haven. Most live here peacefully and without issue for a period of time, but can the Minister clarify how information on those asylum seekers who may pose a threat to themselves and others is shared between the Home Office, councils, and health, police and security services?
As the hon. Gentleman will understand, whenever a risk is identified, it is rapidly shared between all relevant organisations, including those that he listed. He mentioned providing sanctuary. Of course, many asylum seekers who reach here have travelled through safe countries first, particularly France, and it is appropriate for people seeking asylum to do so in the first safe country they get to.
