Commons ChamberIf people step on to a bus today, it is a wholly different experience from doing so in the past. We have a relatively new fleet and much better buses, and the purpose of the Bill is to ensure that we have the best possible services for passengers in future. I made the point to my right hon. Friend the Member for East Yorkshire (Sir Greg Knight) that any change that arises out of the Bill should happen only if it will benefit passengers. My expectation and belief is that mayoral authorities and others will pursue change only if it will obviously improve things.
I agree with the Secretary of State—change should be made if will improve benefits to passengers. That will certainly be the case for my constituents, as I am sure he will agree. Currently, one company serves the route in one direction, a different company serves the journey back and my constituents have to buy two tickets. Does he agree that that is nonsense?
Having parties on both sides for several years has led to partnership agreements and now the Bill will ensure that we have the best possible arrangements for passengers. It is indisputable that the investment from the private sector over a long period has led to the improvements that I described in the bus fleet.
The note is actually about my right hon. Friend the Member for New Forest East (Dr Lewis).
I will tell the House what my colleague in Manchester will do. He will deliver an efficient system, end some of the failures of Labour administrations of Greater Manchester and build on the excellent work done by Conservatives in councils such as Trafford. We will work together to deliver improvements on the Northern rail franchise that will benefit Greater Manchester and the rest of the north and we will discuss ways to improve further the Metrolink, in which the Government have invested. I am proud of the work the Government are doing in Greater Manchester. The Ordsall Chord, the construction of which, funded by the Government, has already begun, will deliver trains between Manchester Piccadilly and Manchester Victoria for the first time, creating a wholly different experience from the days when I commuted into Manchester city centre by bus from the other side of Salford.
I had not wanted to divert the House from buses to trains, but happily the Secretary of State has already done it. He is right that the Ordsall Chord is incredibly important for transport links in Greater Manchester. Will he confirm that the Government will also ensure investment in platforms 15 and 16 at Piccadilly station, because without it the investment in the Ordsall Chord will be wasted?
I am committed to ensuring that we enhance Manchester suburban rail networks and have the capacity we need to deliver it. Going back to buses, I remember what the buses in Manchester were like back in the early 1980s. I used to commute from Worsley into the centre of Manchester on a bus through Salford, and believe me the quality of bus today is better than it was then.

Commons ChamberI praise Addaction for the work it does. I have had many dealings with it over the years, and it does excellent charity work. The hon. Lady is right, and I know from my former role that there have been staff shortages in parts of the country. That has been a result, ironically, of our economic success and a buoyant labour market, particularly in the southern part of the country, where unemployment levels have been below the conventional full employment levels in many areas. It poses a challenge for public services. I know that my former team and the current team in the Ministry of Justice have been working hard to address those shortages and will continue to do so.
Will the Leader of the House arrange for a statement, either before the recess or during the September sittings, on the future of the access to elected office for disabled people fund, which helps disabled candidates with the additional costs of putting themselves forward? I hope that I shall have the support of the Chief Whip in this regard, given that he has been a firm supporter of the fund.
I am very sympathetic to the hon. Lady’s request. I am observing all sides of the various selection processes with great interest, especially that involving the Member who shadowed me in the days of my justice role, who is one of those now vying to be the Labour candidate in London. I always watched his Twitter feed with amusement, as about one tweet in 10 was about justice. and nine out of 10 were about his travels around different parts of London.
The hon. Lady has made a very important point. It is good for our democracy that disabled people stand for elected office, whatever party they belong to. We should always do what we can to help them, and I will ensure that the hon. Lady’s comments are drawn to the attention of the appropriate officials.

Commons ChamberI am proud of and encouraged by the fact that this Government, like the coalition Government between 2010 and 2015, have started to turn around the years of decline under the previous Labour Government in our manufacturing and research and development sectors. In those 13 years, manufacturing fell from about 22% to about 12% of our national income, and we lost crucial facilities, which means we now lack skills and technological capability for the future. The fact that facilities such as those in my hon. Friend’s constituency are being built and developed and the fact that we have seen such success in the automotive industry in the past five years are signs that under Conservative leadership this country is finally turning things around in manufacturing and technology.
May I support my hon. Friends the Members for Worsley and Eccles South (Barbara Keeley) and for Denton and Reddish (Andrew Gwynne) in asking for time for a full debate on the Government’s strategy for rail in the north? Our constituents are dismayed at the pause in the electrification of the trans-Pennine railway, which will also delay the release of rolling stock to improve the passenger journey experience in other parts of the region. I know that our constituents would appreciate it if we could find time for a proper debate with Ministers about the Government’s strategy in this area.
Of course, the hon. Lady and her colleagues will have the opportunity to raise this matter today and next Monday and Tuesday during the debate on the Budget, of which infrastructure investment is very much a part. It is on the agenda.

Commons ChamberI do regard it is an anomaly that students are contained in some of the migration figures, but that is not a matter for this country. It is set by international statisticians and statistical rules. A large number of students come to this country, and we have taken appropriate steps to make sure that those who come here are legitimate. That is right and proper. We have a thriving higher education sector, but we must also have a system that is careful in ensuring that people who come here should be here.
Joseph Gleave and Son, an SME based in Stretford that has supplied the Ministry of Defence for many years, reports chaotic tendering practices, onerous timescales and contracts being extended or awarded without proper competition. That is good for neither the business nor the taxpayer. May we have a debate in Government time on defence procurement?
Of course, we will have Defence questions again early in July, so I encourage the hon. Lady to raise the issue with Ministers at that point, but I will make sure that I pass on her concerns on behalf of the company in her constituency to my colleagues at the Ministry of Defence after this session.

Commons ChamberI can understand the challenge my hon. Friend faces in trying to remember all the Conservative MPs in Dorset—there are now so many of them in his part of the world. As always, my hon. Friend is a powerful advocate for his constituency and for the county of Dorset. I know that the Secretary of State for Energy and Climate Change will have listened carefully to what he said. It is a sign of the concern about this matter that an Adjournment debate has been called next Monday by my hon. Friend the Member for South Dorset (Richard Drax). I know that my hon. Friend the Member for Bournemouth West (Conor Burns) will want to make a point in that debate. I have no doubt that the Secretary of State will have listened carefully to my hon. Friend, but she has to do this job properly in her role as assessor of the issues.
My constituent Mr Len Jones has seen the value of his British Airways pension put at risk by the trustees’ decision to change the basis on which those pensions are uprated. May we have a debate on the responsibilities of pension trustees to pension holders?
I am aware of this issue because a constituent of mine is similarly affected. It is a difficult set of circumstances, and these are matters for the pension funds, the trustees and British Airways. I know that the hon. Lady and other Members feel strongly about this, so I suggest she raise the issue at Work and Pensions questions or seek to requisition a debate on the subject either on an end-of-the-day Adjournment or in Westminster Hall.
