The hon. Gentleman sets out very well the fact that we are all appalled by the contents of this report. As I have explained a couple of times, the steering group received advice that it would be problematic to try to measure historical allegations under a behaviour code that had only just been introduced and that to do so could result in a legal challenge that could undermine the whole new complaints procedure. We took external advice, and we were advised that the further back we went, the more problematic this would become. Dame Laura has challenged the advice that we received, and I have already said that we will look at this again as one of the items for review at the six-month review of the complaints procedure, which will take place in January.

The Leader of the House will no doubt be aware that I have spoken publicly about being bullied for seven years as a teenager. I had two nervous breakdowns and one episode of hospitalisation as a result of bullying, so I say without making any kind of partisan point that I find it abhorrent that Conservative Members have used this report to pursue their own agenda and used the issue of bullying to bully the Speaker. As a victim of bullying, I find that appalling, as will all the victims who have come forward to the Leader of the House and to other Members.

May I plead with the Leader of the House not to forget our constituency-based staff? There has been a lot of discussion about what happens on the estate and in the House, but can we ensure that, for example, HR staff can visit our constituency offices, just as representatives of the Independent Parliamentary Standards Authority do? There are only 650 of us. We are a small profession in that respect, and I ask the right hon. Lady not to forget those members of staff. She has also talked about putting training for Members on a statutory footing, although there was no consensus on that. I would be her first volunteer to take such training and, frankly, we should all be made to take it.

I pay tribute to the hon. Gentleman, who has spoken out very bravely in the Chamber on a number of occasions about his own experience of being bullied as a teenager. He is absolutely right to raise this issue, which will help other people to feel that they can come forward. He says that he would be the first to take up the offer of training. Perhaps he and I could do the first course together; it would be a great pleasure to do so. He is absolutely right to say that we need to take this incredibly seriously, and I can assure him that we will definitely do that.

The hon. Lady raises an incredibly important issue. Any type of hate crime is absolutely unacceptable. We have to stamp out all forms of discrimination that lead to hate crimes such as the ones to which she is referring. I encourage her to raise this issue at the next Justice questions, a few weeks from now, so that we can discuss how we address the issue of hate crimes and Islamophobia.

On a more serious point, my constituent has been in and out of work, so he has now been told he has exhausted the number of universal credit advance payments he can receive. He is out of work now. He received his last pay cheque two weeks ago. He has even exhausted all his food bank vouchers. The Department for Work and Pensions has told him he will have to wait seven weeks for any sort of payment. Thanks to interventions from my office, he has been awarded £350 towards paying his rent—that is not enough.

May I ask the Leader of the House, most sincerely, for an urgent debate, in Government time, on the horrendous realities of the UC roll-out and the impact it is having on constituents of Members from both sides of the House? Please do not just refer me to DWP questions next week: we need a debate, because the realities of UC are truly abhorrent.

The Leader of the House may be aware that the Welsh Government have recently announced more than £2 billion of investment in the Welsh railway network, but the reality is that 11% of the track receives only 1% of its investment from the UK Government. Will she arrange for the Transport Secretary to come to the Floor of the House to explain when he will be setting out plans to invest in the Welsh railway network that are actually passenger focused, rather than as with the debacle of the electrification fiasco. In that way we can ensure that, for Welsh rail users, the network is improved with investment from the people who are responsible for it—the British Government.

The hon. Gentleman seeks a very specific answer to an issue around rail investment, but what I can say to him is that the UK Government really have focused on investing in Wales. They have abolished tolls on the River Severn; introduced city and growth deals, such as the Swansea Bay city deal; introduced fairer funding for Wales—[Interruption.] I totally understand, but the hon. Gentleman will be aware that the Government are focused on improving jobs and growth right across Wales. That is our absolute focus.

With regard to the rail electrification, my right hon. Friend the Secretary of State made it clear at the time that, rather than going through the enormous upheaval of rail electrification, we are investing in a new fleet of inter-city express trains that will significantly enhance the travel experience without the need for the disruption that would be caused by the electrification programme.

My hon. Friend will be aware that the Ministry of Housing, Communities and Local Government is doing everything it can to ensure that developers abide by planning laws and, in particular, that we speed up the planning system so that we can get more homes built for those who desperately need them. He raises an important specific point and I encourage him to raise it directly with Ministers at the next MCHLG questions.

The Leader of the House may be aware that before the summer recess The Telegraph exposed Government data breaches after the use of an online system called Trello, about which concerns had already been raised by its own security. The leak meant that members of the public could access details of how to gain passes to Government buildings. Will she therefore arrange for a Cabinet Office Minister to make a statement on the Floor of the House in order to give the public reassurance that the Government do take cyber-security seriously and will stop using online portals for sharing work that can lead to these data breaches?

We all need to be extremely careful about the use of data, and there is no doubt that those breaches are completely unacceptable. The hon. Gentleman might be aware that we have Cabinet Office questions next week, and I encourage him to raise this issue directly then.

My hon. Friend raises an important point about compensation for those affected by Government projects. I encourage him to talk to the HS2 mitigation and compensation forum that I established—back in 2011, I believe—which takes forward particular issues for constituents who are seeking proper compensation for such problems, particularly with regard to selling their homes.

Under new data protection rules, subject access requests to GP practices and NHS services can no longer be charged for. I have received a deputation from GP surgeries in my constituency saying that this is already causing undue cost to them. May we have a statement, either from the Department of Health and Social Care or from the Department for Digital, Culture, Media and Sport, to explain how they might be able to help with this probably inadvertent issue, because it is costing NHS services money that they can hardly afford?

The hon. Gentleman raises a really important issue. I do not have the answer right here, but I encourage him to attend Health and Social Care questions on Tuesday, because I am sure that this will be something that Ministers will be keen to try to address.

A constituent of mine, due to errors admitted by the Department for Work and Pensions, recently had her tax credit stopped, and has now had her child benefit stopped. That is having a huge financial impact on the family. Will the Leader of the House find Government time for a debate on DWP errors and how they are having a real impact on families up and down the UK?

The hon. Gentleman raises a very important constituency issue, and it is absolutely right that Members do that in this place. I urge him to take it up directly with Ministers in the DWP, who will be pleased to look at it.

I know that we will all want to celebrate the amazing achievements of the NHS. A lot of consideration is being given now to exactly how we can celebrate it. The hon. Lady may be aware that there will be a debate next Wednesday, 16 May, on the 70th anniversary of the NHS and public health, which she might want to attend. I am delighted that the Government have provided over £14 billion more to spend on caring for people than in 2010 and that there are almost 42,500 more clinical staff looking after patients than in 2010.

The Leader of the House may be aware that in many of our businesses and shopping centres across the UK there is a distinct lack of changing places such as slightly larger disabled toilets with facilities mainly for adults and children in wheelchairs. Will she find time for a debate in Government time on this important subject and try to encourage businesses to invest in their services to ensure people have these much needed changing areas?

I am very sympathetic to the hon. Gentleman raising this point. I agree that it is vital that there are places for people to change, whether they have babies or are people with disabilities. I encourage him to raise the matter in an Adjournment debate so he can take it up directly with Ministers.

My hon. Friend stood on a manifesto that led to this Government forming, and it is clear—I have made it as clear as possible—that once the recommendations have been considered, we will be looking to bring forward that money resolution.

As I understand it, the Leader of the House is meant to be the House’s representative in Cabinet. I hate to burst her bubble, but the Conservative party did not win the general election and there was nothing in its manifesto about passing a bung to the Democratic Unionist party to prop it up on the boundary review. May I ask the Leader of the House, most sincerely, what representations she is making to Cabinet and to the Government to make sure that the will of this House is granted and the money resolution tabled?

I gently say to the hon. Gentleman that it is extraordinary that he thinks that this Government did not win the general election, because this is the Government and this Government are winning votes. This Government are taking charge of running the country, in full collaboration right across the House with all right hon. and hon. Members, to ensure that we take all views into account. That is what I undertook to do as Leader of the House of Commons and it is what I do every day.

New data released by the Trussell Trust this week shows that emergency food bank usage has increased by an average of 52% in areas of full universal credit roll-out. Will the Leader of the House find time for a debate in Government time so that we can prevent the roll-out from inflicting even more suffering on our communities?

I pay tribute to the work of food banks. The volunteers and those who donate to them do a fantastic job. I agree with the hon. Gentleman that food banks should not be necessary, but they have been a feature of our communities for a long time. All hon. Members must agree that, in terms of giving people an incentive to get into work and providing continued income once they do so, universal credit offers a valuable change to our benefits and the safety net for people who are looking for work. It has also had the impact of encouraging more people to look for work and find work. The Government continue to listen to ways in which we can improve the roll-out of universal credit, which is being done very slowly so that all lessons can be taken into account.

It is a point I have often made myself. I was being kinder to the hon. Member for Worthing West (Sir Peter Bottomley) than the hon. Member for Rhondda (Chris Bryant) was; it was really a preface to the book which is to follow.

The Leader of the House might be aware that this Tuesday the hon. Member for Hazel Grove (Mr Wragg) and I had the inaugural meeting of the cross-party group on social media and the impact on children’s mental health. Following the report of the Royal Society for Public Health that social media might be more addictive than cigarettes and alcohol, may I again ask the Leader of the House to find Government time for a debate on this important issue and start helping to tackle the effect of social media on people’s mental health?

I am incredibly sympathetic to what the hon. Gentleman says and commend him on taking this work forward. He will be aware that the Government are putting a record £1.4 billion into children and young people’s mental health, and we are committed to ensuring that 70,000 more children and young people each year will have access to high-quality NHS care and support when they need it. He raises an important and specific point about the impact of social media on young people’s mental health and I encourage him to seek a Backbench Business Committee debate or Westminster Hall debate so all hon. Members can share their views on it.
