Unless colleagues have been bobbing from the beginning, they are unlikely to be called—there are colleagues on the Government Back Benches who will not be called in this debate—but it is absolutely right that those belonging to the party that forms a majority in the House tend to be called earlier. I rise to make a few brief points in this incredibly important debate. The most important point—one that we have still not spent enough time discussing—is the basic one that people should not be in this place on the basis of the hereditary principle. It is incredibly important that we move away from that for a variety of reasons, which I will come to. I will not pretend that the legislation goes as far as many of us would like it to —although, at the moment, most of us Labour Members think that elections are a pretty good way to decide things.
