I welcome you to your place, Mr Deputy Speaker, and it is a pleasure to follow the hon. Member for Norwich South (Clive Lewis). I was struck by something he just said. Yes, the rich and powerful can always buy influence—we need only see the number of people who have made declarations this evening.

This simple and effective Bill is aimed at ensuring that the right to collective bargaining and the withdrawal of labour does not conflict with the right of the average British citizen to access lifesaving or potentially important services while unions and the Government negotiate. The debilitating strikes of the past six months have wreaked havoc on this country, dragging us into a virtual state of second lockdown, and preventing workers from travelling to offices and shoppers from accessing high streets, and putting additional pressure on the NHS. We understand that this is driven in part by the inflationary pressures that we are encountering as a nation.

No one is disputing the right of workers to withdraw their labour as part of a negotiation, however unreasonable some of those demands end up being; no one is saying that at all. All that we are asking for is some proportionality and responsibility in how that is done. Our nation should not be held hostage and have lives risked simply for want of minimum safety standards. That is what we are talking about.

We are not talking about blanket enforcement; just recognition that some services are simply vital. Those include health, fire and rescue, health and education. Few of us will forget the impact of shutting down schools during the pandemic. They also include transport—the Mayor of London cannot stick to his zero strikes pledge—the decommissioning of nuclear installations; the management of radioactive waste, which is surely a no-brainer and one that we can all agree needs to go on; and border security.

The Bill ensures that people can access an ambulance when they call for one, count on fire responders in an emergency, send their children to school and travel to work. Why should people be held to ransom by militant, unelected trade union officials? If they want that power, they should stand for election and not simply buy support from the Labour party.

No, I will not.

Minimum service levels are not an anomaly. France, Spain and Italy have given minimum service levels during strikes, and I thought that the Labour party was in favour of more European alignment. The Government do not want to use the Bill, but it is vital to have in place a system that allows the British public to access services during strike days and go about their lives in an ordinary way.

We have to ask ourselves: what are the strikes really about? I will highlight rail because I am a regular commuter. Union bosses have refused to accept that the pandemic has fundamentally changed how travellers use the rail network. Modernising the network is essential to ensuring that it is sustainable for future generations. The Government stepped in with support of more than £30 billion for the rail industry during the pandemic. That is not pocket change.

I have seen at first hand the impact of what rail strikes have done to the west coast main line, where at one point we faced coach journeys of up to 10 hours because of the lack of flexibility. That is fine for me because I can afford to be flexible with my working arrangements and I have a good, guaranteed wage. However, plenty of my constituents do not have that, so if the service is not there when they need it, they are in serious trouble. The hypocrisy of the trade unions, who say that they are fighting for workers, is palpable. Travel is unavoidable for millions of workers who do not have the option of working remotely. Those people are driving Britain’s economy, despite the obstacles put in front of them by the trade unions. Let us look at the collateral effects: December’s rail strikes cost UK hospitality £1.5 billion, and huge swathes of businesses and jobs were lost.

The simple fact of the matter is that, with more than £15 million donated by the trade unions to the Labour party, it is no wonder that Labour Members sit on their hands while trade unions cripple our vital services. Even the Leader of the Opposition knows it—that is why he is not here leading the debate but instead rubbing shoulders with bankers in Davos.

The strikes have become contagious, spreading from one sector to another, holding the British public hostage in the hope that the Government will surrender. That is not how a democracy works. I support workers’ rights, but that is not limitless. I welcome the commitment to the rights of the British public to access vital services during strike action, and I look forward to supporting the Bill later tonight.

I said in the previous debate that I enjoy Friday sittings, because people introduce Bills to address concerns that are probably not covered by current legislation.

I agree with quite a lot of what the Minister said. There is a great deal of support in the current framework, but the point of the Bill, as I understand it, is to try to address the places where that support is not getting to people who need it in a timely fashion. The example of a person having to go to an employment tribunal when they may have only a few months left to live is very powerful, because it throws the situation into stark relief.

Part of the problem is that we can go into abstraction, because there is no ticking clock showing how much longer we have on this earth. People will have myriad concerns at that moment in their life. They will want to tidy up their affairs and they will want to make sure their family are looked after, but they will probably also forget to take care of themselves in the way they normally would. They might lose out because they do not necessarily know what support is available, as they will be so busy trying to ensure that, when they exit the stage, those around them are able to carry on, and we do not want them to lose out. Nobody in this country should ever be in a position where they are not able to look after themselves properly. People should die with dignity. Dying well is a good way of looking at it. We need to remove the stigma that attaches itself to being terminally ill. I am the son of a cancer survivor. We were very lucky, but many families are not. That moment crystallises people’s thinking about what has to happen in a very short period of time.

I congratulate the hon. Member for Stockton North on bringing forward this Bill. It is a worthwhile piece of legislation, and I can tell that he has given it serious thought and has worked with partners. I implore the Minister to make good on his promises to bring together people from the various Departments that will be affected. We have a good suite of things available. The special rules for the end of life provide pretty powerful protections but, as we saw in the previous debate, even where we have a framework that is supposed to work, it is not always the case in lived experience.

I would like to see the Bill continue in some form down the legislative pathway, which will rely on us all working together to understand where pressure needs to be applied to things that are not working, and where best practice can be enhanced by looking at other sectors. I look forward to seeing what comes next, but I go back to my original point. We need to lean on the existing protections. We need to better understand what levers we need to pull and how we can apply best practice where we have it, so that we can ensure that everyone around us has the option to live with dignity and to die well. I look forward to having a conversation with the hon. Member for Stockton North, because the Bill has piqued my interest. As I said, I like Friday sittings because I get to think about things I would not normally think about.

I am struck by the point my hon. Friend makes about people being tied up with legal wranglings in the last part of their life. It is incumbent on everybody to make sure that they do not have to fight the system while they are also fighting for their life.

It is always a pleasure to follow the hon. Member for Rotherham (Sarah Champion). It is also a pleasure to take this opportunity to talk about the proud industrial heritage of Manchester and East Lancashire, not least of my own Heywood and Middleton constituency.

We still make things, important things. We might have started off as textile towns, but, across Greater Manchester, we are now leading the way in advanced materials and manufacturing—from graft to graphene, ours is a success story. That is why I am slightly confused about the tone of today’s debate. Unless Opposition Members have been asleep for the past few years—in all fairness, that would explain a great deal—they would have seen that this is a Government who have taken unprecedented steps to support British industry. We need only to look back a couple of years to the dark days of the pandemic when the now Prime Minister put £407 billion in to support British industry—jobs were safeguarded, firms that would have otherwise gone to the wall were supported and some sectors even grew during lockdown.

It is also wrong to say that the Government have done nothing to drive innovation. The UK is well on its way to becoming a net exporter of clean energy, with our work on hydrogen and offshore wind among some of the most advanced anywhere. That is to say nothing of the major investment being made in nuclear, with thousands of apprentices training to take advantage of high-skilled and well-paid jobs in the sector. With the advent of small modular reactors, another British success story, we could even see nuclear plants using waste heat to produce hydrogen from renewables. That is hydrogen that is both green and pink—or, if Members prefer, watermelon hydrogen.

A total of £211 million has been invested in the Faraday Battery Challenge, so that we can store this new green energy. Another £1.3 billion has been invested to accelerate the roll-out of charge points for electric vehicles, along with £582 million in grants for those buying zero or ultra-low emission vehicles. An increasing number of those vehicles are being made here in the UK, as manufacturers shift towards all-electric production across their lines.

Add to that, the National Shipbuilding Strategy, which was published in March 2022, along with £4 billion of investment to improve access to finance and to deliver vital skills and funding for crucial research to boost the development of greener vessels and infrastructure. That means more well-paid, high-skilled jobs and another industry secured.

To build those ships and much of the other infrastructure improvements that we are delivering, we need British steel, the best in the world. Thanks to the hard work and strong advocacy of my hon. Friend the Member for Scunthorpe (Holly Mumby-Croft), millions of pounds have now been allocated to bolster that industry; she does not just say things but does them. Using homemade steel is cheaper and better for the environment than foreign alternatives. I should say that my hon. Friend has developed such a reputation as a champion for the industry that she is known affectionately on these Benches as the Steel Lady. Contrast that with Labour’s shameful record in Government, where steel production almost halved on their watch; I was going to stick with calling it brass neck, because I have already used the steel pun, but I think the record speaks for itself.

While Labour Members talk about tolerating businesses and describe them as the enemy, we have been working proactively to rebuild the industries left broken and moribund by the last Labour Government. It is under the Conservative party that a factory in Sunderland is now producing more cars than Italy, that seven of the 10 largest offshore wind farms are located in the UK and that £1.7 billion is being invested in new large-scale nuclear, so that we can reach 24 GW of clean energy on the grid. It is the Labour party who took a lump hammer to our nuclear industry and only managed an anaemic 7% of renewables on the grid, where we have managed 40%.

I will take no lectures from Labour on having a plan for anything, because I still do not think they have a plan or a strategy—no idea, no alternative and nothing worth saying. Last week I accused them of sixth-form politics; I would like to make an apology to sixth-formers everywhere.

I need only look at my own constituency to see industrious people making innovative products that improve people’s lives and contribute to the economy, whether that is Roxtec in Heap Bridge, making HS2, hydrogen and dozens of other industries work by providing sealing infrastructure, Union Papertech in Norden ensuring that our morning cuppa is not just delicious, but environmentally friendly, SMS in Middleton contributing to the next-gen Tempest fighter project, or dozens of other companies doing other amazing things. I have been incredibly proud to represent them over the past few years. I am proud of British industry and the contribution that the people I represent make to the economy. I am a little bit embarrassed for the Opposition that they genuinely think they cannot do any better than this.

I am grateful for the chance to speak on this important Bill. I would like to thank and congratulate the hon. Member for Bolton South East (Yasmin Qureshi). It is always nice to be able to work cross-party with a fellow Greater Manchester MP—although we are both from the bit that calls itself Lancashire, so let’s say Lancashire MPs.

The covid pandemic was an extremely difficult time for this country. However, some of the solutions that were necessary during those difficult times should be looked at as opportunities for the future, and flexible working is a prime example. Many people, especially in constituency, do not work in industries where practices like working from home are possible. We owe a huge debt to those workers in industries, such as food production, manufacturing or logistics who, even at the height of lockdown, continued to go into factories and warehouses to ensure that there was food on supermarket shelves and supply chains were kept running.

None the less, in many more industries than we thought possible, we found out how flexible working could refine our workplaces. Whether that was working from home or working different hours, we saw that work could still be completed to the highest of standards and that targets and key performance indicators could still be met, with many people being able to continue meetings and work in a productive way. It also added the possibility of some jazzy backgrounds and bookshelf competitions on all those many hours of Zoom meetings.

My team were able to continue working straight out of the box. Having just been made an MP, I had to assemble a team, but they could not get into the office, so we all had to talk on Teams or Zoom for hours a day. They managed to plough through thousands of cases and we got to our 5,000th case within the first 18 months. It was an incredibly trying time. If my team had not been able to work their hours around what was going on in their own lives, such as childcare and looking after relatives, it simply would not have been possible. In a real sense, flexible working stopped this country from falling over.

I am struck by the point my hon. Friend is making. As Members of Parliament, we are lucky to be able to use a laptop and work from home, but the vast majority of working people are not using laptops on a day-to-day basis. As my hon. Friend mentioned, they are going into their workplaces to use the equipment there. He is absolutely right that this legislation is not just about working from home; it is about the flexibility to ask for varying times and adjustments. It recognises that employers have certain requirements as well. Does he recognise that employers benefit from having those flexibilities?

My hon. Friend is entirely correct; fundamentally, it is about making sure that work is done by the best possible people in the best possible way. The reality is that not everybody lives a nine-to-five lifestyle any more. For example, often now both parents work, and people have childcare commitments or are carers. The option for someone to vary their working practices in a way that allows them still to make a good living and maintain a good home life is incredibly important.

Flexible working can be a lifesaver for parents of young children, single parents, those with disabilities and carers. Parents are now able to pick up their children from school regularly, and that relationship is good for the mental health not just of the parent but of the child. I am of an age such that I remember my mum being at home the entire time and dad going to work, and because of the nature of his work I sometimes would not see him for a very long time. It is really important to have that relationship with both parents.

I have heard about employees nearing the end of their careers but now feeling more able to continue to work because they have the option to work differently. That is really important for small businesses in particular, because there may be a bit of institutional knowledge that cannot be easily replaced, so it is a good thing to give somebody the chance to work differently, train somebody else up, cut back their hours and look forward to their retirement as part of a managed process.

I should also highlight the positive effect of flexible working on shrinking the wage gap. ONS figures for 2022 show that for those under 40 the gender pay gap for full-time workers is just over 3%, but for those aged 40 to 49 and above the pay gap jumps to 10.9%. For those over 40, there is a lower incidence of women being promoted into higher-paid positions and a higher incidence of women moving from full-time to part-time work.

That change from full to part-time work directly corresponds with a very difficult decision that a lot of new parents have to make: whether to return to the office or stay at home to look after the children. For most, the extortionate cost of childcare means there is only one viable option. This results in parents—still mostly mothers—leaving the workforce or taking up part-time roles, thereby stalling their career development and thus increasing the gender pay gap. But we now know that this is not necessary. Parents can, and should, share duties while working from home or by changing their hours, and they should have a right to request such flexibility from their employers. We must make sure that access to such a style of working is available to everyone.

The Bill will benefit not only employees but employers. Businesses and companies thrive when the best people are in the right position and are able to do the job they are trained to do. By tearing down the barriers that prevent parents, the disabled, carers and older people from remaining in the workforce, we will unleash a wave of potential into our economy. This is a win-win piece of legislation, so I again thank the hon. Member for Bolton South East for bringing it forward. I encourage colleagues to support the Bill and look forward to supporting it myself.

My hon. Friend has always been a passionate advocate and defender of business in the Crawley constituency, specifically R&D projects and innovation, and I am glad he mentioned Alector and others, as they are important companies in his constituency. We continue to support investment in R&D through a vibrant research and innovation system that attracts private sector investment and drives up productivity across the UK, including in Crawley.

My hon. Friend is always on the front foot on low-carbon energy and innovation in Heywood and Middleton. He will know that the Government’s flagship £1 billion net zero innovation portfolio is making those important investments in hydrogen, advanced nuclear technologies and so on. On fusion, we are investing £700 million in research facilities and programmes over the next three years. My hon. Friend will also know that the energy security Bill we published last week includes launch pads for both hydrogen and nuclear fusion.

My hon. Friend makes an important point. We want to go with the grain of human nature, which means that, when it is time to replace a gas boiler, the heat pump is a competitive option in terms of price. That is why we think the cost of heat pumps can reduce by 25% to 50% by 2025. We have our £450 million boiler upgrade scheme to provide capital grants of up to £6,000, and that is in addition to the zero per cent rate of VAT on installation.

As we transition away from gas, hydrogen—in particular green hydrogen generated by renewable sources such as that at Scout Moor wind farm in my Heywood and Middleton constituency—gives the UK the unique opportunity to become an exporter of energy. Does my right hon. Friend agree that that is good not just for our economy and energy security, but for communities such as Heywood and Middleton where it will create new and exciting jobs?

My hon. Friend is a doughty champion for his constituency and for the hydrogen sector. I was at the global hydrogen summit about three weeks ago where exactly the possibility of hydrogen exports was very much the topic of the day. That is why we have doubled the ambition in our British energy security strategy to go to 10 GW of low-carbon hydrogen production by 2030, which will provide fantastic opportunities right the way across the country, notably in his constituency as well.

Members of the group litigation scheme entered into a full, final settlement through mediation with Post Office Ltd last year, but we are working with sub-postmasters who have come forward on the historical shortfall scheme. I urge them still to come forward to the Post Office Horizon inquiry led by former judge Sir Wyn Williams, who is calling for evidence at the moment.

May I welcome the exciting industrial decarbon-isation strategy, which my right hon. Friend the Secretary of State launched last week, backed by £1 billion, £78 million of which will be spent in Greater Manchester? Does the Minister agree that that provides a road map to decarbonising our economy, and is an exciting opportunity for my Heywood and Middleton constituents to seek green new jobs?

I had the honour and pleasure of being questioned by the hon. Lady at a Select Committee in recent days. I repeat what I said then—that we are asking all countries to come forward with ambitious NDCs, and that I completely understand that there will be a requirement on the UK as well.

Heywood Magic Market in my constituency has been offering stalls for just £28 a week, enabling sole traders and the self-employed to find new, innovative ways of earning a living during the coronavirus pandemic. Will my right hon. Friend join me in congratulating the staff, the traders and the board of the Magic Market for their ingenuity and community spirit, and will he reiterate the Department’s long-standing commitment to small traders and entrepreneurs, who will be essential in rebuilding our post-covid economy?

We have introduced the Corporate Insolvency and Governance Bill to help companies maximise their chances of survival. The Bill introduces new corporate restructuring tools and temporarily suspends part of insolvency law to help businesses keep trading.

Can he tell me what benefits it will have for businesses, not just in my constituency of Heywood and Middleton and across the north-west but in the wider country?

My hon. Friend is proving to be a real champion for businesses in his constituency, and he raises an incredibly important point. The impact assessment of the Bill’s measures suggests that the three permanent changes to the UK insolvency framework will result in net benefits to business of over £1.9 billion in today’s prices, which is a much needed boost for businesses at this uncertain time.

Thank you, Mr Deputy Speaker. It is a great privilege to be called to give my maiden speech as the first ever Conservative Member for Heywood and Middleton. May I add what a pleasure it is to see you, Mr Deputy Speaker, in the Chair when I do it?

Before going any further, I would just like to say what a pleasure it is to follow the hon. Member for Bristol North West (Darren Jones). I served very briefly with him on the Science and Technology Committee, and I would like to personally congratulate him on his election as Chair of the Business, Energy and Industrial Strategy Committee. I am sure he will bring his thorough, fair and forensic approach to scrutiny on that Committee, and I wish him well.

It has also come to my attention that I am one of the last of my intake to make my maiden speech. I would like to salute all my colleagues who have, through a varied and personal collection of speeches, shown that ours is a party that now truly represents the entire country. I would like to say in particular a great thank you to my hon. Friends the Members for Eastleigh (Paul Holmes), for Hyndburn (Sara Britcliffe) and for Bury South (Christian Wakeford), who have joined me to give a bit of moral support.

At this most challenging time for our country, I would like to dedicate my first speech to the people who are rising to that challenge, both in my constituency and across the four nations of our Union: our NHS staff, careworkers, armed forces, police, posties, bin men and the hundreds of thousands of other people working tirelessly to keep us safe. They truly embody the best of what it is to be British. I know that for my part, when I have been clapping on Thursday night, it has been not just with a sense of thanks, but with immense pride that this is a country that pulls together.

I am grateful to have been drawn to speak today. I can only imagine that, when Members saw the Corporate Insolvency and Governance Bill on the agenda, Mr Speaker’s office was inundated by people desperate to speak on this most glamorous of topics. Mr Speaker may have been inundated by anxious Members, but this particular subject—sexy or not—is of great importance. The Bill will do a great deal of good for a great deal of people, and really that is what we are here to do.

What must strike Members, as it does me, is the widespread support for the Bill, not just in my constituency but across the whole country. It has the support of businesses, professional bodies, the Institute of Directors, the TUC and the British Chambers of Commerce, which welcomed the Government’s sensible and flexible steps to protect businesses from the threats they face at this difficult time.

It is vital that urgent action is taken to help those struggling and worried for their businesses. By continuing to trade in these difficult times, they will be the turbo boost our economy needs as the new normal becomes the old normal. When we have asked so much of the British people, and they have given so much more than we asked of them, it is only right that we look to give those businesses and the people who run them the breathing room they need in the closest of economic climates.

The measures will ensure that essential supplies are maintained to support trade and that companies can maximise their chances of survival, saving livelihoods as well as lives. Quite simply, the Bill will help companies to increase their chances of going on when we need them most. It will protect jobs and underpin our country’s economic recovery. It consists of measures that will support businesses through this period and, where they need them, provide new lifelines to companies in desperate need of rescue.

The corporate governance measures give directors more flexibility during this emergency to focus on the things that really matter to them and their employees. According to a study by KPMG, the north and the midlands will bear the economic brunt of coronavirus, with a slump of up to 10% in the economy of my region, the north-west. Only with the injection of the common sense that the Bill affords can business owners have confidence that their contribution to our national recovery will be recognised with the appropriate safeguards. However, another study by Deloitte says that the north-west is the most optimistic region when it comes to recovery, and that is what we always bring with us. Whether it is Lancashire, Manchester, Merseyside, Cheshire or Cumbria, the north-west will be at the heart of this country’s economic recovery.

The Government’s commitment to levelling up has always relied on opportunity and aspiration. By safeguarding that through the measures in the Bill, we are keeping our promise to the people who put us on these Benches. I know that the Herculean efforts of the Secretary of State, the Chancellor and the BEIS and Treasury teams have been felt far and wide as livelihoods and businesses from Heywood to Hertfordshire and from Middleton to Middlesbrough have been saved by the decisive action of this Conservative Government.

Today’s Bill will reinforce that commitment to a one-nation, compassionate Conservative ideal. But in these exceptional times what truly define us are the acts of kindness all too easily forgotten, such as shopkeeper Damian Edwards of Alkrington, who has worked 22-hour days to ensure that the most vulnerable in his community will have the essentials that they need; the staff and students of Middleton Technology School and Hopwood Hall College, who are producing thousands of pieces of PPE for local key workers; my constituent Win Page, who celebrated her 100th birthday by raising over £15,000 for the North West Ambulance Service; and Mike Goldrick of Heywood, whose local blind manufacturing company is now producing scrubs for the local NHS trust. Those are just a few examples of the countless reasons why I am proud to represent Heywood and Middleton—some of the finest, most patriotic and enterprising people not just in the north, but in the whole country.

The events of December’s election may seem like a distant memory now, but it is important to remember what they signify. For years, the forgotten towns of the north and midlands have waited their turn, promised so much by the people they elected only to see themselves passed over time and again. In 2010, the then Chancellor of the Exchequer, George Osborne, took the first steps on the long journey to levelling up the north of England long before it was fashionable to do so. What we now call the northern powerhouse began as a labour of love, and now forms part of our central promise to this country. It is a promise that I and so many of my new colleagues intend to fulfil.

As well as paying tribute to the wonderful people in my constituency, it is only right that I pay tribute to those who have represented it before me. For five years Liz McInnes served the people of Heywood and Middleton, and holds the distinction of being the first and only woman to have represented the seat. Before her, Jim Dobbin served for 17 distinguished years and is still fondly remembered on both sides of the House as an active MP and a true gentleman.

On a personal note, I would like to reach a bit further back to my noble friend Lord Haselhurst, who now sits in the other place, and was the last Conservative MP for the Middleton and Prestwich constituency. He is the most recent Member of my party to represent any part of my seat. His kindness, mentorship and support have been greatly appreciated during my first months as a Member of this place, and, as my hon. Friend the Member for Saffron Walden (Kemi Badenoch) would no doubt agree, set a very high bar for those who come after.

I would also like to thank the people who helped me get here. Like so many across the Chamber, I was supported, encouraged and helped every step of the way by a dedicated group of friends, colleagues from my local party, the local community, councillors, activists and concerned local residents. This was as much their victory as it was mine, and that I stand here today is a testament to their selflessness.

At this unprecedented moment in our national history, when so many are giving so much, I must also recognise two more of my predecessors, who made the ultimate sacrifice for their country. Heywood has the unique distinction of being the only town to have lost its MP on active service during both world wars. Howard Cawley of the Liberal party died at Gallipoli, and Richard Porritt, a fellow Conservative whose coat of arms is on the wall of this Chamber, was killed during the evacuation of Dunkirk; he was the first Member of this House to lay down his life in the second world war.

I am a proud supporter of our armed forces. Their dedication to our nation and its people is humbling under normal circumstances. At this time of great stress, nothing demonstrates this dedication more than their extraordinary work transforming Manchester Central in under 10 days into one of several state-of-the-art Nightingale hospitals.

Heywood and Middleton is actually a relatively young constituency by parliamentary standards, having first been contested in 1983, but the towns within it have a long and rich history. Heywood is celebrating its 750th year as a town. Once famed for some of the finest textiles in the world, it also has an important part to play in the history of this place, as the home of Lord Heywood, who foiled the gunpowder plot. I will simply say to hon. Members on behalf of my constituents: you’re welcome.

Middleton—a town conspicuously missing from the Domesday Book, bar a passing reference to being “of great antiquity”—is home not only to Manchester’s oldest church, St Leonard’s, but also to England’s oldest pub, The Olde Boar’s Head, a beautiful timber-framed building originally built in 1632. I am pleased to say that I have frequented both, although, I will admit, one more than the other.

Lastly, in a remark that will no doubt prohibit me from any future position in the Treasury, although maybe not in the Department for Business, Energy and Industrial Strategy, mine is a seat of three halves; beyond the eponymous Heywood and Middleton, it also includes the western reaches of the town of Rochdale. The communities of Bamford, Castleton and Norden—all villages in their own right—have much to boast about, with beautiful green spaces, thriving local businesses, excellent schools and, of course, yet more superb pubs, all of which we dearly hope to see reopen shortly. These communities also require protection, as their precious green belt is under threat, and I will stand with fellow Members across the House and community groups in opposing the disastrous Greater Manchester spatial framework.

It is all too easy endlessly to wax lyrical about what an immense privilege it is to be stood here, but in all honesty I doubt that words could ever truly convey the reality of what it is to be entrusted with this responsibility. In ancient Rome, our predecessors in the Senate would invoke the maxim “Acta non verba”. As ancient as that concept is, it is not one lost to time. One of Manchester’s greatest daughters, Emmeline Pankhurst, was still calling people to action with the cry of “Deeds not words” hundreds of years later, and it holds as true today as it did then. When we get through this crisis—and we will get through it—it will ultimately be our deeds, not our words alone, that will do it.
