I am confident that the hon. Member for Islington South and Finsbury (Emily Thornberry) will forgive me for not responding meticulously to five minutes of sanctimony and histrionics.

I congratulate my hon. Friend the Member for Harlow (Robert Halfon) on making an important set of points that received only giggles from the Opposition. The hon. Member for Ayr, Carrick and Cumnock (Sandra Osborne), who is not in her place, demanded respect, while those on her Benches laughed at his points.

I agree with the points made by my hon. Friend the Member for Skipton and Ripon (Julian Smith), who pointed out that the title of today’s debate on the Order Paper, “Performance of the Department for Work and Pensions,” is a big bash at civil servants. As I make the first of the four points I want to make during my substantive contribution, I pay tribute to the staff of the Department for Work and Pensions with whom I work at the jobcentre in Norwich—in particular, Julia Nix, the district manager, Tom Adams, a project manager, and a young man called Jamie who is on work experience.

I have had the great honour of working with those three people on a project that seeks to halve Norwich’s youth unemployment and I am delighted to say that we are succeeding. Only last week, we were able to announce the 1,000th young person to go into work through that project. That has only been possible through the hard work of those civil servants. I have been humbled to be able to help them in that project and I want to continue to do more of that.

Secondly, we need universal credit to come in. It is crucial to make work pay. Let me give two examples from my constituency that demonstrate that. One father of four is trapped needing housing benefit at the level at which he receives it. He is unwilling to ask his wife to go to work because if he did so they would lose the benefits they receive. He is frustrated as heck in that trap and it is not fair on him.

Is the hon. Lady not aware that once universal credit is finally extended to couples and couples with children, second earners will be worse off than they are at present?

I will make sure that I discuss that with my constituent, who is disgusted about what Labour ever did for him during its 13 years in office.

I also want to talk about the group of mums I recently met at Asda, which had kindly organised an event off the back of its Mumdex, a scheme that will be known to Members of the House. I hold my surgeries in Asda anyway, so it was a doubly good opportunity for me. Hon. Members will know very well the trap that occurs at 16 hours, which we have spoken about at length.

The next point I need to make about universal credit is that it will start to treat people as individuals. It will not continue to put people in the boxes of income support, JSA and ESA. It is crucial that we consider people’s individual circumstances and I suggest that the desire to free people from labels is what divides this side of the House from the Opposition. That is what drew me to the Conservative party and that is what I am proud to stand for. I resist any attempt from the Opposition to suggest that it is not respectful to see people as individuals rather than to label them.

Thirdly, I welcome the benefit cap. Many hon. Members have spoken about it already. I know many people in Norwich who would be only too happy to see the benefit cap set at the minimum wage rather than at average earnings. Norwich is another place where those things are out of kilter. It is a crying shame that Labour opposes the benefit cap and that shows the truth of what my hon. Friend the Member for Blackpool North and Cleveleys (Paul Maynard) said: Labour seems to think that it owns voters. That is another disgraceful demonstration of how Labour likes to label people as its people, but there will be no people left in support of the Opposition when they are not on the right side of the welfare debate.

Finally, I want to thank the Minister of State, Department for Work and Pensions, my right hon. Friend the Member for Hemel Hempstead (Mike Penning), who is responsible for disabled people, for a move that he has recently made. He has changed the location of the work capability assessments carried out in Norwich. The company, Atos, which we have talked about many times today, formerly used an office on the second floor of a building in Norwich. The Minister has just put the wheels in motion to change that location. It is obviously not acceptable for some of the most vulnerable people represented by me and my hon. Friend the Member for Norwich South (Simon Wright) to be turned away and sent to Ipswich by public transport or sometimes by taxi. None of that is acceptable and I pay tribute to my right hon. Friend the Minister for turning that situation around. It is the right thing to have done. Do you know what? Who signed the contract on that building in the first place? Who has forgotten history, in the words of my hon. Friend the Member for Fareham (Mr Hoban)? Who thinks that that it all began in 2010? The Labour party signed that contract in 1998 and my right hon. Friend the Minister has put things right.

Other hon. Members have asked various questions about data matching, which I must address so that I answer everyone in time. In particular, the hon. Member for Blaenau Gwent asked about the use of credit reference agencies, which is a point that he has raised capably many times. We considered the possibility of a pilot using credit reference agency data, but I am advised that running such a scheme within the existing legislation would be difficult. As I said in my answer to the hon. Member for Mitcham and Morden (Siobhain McDonagh), I am interested in finding as many useful sources of data as possible, and I shall continue to look for them. I have no doubt that the hon. Member for Blaenau Gwent and I will continue that debate as we continue our research, but I am aware of a number of shortcomings in using data from credit reference agencies.

There will be a move to digital applications from the current paper application form, which will make registration more convenient for a number of people. The move will increase accessibility for many people with disabilities. I will be talking to the Electoral Commission later this week, and I am happy to raise the points raised by the hon. Member for Mitcham and Morden on the accessibility of the forms. We will be actively encouraging applicants to use the online system, which we intend to be the primary channel for applications. It is important, however, that we retain the option of a paper form to cater for anyone who is not ready for the move.

I acknowledge the hon. Lady’s point on absent voters. She generously explained how important that group is in her constituency, and often, those in that group are older voters, whom we will consider carefully. I certainly would not wish to see any such group disadvantaged, and I will watch that carefully.

The Minister suggests that she wishes to watch the process carefully, but of course the Government have the power to change their mind about the proposal that people with postal votes should not be automatically rolled over. There is still time to do that before the new process comes into play. Rather than simply reacting to a problem after the event, perhaps the Minister might consider a change of mind.

The hon. Gentleman is as mischievous as ever. He knows very well that, in the case that he has just cited, it is the desire of the Scottish Government that that should be the franchise for the referendum. The Government of whom I am a part are led by the Prime Minister, who signed an agreement with the First Minister and Deputy First Minister of Scotland that we shall enable a referendum to take place for Scotland. That is quite a different thing, and it remains UK Government policy that the franchise should be for those 18 years old and over.

Does the Minister not feel that there might be some dangers in conceding as the Government have done in Scotland—in a way that might not be as well controlled as if the Electoral Commission had had full control—rather than doing so properly for the country as a whole? That would have been the right way to proceed.

The UK Government’s view is that many things would be better if we were to stay together as a United Kingdom. That might be one of the many questions that should be raised in the next two years of the campaign. However, the hon. Lady raises a wise point in the context of the debate. The Scottish Government have sought that franchise and Westminster has agreed a memorandum of understanding enabling them to do so, but there is no consensus within the UK Government on the age of franchise overall.

The hon. Member for Sunderland Central rightly spoke of the many things that society seeks to enable 16-year-olds to do, but I wish to balance that by noting the many things that society and Parliament do not believe that 16 and 17-year-olds should yet be able to do. They include smoking, buying alcohol, placing a bet, standing for election and serving on a jury. The fact is that there is no standard age of majority in the United Kingdom and no single point at which one moves from being a child to being an adult. That may be a matter for debate in itself, but it is right to note that the rights and responsibilities that we accord young people in society build over time. There is no single on-off switch.

I am familiar with the argument, repeated in the Votes at 16 coalition briefing, that allowing 16 and 17-year-olds to vote would help engage young people in our democracy and political processes at an earlier age. I should like to mention some of the evidence available. I remain unconvinced that we might achieve that worthy aim by this method. I am all for young people taking part in politics—I hope that any hon. Member who observed the age at which I entered the House appreciates that—but we have to do lots of things to achieve more young people being involved in politics; it is not only a matter of the voting age.

Let me turn to a couple of points of evidence. First, the Youth Citizenship Commission, which the previous Government set up, looked at ways to develop young people’s understanding of citizenship and increase their participation in politics. As part of that, it considered whether the voting age should be lowered to 16. It reported in summer 2009 and felt unable to make a recommendation on whether the voting age should be lowered. It suggested that there was a lack of evidence available regarding the merits of votes at 16 and noted that there were, as I have already said, vigorous and strongly held views on either side of the debate. The YCC’s view was that the voting age is not the principal factor in encouraging young people’s interest and involvement in politics and citizenship.

Many wise points are made in the YCC report, but it did not find significant evidence on which to base a recommendation. I am sure that all hon. Members agree about what it set out to consider: civic awareness, understanding, maturity of judgment, the place of citizenship education, the impact on turnout and responsible voting, the impact on young people’s perceptions and civic activity and the administrative issues that would go with such a change, all of which are valuable elements in that research and in the debate that we ought to have if we had longer than half an hour. The YCC found that

“the issue is not the principal factor in encouraging young people’s interest and involvement in politics and citizenship.”

Where else might we turn for evidence? I am also interested in a YouGov poll released in November 2009, shortly after the YCC report, done for the Citizenship Foundation, which I am sure all hon. Members have worked with in their time as parliamentarians. It does much good work. The poll looked at 14 to 25-year-olds. The point that I want to draw out of it is that, although it might be expected that 16-year-olds would say, “Yes, please. I am interested in majority and the vote,” as per the figures that the hon. Lady used, in that category of 14 to 25-year-olds—some on either side of the grouping—54% are against, 31% are for and 15% do not know. Those figures should provoke enough thought to cause us to stop and consider not only the range of views, but the high number of those who do not know, which is a matter that we might discuss.

The hon. Lady mentioned turnout, as did the hon. Member for Clwyd South (Susan Elan Jones). We all want higher turnout and greater participation in the electoral process, but a relevant fact here is that, since the 1997 election, turnout among 18 to 24-year-olds, who can vote, has fallen from 51% to 44%. Registration among young people is lower than for other population groups. Far be it from me to rest this debate on a point of mathematics—no doubt, the hon. Member for Scunthorpe (Nic Dakin) will realise this—but if participation followed what we see already in that most youthful age bracket, turnout overall would fall, and that would not be the outcome that we were focusing on. That is a dry maths point, but the broader point is there and can be brought to life for people. We do not want lower turnout. We want turnout to be higher. Is lowering the voting age the tool to achieve that? I am yet to be convinced of that, but this debate does good work in addressing the matter.

An issue of engagement goes far beyond the franchise. We in the Government are trying to deal with that among some of the other activities that we are running. For example, in the pilots of the Bite the Ballot programme, we are talking to young people in schools and colleges— I was with a group in Norwich doing that in the past few weeks—about the importance of registering to vote. That is in the context of individual electoral registration. I am amazed that the hon. Member for Caerphilly (Wayne David) has not yet mentioned that this afternoon, but I should be delighted to take it up whenever he wishes. All hon. Members agree that it is important that the individual right and responsibility to register and to vote should be treated carefully and wisely.

The hon. Gentleman has given me the perfect opportunity to note that, regrettably, the official Opposition’s Benches are astoundingly empty. The stance that they took last week showed astounding political opportunism, given that they had 13 years to support the motorists but did not, and that they left behind a depth charge of increases. I regret that I shall not be able to hear him put the case in his own words. Perhaps I may explain to him more of the actions that we are taking to support the motorist and businesses.

Businesses are seeing successive cuts in corporation tax, coupled with an extended business rates holiday for small businesses until April 2013. In passing, I should note that the high pump prices of recent years are causing real difficulties in ensuring that motoring remains affordable. However, pump prices have fallen by nearly 11p a litre since their peak in April. That said, at a time when money is tight, deferring the fuel duty increase from August to January will provide further support to motorists.

This is a Government who not only have a credible plan to support motorists, but are dealing with the debts created by the previous Government. A responsible Government are able to listen to, consider and respond to the concerns of motorists. Compared with the plans that we inherited, we have cut fuel duty, cancelled the previous Government’s escalator and introduced a fair fuel stabiliser.

I understand that we will also be discussing what the Opposition have planned for motorists, perhaps in some detail. I also look forward to hearing from my right hon. Friend the Member for Bermondsey and Old Southwark (Simon Hughes) on biodiesels. I look forward to responding on those matters. This Government are on the side of motorists and our measures will support them when times are tight.

On Second Reading, we were given to understand that the fuel duty rise was essential to the Government’s proposals and a key piece of the jigsaw in resolving the deficit. For many weeks, that has been the clear message from the Government. I understand that Government Back Benchers were exhorted to write to their constituents to tell them why—regrettably, no doubt—the rise would have to happen and there was no alternative. It therefore comes as rather a surprise to hear that it is not quite so essential to the Government’s plans after all, but is a dispensable piece of the jigsaw.

This is probably the most expensive of the U-turns that have been performed over the past few weeks. It dwarfs many of the others in terms of revenue forgone. It is all very well for the Minister to tell us that it has happened because we have a listening Government, but they must also listen to what they have been saying. On that basis, they must explain how they have come to this position.

It is clear from the pattern of fuel duty rises under the last Government that such things were never set in stone and were not intended to be so. One has to look at the situation with which one is faced.

The hon. Lady has a touching faith in the previous Government’s ability to stick to a course. Does she support Opposition new clause 11, which has a price tag of about three times as much as the new clause that she is attacking?

We have very different views about how to stimulate and boost the economy. The Government have run demand into the ground, for example by raising VAT to 20%, which has had an effect on fuel. Ministers are reluctant to talk about that in any detail. It has to be remembered that prior to the election, the Conservatives were going around telling us that there would be no increase in VAT, and their coalition partners liked to stand in front of huge billboards saying that they feared there would be a VAT bombshell but were completely against it.

That is a very important point. We had a semi-answer from the Government saying that savings had been found, but they seem to be somewhat mysterious savings. We had not heard about them before, and we still do not really know where they have been found.

If the Economic Secretary is so clear that there is money to be used, I once again have to press her on some of the choices that the Government have chosen not to make. From what she has just said, it seems to me that there may be scope for her to reconsider some other matters.

I have a constituent whose employer, a big national department store, recently told her that she had to go completely flexible with her working hours. That meant that her shifts could vary from day to day. When she said that that could be very difficult for her, because she had child care arrangements to make and could not simply change things at short notice, she was told that she could reduce her current 18-hour week to a 12-hour week. We are told that such people should easily be able to find more hours of work to get around the problem of having their tax credits removed. If there is so much underspend, perhaps the Government should think beyond their proposals on fuel duty. It does not give us a great deal of confidence when they are adamant that they are not going to change things, but then do so before thinking about where they are going to find the money.

One of my constituents was told by her department store employer that she either had to accept a 12-hour contract, which amounts to fewer hours than she works at the moment, or go fully flexible, which does not fit with her child care. Is it not time that the Chancellor decided to do another U-turn and to restore tax credits to those working couples who do not work up to 24 hours a week?

We on the Treasury Bench have argued many times in the House that it is fair to ask couples to work under similar requirements as lone parents, and I urge the hon. Lady to consider that in this case.

We are constantly told by the Government that the way out of poverty is work and that work must pay. Is the Minister prepared to reconsider the decision not to uprate working tax credits this year in terms of inflation while at the same time uprating out-of-work benefits by inflation?

The reason for that decision was to prioritise the resources we have available on those perhaps least able to deal with the difficulties of the cost of living.
