Commons ChamberThat is not an obvious link, but the hon. Gentleman has made some sort of effort, I think, to try to make it. If he had bothered to turn up at the statement on Tuesday, his question might have been quite valid for that, but he would probably also have heard that £256 million had been made available for universities to support pupils in circumstances such as he has outlined.
Can I also welcome the Secretary of State’s statement? This year, from 9 to 13 November, the Bucks Skills Show goes online by live-streaming employers into classrooms across the county. They will bring lessons to life by showing how curriculum subjects can be applied in the workplace. Will my right hon. Friend welcome this initiative and the work of Buckinghamshire Business First, as well as the Bucks careers hub, which was named the top performer in the country? Does he agree that their support for young people facing increasing challenges to kickstart their career post-virus shows what can be achieved by a successful partnership between business, the Bucks local enterprise partnership, the council and the Careers and Enterprise Company?
My right hon. Friend lists a lot of people who I want to thank and congratulate, whether at the Bucks LEP or the skills hub that has been created. This shows that we should not see education in isolation from the rest of the economy or the rest of the community, because all those elements, by working together, provide so much more opportunity. That is a brilliant example of how people can inspire children to make them understand that what they are learning in the classroom has a real relevance to the world of work, giving them the enthusiasm to look at different careers and different opportunities that they might not have considered before.

Commons ChamberThe hon. Lady is probably aware that in order to be able to access testing, someone has to be symptomatic. That is where the testing is most likely to produce the most accurate results. Those guidelines are produced by the Department of Health and Social Care, and I would be very happy for my office to forward them on so she can better understand them.
I welcome my right hon. Friend’s statement and also the Prime Minister’s statement today. Training and retraining have never been more important than in our now rapidly changing economy. But with parents worried about the cost of university accommodation—they often act as guarantors—and students worried about the heavy debt they will have to repay after university, as well as the paucity or even trauma of their university experience due to lockdown, will my right hon. Friend champion two-year degree courses, such as those offered by our own excellent Buckingham University, which ensure academic excellence and achievement at a much lower cost to students and families?
The pioneering work that has been undertaken by the University of Buckingham and its vice-chancellor, the brilliant Sir Anthony Seldon, who has done so much for education in this country, is something to behold and something that I would like to see more universities copy. We need to ensure that young people understand that there is not only one option available to them at the age of 18, that going to university is not the only way to succeed. There are so many opportunities, including pursuing an apprenticeship or even a degree apprenticeship, or going on to one of our brilliant further education colleges. Expanding the breadth of that choice is one of the key missions of this party. We recognise that that is how we will level up opportunity for all youngsters in this country.

Commons ChamberI thank the hon. Gentleman for his offer to step in for any supply needs schools may have, but he raises a very important point. I would be happy, if it is possible, for him to meet with the Minister for School Standards if he has particular details or concerns so that we can take them up. I am not aware of the situation that he outlines, but it is important to keep an eye across all of this. We have been very clear in our guidance that we have issued to schools, and we need to ensure that that guidance is properly considered by all schools but that people do not develop it in ways in which it should not be developed.
My right hon. Friend raises the important point of young people’s mental health and the benefits they get from going to back to school, college or university. That is why we have worked incredibly closely with not just the school sectors but the university sector to ensure that that return is done in a safe, cautious and planned way, and I give thanks for all the work done in the higher education sector. We do recognise that covid has presented some quite challenging mental health problems to many young people as well as staff, which is why we announced a £9 million fund to support additional enhanced mental health work to support those who work in and those who benefit from being in the education sector, students included.

Commons ChamberI thank all hon. Members who have contributed to this debate, which included some powerful contributions. The personal testimony from the hon. Member for Berwick-upon-Tweed (Anne-Marie Trevelyan) was telling, because the wonderful news is that her son is now at university. The Minister should note that, because not only will early intervention and positive behaviour support being embedded in the entire system give people the chance of a good life, but the state will save a fortune. That is why it is so important.
We need the guidance. It needs to have teeth and to be backed by proper accredited training and by mandatory recording and reporting across the system. The Government need to get on with that now, because we must end the scandal of children not being protected from abuse in the way that adults and those in health settings already are. It is unacceptable that children in residential schools and in other settings are not protected. As the shadow Minister said, the guidance must be comprehensive. There is no justification for leaving out some settings, such as mainstream schools. The guidance should apply to everyone.

That this House calls on the Department for Education to urgently issue guidance on reducing the use of restrictive intervention of children and young people; and further calls on Ofsted to change its guidance to inspectors to recognise the importance of seeking to avoid the use of those interventions with children and young people.
On a point of order, Madam Deputy Speaker. I seek your guidance because Buckinghamshire County Council passed a unanimous motion this afternoon asking for High Speed 2 to be paused until the notice to proceed, which has already been delayed to the back end of this year, has been approved. This is a significant request because such notice cannot be given until the management capability, the affordability of the contract and the robustness of the already-discredited business case have been proved.
My county and my constituency are suffering daily disruption and catastrophic environmental damage, and we have not even seen the detailed design of this project. There are continuing complaints about poor communication by HS2, and the urgency of this matter is that there is news that machinery has already arrived in the county to start destroying a very large number of mature oak trees.
Madam Deputy Speaker, I want to know whether you have had any notice from the Secretary of State for Transport that he will make an urgent statement justifying this environmental vandalism, and whether there are any opportunities, when there are such serious doubts, for this project to be halted. What powers do we have in this House to bring about that halting or pausing of the project?
I thank the right hon. Lady for her point of order. As she knows, the point she raises is not a matter I can address from the Chair, except in so far as to say that I have not had any indication that the Secretary of State for Transport, or any other Minister, wishes to come to the Chamber today to address the issue.
The right hon. Lady is very well aware that there are certain mechanisms she can utilise to attempt to bring the Secretary of State, or one of his Ministers, to the Dispatch Box at the earliest possible moment to answer the questions she has put. Of course, the whole House notes, once again, her extreme diligence and perseverance in dealing with this very important matter on behalf of her constituents.
Further to that point of order, Madam Deputy Speaker. Thank you very much for your guidance from the Chair. Would it be possible for the message to go out from this House today, and from the Chair itself, that there is a request for the Secretary of State for Transport to come to this House at the earliest opportunity, which I believe will be Monday, to explain why this environmental vandalism is continuing in our county before any notice to proceed on HS2 has been given?
Again, I thank the right hon. Lady for her further point of order. She has raised the matter in a most eloquent fashion and, as she knows very well, matters raised on the Floor of the House will, I trust, be notified by the Treasury Bench to the appropriate Department and the appropriate Minister.
As to the powers that are available to Ministers in the respect that the right hon. Lady asks, I cannot give her a direct answer but, of course, I will say that I would not be at all surprised to find that on Monday, the next time the House sits, she and perhaps some of her local colleagues have submitted an urgent question for the consideration of Mr Speaker.

Commons ChamberI agree. Our report found that as many as one in 100 children attending our schools is on the autistic spectrum, which means that a significant number of children need our support.
Our inquiry heard from teachers who told us not only how they struggle to support students in mainstream schools because of a lack of special educational needs provision, but about the difficulties they experience because they have not received training. That comes on top of a lack of specialist provision for children for whom mainstream education is not sufficient. However, such children are often placed in mainstream education, which just cannot cope with their needs.
I congratulate my hon. Friend and my hon. Friend the Member for Bexhill and Battle (Huw Merriman) on their first-class report, which will make a big contribution in this area and a big difference to people’s lives.
Does my hon. Friend the Member for Lewes (Maria Caulfield) agree it is not just initial teacher training—autism awareness training is being included in that training for the first time this year—but the training of teachers who are already in place, such as by the Autism Education Trust, that is making a difference? In the light of her study, would she go further and say that school leaders, school governors and other people involved in educational institutions should also be trained in autism awareness?
My right hon. Friend is correct, and one of our report’s findings is that the training needs to go wider than just teachers. I will touch on that when I come to our recommendations.
Given the lack of support, children on the autism spectrum often end up in crisis. If they had received the support they needed in the first place, and if they had received a quicker diagnosis, such children would often thrive in school.
I welcome my hon. Friend to the Dispatch Box and am heartened to hear his positive response to my colleagues’ report. Does he agree that it is important that Ofsted inspectors are trained to understand autism and the requirements of children with autism? They cannot fully report on and inspect educational establishments unless they themselves are trained, so will he ensure that all Ofsted inspectors receive training on autism?
My right hon. Friend raises an important point and I shall try to address some of what she has said in the rest of my speech. It is important to think about who inspects the inspectors. Who is satisfied that they know and can identify autism?
My hon. Friend the Member for Lewes also raised the need to reduce bullying. It is an issue that affects far too many autistic children and young people. The Government have always been clear that bullying of any kind is absolutely unacceptable and should never be tolerated. It is important for schools to respond promptly to support the bullied child and ensure that the bullying does not happen again. Last year, we published revised guidance for schools on how to prevent and tackle bullying in all its forms and to help them to create a safe and disciplined environment where pupils are able to learn and fulfil their potential.
The report also highlights the disproportionate exclusion from school of autistic children. It is really important that schools have an inclusive ethos, and they have a duty under the SEND code of practice to ensure that pupils with SEN are able to engage in the school’s activities alongside pupils who do not have SEN. I know that exclusion, especially illegal “informal” exclusion, is a particular concern for the parents of autistic children. Under the contract with the Autism Education Trust, we are continuing to fund the excellent work of the National Autistic Society in providing advice and information on exclusions to parents and education professionals. Feedback shows that parents, in particular, value this service, helping them to understand their rights in situations where their child is at risk of exclusion, or has already been excluded.
None the less, we want to understand more about exclusions and their impact. That is why, in October 2017, the Prime Minister announced the launch of a review of exclusions practice and the implications for pupil groups that are disproportionately represented in the national statistics. The review will look at how schools use exclusion and how this impacts on all pupils, but in particular it will look at why the practice of exclusions is so varied and why some groups of children, including those with SEND such as autism, are more likely to be excluded than others. It will also be an opportunity to share best practice.
The 2014 SEND reforms were the biggest change to the system in a generation and placed a firm focus on involving young people and their families directly in planning their own support—

Commons ChamberI am grateful to my hon. Friend for highlighting those aspects. I will say a little more about them in a moment, but in the meantime, I pay tribute to her for the work that she has done to make sure that we do not forget about the importance of investing in young people in their early years, not least because one of the great problems with the Government’s proposals is that by the age of 11, disadvantaged pupils are already 10 months behind their peers, and so are less likely to be able to pass that entrance exam and have a fair chance.
The hon. Lady seems to be opposed to the Government consulting on these matters and opposed to choice, which Conservative Members support. What evidence does she have that children in Buckinghamshire are disadvantaged? We have 13 grammar schools, seven of them the lowest-funded schools in the country, and 90% of our schools are good or outstanding. There is no evidence showing anything other than the grammar school system in Buckinghamshire providing a good education right across the board to all children.
The very troubling question for the right hon. Lady is: where is the choice for children who cannot get into the grammar schools? The Education Policy Institute recently produced research that showed that the more highly selective an area, the worse the schools are, disadvantaging everyone. I will happily give way to the right hon. Lady again if she will tell me what she would say to a child stuck in a system where education standards are worse due to the highly selective nature of education in their area, and who is not given a choice because they cannot get into a grammar school.
I would say to the hon. Lady: bring me that evidence from Buckinghamshire. Our non-grammar schools provide an excellent education to children in Buckinghamshire, and if she is casting aspersions on the education that they provide, I invite her to come and see some of them. It is some of the best education, but it is different from the education provided in the grammar schools.
Many children and young people, not just in the right hon. Lady’s area but around the country, will be extremely disappointed by that response. The idea that in 2016 any child is better off by being segregated and branded a failure at the age of 11, or that we are better off as a country with that system, is particularly backward-looking.

It is the goal of my life to give pleasure to the hon. Gentleman, but I have to tell him that there is no price, because we believe in this Bill. We believe in our manifesto, and we are well on the way to delivering it.
I hope that the Minister will understand why people are asking these questions when we read from a senior political journalist in The Telegraph the following words:
“Last night a union source said bosses had always been clear that it would be ‘difficult’ to spend significant amounts on the campaign to keep Britain in the union while fighting against the Trade Union Bill. But they revealed that unions will now step up their campaigning and funding efforts in light of the concessions”,
Can he confirm right now that this journalist is absolutely wrong, that her sources are incorrect and that no such trade took place?
I am afraid that I will just have to repeat what I have already said. There is a natural process towards the end of a parliamentary Session in which concessions are made on Bills to secure their timely passage. What trade unions decide to do about their long-standing commitment to back the remain campaign is entirely a matter for them.

The Minister is quite right—in the north-west, Placements Northwest provides that information. The difficulty is getting local authorities into a more proactive commissioning role, so that their staff sit down together not only to exchange information but to say, “In five years’ time, we will need this number of children’s homes and this number of places.” Without support, it is very difficult for local authorities to work with each other to do that.
Before I call the Minister, just for the information of Members here in Westminster Hall I will point out that I have had a report that we may have a vote shortly in the main Chamber. I leave it to the Minister and Ann Coffey to decide how long they speak, but I thought that it would be helpful to bring that information to your attention. I call the Minister to speak.
That is extremely helpful, Mrs Gillan, and I will take heed of that information as I continue.
As ever, the hon. Member for Stockport is right, and that is why we need to establish a much more coherent way for every local authority to carry out forward planning, not only about their residential care population but about their whole care population, including where people need to be placed and in what type of arrangements. There has to be some flexibility in the system—no one can predict exactly what the system will look like—but we can certainly have a far better and more cohesive approach than the one that currently exists.
There are some models out there, including in the north-east, where regional arrangements are much more solidified, but there is a lot more that we need to do. Sir Martin Narey is looking very carefully at this issue as part of his independent review. That is because the research that I referred to showed that consortia are confident that working together brings non-cash savings, primarily through sharing commissioning costs, procurement costs and other elements of working with providers, such as monitoring.
The devolution deals, including in Greater Manchester, where children’s services form part of those new regional arrangements, provide a real opportunity to shift that relationship between the purchaser and the provider in a much smarter way when it comes to commissioning. As we look through every devolution deal, I am keeping a close eye to ensure that there is serious thinking on how the new children’s services can benefit from the new organisations. However, the new arrangements continue to develop, and we look forward to Sir Martin Narey’s recommendations on what more might be done.
Where there is good and innovative practice, I want to be able to share it more widely across the system. The way it is set up at the moment means that pockets of excellence are the preserve of those people. We need to open up the system so that those who are in a position to make good, strong decisions on behalf of vulnerable children are at the forefront not only of great practice, but of cleverer commissioning. Where there are ways of putting the purchaser in a stronger position, we should explore them carefully.
I listened with interest to the remarks that the hon. Member for Stockport made on the need for innovation and new models in residential care, and I absolutely agree with her. I am pleased to say that as part of the Government’s children’s social care innovation programme, which is £310 million over phases 1 and 2, we are testing two new models of residential care for children who are at risk or are victims of sexual exploitation. “Step Down”, based in the Aycliffe secure children’s home, targets the trauma experienced by victims of sexual exploitation and includes an extensive step-down service for children preparing to leave secure care. In addition, “Safe Steps”, a high-supervision children’s home model run by St Christopher’s Fellowship, is designed to protect girls at risk of sexual exploitation.
The learning that the innovation programme continues to give us and the many other associated projects will help generate further evidence of impact in the next six to 12 months that we can take forward. The innovation programme learning network will share those key findings through a series of publications and resources and through the new What Works Centre focusing on children’s social care. It will include a focus on residential care and will be launched at the end of the year.
The innovation programme provides a fantastic opportunity for front-line services and practitioners to show creativity and collaboration, and to explore new models of practice, including in residential care, as has been demonstrated. I would warmly welcome a range of high-quality bids focused on residential care for the current round of the programme, which was launched earlier this month. In that endeavour, I encourage the hon. Member for Washington and Sunderland West to look at where a bid based on the Scandinavian model that champions social pedagogy may add to the innovative practice we want to unleash.
The work I have outlined is only a small part of the work being undertaken in my Department. In January this year, we published “Children’s social care reform: a vision for change”, which outlined our ambitious programme of work in the key areas of people and leadership; practice and systems; and governance and accountability. The programme aims to achieve our vision of every child in the country, whatever their age, background, ethnicity or gender being able to fulfil their potential. The Narey review will sit alongside those wider reforms once it is published.
I am enormously grateful for the support that the hon. Member for Stockport has given to this issue yet again today. She has expressed some important, well-argued concerns, which I will consider carefully in light of this debate and the work of Sir Martin Narey. I hope that this debate reassures her that the Government echo many of the concerns she has expressed. The steps we have taken underline the importance of ensuring that residential care provides the high-quality care that vulnerable children deserve. We cannot be satisfied until we have achieved a system that consistently delivers excellent care. We should expect nothing less for our most vulnerable children than the care we would want for our own children.

Commons ChamberI would like to begin by asking you, Madam Deputy Speaker, to pass on my thanks to Mr. Speaker for selecting this debate this evening, and to express my gratitude at having been given the opportunity to inform the House about Autism Sunday, also known as the international day of prayer for autism and Asperger’s syndrome.
I declare an interest. I am a patron of the Romakey International Education Services charity based in my constituency. That charity provides young people with learning disability and autism with the necessary support to move from school into independent adulthood.
Autism Sunday was established to highlight the need to understand autism, and was one of the first global events of its kind. It was launched in 2002 here in the United Kingdom, with an historic service at St. Paul’s cathedral. The size of the issue cannot be underestimated. In my own borough, the London borough of Havering, it is estimated that there are over 1,412 adults on the autism spectrum. Nationally, there are over 750,000 people with autism, and it is estimated that there are up to 65 million people with autism around the world.
I congratulate my hon. Friend on obtaining a debate on this important subject. Does he agree that alongside Autism Sunday, initiatives such as the world Autism Awareness Week, which is from 2 to 8 April this year, are pretty important? Does he welcome what the National Autistic Society is doing in that week—launching a public awareness campaign, because it is important that we continue to increase awareness of autism, and understanding among the general public, particularly as the incidence seems to be on the increase?
I thank my right hon. Friend for her helpful intervention. Of course, we can work in our constituencies to make people aware of the effects of autism, but national organisations such as the National Autistic Society are doing a brilliant job of promoting more understanding of the issue across the United Kingdom.
I congratulate my hon. Friend the Member for Romford (Andrew Rosindell) on obtaining the debate. As chair of the all-party group on autism, I am privileged to have an insight into this area. I am glad to see my predecessor as chair of the all-party group, my hon. and learned Friend the Member for South Swindon (Robert Buckland), who has done so much work on autism, on the Front Bench next to the Minister.
I congratulate Ivan Corea and the Frances Bardsley Academy for Girls, because initiatives such as theirs really help to demystify autism. It is important that we hear from the Minister how we can mark Autism Sunday and Autism Awareness Week in Parliament. I am proud of the fact that when we hold APPG events, we try to make admission to Parliament autism-friendly. We put aside a silent space where people can feel calm, and we have made the Serjeant at Arms and all who usher people into this place aware of the little things that can make life much more comfortable for people with autism.
Too many families and individuals still experience judgmental attitudes or face isolation or unemployment, because of the misunderstandings that surround autism. Although 99% of the public say that they are aware of autism, an astonishing 87% of people who are affected by autism do not think that the public have a good enough understanding of it, and more needs to be done to deepen that understanding. My hon. Friend the Member for Romford has done a great deal tonight, and so have his constituents, who may be listening to the debate. May they go from strength to strength, and may they bring about more awareness of autism with their wonderful work.

Commons ChamberIt is absolutely important that the area review starts with a proper analysis of all the different provision in the area, including sixth forms in schools. The right hon. Lady will understand that there are hundreds and hundreds of schools with sixth forms. It is hard enough to get a group of 15 institutions to agree on a plan—they have to agree on a plan: they are not “undergoing an area review”; they are conducting an area review, and it has to be their plan—and it might be hard to include schools in the meetings, but she will be reassured to know that regional schools commissioners are involved in the area reviews.
19. What plans the Government have to meet demand for school places in Buckinghamshire.
Buckinghamshire received £34 million between 2011 and 2015 to create new school places, and it has been allocated a further £27 million for the places that will be required by 2018. That support helped to create more than 5,000 new school places between 2010 and 2014. Many more have been delivered since then or are in the pipeline. In addition, as my right hon. Friend will know, the Sir Thomas Fremantle Secondary School opened in September 2013 through the free schools programme and will provide 420 places when at full capacity.
Notwithstanding that answer from the Minister, we know that the demand for schools in Buckinghamshire continues to grow. The local government settlement for the area is so poor that the county council has warned that it cannot resource the housing growth plans and provide the key infrastructure that is required for new schools and additional places. What support can he give to the Buckinghamshire MPs who have been campaigning together at the Department for Communities and Local Government and the Treasury to ensure that proper support is given to our county council so that Buckinghamshire school children do not lose out?
We are committed to making school funding fairer. In 2015-16, we have made an extra £390 million available to the 69 worst funded local authorities. Buckinghamshire has received an additional £18 million and it will continue to receive that additional funding, as we have included it in the baseline. In future years, we will ensure that funding is fairly matched to need by introducing a national funding formula for schools, as well as for high needs and early years. My right hon. Friend the Secretary of State will bring forward and consult on our proposals this year.
