We are engaging extensively with families and experts as we seek to improve support for children with special educational needs and disabilities. We have invested £1 billion into high-needs budgets and £740 million into creating more specialist places. We are rolling out schemes, from the partnerships for inclusion of neurodiversity in schools—the PINS programme—to Inclusion 2028, which are laying the groundwork for long-term reform. We are building a system in which every child can achieve and thrive.

I thank the Minister for that answer. On Friday, I had the opportunity to visit the outstanding Springfield primary school in my constituency. It has 500 pupils, 30 of whom have education, health and care plans, with six applications in currently. Can the Minister reassure the parents of those six children and the many, many parents across the country that, while this review into EHCPs is going on, local education authorities will not slow-roll existing applications or fail them as a default in order for them to go to tribunal and try to beat the clock?

We have yet to decide on the future of education, health and care plans, but we are extremely focused on strengthening the support system so that every child can receive timely, high-quality help. We will set out further details about our approach to special educational needs in this autumn’s White Paper. In the meantime, obviously, children should be getting the support they need, and we are putting in the groundwork so that more children can have that.

I recently had the opportunity to visit Echelford primary school in my constituency, where I saw an extraordinarily different approach to oracy from those I have seen in other schools. Will the schools Minister visit to see that for herself?

We are always looking for good approaches to raising standards, whether in phonics, maths or oracy, and to giving children the confidence that will set them up for life. I would be keen to hear more details about the programme that the hon. Gentleman describes.

Yesterday afternoon, a group of five and six-year-old special educational needs children had great fun running circles around their Member of Parliament on the football pitch at Matthew Arnold school in my constituency. Can Labour Front Benchers please use their good offices to encourage Surrey county council to continue to fund the star player programme, which provides great fun for the children and great respite for the parents?

That sounds like a lot of fun, and I commend the hon. Gentleman for participating. When it comes to supporting what we know are brilliant projects, local authorities are increasingly challenged as a result of the funding deficit that the previous Government left them, but I am sure they are keen to support those projects. We will work with local authorities on a continuous basis to ensure that children with special educational needs and disabilities get the opportunities they deserve.

All teachers are teachers of special educational needs and disabilities. High quality teaching is central to ensuring that pupils with SEND are given the best possible opportunities to achieve in their education. To support all teachers, we are implementing high quality teacher training reforms, which begin with initial teacher training and continue through early career training to middle and senior leadership. These changes and reforms will ensure that teachers have the skills to support all pupils to succeed, including those with SEND.

On Friday, I had the opportunity to visit Manor Mead special school, where 60 members of staff look after the 92 pupils, many of whom have the most severe learning disabilities and autism. I was absolutely blown away by the care of the staff, and I was particularly grateful to be shown around by the adorable Luchia, one of the pupils. Will the Minister join me in thanking all our special school teachers for the amazing commitment they show, and on Manor Mead’s behalf, may I invite her to visit and see that work at first hand?
