Q4. A rogue company has walked away from 13,000 tonnes of hazardous waste in Lancaster, and it has now been on fire for 10 days. There are plumes of smoke covering our city. Lancaster City Council has been left to pick up the tab, and to date it has spent £262,000. Without Government support and intervention this fire will burn for several months, so will the Prime Minister provide my local council with swift Government support?

I thank the hon. Member for raising this incredibly important question. I know she has been working alongside my hon. Friend the Member for Morecambe and Lunesdale (David Morris) on this. I also thank the emergency services in her constituency. My understanding is that Lancaster City Council, the Environment Agency, the UK Health Security Agency and the emergency services are working together to ensure that the health risks and environmental consequences are minimised, but I will ensure that the relevant Minister understands the absolute urgency of the issue the hon. Lady has raised and make sure that she meets them as soon as possible.

We absolutely do not want to see regional escalation. One of the ways that we can help to ensure that that does not happen—my right hon. and learned Friend specifically mentioned Lebanon—is the deployment of our surveillance assets, which went into the region last week, with further to follow by the end of this week. One of the things that they can do is track and interdict armed shipments that might be going to Hezbollah, for example. That is something that none of us will want to see, which is why we have deployed those assets. Partners are grateful for our intervention, because no one wants to see an escalation of this conflict.

Some of the most vulnerable citizens in the event of war are people with disabilities, so what representations have the Government made for the protection particularly of people with disabilities in northern Gaza who are unable to move?

Q4.   Last week I met nurses from the Royal College of Nursing. One of the biggest challenges that they face is the crumbling buildings of Royal Lancaster Infirmary. Hospital bosses were promised capital funding as one of the so-called 40 new hospitals back in January, but it is March and they have not seen a penny. How many broken hospitals and broken promises will it take for the Prime Minister to finally fix something?

We are investing record sums in the hospital capital upgrade programme across the country. I am very happy to make sure that we are making progress on the scheme that she mentioned and that she gets the detail of that. It is not just the 40 hospitals but the 90 upgrades around the country, and up to 300 community diagnostic centres and elective surgical hubs. This is a Government who are backing the NHS with the resources it needs.

There are no NHS dentists taking on patients in Lancaster and Fleetwood, and those constituents of mine who are lucky enough to have one are waiting months for an appointment. How long did the Prime Minister have to wait for his last NHS dentist appointment?

As a result of the new reformed NHS dentistry contract, there are now more NHS dentists across the UK, with more funding, making sure that people can get the treatment they need. Let me answer the hon. Lady directly. I am registered with an NHS GP. I have used independent healthcare in the past—[Interruption.] I will answer her question. I am registered with an NHS GP. I have used independent healthcare in the past, and I am grateful to the Friarage Hospital for the fantastic care that it has given my family over the years. The truth is, I am proud to come from an NHS family, and that is why I am passionately committed to protecting the NHS with more funding, more doctors and nurses and a clear plan to cut the waiting lists.

I thank my right hon. Friend for his comments. He is absolutely right: we should be very proud that we have been able to step in and support more than 3 million of those who are self-employed with comprehensive and generous support. That was the case at the beginning of this crisis and will remain the case all the way through to next year.

This morning, I received a phone call from my constituent, Hannah, who has a stall on the Lancaster charter market, which is an outdoor market. She and her business partner Hettie have been trading for just over a year and this is the second time that their business has had to close in that short period. She would like to ask the Chancellor whether traders who trade on outdoor markets should be considered differently from other traders, in order that such small, independent businesses might have a chance to thrive.

What I say to Hannah and Hettie is that if they are registered for business rates themselves, they will be eligible directly for one of the business grants of up to £3,000 for every month that they are closed. We found that many traders in covered markets were not registered for business rates, which is why previously we provided discretionary funding to local councils specifically to deal with such examples as the hon. Lady has raised, so I hope that, if Hannah and Hettie are not registered for business rates, the local council followed the guidance and was able to provide them with support. We are now providing £1 billion of discretionary support to local councils, so I hope that the council can provide support to the hon. Lady’s constituents.

My hon. Friend is absolutely right. I am pleased to tell him that South Yorkshire will be allocated 151 of the initial wave of new police officers. That comes on top of the 55 that are being recruited this year, and, in addition, £1.6 million of funding has been allocated to his local force for a violence reduction unit that will further help. I hope that provides him and his constituents with the reassurance they need. We are committed to keeping them safe.

My constituents in Fleetwood have been left reeling over an unprecedented spate of armed robberies in shops in the town over the festive period. Does the Minister think that the cuts to police numbers and the fact that they now have to be replaced was the wrong decision to make a decade ago? Does he not see that not just the cuts to police numbers but cuts to youth services that help to work with young people have been the wrong decisions?

The hon. Lady talks about things a decade ago. A decade ago, this country was borrowing £150 billion—the largest deficit in peacetime history. That is why this Government had to take action to restore our public finances to a place of sanity, and that is why now, because of the careful management of the economy, we are able to invest in 20,000 new police officers and additionally give them the powers they need to keep us all safe.
