Clearly, this deal is better than what we would have negotiated had we been within the EU. I hear the hon. Gentleman’s comments about market access, and we continue to work with our colleagues in Europe to secure better access to those markets. That is all part of a long-term strategy to negotiate with our friends on the other side of the channel. Clearly, the 30,000 tonnes we were able to negotiate is a significant amount of fish, and better than we would have done as an EU member state.

I also say gently to the hon. Gentleman that this time we have seen increases in cod; in whiting and in saithe in the North sea; in megrims and in anglerfish in the Irish sea; in nephrops in the Irish sea and the Celtic sea; in nephrops in the west of Scotland; and in hake and in spurdog in the western area. I could keep going down the list, but we secured a good deal for the UK. Scotland gets its fair share of that deal, and I would have hoped that he would be more positive, on behalf of his Scottish fishermen, than he has been.

What assessment has the Minister made of how much of this increased quota will be landed in English ports, in order to bring jobs and economic opportunities to coastal communities such as Fleetwood?

That is a good question. We need to do all we can to support the processing industry in the UK, because it is vital that we can process UK fish caught in UK waters in UK ports, to create UK jobs. We continue to work with our friends in the Home Office to make sure that the industry has access to good staff and to plentiful employment. We will do all we can to support ports such as Fleetwood, and others up and down the country.

I, too, have met my right hon. Friend’s constituent Paul Kelly, who made representations to me on behalf of KellyBronze. We have moved the start of compensation to as early as legally possible without the introduction of primary legislation. We are seeking to assist farmers as much as we can when they are caught out by this terrible disease. “Biosecurity, biosecurity, biosecurity” is the message I want to get across. It is very difficult, as it takes only one mistake—one quick visit to a unit with infected faeces on our boots—to devastate a whole flock.

I recently held a farmers forum in Lancaster and Fleetwood, and it is fair to say that the farmers in my community are deeply concerned about avian flu, but they are also concerned about the shortage of vets. Is the Minister confident that his Department has access to enough vets to contain the avian flu outbreak?

We have full confidence that we have enough vets to deal with this outbreak. Those vets are working long hours with great dedication, but I hear the hon. Lady’s comments about the concerns of poultry keepers and farmers up and down the country. We should not underestimate the mental health impact on farmers when they lose their livelihood and their flocks. It puts them under huge pressure.

On the challenges for the hon. Gentleman’s constituents in getting their passports, I hope he will recognise that the Home Office has recruited another 650 staff, with another 550 to come very soon.

With the cost of living crisis hitting, I have been contacted by many constituents who live on houseboats, in flats or in park homes who are not eligible for the £400 discount on energy bills. Can we have a debate in Government time on ways in which we can support people who do not pay their energy bills direct?

The Government are very much aware of this issue, which was raised a number of times at Treasury questions this week. That is why the Treasury is looking at the way in which these things are calculated. It is also why we are investing £39 billion to support people with the cost of living challenge that we face.

My hon. Friend raises a very concerning case and I will pass on her question directly to the Home Secretary. The Government have made clear our determination to cut crime and make our streets safer; that is why this financial year we will invest £130 million in tackling serious violent crime, including £64 million for violence reduction units and our commitment to recruiting 20,000 more police officers before the next general election.
