Question to the Department for Transport:

To ask the Secretary of State for Transport, pursuant to the Answer of 1 November 2017 to Question 110091, on taxis: disability, what his Department's definition is of vulnerable individuals; and whether that definition includes blind or partially sighted people.

For the purposes of the statutory guidance to be issued under 177 of the Policing and Crime Act 2017, the Department intends to use the definition of a vulnerable adult in section 42 of the Care Act 2014, that such a person:

(a) has needs for care and support (whether or not the authority is meeting any of those needs),

(b) is experiencing, or is at risk of, abuse or neglect, and

(c) as a result of those needs is unable to protect himself or herself against the abuse or neglect or the risk of it.

The safeguarding measures in the statutory guidance are aimed at helping the range of vulnerable people and will be consulted upon.

Question to the Department for Transport:

To ask the Secretary of State for Transport, whether proposed statutory guidance on taxi and private hire vehicle licensing will include a requirement for all drivers to undertake disability equality training.

The draft Accessibility Action Plan is currently being consulted upon, the Department will review and consult on best practice guidance for taxi and PHV licensing authorities, which will include strengthened recommendations on supporting accessible services.

The statutory guidance issued under section 177 of the Policing and Crime Act 2017 will not include a requirement for all taxi and private hire vehicle (PHV) drivers to undertake disability equality training as this is beyond the scope of the legislation which is to “protect children, and vulnerable individuals who are 18 or over, from harm.”

The number of passenger journeys made on local bus services in London and England from 1970 to 2015/16 can be found in table BUS0103 at: https://www.gov.uk/government/statistical-data-sets/bus01-local-bus-passenger-journeys#table-bus0103. However, estimates of the number of passenger journeys on local bus services that operate a school service are not produced.

The Department’s National Travel Survey collects information on travel to school. The number of trips to and from school by local bus per child per year in England can be found in table NTS0613 at:

The government has announced that it intends to invest over £1bn upgrading the A66 between the M6 and the A1, to create the first new continuous dual carriageway link across the Pennines in 45 years. The Port of Heysham was misplaced in figure 1.1 as a result of a consultant error, and the document will be updated shortly to address this.

To ask the Secretary of State for Transport, what assessment he has made of the reliability of the Class 37 locomotives that run between Barrow and Preston; and how many journeys were delayed or cancelled in (a) 2016 and (b) 2015 due to engine failure.

This is an operational matter for the train operator. The Class 37 train is due to be replaced from the Northern fleet by the end of 2019.
