Commons ChamberThe Church works closely with Historic England and other bodies to provide advice and guidance for local authorities. In most cases, good and sensible decisions are made. Disputes do arise in a small number of cases, such as at my own parish church, where the argument was eventually won that we could use a lead substitute product after the lead had been stolen twice.
I am grateful for that answer. St Mary the Virgin’s church in my constituency is a rare and beautiful example of one of the finest small Anglo-Saxon churches in the country, going back to the 7th century. It is threatened by a large-scale development and it has fallen to Historic England to submit objections. Historic England indicates that the proposals would have a harmful impact on the setting of the church and, indeed, of Seaham Hall. Is there a role for the Church of England or the Church Commissioners to object to such developments in order to protect the setting of churches of historical importance?
I understand that the local authority has taken a decision that would adversely affect the setting of this beautiful grade I listed Anglo-Saxon church. I will be in discussion with the diocese about what support we can provide as a stakeholder in this important decision.

Commons ChamberI could not agree more, and that is the justification for the very mild positive discrimination that is being applied in this instance with the aim of introducing more women to the House of Lords. Women now make up 41% of the total number of full-time ordained clergy.
9. What support the Church Commissioners provide to cathedrals to contribute to the cultural and economic life of the UK.
Cathedrals play a significant part in the local economy. Attendance is increasing, and their contribution to the economy has increased by 27%. No doubt that was partly responsible for inspiring the Chancellor’s generous doubling of the £20 million that was originally provided for the cathedral repair bill as part of the centenary world war one fund.
Durham cathedral, which is in my area, is a particularly fine example. Let me also give a plug for that great working-class gathering, the Durham miners’ gala, which will take place on Saturday 9 July. Could any of that £20 million be used to renovate some of the churches and church assets in other mining communities? St Mary the Virgin church in Seaham, for example, is one of only 20 Viking churches in the country.
I could not agree more with the hon. Gentleman about the magnificence of Durham cathedral. In fact, it is about to launch an Open Treasure project that is designed to produce a sustainable future for the cathedral. However, a sustainable and flourishing cathedral has a knock-on effect on any city and its regional economy. As we have seen in other dioceses, a cathedral can act as a hub, attracting more and more visitors, and also drawing their attention to the magnificent things that can be seen in surrounding churches.

Commons Chamber17. What estimate she has made of her Department’s expenditure on flood defences in 2010-11.
DEFRA’s estimate of its expenditure in 2010 to 2011 on flood and coastal erosion risk management is currently £664 million. This does not include local authority expenditure, estimated at £87 million, which is funded by Government through the formula grant.
In welcoming the new ministerial team to the Front Bench, may I point out that on 23 March last year the right hon. Member for Arundel and South Downs (Nick Herbert), the then shadow Secretary of State for Environment, Food and Rural Affairs, said that it was
“essential that the Government takes a strong lead and implements the key recommendations from the Pitt review”
on flood defences? This was at a time when Labour was committed to protecting flood defence expenditure, which is very important in the north-east—in Morpeth and Carlisle—in view of the recent floods. Will cuts to her Department mean that key recommendations from the Pitt review will not now be implemented?
I can give the hon. Gentleman an absolute assurance, because the coalition agreement states our commitment to taking forward the findings of the Pitt review on the 2007 floods. We are considering how best to put this into effect, against the difficult spending background, and as he will have heard earlier from my hon. Friend the Under-Secretary of State for Environment, Food and Rural Affairs, this year, because the Environment Agency was ahead of the game with the amount of flood defences it had provided, there is no question of this important front-line service being compromised. In the spending review we will of course give priority to flood defences.
