Commons Chamber4. What steps she is taking to tackle littering and fly-tipping.
Changing behaviour is the key on such environmental issues. That is why the Government support the national fly-tipping prevention group and initiatives such as Keep Britain Tidy’s “Love Where You Live” campaign, which I launched with Kirstie Allsopp last autumn. We are cracking down on fly-tippers by introducing powers to seize the vehicles of suspected offenders and are working with the court authorities on increased sentencing.
I thank the Secretary of State for her answer. I congratulate all those involved in community litter picks, including those at Canford Heath in my constituency. Litter alongside the busy roads that link our communities is a blot on the landscape. What more will she do to empower local councils to take effective action against people in vehicles who are responsible for such littering?
I freely acknowledge that that is a problem. When I jog around the lanes where I live in the countryside, it appals me to see what has been dropped casually out of car windows. It is systematically cleared by the council, but within a very short period it is back. This is about changing behaviour. We have to start in schools by educating children and taking them with us on litter picks, because it then dawns on them what a nuisance this is. In addition, an interesting opportunity is presented by a private Bill that is going through Parliament, which will enable London borough councils to tackle the problem of littering from vehicles by making it a civil offence. We should look at the efficacy of that measure to see what wider lessons we can learn.

Commons Chamber9. What steps she is taking towards reform of the common agricultural policy.
The Government have recently responded to the European Commission’s communication, “The CAP towards 2020”. Our response calls for ambitious reform of the CAP that will enable farmers to meet the challenges and opportunities of the future.
I thank the Secretary of State for her answer. The second pillar of the CAP provides essential support to farmers to deliver environmental public goods. Which of the European Commission’s proposed options for reform does she think best balances the need to maintain landscape and diversity with food production and the protection of consumers and taxpayers?
The whole of the Commission’s proposed reform of the CAP should address the twin challenges that the hon. Lady describes. Obviously, it is the combination of direct payments and the payments under pillar two—in particular, in this country, the way we use agri-environment stewardship schemes—that balances best the environmental benefits with food production. That is why the coalition Government are committed to increasing by 80% higher level stewardship.

Commons ChamberI should like to countermand those suggestions. Natural England, in common with all the arm’s-length bodies in the DEFRA delivery network, is taking a pro rata reduction. It is required to make efficiency savings in the same way as the core Department has to. None the less, there will be no changes in Natural England’s statutory functions. It will cease to undertake some activities, such as lobbying and policy making, which should rightly be the domain of the Department at the centre. Consideration is being given to options for improving the management of our national nature reserves because that is consistent with a big society approach.
2. What plans her Department has to maintain levels of biodiversity.
Tackling biodiversity loss is one of my Department’s top priorities. I have just returned from international negotiations in Nagoya where the UK played a pivotal role in securing agreement on the ambitious new framework to halt biodiversity loss. The challenge now is to implement this domestically. In the spring, I intend to publish a White Paper outlining the Government’s vision for the natural environment, backed up with practical action to deliver that ambition.
I thank the Secretary of State for her answer. Given the Government’s intention to sell off a substantial part of the forest estate, what measures will be in place to ensure the biodiversity potential of this land and to ensure that the commitments in the Forestry Commission’s forest design plans will be fully implemented?
I can give the hon. Lady clear assurances on this point, but we need to start with a little myth-busting on the back of press speculation. Only 18% of forests and woodland in England are owned by the state and it is wrong to confuse ownership with any suggestion of a reduction in biodiversity. It is quite right, and in the spirit of the coalition agreement, to consider giving the community who live nearest to the forest the opportunity to own it, as that community and civil society are most likely to give it the best protection. Finally, I should like to reassure her by clarifying that not one tree can be felled without a licence being issued by my Department. In the last analysis, we are committed to forest biodiversity and to enhancing biodiversity. Our forests are among the richest of our genetic resources and we have every intention of protecting them.
