Westminster HallWestminster Hall is an alternative Chamber for MPs to hold debates, named after the adjoining Westminster Hall.
Each debate is chaired by an MP from the Panel of Chairs, rather than the Speaker or Deputy Speaker. A Government Minister will give the final speech, and no votes may be called on the debate topic.

I will in a second. This is about all of us recognising that, as a House, we have a responsibility to do the right thing. It is about giving encouragement to the Government, just as happened last year with tax credits when we realised that we were going to be punishing hard-working families, to do the right thing by the women affected by this issue. That is what the Government have to listen to and respond to in the autumn statement.
I will take another couple of interventions and then I need to move on.
Further to the point made by my hon. Friend the Member for Waveney (Peter Aldous), the fact that this issue kicks in at the latter stages of a woman’s career, when her caring responsibilities can increase significantly because of elderly parents and her own health may start to deteriorate, means that the level of uncertainty and anxiety is greatly increased. Suddenly, the prepared-for pension does not materialise, and women with caring responsibilities are left in limbo.
The right hon. Lady makes a valid point, and I will come later to the notice period because the issues are both the lack of time that women have had to prepare for the changes and the caring responsibilities that many women in particular have. She is right to raise that point. I will take one more intervention and then move on.

Commons ChamberMy hon. Friend is completely right. As we all know, the truth is that there was a set of targets for savings to be made from the social security budget. Those targets were set by the Chancellor and passed down the road to those at Caxton House, who have set about carving up disabled people’s benefits in order to meet those targets. It is frankly shameful that people are being dragooned into this process, being treated poorly and demeaned by it, and at the end being less likely to stay in work or find work. That is very clear.
I will give way in a moment. I just want to make a few more points about universal credit, then I will happily give way to the former Minister for disabled people.
Let us move on to the work allowance under universal credit. This is another way in which the Government are penalising disabled people in work. One million low-paid disabled people will be on universal credit when it is fully rolled out, and thanks to the cuts to work allowances that this Secretary of State has introduced, they will all be about £2,000 a year worse off than they are at present. What does the Secretary of State think that cut will do for the life chances of those people? What does he think it will do to help him achieve his mission of halving the disability employment gap? Does he think that earning less will make people more or less likely to stay in work? I think I know the answers to those questions, which is why Labour is clear that we will reverse those cuts.
The fact is that the Government spend £50 billion a year on benefits to support people with disabilities and health conditions. Does the hon. Gentleman not want to turn his attention to how we are going to reform the system, rather than simply harking on about how much money is being spent? I think he knows better than that.
I said 20 seconds ago that one way in which I would reform the system would be to reverse the cuts to the work allowances under universal credit. That would clearly make work pay for 1 million disabled people in this country. I would start there, and I shall mention myriad other things later that the Government could do.
I would also reverse the cut to the support for disabled students. Getting qualifications is even more important for disabled students than it is for non-disabled people in this country. This summer, disabled students will be looking at their options and considering whether they can afford to go on to higher education, and they will be grossly disappointed to learn that the Government have already made it harder for them to do so through the decision to cut the disability student allowance which supports nearly 70,000 disabled higher education students.

Commons ChamberMy hon. Friend makes an excellent point, and I know that a considerable amount of football activity takes place in her neck of the woods. While she was attending her event last Saturday, I was attending a girls under-15s international in Maidstone, where England won 8-0. On her point about the media, if we want to see more women in sport and an increased profile of them, we need the media to do more. The BBC and Sky have upped their game since the last Olympics, with individuals such as Barbara Slater doing a lot more.
Does my hon. Friend agree that we should take this opportunity to place on the record our great thanks to our successful Olympians and Paralympians in Sochi, particularly Lizzy Yarnold and Jade Etherington? This should be used to encourage more women to reach the top of their chosen sport.
This Government have done a huge amount to improve the child care situation for women in work. We have increased the number of hours that are available free for three and four-year-olds and extended that to more deprived two-year-olds. Under universal credit, we will increase the amount that is refunded for recipients of child care tax credit from 70% to 85%. As I said, from next year we are introducing tax-free child care for parents of children under the age of 12. We are also increasing the number of child care places, and this is having an impact. For example, the cost of child care, particularly after-school child care, is starting to come down in England.
7. The renaissance in manufacturing, particularly in the car industry, means that there is a skills shortage that could be reduced if more women chose that career path. Will the Minister encourage other companies to act like Jaguar Land Rover, going into secondary and primary schools to advocate such career paths?
The right hon. Lady is right. This is very important. The Government are doing quite a lot of work to try to encourage the number of women going into science, technology, engineering and maths. The Government have a project with the Royal Society on diversity in STEM and we are supporting a scheme of STEM ambassadors going into schools to encourage people to take up those subjects. Of the 25,000 ambassadors, 40% are women and 10% are from ethnic minorities, so the Government are doing as much as they can to try to increase the number of women in these areas.
