Any support for any business in the steel sector has to be commercial, to fulfil state aid rules. Whatever support is provided to any steel company has to stack up on that basis. However this is done, and whether we take a stake in the company or not, this has to be done on a commercial basis.
The union convenor from British Steel’s Scunthorpe plant came to Parliament last week and told us that 25% of its order book had been lost through Brexit uncertainty. He summed up their plight as “No deal, no British Steel”. Does the Minister agree that resolving Brexit uncertainty by voting for the Bill next month would offer a lifeline to the company and other manufacturing businesses?

Commons ChamberI am not surprised that the right hon. Gentleman makes such a profound point, given his experience. Whatever we do in the UK and however much we talk about our progress, it is an infinitesimal part of the current emissions profile.
Two things have happened since Paris. First, I know it sounds very boring and dull, but the development of a rule book, so that we can look each other in the eye and hold each other to account on an agreed set of measurements, is really important. If we cannot measure it, we cannot manage it. Secondly, the COP next year will be important because we will set out our nationally determined contributions and be able to quantify, on a like-for-like basis, what the current emissions profile looks like.
It is incredibly important that the COP is successful and ambitious, but we should not forget how seminal it was to get 196 countries even to agree on that target and to agree a process for working together; that is unprecedented. My hope is that the global protests and conversations will focus the minds of Ministers across the world and result in a successful outcome from the 2020 COP.
I listened, “Blue Peter”-style, to the statement that the Minister made earlier, and I congratulate her on her bold assertion that there is no planet B. Does she recognise the actions of institutional investors to save the planet? The Church Commissioners, as shareholders, require the companies in which they invest to be compliant with the Paris agreement, thus demonstrating the power of market forces to effect change.
Some of the most important meetings I have been lucky enough to have in this role have been with faith groups. Interfaith groups work extremely well, setting their own targets and using the significant power of their own investment might to effect change. During our first Green Great Britain Week, people asked, “What else can I do? I have turned off my lights; I am cycling a lot; and I am recycling.” The most effective thing we can do is to think hard about our pension funds—either through our investments or by lobbying trustees, such as those of the House of Commons scheme—because it is 27 times more effective to get an institutional investor to make the shift. The good news is that that is happening right across the world, and amazing groups, such as the Church groups, are doing it in the UK. That is the power of market forces, and such actions will dwarf the amount of money that Government are investing in this low-carbon transition.

Commons ChamberI made it clear that the £61 million was approved by the independent process, with which the right hon. Gentleman is very familiar. To date, there has been a payment of £2.6 million, about half of which was for training of the workforce and the community, and half of which was for environmental improvements to the plant. So £2.6 million has been paid to date.
A matter of minutes before I came to hear this statement, I had the wife of a car worker on the telephone and she was very distressed by the threat to her husband’s job. Does the Secretary of State agree that, for the long-term security of the car industry, the political declaration needs to secure a stable customs arrangement with the EU and the House needs to get behind the deal?
I do agree with my right hon. Friend that the House needs to come together and enter into a deal that can provide that confidence. When it comes to the customs arrangements, as she well knows, the motor industry has been absolutely clear, as I set out in my statement, that it wants to make sure that the agreement involves no tariffs, no rules-of-origin checks and no frictions added to what has been a spectacularly successful trading relationship.

Commons ChamberI thank my right hon. Friend for his intervention. I know for a fact that many people who work at Jaguar Land Rover live in his constituency, and the royal town of Sutton Coldfield is a close partner with Solihull in many respects, so I welcome his comment.
JLR faces serious challenges, but it is important not to allow them to eclipse what is still an encouraging picture overall. In 2010, it employed just 12,000 people in the UK. However, even after the latest reductions, it will still employ over 38,000 workers across the country, including 10,000 in Solihull—a more than threefold increase nationwide. The past eight years have also seen substantial revenue growth, from £6 billion a year to £25 billion a year—a more than fourfold increase. Over the past five years, JLR has invested some £80 billion in the UK, which is basically the same as the defence and education budgets put together. It is an enormous investment, and a further round of investment was announced alongside the job news last week.
Overall, the UK continues to enjoy the most productive automotive manufacturing sector in Europe, and productivity remains about 50% higher than the British manufacturing average. In short, Solihull remains a great place for British manufacturers and exporters, and I will do everything I can to help them succeed as part of the new Jaguar Land Rover development partnership, to which I will return later.
We must ensure that the details of this important issue are not confused or obscured. There is no doubt that our relationship with the European Union is a matter of serious concern to JLR and every other manufacturer that depends on international just-in-time supply chains, but JLR’s management has been clear that the driving forces behind the current reductions are twofold: a serious fall in demand in China and a slump in demand for diesel cars in the aftermath of the Volkswagen emissions scandal. Exposure to downturns in foreign markets is part and parcel of being an exporter, but the second reason—the fallout from the VW emissions scandal—is a problem made in Wolfsburg that is threatening jobs and investment in the UK.
For years, Governments of both parties encouraged Britons to buy diesel and, by extension, encouraged British car makers to service that need. According to Professor David Bailey, more than 90% of JLR’s domestic sales are diesels. But after Volkswagen was found to have been fiddling its emissions scores, we suddenly saw a scramble to be seen to crack down on diesel, which has had predictable results. Jaguar sales are down 26% so far this year, and that pattern has been repeated across the UK car industry, where overall diesel registrations have plunged by a third since January to March 2017.
Respected economists from the Centre for Economics and Business Research have shown that such policies are hugely detrimental to the economy. Many such policies also fail to account for the huge differences between old-fashioned diesel engines and so-called cleaner diesel alternatives of the sort manufactured by Jaguar Land Rover in my constituency. Those cars are just as clean as petrol alternatives. In fact, What Car? recently named a diesel as its car of the year, saying that it combined the low CO2 for which diesels are known with lower NOx output than many petrol alternatives. What is worse—this is perverse in many respects—many people are now switching to petrol without realising that they could be buying a more polluting vehicle than the diesel that they could have bought instead, perhaps at a good discount.
I congratulate my hon. Friend on securing this debate. He is doing a great job of trying to rehabilitate the truth about new diesel engines, which will help to justify the huge investment that both JLR and the Government have put into developing them. I hope that this debate will help to disabuse people of the myths about the differences between petrol and diesel.
I was recently diagnosed as asthmatic, which, for someone who cycled up mountains less than two years ago, is a frightening and life-altering experience in many respects. I am very conscious of the fact my right hon. Friend raises, but we need to get it right so that we do not end up ensuring that older polluting diesels are kept on the roads longer because people are afraid to change them as they will lose money. We need to encourage people to transition to new technology, but at the same time, we need to fill that gap with cleaner diesel until the capacity is there.

It is good to serve under your chairmanship, Mr Howarth. I thank my hon. Friend the Member for Warrington North (Helen Jones); her speech covered so much that we do not need to say much at all, so I shall try to keep my remarks brief.
The current regulations effectively cover five areas: restrictions on the periods of the year when fireworks can be used; restrictions on the times of day when they can be let off; the definition of a public place where they may be let off; categories of fireworks available for purchase by the public; and restrictions on the age below which an individual is not allowed to possess a firework in a public place. It is my contention that apart from the fourth of those—we banned bangers and jumping jacks—we have not done very well on the other regulations. I welcome the Minister to her place and hope that she has the measure of what the debate is about. She is a fair person, and I know she will be thinking hard about what she is going to say.
In the major debate on the previous e-petition, on 29 January, the then Under-Secretary of State, the hon. Member for Burton (Andrew Griffiths), argued:
“Even in this debate, in which the same concerns have been raised consistently in almost every speech, there has been a difference of opinion about how we should tackle the issue. Some advocate an outright ban, some want a consultation and some want tighter legislation. It is for the Government to consider all those arguments in the round, form an opinion and ensure that the legislation meets those challenges.”—[Official Report, 29 January 2018; Vol. 635, c. 259WH.]
I take that as reasonably optimistic. The trouble is that nothing has really happened since the beginning of the year, and we are now at the end of it, so I hope the Minister can make some more positive noises.
None of us, I think, has argued for an outright ban; but we are of one mind that the restrictions are not working, and that they must be revisited. Although my hon. Friend the Member for Nottingham North (Alex Norris) has left the Chamber, I shall give my pet story, because everyone else has. I have a cat called Scamp, a waif and stray who just arrived one day, so I looked after him. Two things completely faze him. One is the sight of a black plastic bag. It horrifies me to think what someone did to him. The second is fireworks. He disappears through the catflap as quickly as you could see a cat disappear, and we will not see him for two or three hours. He is petrified. Something and someone somewhere have done things to him that we just have to clear from the mind. That is an animal story, but so much of this is about animals, because they are our nearest and dearest and we must take notice of how they are affected. Funnily enough, I met the National Farmers Union today, and said, “What’s the NFU’s view on this?”, to which the NFU, as always, said, “We haven’t got an official view, but if you want to know my personal view, it’s terrifying for many animals.”
Unfortunately, due to the Prime Minister’s statement I could not be here at the beginning of the debate, so somebody may already have raised the plight of horses, but as chair of the all-party parliamentary group for the horse I will say for the record that already this year there have been 42 firework-related incidents that have affected horses, resulting in two being killed and 20 injured. I particularly wanted to speak in this debate because what is missing in that statistic is, for example, what happened in my constituency over the period of bonfire night, where two mares aborted their foals. Sadly, they will not appear in the statistics because they are unborn. I completely agree with the hon. Gentleman that we need to look at tightening the regulations to try to make the animals safe.
I totally agree with the right hon. Lady. When I say wildlife, I mean livestock, but we are talking about wildlife as well, because of course it is also affected.
Although the hon. Member for Cheltenham (Alex Chalk) talked about the issues surrounding a total ban and although a ban was intimated in the petition, in the speeches so far no one has argued for that. We are just arguing for tighter regulation and an increasing emphasis on official firework displays, rather than what is happening, with people still letting off fireworks at the wrong time, in the wrong place and often gratuitously, ignoring the impact on other people.
In terms of the five questions about how we regulate, doing so at the point of sale is clearly not working, because too many people obtain fireworks for the wrong purposes and misuse them. We will have to look at that. We have the 2003 Act, which has been mentioned; that was updated by the Pyrotechnic Articles (Safety) Regulations 2015, to which the Minister will no doubt also refer. We have heard in great detail about the number of accidents and some of the real problems with fires, arson attacks and deliberate violence against people and property. I am told by the Royal Society for the Prevention of Cruelty to Animals that 45% of dogs in the UK are fearful when they hear fireworks—I am not sure who has asked them, but from their response we can be pretty sure that they are suffering.
We must find a way of working around the traditional festivals, but, as a number of hon. Members have said, 5 November is a date. It is not a week or a whole series of events. There are official firework displays, but we can accommodate them, because we can tell people and warn them when they are going to take place. Outside those important dates, there should be no use of fireworks. I am afraid we are moving toward people not having private use of fireworks, just because if they choose to act irresponsibly they are damaging things for everyone else. We are also talking about bringing decibel levels down, certainly below 120 dB. Some say it should be well below the human pain threshold, which I gather is 97 dB. That also needs to be considered.
Referring to the impact on pets and other animals, which is what most of us are talking about, there is unanimity now among the animal welfare charities that they want more action. They feel that whatever is in place is not working satisfactorily. Whether that is Dogs Trust, the RSPCA or Cats Protection, they are all of one mind and have one stated aim: to have the Government look at how they can at least enforce the regulations better and, dare I say, revisit those particular regulations.
I hope the Minister will say something about what she intends to do, because it is important we hear that today. Otherwise, another year has slipped by with apparently no action. We all know that we get regular complaints about this issue, and if we are not seen to be doing anything about it, people will think that we are not really that effective—so for all our sakes, I hope the Minister will make us more effective.

Gentleman will be aware that the Government are considering the Migration Advisory Committee proposals in full, but there is no cap on international students coming to study in this country. The university sector is one of the most successful sectors in this country and this Government will make sure we continue to support it.
Given that the new generation of diesel engines are up to 90% cleaner, what can the Secretary of State do to help ensure that consumers are not penalised unfairly by vehicle excise duty and company car tax bands?
My right hon. Friend is correct in making the point that the next generation of diesel engines are very much less polluting than their predecessors. The road to zero strategy makes it very clear that diesel will continue to have a role for some years to come, and for some journeys it will be a particularly appropriate choice. My right hon. Friend will understand that the overall tax regime is a matter for the Chancellor.

There is a very strong case for that. At the very least, the Government should launch a public consultation on the issue.
In June 2016 a Minister, the hon. Member for Orpington (Joseph Johnson), stated that the fireworks industry is worth £180 million and directly employs 250 people, and that thousands of others in the supply chain would be affected by new legislation. So there we have it, a Conservative Minister making the economic case for the status quo, and a Back-Bench Labour MP waxing lyrical about bonfire nights in north Wales.
Should that not be the end of the debate, especially when we consider how important fireworks are in bringing people together and in their use across a whole range of multicultural festivals? Can we not just agree that spontaneous communal gatherings with fireworks are such a nice phenomenon and bring such local joy that the only problem is that we do not have more of them? Should we not just recognise that, with the first documented use of fireworks in this country being way back in 1486, it is simply something that we do at local spontaneous gatherings as well as large organised displays? The answer to that is no—the movers of the petition and others have a very valid case to make, and it is supported by a range of people across society.
I should declare an interest as the chair of the all-party parliamentary group for the horse. Does the hon. Lady agree that it is not only the when, to which the right hon. Member for North Norfolk (Norman Lamb) just referred, but the where? Given the proliferation she is talking about, the proximity of fireworks to horses has cost 15 horses being killed and 60 injured since 2010, and those are just the ones we know about, not to speak of the humans involved, such as when a horse crashes through a fence and into the windscreen of a car. The location of firework displays becomes very important, not only the extended period during which fireworks are let off.
I agree with the right hon. Lady. For those of us who represent rural or semi-rural seats, that is a particular issue.
