The issue is not just the gender pay gap; there is also the gender pension gap, the lack of women on boards, and the importance of making sure that we have a pipeline of talented women at every level. Yesterday, I was with the community interest company, Women on Boards, and its clear message to the Minister is, “Please can we have more action and fewer initiatives, to ensure that we make real progress in getting women in our companies, at every level?”.

In some instances, there are good reasons why immigration control should be able to work with forces of law enforcement when it comes to domestic abuse. My constituent Emma has been serially abused, harassed and stalked by a US national, who crosses the border with no visa—he does not need one—to continue his campaign of harassment. Will my right hon. Friend please work closely with the Home Office to ensure that British women are protected from foreign abusers who have found ways around our immigration system?

I reassure my hon. Friend that she is more than enough for me. There was a really worrying article in The Times a few days ago that talked about the invisibility of disabled people when making employment applications. We know that disabled people are less likely to be in work and to take up opportunities for entrepreneurship. Perhaps my hon. Friend could highlight the important work she is doing as the Minister for social mobility to make sure that across Government, there is a real drive to help disabled people get the best opportunities to work.

I gently say to my hon. Friend the Minister that some kinds of offences can and should be singled out. Actually, that is exactly what we have done with the strategy on violence against women and girls, with the landmark Domestic Abuse Act 2021, because we have to recognise that sexual offences against women have a particular personal, traumatic impact, and we need to do more.

However, I was pleased to hear her single out Avon and Somerset police, and I pay tribute to Chief Constable Sarah Crew, who is the most amazing woman and has spearheaded efforts in that police force to ensure victims are treated sensitively, appropriately and swiftly. The same cannot be said about every police force.

We are now some four months or so on from the Casey review into the Metropolitan police, and too many women still say to me that they do not want to report a crime against them to the Met because they have no confidence that it will be treated fairly and properly, and that they will not end up being the ones on trial. What more can my hon. Friend the Minister do to instil, as she put it, “confidence to report crimes”, when it comes to our capital’s police force?

Member for Warwick and Leamington (Matt Western) did not include hate crimes committed against women, yet we know that the Nottinghamshire police force is doing some great pilot work on recording misogyny as a hate crime in the incidents it encounters. Will the Minister update us on how that pilot is going and whether there are plans to roll it out further? What progress is the Home Office making on its work and consultation on tackling public sexual harassment, which is one of those significant crimes that impacts women every day?

Can the Minister update the House on when the women’s health ambassador will be announced, given that we have been expecting the post since December?

No date has yet been set for a humanitarian sponsorship visa scheme, and as a result people who are coming forward with generous offers are advising their Ukrainian friends to apply for visitors’ visas. But what of those who do not have passports? What of children who are completely undocumented? When my hon. Friend the Minister says that he is moving at pace, he should bear in mind that the pace needs to be a great deal faster.

My right hon. Friend has shown real passion and commitment to female entrepreneurship, which will be absolutely crucial as we seek to recover from covid. Unfortunately, those same women will not be able to start up their own businesses or to be assisted to go back into the wider workforce unless they can have reliable, accessible, available childcare. What specific discussions is she having across Government to ensure that that childcare is available? We recognise that there are challenges around social distancing and the hours that schools can operate, but will she please enlighten us on what she is doing?

We heard on Monday from the Health Secretary, and my hon. Friend the Minister has reiterated it, about the importance of robust data. Is my hon. Friend confident that the right data is being collected at sufficient pace? Specifically, what input is the Government Equalities Office having into the work of Public Health England, and is she confident that we will find out not only why and how BAME communities are affected, but what needs to be done to protect them?

Fishing Industry: Visas for Non-EEA Citizens

I am grateful to the right hon. Member for Orkney and Shetland (Mr Carmichael) for securing this debate and for the constructive and helpful way in which he has engaged on this important subject. This is an important matter, and very timely—I use the word “timely” with some trepidation. I note that this evening, I do not appear to have a Parliamentary Private Secretary and that there is not a single member of Her Majesty’s official Opposition in the Chamber, but fortunately, I do have my officials in the Box—as of very recently. If I did not know that the right hon. Gentleman was a man of such integrity, I might be tempted to suggest that this was a dastardly Scottish plot to keep an English Minister from her rightful place of cheering on the England football team, but I am sure that it is coming home without me intervening in any way. Perhaps as Immigration Minister I should be focusing only on whether Mr Southgate—

I was moving on to that! As Immigration Minister, I shall focus solely on whether Mr Southgate will have something to declare when he returns home. I sincerely hope so, and as England have scored without me watching, perhaps I should stay well away from any screens.

Flippancy aside, as the Prime Minister stated when the Government published their sustainable fisheries White Paper last week, our fishing industry is the lifeblood of coastal communities around the UK. The Government are committed to seeing the industry thrive, an objective that I know is shared by the right hon. Gentleman, who is an assiduous defender of his constituents’ interests, and all Members in the Chamber today. I particularly thank him and my hon. Friend the Member for Banff and Buchan (David Duguid) for the way they have engaged with me constructively and collaboratively on this issue. I certainly hope that that can continue. I am always ready to listen to their views.

As we set out in the White Paper, following our exit from the EU, the UK will have the opportunity to move towards a fairer share of fishing opportunities, overhauling the current system whereby UK fishermen have received a poor deal based on fishing patterns from the 1970s. Fisheries will be a separate strand of our future relationship with the EU through the future economic partnership. Through the fisheries strand, there will be a separate process whereby the EU and the UK, as an independent coastal state, will negotiate annually on access to waters and fishing opportunities.

The Government intend to introduce the fisheries Bill in this Session of Parliament. It will create powers to give the UK full control of our waters, set fishing opportunities and manage fisheries. Underpinning everything will be our commitment to sustainability, supporting future generations of fishermen and allowing our marine environment to thrive. I recognise that the fishing industry will be best placed to take advantage of those future opportunities if it has the workforce that it needs. I have listened very carefully to the points that have been made in this debate.

As I said earlier, I recently met a number of Members, including the right hon. Member for Orkney and Shetland, to discuss the issue. It seems very wrong to get through an evening’s Adjournment debate without referring to Strangford, and I was delighted to also meet the hon. Member for Strangford (Jim Shannon)—

A very good question. Where is the hon. Gentleman this evening? Perhaps he had something better to do.

I am hearing clearly the message that the fishing industry, particularly in Scotland and Northern Ireland, faces particular workforce challenges, and I will be reflecting further in the near future on the case for a scheme to meet the industry’s labour needs.
