Westminster HallWestminster Hall is an alternative Chamber for MPs to hold debates, named after the adjoining Westminster Hall.
Each debate is chaired by an MP from the Panel of Chairs, rather than the Speaker or Deputy Speaker. A Government Minister will give the final speech, and no votes may be called on the debate topic.

It is a pleasure to serve under your chairmanship as always, Sir Edward. I congratulate Hannah on bringing this petition forward, and I thank the hon. Member for Stockton South (Matt Vickers) for introducing the debate. It was a real privilege to be asked by the RSPB, quite a long time ago now, to be the species champion for the swift, but I am clearly not the only one—this whole room is full of champions for the swift. I think I rather lucked out in being chosen ahead of them. We have heard so much about what an amazing bird it is, so I will not go over that ground again.
Soon after taking up the role of species champion, I went to visit Bristol Swifts and saw the dedication among these local groups. A couple had spent seven years trying to attract swifts to their homes. Having put in the bricks and played mating calls, they finally managed to get the swifts to come, and last year their swift boxes provided nests for 16 breeding pairs and 36 chicks. That is just in the one home.
There are many other amazing groups. Particularly over the past year or so, I have seen on Twitter how many there are in localities such as Rother, Hastings, Lewes and Sheffield.
I apologise for intervening a lot, but it would be remiss of me not to congratulate Hampshire Swifts on its work. I opened a conference for it back in 2018, and it has contributed to the planning process and fed into the local plan review. Groups such as that are doing so much to push this issue; it just requires the Minister to push it over the line.
It certainly does. I was going to mention Hertford and Halesworth, and now I can say Hampshire too. Cambridge also has a group.
I pay particular tribute to Save Wolverton’s Swifts and Martins, which has a special place in my heart because it is run by my sister, who is in the Public Gallery. That shows the difference between us: I am always here talking about things, and she is actually out there doing things. That group has provided 170 new homes for swifts since 2020, and this year swifts have finally taken up home in her house.
Last year, because the heatwave made the bricks too hot, there was a real problem with fledglings trying to leave before they were ready to fly. All around the country, local groups rescued swifts; my sister cared for 17. I remember going down to Sidcup to pick up her daughter from university, and as the three of us sat outdoors at a Sri Lankan restaurant, there was a swift on the other chair being fed crickets—it had to be fed every hour to keep it alive. My sister did that while juggling three kids and working a full-time job.
An interesting fact is that a swift weighs the same as a Cadbury’s creme egg. Save Wolverton’s Swifts and Martins is making egg cosies to raise funds for swift groups. If anyone wants one, I am sure I can arrange that.
I also want to thank Milton Keynes Swifts, which works very closely with Save Wolverton’s Swifts and Martins. I thank Mike LeRoy for sending me a comprehensive briefing about the work that group is doing with developers and housing associations. It was particularly helpful on biodiversity net gain, which I will come to in a moment.
As we have heard, when a building is demolished or renovated, swifts lose their nests, and new buildings do not always offer the same nooks and crannies. That habitat loss is one of the reasons swifts are now red listed. They are a conservation concern, as their numbers fell by 62% between 1995 and 2021.
Other Members have explained effectively that swift bricks are very simple and easy to use. They blend into the building and do not affect insulation. That issue has been raised with me, particularly given the discussion at the moment about the need to retrofit homes, but the bricks will not have an impact on the energy efficiency programme. They are durable, low cost and do not require maintenance. Even if they do not attract swifts, they can be beneficial for other red-listed species such as house sparrows, starlings and house martins. Hibernating tortoiseshell butterflies and bees also use them.

Commons ChamberI do agree with the hon. Gentleman, who has highlighted one of the many problems, which is the lack of information. We all understand that problems on the network can cause trains to be delayed, but in the 21st century providing information in advance can enable passengers to work out a different route. Sometimes such information is simply not forthcoming. I well recall being at Southampton Airport Parkway station and buying a ticket for a train that the member of staff knew had already been cancelled, and I was then expected to take a convoluted route to get to Waterloo. Had he told me at the point of purchase, I could have simply got back in my car and driven to this place.
I want to start by giving credit where credit is due. Last Thursday, I returned from this place to Southampton on a train which ran ahead of time. That was a novelty. I wonder if it was a coincidence that it occurred a day after Mr Speaker granted this debate. Perhaps one should be granted every week and Mr Speaker has magical qualities of which we were previously unaware. It helped to strike up many a happy conversation among travellers when we stopped at Woking for a full five minutes, so far ahead of schedule was the train running. Oh, to have that driver again: truly his marvellous skills could be deployed on many a route across the network.
I would also like to give credit to the train staff who are in the main unfailingly polite and even jolly, sometimes in the face of extreme adversity, lack of information— as the hon. Member for Strangford (Jim Shannon) mentioned—and understandably bad-tempered passengers. But that is where the compliments cease.
I do not want my hon. Friend the Minister to think that I have come here just to whinge. I have not. I am seeking the opportunity to air the legitimate grievances of my constituents, but also to offer some constructive suggestions as to how the improvements identified as part of the Holden review might be encouraged in some instances, in order to improve the passenger experience.
Some of the railway’s services come to Bristol, although it is not the preferred route for getting to London as it takes so long, so I appreciate the right hon. Lady’s concerns. One group of passengers most affected by unreliable services of the types she describes are those with disabilities. It is easy to say that if information is made available passengers can change routes, but people with disabilities have to plan their journeys well in advance and it causes huge disruption for them if they cannot rely on the service.
I thank the hon. Lady for making that point. It may try her patience, but I will come on to the issue of disabled passengers at the end of my remarks. A constituent of mine has been in touch about a terrible experience he had on a train from London Waterloo to Basingstoke. As a disabled passenger, he was trapped on the train and unable to make alternative arrangements, and he had a distressing and dreadful experience.
I am concerned by the circular firing squad we sometimes see between South Western Railway, Network Rail and the Department for Transport. At times, all can appear keen to blame and turn on each other, when perhaps they might do better to establish a constructive relationship with clear accountability, instead of the obfuscation and fudge we have at the moment. It is not only in this House that we achieve more by working together.
I shall move on to the specifics of where it still seems to be going wrong. The independent review commissioned by my right hon. Friend the previous Secretary of State for Transport, and chaired by Sir Michael Holden, reported over a year ago now, making a number of important recommendations. This is perhaps a good time to consider those recommendations and allow my constituents the opportunity to reflect on the progress they think has been made. It is also a good time to pose questions to my hon. Friend the Minister about what oversight he has of the progress of South Western Railway against those recommendations, which particular ones he regards as the highest priority, and what sanction he might consider imposing if there is not adequate improvement. As I indicated earlier, SWR has had a year since the review, and the patience of my constituents—if not the Minister—has run out.
I would like to highlight in particular the frustrations regarding overcrowding. Of course, I welcome the additional trains introduced following the timetable changes in May, but there is a nagging suspicion that this has been achieved by pinching carriages from other services. As my constituent David Willey explained to me, the most significant change on the service he uses has been the reduction in capacity by 17% from 720 seats in 12 carriages to 600 seats in 10. This has meant he has had to stand in his carriage usually two mornings a week.
Barnaby Wilson of Chilbolton let me know that he could not remember the last time his commuter train in or out of London was not short-formed and/or late. He comments on the regular occurrence of a 10-carriage train running with just five, thus halving the capacity at rush hour. And we all know the consequences: people crammed in like cattle, standing for the entire journey, or forced to wait for the next train as they simply cannot get into the reduced number of carriages.

Commons ChamberRecent changes to the PIP regulations clarify the original criteria used to decide how much benefit claimants receive. This is not a policy change, nor is it intended to make new savings. It will not result in any claimants seeing a reduction in the amount of PIP previously awarded by the Department for Work and Pensions.
The Minister, in response to the Labour Front Bench, batted away suggestions that we need a full debate and vote on the Floor of the House on this issue, but given that the Government’s own equality impact assessment says that 164,000 people with debilitating mental health conditions will be affected, does she not think it is her job to go to the DWP and tell them we want a proper vote?
Supporting people with mental illness is a priority, which is why we are spending more on mental health than ever before, and an estimated £11.4 billion this year. PIP does ensure parity between mental and physical conditions, and it achieves this by looking at the impact of conditions on an individual, not which conditions they have. As I have previously said, it is of course up to the usual channels to decide whether there will be further debate on the subject.

Commons ChamberBy 2030, over 3 million women stand to gain on average £550 extra per year as a result of these changes. For women reaching state pension age in 2016-17, their median net income in retirement is estimated to be approximately £207,000. This is more on average than women have ever received.
As the hon. Lady will know, the Department for Work and Pensions has recently published the work and health Green Paper, and we are looking at working very closely with the Department of Health on a whole range of issues to make sure that older people and our pensioners are treated fairly by all Government Departments and services.

Commons ChamberThe right hon. Gentleman will be aware that inflation was in fact down last month. What is really important is that we support people who can work into jobs, and into better jobs—that is the whole premise behind universal credit. We know that getting people into work lifts them out of poverty. Our reforms include increasing the national living wage to £9 an hour by 2020, cutting income tax for more than 30 million people and, of course, the roll-out of universal credit.
