Commons ChamberThe hon. Gentleman is absolutely right. We need national legislation; we do not want a piecemeal approach or to push the problem to a different area or from one clinic where a public space protection order has been put in place to a clinic where protest may still be legal. It is imperative that we have a coherent national approach and that we protect women from that sort of harassment.
I hope the Minister will confirm what further action the Home Office will take in the event that this new clause falls today. I hope it will be successful; I hope this House can come together and recognise the benefit that the new clause will provide, and that we can make some progress on the issue.
I will speak briefly about the finances. I referred to the cost to a local authority and the hon. Member for Birmingham, Selly Oak (Steve McCabe) indicated that in his constituency it will have been expensive for the council to bring a PSPO forward. Too often, councils face legal challenges from campaign groups with very deep pockets, which are potentially not even funded from this country.
I vividly remember going to a sixth form college just outside my constituency at the start of the summer and talking to the female students there, girls aged between 16 and 18. They talked to me specifically about abortion, because they were scared that they would see their right to access healthcare being eroded. They asked whether I thought the overturning of Roe v. Wade would travel across the Atlantic and impact us here.
At the time I said, “No, I don’t”, but since then I have watched the deep pockets of largely American-funded campaigns opposing our local councils when they seek to bring legal orders to protect women from harassment. How can I now look at those teenagers and say, “Of course the overturning of Roe v. Wade won’t come here. Of course the American influence will not impact your right to access healthcare in this country”? It is about time that this country and this Government were prepared to step up where the United States has stepped back. That is why I will be supporting new clause 11, tabled by the hon. Member for Walthamstow. It is imperative that we send a message to women—I was going to say young women, but it is actually to all women in this country—that we are on their side.
I rise to speak to the amendments in my name and the name of the hon. Member for Vauxhall (Florence Eshalomi), which arise from the legislative scrutiny of the Bill by the Joint Committee on Human Rights. They are amendments 28 to 31, 33, 34 to 36, 37 to 40 and 41 to 49, and also amendments 12 to 15, which appear first in the name of my hon. Friend the Member for Glasgow North East (Anne McLaughlin), and 1 and 2.
I remind hon. Members that the Joint Committee is a cross-party Committee with half its members from the House of Commons and half from the House of Lords, and we undertake scrutiny of the human rights implications of all Bills. I speak here in my capacity as the Chair of the Committee rather than in my personal capacity. I have great sympathy for new clause 11—similar measures are being taken in the Scottish jurisdiction—but, as my Committee did not have the chance to consider it, I will not be speaking about that new clause.
The Public Order Bill contains further significant changes to the law on public order in England and Wales, following on from those introduced in the Police, Crime, Sentencing and Courts Act 2022. It is obvious from my accent that I am a Scottish MP. Despite the fact that this law only applies in England and Wales, it is of interest to a lot of Scots, because they come to London to protest—I see the Minister laughing, but it is the truth, and many of us have been doing it for years, since before we were elected to this House.

Lady is absolutely right to point out the distinction between the formal resettlement schemes referred to in the question and those young people who have made, in many instances, terrible and perilous journeys of many thousands of miles and who have travelled across the whole of Europe to get to these shores. It really is important that we work to support young asylum seekers; I am conscious that the largest numbers will be found in a small number of local authorities, particularly Croydon, Kent and Hillingdon, which work incredibly hard to support not only unaccompanied minors but those leaving the care system and those for whom we have a responsibility up to the age of 24 under the Children and Families Act 2014. It is crucial that we get this right; that is why I was so pleased to see the uplift in funding to local authorities for unaccompanied asylum seeking children.
Scotland has played a leading role in the current vulnerable persons resettlement scheme, resettling nearly 3,000 people across all Scotland’s local authorities. Recent opinion polls show strong support in Scotland for maintaining that commitment and, indeed, for improving on it. Will the Minister join me in welcoming Scotland’s success story, and will she commit, through the comprehensive spending review, to funding integration support for refugees under the new scheme at the same levels that are currently provided under the VPRS?
The hon. and learned Lady is absolutely right to point out the significant role that Scotland has played. In Jordan last summer, I was pleased to meet a family who were being resettled to East Ayrshire within a few days of my visit. It is important that we provide not only support for resettling people but the necessary integration, not least through the provision of English language teaching, which is a crucial component. She will know from previous comments I have made in this House that one of my big passions is ensuring that we assist those with refugee status into work and ensure that good schemes exist across the entire country to help them to do that.
I can tell that there is a second question coming from the hon. and learned Lady.
Thank you, Mr Speaker. As well as Scottish local authorities, Scottish community groups are also planning to sponsor refugee families. I met representatives of Refugee Sponsorship Edinburgh in my constituency recently. This is the first group of people to do this in Scotland. They will be delighted that the UK Government have finally agreed that any refugees supported under the community sponsorship scheme will be additional to those resettled under the UK Government scheme. Will the Minister commit to ensuring that the new scheme will make it easier for named individuals to be resettled and for family members dispersed across the world to join refugees who have already been settled here? I am sure I am not alone in being approached regularly in my constituency surgery by refugees with those concerns.
The hon. and learned Lady is absolutely right to highlight the brilliant role played by community sponsorship schemes. They are absolutely the gold standard of resettlement. However, it is important that we continue to work with the UNHCR to ensure that it is the most vulnerable people who are resettled here, whether through community schemes or through the sponsorship of local authorities. It would be very wrong for us to use resettlement schemes to resettle people from safe third countries when many people across the middle east and north Africa region and across the world are in parlous situations and in real danger. They must always be our first priority.

Commons ChamberThe hon. Lady is right to refer to that. It is important that we consider our immigration system in the round, and particularly when it comes to doctors and nurses. I am very conscious that while we welcome and attract people working in the medical profession from around the globe, many of them come from countries where those skills are sorely needed. In fact, we know that many of them return to their home countries, having gained experience and knowledge here. It is important that we work with the Department for Business, Energy and Industrial Strategy, DFID and the Department for Education on determining future immigration policy, because when it comes to our workforce needs, immigration simply cannot be the only answer.
The Minister says she wants to work with business, which I am very pleased to hear. Does she agree with the director of the Confederation of British Industry in Scotland, who said:
“The proposals outlined in the White Paper don’t meet Scotland’s needs or the needs of the UK as a whole, and would be a sucker punch for many firms right across the country”?
I gently point out to the hon. and learned Lady that I am spending this year engaging with businesses and business organisations. Just yesterday, I had the pleasure of meeting people working in the hospitality industry in Cumbria, such as in the constituency of my hon. Friend the Member for Copeland (Trudy Harrison). It is absolutely imperative that we take forward the White Paper, and we always said there would be a year of engagement and of listening to views.
The hon. and learned Lady must acknowledge that we have asked the Migration Advisory Committee to look again at salary thresholds because it is important that we get this right. As I said at the outset, this is one of the biggest changes in our immigration system for 45 years, and it is imperative that we listen to the concerns of all sectors of the economy, and of all regions and countries.

My hon. Friend will be aware that the Home Secretary met Mr Castaner earlier this year. Indeed, I accompanied him back to Calais to visit the joint co-ordination centre. There are ongoing weekly meetings between Border Force officials and the police aux frontières, and with the regional préfet and sous-préfet, to discuss precisely this issue. However, as my hon. Friend has pointed out, it is about the border on both sides of the channel. It is much more effective to prevent a small craft from leaving the beach and thereby not risking life and limb than to seek to turn anything around in mid-channel. It is crucial for us to understand the implications of rescue operations in the middle of the channel. There are often children in those boats, and tactics are often deployed to ensure that the migrants are vulnerable. How despicable is it that they are being exploited by organised crime gangs who deliberately put children in those boats? It is far safer and much more desirable for us to prevent the launch of those boats than to take action at sea.
It has been good to hear the Minister acknowledge the vulnerability of many of the people who are making this dangerous crossing, and separate the victims of the traffickers from the traffickers themselves. Many of the people who make the dangerous journey across the channel have survived war, conflict and persecution in countries such as Syria, Iran, Afghanistan and Eritrea, so we are dealing with vulnerable adults as well as vulnerable children.
However, it is also important to acknowledge that the number of people trying to reach the United Kingdom by boat is lower than the numbers in 2015 and 2016. To describe this as a crisis, or a major incident, risks creating the perception that the UK is overflowing with people claiming asylum, when the figures show that in the year ending September 2018, Germany, Italy and France all received twice as many asylum applications as the UK.
I echo the shadow Home Secretary’s comments: asylum and claiming asylum is a right, and asylum claims should not be prejudged. The 1951 refugee convention states that neither how people arrive in the country in which they claim asylum nor how many safe countries they have passed through should affect the outcome of their claim, so I look to the Minister for assurance that everyone who arrives, even by these reprehensible methods, is given the proper opportunity to claim asylum if that is appropriate and that due process has been followed.
The best way to address the risk of people making these dangerous journeys is to expand safe and legal routes such as family reunion and to bolster existing resettlement programmes. The resettlement programme introduced after the Syrian refugee crisis saved thousands of lives. I commend the UK Government for that, but we need to see it continue. Will the Minister commit to expanding the programme after 2020?
The hon. and learned Lady is right to point out that many of these people are the victims of organised crime gangs, but I would like to expand on one point, because they are not simply fleeing war. In many cases they are, as we know from the figures, Iranian nationals, who may have paid many thousands of pounds to make that journey and have done so putting themselves, and in some cases their families, at risk of falling prey to the very reprehensible tactics, as the hon. and learned Lady described them, of the organised crime gangs who make them vulnerable by choosing this route.
The hon. and learned Lady is right to point out that the figures are lower than at the height of the migrant crisis in 2015, but that does not mean I am complacent in any way, because we do not wish to see the numbers go back to those levels. It is imperative that we seek to ensure our action with the French prevents people from making these perilous journeys.
I reassure the hon. and learned Lady that due process is followed in every case, but, as she will have heard me say, in those cases where there is a previous asylum claim in another EU member state we will seek to return people to those countries.
On the vulnerable persons resettlement scheme, the hon. and learned Lady will know that we are on course to meet the 20,000 commitment by the end of 2020 and indeed have so far resettled over 15,000 individuals from the MENA—middle east and north Africa—region.
The hon. and learned Lady speaks about an issue that is a particular passion of mine, and having put in place the processes and structures that have enabled us to take part in the VPRS, working with local authorities and NGOs and various other agencies, I believe it is important that we maintain that commitment. It is wrong in my view to be a world leader in resettlement and to seek to pull back from that, but I am afraid the hon. and learned Lady will have to wait for an announcement, which I am sure will not be too distant.

It is absolutely right to reflect that the scheme has been open only for very few days so far, but we have received claims, registered them and sent out claim forms, which we are expecting back. I am not aware of any fraudulent claims to this scheme, and I am very conscious that we have put in place a rigorous process, which will enable all claims to be assessed fairly and indeed with full rigour. It is important to reflect that the Home Office is determined to work with individual claimants. There may be cases in which Home Office data enable us to assist people to determine the level of claim, and we are absolutely determined to do that.
I congratulate the right hon. Member for Tottenham (Mr Lammy) on securing this important urgent question. It is imperative that the victims of the Windrush scandal are compensated justly for the terrible treatment that they endured.
I was a member of the Joint Committee on Human Rights which took evidence from two of the victims of this disgraceful scandal. Anyone who heard their testimony about the effect of wrongful detention, and of years of persecution and threatened deportation, would regard some of the amounts in this scheme as derisory. After a year-long wait for the compensation scheme, it is disappointing that it has serious flaws, some of which have already been enumerated by others. It seems to be a great deal more mean than was suggested by the Home Secretary at the Dispatch Box, when he said that there would be no cap on the scheme. A cap, however, has clearly been introduced through the back door by applying internal caps on pay-outs, which will equate in effect to caps on how much individuals receive.
As has been said, some of the pay-outs under the scheme are wholly unacceptable: £250 per month for people who were rendered homeless as a result of that unjust treatment; or a maximum award of £500 for legal affairs. The Home Secretary refuses to compensate people for the full cost of immigration law advice; he claims that they do not need legal advice to make an immigration application. Any of us who deal with immigration matters in our constituency surgeries knows that not to be the case. Those of us who study closely the Home Office files of the individuals who gave evidence to the Joint Committee on Human Rights will tell you that only with the assistance of lawyers did they manage to disentangle themselves from this mess.
Is it not time for the Home Secretary to admit that removing legal aid from immigration matters was a huge error? The Government must fully compensate those of the Windrush generation who had to pay out of their own pockets to defend themselves against that state injustice. Will the Minister accept that the minimal pay-outs under this scheme will achieve nowhere near justice for such people? Does she agree that, if the Government were truly serious about rectifying the wrongs of the scandal, they would look at this scheme anew and scrap the hostile environment, which already threatens to have the same impact on European Union citizens applying for settled status.
I thank the hon. and learned Lady for her questions. She commented on the long wait for the scheme. She will of course recognise that not only did we appoint Martin Forde as an independent adviser to the scheme, but he came to the Home Office to ask for additional time, so that the consultation period could be open for longer. More than 1,400 responses were received to the consultation, and it was absolutely right to give adequate time for the responses to be considered carefully and thoroughly.
The hon. and learned Lady will be aware that the scheme includes both a tariff category and actuals. It is important to reflect that, where actuals have been accrued, the Home Office seeks to reimburse people through those fees. However, we recognise that it may be hard for people to provide evidence of actuals, which is why it was so necessary to put a tariff scheme in place as well, so that people would not be dependent simply on being able to provide the evidence.
The hon. and learned Lady made a wider point about the complexity of the Home Office’s immigration scheme. She will no doubt welcome the consultation on that being carried out by the Law Commission. If she has not already done so, I hope that she responds to that consultation before it closes, which I believe to be imminent.

Commons ChamberThat is absolutely correct. There will be no loss of entitlement to NHS services and treatment, and I thank my right hon. Friend for her assistance in conveying the message to her constituents that we want our EU friends and neighbours to be able to stay and access the services and benefits to which they are entitled. That is important.
As the Minister says, the EU settled status scheme opened at the weekend, but the Government have not introduced a right of appeal to a tribunal against a decision under it. So in the event of a dispute about whether a person qualifies, the only means of independent redress is judicial review, which can be expensive and time-consuming. Does the Minister agree that that is not satisfactory? Will she commit to introducing a proper right of appeal?
Of course, the hon. and learned Lady will know that an entire package of citizens’ rights for EU citizens is planned as part of the withdrawal agreement. That will provide the route, and her party might consider voting for it.
As always, the Minister does not answer the question. It seems to me that there is no intention of introducing an independent right of appeal. Perhaps she can answer this question: the Costa amendment required the Government to ring-fence what had already been agreed for EU citizens’ rights; what progress has been made on securing that ring-fencing? Will the Prime Minister raise the matter at the EU Council on 10 April?
I thought my response was quite clear. I reiterate to the hon. and learned Lady that the best way to ring-fence citizens’ rights is to vote for the deal.

Commons ChamberI would gently point out that it was not an arbitrary salary threshold; it was the one put forward by the independent Migration Advisory Committee. It is, of course, important that we engage with business and employers across the whole of the United Kingdom, and we will use the next 12 months to do so.
My hon. Friend the Member for Linlithgow and East Falkirk (Martyn Day) has referred to the concerns of the policy chair of the Federation of Small Businesses in Scotland. The chief executive of the Scottish Tourism Alliance, Marc Crothall, has said:
“There is no doubt that the government’s plans will exacerbate the existing recruitment crisis considerably, placing our tourism industry and what is one of the most important economic drivers for Scotland in severe jeopardy.”
Is he wrong as well?
The hon. and learned Lady will be aware that the Migration Advisory Committee, which is independent of Government, made the point that it did not see the case for a wide range of sectoral schemes. In fact, it made the case that perhaps only in agriculture was one appropriate. However, it is important that we continue to engage with all businesses and sectors. I am sure she will be delighted to know that the tourism industry in Wales has already beaten a path to my door, and I look forward to Scotland doing likewise.
Clearly the tourism industry in Scotland are very unhappy with the proposals, and I beg to suggest that they know more about their industry than the Migration Advisory Committee. The reality of the situation is that people in businesses across Scotland are dismayed by the UK Government’s approach to immigration. Scotland already has different policies and approaches on taxation, climate change, tuition fees and social care. If those major areas of policy can be devolved and implemented to suit Scotland’s needs, why can immigration not be devolved? I would like to know the Minister’s views, rather than the Migration Advisory Committee’s views.
I am sure the hon. and learned Lady recalls my appearance before her at a Select Committee, where I made it clear that my view was that immigration policy was a matter reserved to the United Kingdom Government.

Commons ChamberMy hon. Friend makes an important point. Our first priority must be upskilling UK workers and making sure they can move into the vacancies that we know are there. My hon. Friend is always diligent in promoting the interests of businesses in Scotland, which might find it difficult to acquire the labour they need. I will be delighted to work with him in that respect.
The Scottish Government’s analysis shows that the average EU citizen working in Scotland contributes £10,400 per annum to Government revenue and £34,400 per annum to GDP. What plans have the UK Government made to mitigate the adverse economic impact on Scotland as a result of the UK Government’s decision to end free movement?
The hon. and learned Lady will be conscious that an immigration White Paper will be coming forward very soon, but it is crucial that we reflect on the advice given to us by the independent Migration Advisory Committee, which made the point that there were only limited regional variations.
I am very conscious of the much heralded and long awaited White Paper. However— the Minister may not know this—a nationally representative survey conducted by British Future and Hope not Hate shows that nearly two thirds of people in Scotland think the Scottish Government should have the power to decide which visas are issued to people who want to work in Scotland. Will the Minister meet me in advance of the White Paper to discuss how it will address the wishes and needs of the people of Scotland?

The Government have of course commissioned the lessons learned review, and the permanent secretary in the Home Office commissioned Alex Allan to conduct that review. It is important that we focus very much in this regard on making sure that we put right the wrongs for those who are part of the Windrush generation, but also that we work proactively with the Home Affairs Committee to make sure that these mistakes do not happen again.
I commend the right hon. Lady, the shadow Home Secretary, for securing this urgent question on such an important issue.
Over the summer we have learned that wrongly deported Windrush generation citizens died before they could be repatriated. We have learned that the private firm responsible for removing Windrush citizens operated on the basis of incentives for exceeding its removal targets. We have also learned that the Home Office may be withholding crucial evidence from the Joint Committee on Human Rights inquiry into the wrongful detentions and deportations. Does the Minister regret any of those matters, and can she tell us why the Home Secretary and the Prime Minister are still refusing to make a full and proper apology to all the victims of this appalling episode?
When will the Home Secretary respond to calls from the Scottish National party and others, which we have heard today, for a full and proper revisiting of the hostile environment policy, which led to this scandal and which may yet lead to others?
The Government’s compliant-environment policies, which were, of course, started under the previous Labour Administration, are an important part of our ability to make sure that those who have the right to be here and are entitled to goods, services and benefits can be correctly identified, and, equally, that those who are here illegally can also be identified. This Government do not intend to remove our compliant-environment policies; we believe that they provide an important part of our suite to address illegal immigration. The hon. and learned Lady referred to the private company that had a contract to enable those who had no right to be here to accept voluntary returns. It played no part in decision making and, of course, that contract was ended in 2016.

Friend makes an important point about criminal record checks, and all applicants aged 10 or over will be checked against the UK’s national police database and watch lists. Applicants over 18 will be asked about their criminal history in the UK, and indeed overseas. My right hon. Friend has raised a significant point: this is an important, clear offer to EU citizens, which sets out the process that we wish them to go through over the next few years. The Home Secretary has made the point that it is important that UK citizens who live in other EU states should have the same confidence, and we will continue to work with the EU and other member states to reinforce that message. I accept that 1 million British citizens live in the EU, compared with the 3.3 million for whom we have responsibility to see through the registration process in this country. Nevertheless, 1 million is still a significant number, and I will continue, in engagement with our European neighbours, to reinforce that point.
I thank the Minister for advance notice of her statement. When witnesses from the3million group, which represents the 3 million EU citizens living in the UK, and witnesses from Irish in Britain, gave evidence recently to the Exiting the European Union Committee, they said that the Windrush scandal had dented their confidence in the Home Office, and raised anxiety about their new status. Those of us who sit on the Joint Committee on Human Rights and have had a chance to see some of the Home Office files on the Windrush generation have very real concerns about process in the Home Office. Many of us will have been approached by constituents—I was approached by a constituent at a social event last Friday night who wished to express concern about his status as an EU citizen. Does the Minister agree that the absolute principle should be that no EU citizen living in the UK should suffer as a result of the Brexit outcome, in which of course they had no vote? Will she consider waiving the registration fee, as the Scottish Government are going to do for public sector workers and have suggested the British Government should do across the board?
There are potentially significant numbers of people who could fall through the cracks. If just 5% of the estimated 3.3 million EU citizens living in the UK do not register by the deadline, there will be a population of nearly 200,000 left without status. Will the Minister tell us what will happen to EU citizens who do not apply in time?
What conversations has the Minister had with the Scottish Government about the detail of the scheme and how it is to be implemented? The Cabinet Secretary with responsibility for external affairs in the Scottish Government, Fiona Hyslop, and the Welsh Government’s Cabinet Secretary for Finance have written to the Home Office stating it would be unacceptable for more burdens as a result of the scheme to be placed on local authorities without first speaking to the Scottish and Welsh Governments. Will she confirm that that letter, unlike recent missives from the Scottish Government, will be replied to and that there will be proper liaison with the devolved Administrations in this respect?
I thank the hon. and learned Lady for her question. We have been clear from the start that the devolved Administrations should be fully engaged in the process. We have held separate sessions with the devolved Administrations about the design of the settlement scheme and they are also involved in regular conversations with local authorities about communications with EU citizens across the country.
The hon. and learned Lady rightly raises the concerns of her constituents. I am sure that every Member will have had constituents come to their surgeries to talk about not simply the process but status after we leave the EU—I know that I have. It is really important that we all reiterate the Prime Minister’s message, which is that we want them to stay. They have contributed a great deal to our country and we wish them to continue to do so.
On fees, we have set out very clearly that the agreement reached with the EU allows a fee up to the cost of an equivalent document for UK nationals. The fee of £65 to apply for status under the settlement scheme is in line with the current cost of obtaining a permanent residence document. To charge a lower fee than the current fee EU citizens are charged for permanent residency would of course disadvantage those who have already paid that fee.

Commons ChamberWe have been very clear from the outset that the cost of the scheme will be no more than the cost of applying for a British passport, and indeed for those who already have permanent residency there will be no cost at all. It is crucial that we continue to work with our user groups, and as we roll the scheme forward we will be providing more information, including through our dedicated email service that we are sending out to people. But we do have an important communication job to make sure people know how to apply and when the scheme opens.
Efforts to involve community groups and public services such as libraries in facilitating settled status applications seem almost non-existent. I learned from Scottish Government colleagues last week that in Scotland the UK Government have made only cursory contact with just two libraries. Can the Minister tell us what further engagement is planned with community groups and public services?
The Home Office continues to engage with people, businesses and organisations across the UK. We are seeking a deal that works for the entire UK and it is very important that we make sure that user groups in Scotland, including organisations such as Citizens Advice, have the necessary resources and understanding of how this system is going to work. We are rolling forward an engagement programme from this point onwards, and I am looking forward to making further announcements in due course.

Commons ChamberThis afternoon, we have had thoughtful and passionate contributions from both sides of the House, which have reflected the public mood towards the Windrush generation, who have contributed so much to our country. We also had a debate on Monday, in which the tone was constructive; I listened carefully to Members’ contributions then, as I have today.
We know that the failure of successive Governments to ensure that individuals arriving before 1973 had the documentation they need is deeply regrettable. I have previously said that I am personally sorry, and I repeat that today, but I also repeat how important it is that we put this right, as a matter of urgency.
I am grateful to the Minister. Will she apologise for the underlying policies that caused this scandal?
The hon. and learned Lady made some comments earlier that I wish to respond to, but I really think it is important that I put on record how sorry I am that people have been affected, and how crucial it is to me that we make sure we get it right, and that, going forward, we make sure this cannot happen again.
As my right hon. Friend the Home Secretary has said, putting this right must not mean taking resources away from the teams who are already working so hard to help those who have been affected. I have seen them working and know their dedication and commitment, which I saw this last weekend in Croydon and in Sheffield. That is why the Opposition’s Humble Address motion is not the right answer.
We have announced a package of measures today to bring greater transparency to Members of the House and to the public. I would like to remind the House of those measures. First, the Home Secretary will be writing each month to the right hon. Member for Normanton, Pontefract and Castleford (Yvette Cooper) with an update on progress. I have little time this evening to comment on her significant contribution, but I would like to say to her that it is important to me that we provide her with the updates and make sure that her Committee is aware of the progress. It is seldom that I say this on the Floor of the House, but I look forward to being called to her Committee as early as next week.

I am sure that everything in North East Somerset is of the very highest quality, and often rather refined.
The Scottish National party sympathises with the workers whose jobs are threatened by this decision but, to be frank, the issue of where the new United Kingdom passport is printed as a result of the Government’s handling of Brexit is the least of our worries. Getting a dark blue passport—as the right hon. and learned Member for Rushcliffe (Mr Clarke) said, we could have had one all along, had we wanted it—will be little consolation for the loss of our EU rights, including the right to travel freely for work, study or pleasure, the right to free healthcare, and the rights protected by EU law and the Court of Justice. What benefits will we get from the dark blue passport to outweigh these losses? How many British citizens lucky enough to have a parent from another EU member state are, like me and many of my constituents, applying for an Irish, French or German passport so that they can hang on to those EU rights?
The hon. and learned Lady appears to have focused on the colour of the passport and Brexit rather than the issue at hand: the need to obtain the best possible value for money in the new passport contract, and also to ensure that whatever the outcome of Brexit, we have one of the most secure travel documents in the world, with a range of innovative features.
