I am pleased to welcome the Bill, and many of the measures to tackle serious organised crime and antisocial behaviour that it contains. These are important issues that are often raised by my constituents in surgeries and through surveys, because they impact on people’s daily life and their sense of safety and belonging in their community. I pay tribute to the work of Sussex police, as well as the Government funding that has focused action on the town centre most particularly, delivering the safer streets that give people the confidence to be out and about, especially in the night-time economy. However, I will confine my remarks not to measures that are in the Bill but to one measure that is not in the Bill but might be.

If there is one place where everyone should feel safe, it is surely within the comfort and confines of their own home, but the reality is that thousands of vulnerable people across the country are terrorised in their own home by criminals who take control of that home and use the property for criminal purposes. That horrendous exploitation is known as cuckooing, where criminals target the most vulnerable, such as socially isolated people, those with learning difficulties or those dealing with addiction and drug use. They may initially befriend those people, or may simply threaten them. They are often violent, ultimately taking over the victim’s home to store drugs, grow cannabis and facilitate prostitution or any number of other criminal activities. The influence of cuckooing goes further and wider, because the neighbours of people whose homes have been invaded have to contend with disruption, antisocial behaviour and intimidation from the criminals who operate from that property.

Cuckooing happens across all communities in our country, including—I am very sorry to say—in my own constituency of Eastbourne, and it is a rapidly growing problem. Figures from Sussex police reflect that: in the past five years, there has been a tenfold increase in cuckooing. Understanding the impact on the victim in one local case—their powerlessness, despair and shame at having been so abused and exploited—must surely command further action.

I thank my right hon. and gallant Friend for his question. I cannot explain the increase in Eastbourne, but I imagine that the increase is across the land. There will be an increase and an uptick because it has been found to be a very effective way for criminal gangs to operate, and they move from home to home to evade detection. It is an absolutely vile crime, but one that clearly lends itself to the activities being pursued.

It was actually a real shock to me to discover that this hostile takeover or invasion—this taking over of somebody’s home—was not already a crime. However, I believe the Government recognise the need for it to be, because in the antisocial behaviour action plan, published just in March, there was a commitment

“to target the awful practice of ‘cuckooing’ or home invasion”

and a pledge or commitment to

“engage with stakeholders on making it a new criminal offence.”

Indeed, Emily Drew, who is the exploitation co-ordinator at Sussex police, substantiated that point when she said:

“It’s definitely hard to tackle cuckooing when it’s not technically a crime. There are lots of other tools and powers we can utilise and we can be quite creative with it but it does rely on perpetrators committing other offences.”

Hence the real challenge of making this a stand-alone and discrete crime.

Clearly the action plan was a very positive step forward, but at the moment the Bill does not include such an offence. However, in his opening remarks, the Secretary of State talked of “every possible support” and “additional powers” for the police. He spoke about people feeling safe in their homes, and about opportunities during the passage of the Bill to consider further amendments to cover some of the concerns raised by hon. Members. I very much hope that the Bill will provide the perfect opportunity to introduce a new criminal offence to outlaw cuckooing once and for all. I hope the Minister and the excellent ministerial team, with the Secretary of State, will bring forward such an amendment in due course.

Yes, I am very happy to confirm that of course we are looking at legal but harmful material. Let me draw the House’s attention to the fact that the Online Safety Bill is a really significant piece of legislation but there will be other vehicles for legislating on these sorts of crimes, including not only the victims Bill but the Law Commission’s work on online hate law more generally. It is really important that we get this right. The law has probably struggled to keep up to date with some of these developing advances in technology and we have to make sure it is future-proofed to cover these terrible crimes.

Since Sunday’s final, everyone I have spoken to in my constituency, everywhere I have been, has expressed nothing but pride in our England team. Racist abuse online has inspired an outpouring of support and solidary. By contrast, figures released by Twitter in 2020 show that the company responded to less than 50% of all requests for information from law enforcement in the UK. Alongside support for campaigns such as Kick It Out, does my hon. Friend agree that such social media platforms must seriously raise their game or face serious repercussions?

I completely agree with my hon. Friend, and I am delighted to hear that the football team have received such support in her constituency—I suspect that that is the experience of us all. The racist attitudes that have been displayed by a small number of people and trolls, some of which we know originate from overseas, are very much in the minority. The overwhelming majority of us are incredibly proud of our great team.

Given the overall positive engagement that we have had with the Scottish Government in this policy area, it is disappointing to hear the tone of the hon. Gentleman’s question. In deciding on border measures, the UK Government must take into account a number of factors, including the rather obvious need to keep open key supply lines across the short straits, and routes to and from the Republic of Ireland.

To give some background, since the health measures came in we have conducted more than 3.7 million spot checks of passengers arriving at the border, as part of the new testing requirements, carriers are required to check test results, and a fine of up to £4,000 in England and Northern Ireland and £960 in Scotland and Wales can be levied on passengers who fail to comply with the requirements.

The Government are taking a huge range of measures to prevent these dangerous and illegal crossings. Most notably, the Home Secretary reached an agreement with her French counterpart in late November to increase the number of gendarmes deployed on the French beaches and to take a variety of other steps aimed at preventing embarkations from the French shores. To anyone considering this trip, I say that it is dangerous, they are putting their lives at risk, it is illegal, but, most of all, it is unnecessary because France is a safe country where it is perfectly possible to claim asylum.

Last month, the Eastbourne Royal National Lifeboat Institution rescued more than 30 migrants who had got into difficulty in the channel. I commend its sterling work. Its mission is simply to save lives at sea. I have every concern for those it rescued, but, as my hon. Friend has just outlined, there are serious concerns that this is pump-priming human traffickers, and the fact remains that people are putting themselves at risk. Can he outline to the House the work that is being undertaken with the French and with our European neighbours to intercept and close down human traffickers long before they reach the channel coast?

My hon. Friend makes an excellent point. Let me start by paying tribute to the RNLI for the work that it does at sea keeping people safe in what are often very treacherous and difficult circumstances. She is right to outline the work that we need to do to disrupt and prevent these dangerous criminal gangs before they even launch the boats in the first place. The National Crime Agency and many other law enforcement agencies across Europe and beyond are working together to disrupt these criminal gangs. We regularly prosecute people for facilitating these small boat crossings. Last year, we successfully prosecuted 50 or 60 people. There have been several more prosecutions just in the last week, in addition to the law enforcement work we are now doing with the French, doubling the gendarme patrols, for example, which, just in the last few days, has resulted in literally hundreds of people being intercepted before they even set off. So these measures are now working, but we are certainly not going to give up: we will continue working with our French colleagues until these dangerous, illegal and unnecessary crossings are completely stopped.

In the recent half-term holiday, Sussex police stepped out across Eastbourne and Willingdon, my home constituency, to address antisocial behaviour. In the course of the operation, they uncovered an instance of cuckooing, where a vulnerable person had been targeted, exploited and their home used as a base for further criminal activity. Will my right hon. Friend join me in paying tribute to Sussex police for their excellent work in such challenging times, and update the House on what further work is being done to address this appalling crime?

My hon. Friend is absolutely right. I thank Sussex police. I have seen at first hand their work in dealing with county lines, drugs and protecting vulnerable individuals. She is right to highlight this abhorrent crime. We see far too many vulnerable people being used by criminals for criminal purposes. A great deal of work is taking place, in particular on county lines but also on safeguarding victims and vulnerable people.

My right hon. Friend is correct: people trafficking and people smuggling is a shocking offence that causes untold human misery. Last year, Immigration Enforcement made 259 arrests in connection with people smuggling and secured 101 criminal convictions, but I would like to assure him that this is an area where we can, must and will go a great deal further.

Domestic abuse is a horrific crime that shatters the lives of those affected. We are working closely with domestic abuse organisations, the domestic abuse commissioner and the police to ensure that help and support continues to be available, and more so while the covid-19 restrictions apply.

I thank my right hon. Friend for her commitment to work in this area. One in four perpetrators are repeat offenders, and some have as many as six different victims. In that light, does she agree that greater uptake of Drive, an intensive intervention programme aimed at perpetrators, could save lives, change the narrative and break the generational cycle which sees children raised in homes where they have witnessed abuse go on in later life to be at greater risk of becoming either abuser or victim?

I wholeheartedly agree with my hon. Friend. She has highlighted many of the challenges but also the opportunities, in terms of how we can work with partner organisations to provide the right kind of support needed to tackle the root causes of domestic abuse, to protect children and to educate them in terms of their own safeguarding. There are many opportunities through which the Government are doing that, so that we can tackle this heinous crime. The landmark Domestic Abuse Bill, which began its Committee stage on 4 June, is a significant opportunity to transform our response to domestic abuse, provide critical support to victims and bring the perpetrators to justice.

The hon. Gentleman makes a very important point. I have put on the record in the House my views about the appalling abuse to which our police officers and emergency workers are subject. That is simply unacceptable, and my intention, as he will know from the police powers and protections Bill, is to introduce the right legislation to bring in enhanced powers and measures in the criminal justice system to make sure that the right kinds of penalties are put in place.

I agree with the hon. Gentleman. At this particular time, when there are additional pressures and strains on public workers—our public sector, our emergency workers and our police officers—we should do everything possible, and I will absolutely look into that.

These are extraordinary times, and we are working hard to ensure that no foreign students are penalised unfairly by these events. We recognise the concerns of the education sector about the impact of covid-19, and we are working with it to mitigate the adverse consequences. We are also working closely with secure English language test providers to ensure that there is sufficient capacity for all those who need to take tests while prioritising the health and safety of staff and applicants.

I thank the Minister for his answer. Clearly my question was tabled before we hit the mission-critical phase in our actions to combat the virus, and of course it feels rather discordant to talk today about international travel when we are talking self-isolation and social distancing. But below that there is another really important message—that we will come through this, we will rally and we will rebuild. So can the Minister say what measures are being taken to expedite the process for international students coming to our universities in particular, because it is so vital in towns such as Eastbourne and across the country?

I recognise the comments my hon. Friend makes, and as she says, at the moment it seems strange to be talking about international travel when we are rightly advising against all non-essential travel within the United Kingdom, let alone abroad. We are very clear that no one will have a negative outcome through the immigration system due to a circumstance that was beyond their control. We have already done a block extension of visas for Chinese nationals, and we are looking at further measures that we can take—for example, allowing in-country switching that we would not normally allow—to ensure that no one is penalised because they followed the advice and did what they could to protect our NHS and save lives.

We all know that the vast majority of the terrified, friendless and profoundly vulnerable child refugees scattered across Europe tonight came from Syria. We also know that, as that conflict enters its sixth barbaric year, desperate Syrian families are being forced to make an impossible decision: stay and face starvation, rape, persecution and death, or make a perilous journey to find sanctuary elsewhere. Who can blame desperate parents for wanting to escape the horror that their families are experiencing? Children are being killed on their way to school, children as young as seven are being forcibly recruited to the frontline and one in three children have grown up knowing nothing but fear and war. Those children have been exposed to things no child should ever witness, and I know I would risk life and limb to get my two precious babies out of that hellhole.

I am deeply proud of the Government for leading the way internationally on providing humanitarian support to Syrian civilians. Their commitment in terms of finances and policy to help people in the region, and across the middle east and north Africa, will save lives. However, in the chaos caused by the Syrian conflict and many other conflicts, many thousands of already deeply scarred children have become separated from their parents and carers, and they are already in Europe. The Government’s generosity to date has not extended to those vulnerable children.

We know that identifying the exact number of unaccompanied minors is difficult, but the latest estimates suggest that there could be up to 95,000 such children in Europe tonight—four times the number we thought. That means that, if we decide tonight to take 3,000 of them, that will be just 3% of the total. That is our continent’s challenge, and we must rise to it.

I recognise that this is not easy, but tonight we are being asked to make a decision that transcends party politics. Any Member who has seen the desperation and fear on the faces of children trapped in inhospitable camps across Europe must surely feel compelled to act. I urge them tonight to be brave and bold, and I applaud the hon. and learned Member for Sleaford and North Hykeham (Stephen Phillips) for an incredibly principled, personal speech.

In the shanty towns of Calais and Dunkirk, the aid workers I spent a decade with on the frontline as an aid worker myself tell me that the children there face some of the most horrific circumstances in the world. Surely we have to do the right thing tonight and support the Dubs amendment.

We are approaching the last moments of the debate, so I will confine my remarks to one amendment and to one argument within it—the pull factor some have expressed concerned about.

Let me share just something of my experience when I went to Lesbos with Save the Children. I was struck by many things, but one was the extraordinary contrast between the almost biblical scene of men, women and children travelling on foot and in numbers across the country, and the fact that they were carrying mobile phones. All over the camps, people were huddled not around fires, but around charging stations, desperate to keep connected. One worker described to me how any change in border access or the availability of places in the camps would be communicated by mobile to friends and families following on, and shared over and over, inspiring immediate and dramatic change on the ground.

This 21st century migration through Europe is like nothing that has come before. In the light of that, how can we say with confidence that announcing 3,000 open places for minors in the UK would not affect the decisions desperate people would make and would not create risk? I share the hopes and the fears for the vulnerable children who have been mentioned in this debate, but we must look to the long term. It has previously been said that this will not solve the problem, so we must be very clear that we are not exacerbating the situation. There is a body of anecdotal evidence that families separate when they can find only enough money to pay traffickers for one place in a boat. Knowing, as we do, that children’s best chances for the long term are with their parents, every effort must be made to keep families together, and where they have been separated, to reunite them.

To finish, it was said during my time in Lesbos that the time it took to work with lone young people to establish their identity and ask all the right questions when they presented at the camps was one of the main reasons that many left to risk the perilous journey that so many Members have described this evening. We must therefore build the infrastructure, the systems and the confidence of young people that reception centres across the continent, not the open road, are their best route. This is vital work and it will, in the coming weeks and months, see increasing numbers of the children and young people already in Europe resettled with us in the UK.

I add my voice to those who have congratulated my hon. Friend the Member for Enfield, Southgate (Mr Burrowes) on securing this debate. I will not talk about giving children a voice, because that has already been covered, as has supporting local government, which is hugely important, particularly in ensuring that no one area is overburdened at the expense of others.

When I visited Lesbos, an island that is not on the news most days, my first impressions were shocking in their tranquillity. It looked like any other Greek fishing village waiting for the summer trade to begin, but that belied what lay away from the port. The first camp was a functioning United Nations High Commissioner for Refugees camp. There were huts, and people had few possessions—only what they could carry. Charities such as Save the Children were doing a sterling job, providing safe places for families and vulnerable children. The play scheme, like any play scheme, was noisy and messy.

I want to address two issues, predominantly: timeliness, to which the right hon. Member for Slough (Fiona Mactaggart) alluded, and procedural appropriateness. The second camp was less ordered. Infrastructure was sparse and the detention centre housed vulnerable children. The barbed wire looked less than comforting. It is practically impossible to monitor where a child is. Children travelling on their own are vulnerable at every stage, as we have heard repeatedly. The lack of safe routes once they have arrived in Europe is appalling and frightening—think of travelling up through Albania and the like. To protect a child, we need to know where they are.

I was struck by two things: the size of the problem and the inadequacy of the provision. Do not get me wrong; the Greek population are doing a staggeringly good job. They did not ask for their islands to be the front door to more than 856,000 refugees in 2015. Lesbos is the same size as one of our constituencies in population. Refugees do not have many choices of where to go, and the situation will not change any time soon, so we need to step up and assist. The island administration struggles to cope with the high volume. It has poor facilities and a lack of expertise. The hotspot we saw in January was a digger and a bloke. That is not much of a hotspot. The Greeks and other possible first points of arrival need practical help with expertise from a broad base of countries. The Greeks’ ability to cope is affected by the prefecture system of governance, a challenging economy and a lack of procedural competence, although all that is offset by the most enormous humanitarian response of basic decency and kindness by the people of the island and the country. Countries at the sharp end do not need fine words; we need to ask them how we can help. Vulnerable children need particular help.

I shared that experience with my hon. Friend, and I also saw the scale of the issue and the paucity of the response. There has been a rallying cry today around time, the right thing and the long term. My hon. Friend the Member for Enfield, Southgate (Mr Burrowes) spoke powerfully about the exploitation and destitution of unaccompanied minors in our midst, especially that experienced by those who have come by irregular ways and means. Does my hon. Friend the Member for Bury St Edmunds (Jo Churchill) agree that the right thing to do is, as she has outlined, to find a new gear in the process of identifying children and young people in Calais and likewise in Lesbos so that they can be reunited swiftly with their family? We also need to extend our work with vulnerable unaccompanied children in the region so that they do not make this perilous journey and risk an uncertain future.

I could not agree more. We have to ensure that we are not a magnet. The trade is absolutely immoral. We need to ensure that handling procedures for all vulnerable people are speedy and timely. We need biometric machinery so that people are registered where they arrive. Vulnerable children have no one to ensure that they are looked after on this journey. An increasing concern is that money given to Frontex is not being spent correctly. Improved monitoring is a must.

Young single people are at particular risk on all parts of their journey. As my hon. Friend the Member for Maidstone and The Weald (Mrs Grant) said, they continue to be vulnerable once they are here, and we have a duty from the time they set sail. Taking people from camps in north Africa and Syria helps to show that assistance is there. A friend whose family comes from Lesbos said:

“It is not like an earthquake over in minutes. This is never-ending, like living on a motorway with daily car crashes. Some of the islanders can’t sleep and see boats when they are not there.”

The Greek people are tired, but I worry about having debates on numbers when we do not know the extent of the issue, when processing is not being done properly and when facts are scarce. Those things are critical. The amendment this week talks of 3,000 children, but as a mother, I have to ask: what about the 3,001st? Understanding situations properly is the key to sorting them, and we must ensure that councils are helped to provide the right support. Processing people quickly and decently is imperative, which brings me to the “jungle”. As my hon. Friend the Member for Eastbourne (Caroline Ansell) said, we need to do the same here. Keeping people in squalor is no deterrent; it merely dehumanises. The French authorities need to speed up decision making, ensuring that reunification of family members happens swiftly, if appropriate. To do the right thing should be possible in Europe.

It is being recognised that we in this country are making decisions more swiftly. That is to be welcomed, but I, like many other Members here, want to see more. In the coming days, I look forward to the Minister, who has met with us on many occasions, meeting Save the Children. It can provide up-to-date local information, but I want to know what more we can do in practice to assist the processing, both in technical and influential terms. I want to make sure that vulnerable people get the help they acutely require. We have heard fine words today; please let us see some action.

I take the treatment of victims and survivors incredibly seriously, as do my right hon. Friends the Home Secretary and the Prime Minister. We are determined that victims will have their voice heard, that they will be listened to, and that they will be treated with dignity. That is why we have introduced 144 independent domestic violence advocates, stationed at police stations and custody cells to make sure that victims get the respect and dignity they deserve.

On the occasion of her visit to the Eastbourne and Willingdon constituency, I was very pleased to show the Home Secretary the new partnership-working between local officers at the borough council and local police officers; that is shared space, partnership-working which is really delivering for local people because of the ease with which communications can be shared. I am very pleased to say that that also extends to elected Members, having just received a call from the district commander about this. Does my right hon. Friend agree that such partnership-working, neighbourhood policing rooted in the community and working with agencies is a successful model?
