Commons ChamberThe hon. Gentleman talks about representation from Scotland. Of course, he and his colleagues represent Scottish constituencies in the United Kingdom Parliament; he is a constituent part of that Parliament and will be part of the discussions as we go forward.
In an act of self-determination, the Scottish Parliament voted yesterday to hold an independence referendum. The Prime Minister has repeatedly said that now is not the time, which is interesting as nobody is planning to hold a referendum now, only at the conclusion of the negotiations that commence today. To paraphrase Ruth Davidson, what part of “now” does the Prime Minister not understand?

Commons ChamberI think that is just an attempt to make a political bragging point. My right hon. Friends the Chancellor of the Exchequer and the Secretary of State for Communities and Local Government have made it quite clear that they will have more to say about that. They are listening carefully to the concerns of particularly the smallest businesses and of those hardest hit by business rates in England.
Will the Minister explain to me how, simultaneously, the Scottish Government can, first, be not using the taxation powers they have, and secondly, be the highest taxed part of the country, particularly when neither of those statements is in fact true?
It is for the Scottish Government to account to the Scottish people for their plans. These points might be interesting ones to bring to Westminster and knock about in this Chamber, but real people are looking at the impact of those plans on their family income and the Scottish Government will have to account to them for those plans. It is far more than just a debating point.

Commons ChamberMy hon. Friend is right to welcome the accelerated access review and to pay tribute to my hon. Friend the Member for Mid Norfolk (George Freeman), who has done so much to place life sciences in the UK on the agenda and to ensure that the UK develops as the best possible place to develop new drugs, which is exactly what we want to see. The Department of Health will look at the review’s recommendations and respond to them shortly. This is an important development in our ability to accelerate access to drugs, which is to the benefit of patients.
We understand the challenges faced by the UK oil and gas industry and we take them very seriously. That is why we established the Oil and Gas Authority and why we have taken action, with the £2.3 billion package of measures in the last two Budgets, to make sure that the North sea continues to attract investment, and to safeguard the future of that vital national asset. We have taken a range of measures. We understand the concerns about the oil and gas industry, which is why the Government have already taken action.

Commons ChamberMy colleague is absolutely right to highlight this issue. The UK chemicals sector is a vital part of our manufacturing industry and an important contributor to the economy. The Government are working closely with the industry to implement the desire to grow gross value added by £105 billion by 2030, and a key element of that will be delivering competitive energy and feed stock supplies.
Industry has been crystal clear that more work needs to be done to boost exploration. Will the Government bring forward exploration incentives in the autumn statement to protect employment and boost production?
Exploration remains very important. The continental shelf is depleting. As the hon. Gentleman will know, the Government have taken some serious steps in Aberdeen with the city deal. I will not comment on the autumn statement, but it is an issue of some focus for the Government.

Gentleman will say is that, rightly, we have to accept the democratic will of the people in a properly constituted referendum, voted for on a 6:1 basis in this House. But we should do everything we can to reassure people, first, that hate crime has no place in our country, as we have discussed today. Then we are going to conduct a negotiation, based on the best available evidence, about what we can do to achieve the closest possible relationship with Europe, on the basis of trade, co-operation and security. That is our goal, and I hope that that will provide some reassurance. But, of course, in any referendum, with a decision like this, there will be those who are disappointed by the result, myself included. We now have to make the best we can of the new situation we are in.
The already dodgy economics of Hinkley Point C have surely been fatally undermined by the decision to withdraw from the European Union. May I suggest to the Prime Minister, if he is looking to salvage something of a legacy, that he pulls the plug on this enormous folly?
Obviously, I do not agree with the hon. Gentleman. The logic and the economics behind Hinkley Point C are that we need to have some base-load, non-carbon energy in order to have any ability to meet the very challenging targets we have to reduce carbon emissions in our country. I am all for, and have seen, a massive expansion of renewable energy since I have been Prime Minister; indeed, my favourite statistic is that 98% of Britain’s solar panels have been installed since I have had this job. However, solar power is, by its nature, intermittent, and we do need some base-load power. That is why the case for Hinkley continues.

Thirdly, we have to see this threat in the context of even greater regional dangers. We are witnessing the collapse of nation states across potentially the whole of Arabia, along with the violent release of centuries of sectarian hatred. A crucial element of our policy should be to try to stop this spreading. That means that we must support stable rule within the six countries of the Gulf Co-operation Council. Those who just attack the conduct of our Gulf allies simply do not understand the horror that would be unleashed by further instability in the region. Even now, we face the real prospect of an arc of brutality and terrorism stretching from Syria, through Iraq to Yemen, and right across in a terrifying link with the horn of Africa.
Fourthly, we cannot turn away from this threat and subcontract our obligations. If we are to pursue the destruction of ISIS/Daesh, rebuild stable government, underpin wider stability and make all of that—
No. And make all of that a serious and convincing objective of our foreign policy, we must be part of the convoy that is trying to do it. We cannot negligently—as I would see it—watch it roll by while not playing our part. Put frankly, our international reputation has suffered from the parliamentary vote in August 2013. Our allies now question—
It is a pleasure to have the chance to speak straight after the hon. Member for Argyll and Bute (Brendan O’Hara). He has given us a range of problems, but he seemed somewhat lacking in potential solutions. The one thing I agree with the Scottish National party on is the change that the hon. Member for Ochil and South Perthshire (Ms Ahmed-Sheikh) was pushing for—namely, that we should call those people Daesh. They are neither true to Islam nor a recognised state, and we should not give them credence by calling them anything other than Daesh.
For me, this is not about making some political statement. If there is a statement to be made, it is about the fact that when one of our allies is attacked, we will come to their aid. The bedrock of our defence is article 5 of the NATO treaty—the NATO that the SNP still wants to be part of—which deals with mutual defence. We will respond to an attack in Europe.
The hon. Gentleman mentioned the solidarity that we must show with our allies. Would he apply that to the Kurds, and to our NATO allies in Turkey?
We stood with the Kurds a year ago. This Parliament voted to intervene when the murderous thugs of Daesh were on their way to overrun the Kurdish Autonomous Region, which could have resulted in a massacre on the same level as that of Srebrenica. Members of my party—and, to be fair, members of other parties—wanted to do something about that. Some of the arguments we have heard today have been in favour of pulling away the air support that has helped to prevent Daesh from massacring the Kurds. It is the air support—not warm words—that represents solidarity.
In approaching the motion, I have asked myself a number of questions. What specific objectives do we have for our involvement, along with our allies? Is there a clear legal basis for the action? What will a post-civil war Syria look like? Who or what will be the Government there, and how will our intervention assist in bringing that about? The question of legality is now much easier to answer. There is a pretty clear UN Security Council resolution. Had that resolution not been passed, we would have been hearing today about how we needed such a resolution. Now we have one, we are hearing that it is not quite enough. The reality is that no resolution would be enough to satisfy some in this Chamber, despite the clear wording of the one that we now have. The action is definitely legal.
What are our specific objectives? The ultimate objective is to clear Daesh away from the territory it controls, which gives it its power base.

Commons ChamberThe Conservative position on this issue was clear heading into the election. Of course the interests of the industry are important, but so are the interests of taxpayers and local communities, and I believe that the policy we have set out gets it right in Scotland and across the United Kingdom.
13. On “Sunday Politics Scotland”, the Secretary of State, following the early closure of the renewables obligation for onshore wind, stated that projects with the prospect of a grid connection would be eligible under the grace period. Will he stick to that commitment?
I have repeatedly made clear my support for this policy; I believe it is the right thing to do. It is clear in Scotland that the UK Government are on the side of local communities, but the SNP is on the side of developers.
