Commons ChamberGiven what the Secretary of State has just said about people being misled, will he be clear that the assertion that Northern Ireland is violating human rights obligations is simply untrue? CEDAW reports are not binding in law and the CEDAW convention, which is, does not even mention abortion.
Surely the Secretary of State must know that the imposition of this measure, against the express democratic wishes of the people of Northern Ireland, is not only unjust and unwelcome, but rooted in an entirely invalid assertion?
I say to my right hon. Friend that this is a matter of domestic law; I have been clear about that. It is about the legal obligation taken forward from this House in 2019. It requires us and the Northern Ireland Executive to ensure that they have an offer and services that are CEDAW-compliant. My right hon. Friend is absolutely right that the implication and obligation of that are in domestic law; it is not an international law issue. But it is a domestic law.
These regulations are not actually about opening up the abortion laws themselves; they are about applying the laws in place that mean that Northern Ireland women and girls will have access to care in the same way as they would elsewhere in the United Kingdom.

Commons ChamberIt is crucial that our security and law enforcement organisations have the tools needed to keep our people safe. A review of powers was undertaken as part of Contest, our updated comprehensive counter-terrorism strategy. In February this year, the Counter-Terrorism and Border Security Act 2019 received Royal Assent. It ensures that our security and intelligence agencies, prosecutors and the judiciary have the powers they need to counter the threat.
Identifying indoctrination by Islamists and similar fanatics is essential to providing the good order that Edmund Burke characterised as the hallmark of good government. As the Minister will know, the Prevent duty on local authorities obliges them to play their part in that effort. Mindful of the fresh guidance that has been published—I have it here—will the Minister now review the practice of those public bodies, identify what is going well and sanction those who are not doing their duty?
My right hon. Friend makes an important point. He was instrumental in the introduction and delivery of the Prevent duty, to the benefit of everybody. There is obviously work for us to do on extremism, including the unwanted growth in right-wing extremism, which we want to bring down. We are therefore always reviewing how the programmes work, to ensure that everybody is kept as safe as possible.

Commons Chamber15. What progress his Department has made on work to reduce the administrative burden on teachers.
The Government are committed to reducing the administrative burden on schools. We have removed the lengthy self-evaluation form, introduced a streamlined inspection framework, removed unnecessary duties and regulations in the Education Act 2011, and cut the volume of guidance issued to schools by a half. We are reviewing all requirements on schools so that they can focus on raising standards, rather than on unnecessary administrative tasks.
Many young people study in FE colleges. Places such as Great Yarmouth college have made great strides forward with clear and decisive leadership. Will my hon. Friend therefore also outline what progress the Government are making in reducing the administrative burden for colleges?
I am always reluctant to list my achievements in this House, as you know, Mr Speaker, at least more than is necessary to keep the House informed of the scale and scope of the progress we are making. Suffice it to say that from June 2010, when I let colleges move funding between adult learner budgets, through the reduction in duties imposed on schools by the previous Government, up to the Education Act 2011, which gives still greater freedoms, we have sought to treat further education as grown up, after it was infantilised by the previous Government.

Commons ChamberIn the Budget, we announced a further 40,000 apprenticeship places targeted at young unemployed people. That will be the catalyst for sustained joint working by the National Apprenticeship Service and Jobcentre Plus to maximise apprenticeship opportunities through contact with employers and client referral.
With business organisations and colleges in Great Yarmouth and Norwich doing their best for people in Norfolk and Great Yarmouth, what can the Minister do to ensure that the most disadvantaged people there continue to have good access to community learning?
I am pleased to be able to tell my hon. Friend in the House that the National Apprenticeship Service will be delivering training on apprenticeships to Jobcentre Plus staff in Great Yarmouth on 22 June. I would like to invite him to be there on that occasion to see just how we can make available to people the kind of opportunities that he has championed with such vehemence.

Commons ChamberT6. Learners at colleges across England such as Great Yarmouth college have contributed something like £28 billion to our economy over the past 15 years. Does the Minister agree that those colleges need the support of our Government? What freedoms can we give them to ensure that they develop even further in the future?
I entirely agree with my hon. Friend. He is right to raise that issue in those terms, because it is through freedom that colleges will be able to innovate and excel. It is vital that colleges become more responsive to learner demand and to employers. That is why I have already announced certain important freedoms that they want and that were denied to them by the Labour Government.
