T5. I welcome the Minister’s visit to Cardiff, particularly to discuss with South Wales police the security for the UEFA champions league final—the most watched sporting event in the world—which is taking place in Cardiff on 3 June. What is he doing to focus minds on security?

My hon. Friend is absolutely right; arguably that will be the most watched sporting event in the world this year. It is an opportunity for the United Kingdom, and indeed for Wales, to show clearly what we have to offer. I was delighted to accept his invitation to go and meet the team down in Cardiff. We will keep a close eye on them to ensure that they have all the structural organisation they need to give everyone a fantastic event.

Welsh community centres, rugby clubs and pubs cannot be registered as assets of community value because the Welsh Labour Government opted out of the relevant Bill. How can the Minister help us to protect our rugby clubs, pubs and community centres in Wales?

As ever, my hon. Friend is fighting hard for his community to have the same protections that we have been able to give people across England. I would be happy to meet him to see how we can work together to convince the Welsh Government that they should protect those vital institutions—something that Labour in Wales seems willingly unwilling to do.

It is almost as though the right hon. Gentleman forgets that when he was a Minister—I think in the DCLG, although he might well still have been at the Treasury—the Government of the time moved the spare room subsidy, which was first introduced under Labour, into the private sector and created the unfairness that we now see. I am not going to stand here and take a lecture from him about this Government doing the right thing in working with the sector to deliver the right outcome and to do what we have always done, which is to protect the most vulnerable in our society. Labour—I am afraid that the right hon. Gentleman is guilty of this—simply wants to get a headline by scaremongering around the country.

I, too, hugely welcome the exemption for a year as a really meaningful announcement. Like the £40 million for domestic violence refuges—a tripling of the budget—it is really significant and contrasts with the political point-scoring we have heard from the Opposition.

My hon. Friend clearly highlights the difference between the two parties. Labour spends a lot of time on bluster while the Government are focused on getting the job done for the people of Great Britain.
