The hon. and learned Lady addresses issues relating to the investigation. The IPCC has said that, should further evidence emerge of any impropriety by an officer, retired or otherwise, it would look at it. I met the chairman of the IPCC yesterday afternoon. She confirmed again that if new evidence came forward it would look at it. Furthermore, the report published by the IPPC was redacted on legal advice because it contained passages relating to the then ongoing Hillsborough inquiry. I refer back to my comments of a short while ago: investigations are still going on into Hillsborough and criminal proceedings may well come out of them. The IPCC is involved in those investigations.
It is disappointing that the Labour party seems to want to divide our society once again. Labour Members would do well to remember that the miners in South Derbyshire, North West Leicestershire and Nottinghamshire wanted to work and bore the full brunt of secondary picketing. Does the Minister agree it is important that the new chief constable of South Yorkshire police, who was only appointed in the summer, has a chance to bed into his position and start to rebuild his relationships with the local community?
My hon. Friend makes a very important point, a variation of which was raised yesterday by another hon. Friend. I spoke to the police and crime commissioner of South Yorkshire yesterday, so I know that the force is determined to build a new relationship with the people of South Yorkshire. There is new leadership and new membership in that police force, and I said that I was looking forward to working with them to develop a new approach from what existed some 30 years ago. They acknowledge that they have a piece of work to do to rebuild engagement with the community, and we will stand with them in support.
My hon. Friend makes a good point. It is important that local areas consider their housing needs and are able to plan to deliver the housing that local people want. Some 86% of our population want the chance to own their own home, so I encourage local authorities to work actively and enthusiastically with the starter homes programme that provides first-time buyers with a discount of at least 20%.
16. What assessment he has made of trends in the number of planning permissions granted in the last 12 months.
In the year to December 2015, the reformed planning system gave planning permission for another 253,000 new homes, which is excellent news. To be clear and to put it into context, that is a 53% increase on the figure for the year to December 2010.
Merely giving planning permissions does not build any houses. What more can the Government do to ensure that houses for which planning permission has been given are built out, so that we achieve our target of 1 million new homes?
We are doing a range of things, some of which are in the Housing and Planning Bill, such as having planning permission in principle, which will make it easier for small and medium-sized builders as well to get access to finance. My hon. Friend will be aware that, at the Budget last week, we outlined our plans to make sure we deal with some of the issues associated with preconditions and other things that can slow down the movement on to site once the initial planning permission is given. It is important that we speed up the process, getting developers on site and building out more quickly.

Commons ChamberIndeed. My hon. Friend will know that a couple of years ago I hosted the Building for Life function in the House of Commons, which was attended by the Housing Minister of the time. This is something that I very much believe in. One of my sayings is that Building for Life is not just about building houses, but about building communities. That is what we are doing in North West Leicestershire.
People care about privacy, private space, amenities and safety. Building for Life focuses on such fundamentals. It offers community-focused design tools that aim to ensure that existing and new residents are happy with the development and, therefore, raise minimal concerns about the impact of the new development. Importantly, it also offers home builders the opportunity to work with the planning authority ahead of an application to make sure that those shared objectives will be met, which makes for a more streamlined planning process. It is clear that good design is vital to avoid the mistakes of the last century, which have led to ugly and crime-ridden tower blocks and sink estates.
With that in mind, I encourage the Government to do all they can to help local authorities lodge their local plans and to offer clear guidance on what is required of them. My authority is having problems ascertaining what house building levels are expected of it and in calculating the five-year land supply. I urge the Minister to consider whether the Planning Inspectorate should look at the number of permissions that are granted by a council, rather than simply at the build rate, which is not necessarily within the council’s control. I would appreciate a meeting with the Minister at his earliest convenience to discuss these matters.
Turning to the Liberal Democrats’ housing plans, their manifesto claimed that they had a target to build 300,000 homes a year and 10 new garden cities, but there was no credible detail on how that would be delivered in reality. They say that this Government have chosen to keep the broken market broken, without acknowledging that since 2010, partly with their help, more than 700,000 additional homes have been provided, the number of empty homes is at its lowest level since records began, the number of affordable homes is growing at the fastest rate since 1993 and council house starts are at a 23-year high.
My hon. Friend outlined clearly what a good Conservative authority can do to deliver housing. I would be very happy to meet him at an early opportunity to discuss the situation that his council is in, as it tries to do the right thing by its community.
I thank the Minister for agreeing to a meeting. I hope that he and our Liberal Democrat colleagues will bear it in mind that if every constituency in the country was completing homes at the same rate as North West Leicestershire, there would be more than 450,000 new homes this year, which is one and a half times the Liberal Democrat target.
Thank you, Mr Speaker, and I thank the hon. Lady for her gracious comments. As she probably realises, that planning application is still within the six-week period during which a decision can be challenged. It would be inappropriate for me to comment on a specific scheme, owing to the quasi-judicial nature of planning.
23. Many of my constituents feel that localism is failing them when they oppose large-scale wind farms and solar farms. Will the Minister consider a minimum buffer zone between such projects and settlements, which would give my constituents some comfort?
I thank my hon. Friend for that question. I am sure he will appreciate that local communities absolutely have their say under the new wind turbine regime.
I dispute that directly, because the hon. Lady’s local authority’s spending power is £2,355 per household per year, which is well above the national average of £2,089, so it comes from a much higher position which recognises its local needs.
Will my hon. Friend confirm that despite cuts in central Government funding many Conservative-controlled councils, such as my own North West Leicestershire district council, have continued to freeze or indeed cut council tax?
My hon. Friend makes a good point. Some excellent councils across the country have even cut council tax this year, and the council tax freeze means that those areas have, under this Government over the past four years, seen a real-terms cut in council tax of about 11%.
I would say to the hon. Lady that apart from the fact that, at the end of November 2013, there were 3,055 children’s centres and 501 additional sites open to families and children—providing children’s centre services as part of the network—local authorities have a statutory duty to ensure that they have sufficient children’s centres to meet local need. It is quite right that she keeps the pressure on her council to be sensible about the savings it makes, and to make sure that it puts money into the right front-line services, and does not waste it in useless bureaucracy and management.
Given that a quarter of all Government expenditure is delivered via local government, does my hon. Friend agree that it is important—indeed, essential—for local councils to play their part in reducing the huge deficit we inherited from the previous Labour Government?
My hon. Friend makes a very fair point. Councils should look to curtail the £2 billion of fraud and error in the system, and the £2 billion of uncollected council tax, to make sure that they are able to provide the front-line services that residents rightly deserve.
Surveys show that members of our fire and rescue service are among the most highly regarded of our public servants. Does my hon. Friend agree that the best way for them to maintain that enviable public perception is to continue to take part in negotiations and to continue to reject strike action?
My hon. Friend is quite right. The best thing would be to have no more strike action, and for the employers and the Fire Brigades Union to deal with the issues they are discussing so that we can reach a point at which we can deliver one of the most beneficial pension schemes in the public sector.

Commons ChamberPutting aside the baseline from which councils start, we have to bear it in mind that metropolitan areas such as Manchester have had a city deal worth about £1.5 billion, the new homes bonus, enterprise zones and £25 million in Growing Places funds. Local authorities should look at everything they are doing. There is £60 billion of procurement across local authorities. They can look at integrated shared management services. They should be cracking down on fraud and error, which last year alone cost £200 million.
Will my hon. Friend tell the House in outline how the business rate retention scheme will offer strong financial incentives for councils to go for economic growth?
My hon. Friend is correct. The new scheme that changes local government finance from next year will give them two key advantages. First, they will have the ability to achieve growth in their income if they see economic growth. Secondly, and more importantly for their communities, they will have the opportunity and the incentive to be part of driving local economic growth and to see new businesses come in and more residents in employment.
That is an extraordinary comment to make about local external auditors, who have already shown local council savings of around 40%, which is part of the savings we can see for local councils, which they need to make. I met the new chairman of the Audit Commission recently. He is working with the teams, which are working well, towards the wind-down that will save this country around £650 million.

We have established Contracts Finder as a one-stop shop, which enables suppliers to find procurement opportunities, tender documents and contracts online and free of charge. We are also piloting a simple method, which I think is called a dynamic market, for suppliers to register online for public sector contracts below £100,000. That will enable small and medium-sized enterprises to compete at minimal cost alongside large suppliers.
