Thank you, Mr Speaker.

Our historic vaccine programme is the reason that we are in this position today. I want to take this opportunity to thank everybody involved in Hyndburn and Haslingden for the roll-out of the vaccination programme, and those who have had to deal with the restrictions for longer than most. Does the Prime Minister agree that this is exactly why we must learn to live with the virus, because of how damaging restrictions can be to mental health and wellbeing?

My hon. Friend is absolutely right. We have to set all these things—the cost of lockdowns, and the cost in terms of people’s mental health and wellbeing—against the difficult decisions we have to make about opening up our society, and I think the House understands that this is a balanced decision that is entirely right.

I should just clarify to the right hon. Member for Leeds Central (Hilary Benn) that those who are vulnerable who are symptomatic will of course continue to have access to testing. I should have said that in my answer to his question.

The hon. Lady is entirely right that we will not be sending people back to Afghanistan; nor, by the way, will we allow people to come from Afghanistan to this country in an indiscriminate way. We want to be generous, but we must make sure that we look after our own security. Over the coming weeks, we will redouble our efforts, working with others to protect the UK homeland and all our citizens and interests from any threat that may emanate from a Taliban-controlled Afghanistan, from terrorism to the narcotics trade.

Does my right hon. Friend agree that we must do everything we can to support those who have supported us, like Royal Marine Pen Farthing and his Nowzad charity’s veterinary staff and their immediate families, who now need safe passage back to the UK?

Like many of us, I have been lobbied extensively about the excellent work done by Mr Pen Farthing. I am well aware of his cause and all the wonderful things that he has done for animals in Afghanistan. I can tell my hon. Friend that we will do everything that we can to help Mr Pen Farthing and others who face particular difficulties, as he does—as I say, without in any way jeopardising our own national security. These are concerns shared across the international community, from the region itself to all of the NATO alliance and, indeed, all five permanent members of the UN Security Council. I will chair a virtual meeting of the G7 in the coming days.

Thirdly, we have an enduring commitment to all the Afghan people. Now more than ever we must reaffirm that commitment. Our efforts must focus on supporting the Afghan people in the region, particularly those fleeing conflict or the threat of violence. We therefore call on the United Nations to lead a new humanitarian effort in the region.

I was delighted to hear a sort of acceptance there that the hon. Gentleman is running a nationalist party, if that is what he was saying, because I am afraid I agree with that; they are not in respect of the whole of this country. But I think that most people will think it extraordinary that they are talking about another referendum—the Labour Chief Whip is nodding quite rightly—when, actually, what the people of this country want to see is us working together as one United Kingdom without further constitutional upheaval, to get through the pandemic and build back better.

May I first say how great it was to welcome my right hon. Friend to Accrington last week? I am sure that he will join me in thanking the staff and pupils at Accrington Academy for making our visit such a welcoming one. As you will know, Mr Speaker, my constituency was at the heart of the first industrial revolution, and we are ready to lead in the new green industrial revolution and level up once and for all. On that note, will my right hon. Friend commit to supporting my campaign to rejuvenate our high streets and town centres across Hyndburn and Haslingden?

I congratulate my hon. Friend on her campaign. It was great to be in Accrington and I hope that she will be hearing even more shortly from my right hon. Friend the Chancellor about what we can do to support the towns fund and other measures to help Accrington and places across the whole country.

I am grateful to the people of Luton for everything that they have done, as I am to everywhere across the country that has worked so hard to get the virus down. It is absolutely true that some people, such as black and minority groups, have proved particularly vulnerable. They need enhanced protection and enhanced testing arrangements, which we put in place long ago, and particularly to ensure that people who are working in conditions where they may be more vulnerable to viral load from others get the protection that they need.

I have listened carefully and engaged in many detailed briefing sessions about this latest escalation. To respond to my constituents and questions from Members across the House, can the Prime Minister give some clarification on the rationale for gym closures and restrictions on places of worship, especially as so many in Hyndburn and Haslingden have worked extremely hard to make sure that they are covid-secure?

The rationale is very simple: it is to reduce the overall spread of the virus and get the R down below 1. That is the rationale.

This news will be a relief for so many pub owners in Hyndburn and Haslingden, whether it be the Green Squirrel or the Heys Inn. The relaxation of the 2 metre rule will make it that little bit easier for micropubs such as the Vault, Hustle Bar and the Knuzden Tap. Can the Prime Minister assure me that the Government will work closely with local authorities so that pubs and restaurants are able to utilise their outdoor space, and will he visit Hyndburn and Haslingden?

There is hardly any area of the country that I do not intend to visit in the course of the reopening of pubs and hostelries. There is a massive opportunity now for our pubs, with all their inventiveness, to think of ways of making their businesses covid-secure, exploiting hitherto unloved and unvalued outdoor spaces that may become havens for tables and chairs and using their ingenuity to open up in all the ways that they can.

Looking at the economic recovery process, I am sure the Prime Minister will join me in thanking SELRAP—the Skipton and East Lancs Rail Action Partnership—for the continuing campaign to reopen the Skipton to Colne railway line, on which it has been confirmed that plans will be moving forward. It is also great news that the potential of the freight terminal is being considered, but can the Prime Minister assure me that Hyndburn and Haslingden will continue to be supported by potential investment in our town centres, business and the transport links that we so desperately need?

Indeed, I can, and I am grateful to my hon. Friend. Hyndburn and Haslingden will indeed continue to receive funding for their town centres—indeed, the high streets taskforce will be increasing that support—in addition to 118 km of safe new green cycleways thanks to the Lancashire local growth fund, for which I know she has also campaigned.
