I direct the right hon. Gentleman to what I said earlier, when I apologised profusely for my mistake and for what I got wrong. I repeat that.

The right hon. Gentleman asks whether this Government are capable of providing effective leadership, during the current crisis, in standing up to Russia, and I remind him that it is still the policy of the Scottish National party to dispense with this country’s independent nuclear deterrent at a particularly crucial time. I do not think that is what this country needs right now.

Many of my constituents are angry about breaches that happened two years ago, and I welcome the Prime Minister’s recognition of that and his apology, but does he agree that we face the gravest crisis in our global security for a long time, and it is essential that we remain focused on beating Putin and stopping the aggression against Ukraine? Can he say what additional measures we can take for Ukraine, following his discussion with President Biden and others, to ensure that Putin’s aggression is not allowed to succeed?

I thank my right hon. Friend, and I repeat my apology and my contrition, but I want to say that the war in Ukraine is at a very perilous stage, and it is vital that we do not allow Putin to gain momentum in the Donbas, as he well could, and in the east. That is why we are stepping up our supply of military hardware, of a kind that I think the Ukrainians particularly need now. This will become an artillery conflict, and they need support with more artillery. That is what we will be giving them, in addition to many other forms of support.

The best way to avoid a refugee crisis is for President Putin to de-escalate, and the best way to get him to de-escalate is for the west to be united. That is why we are implementing the package of sanctions that I have described, together with our friends.

Is my right hon. Friend aware that just eight years ago this month 100 Ukrainian citizens died under sniper fire in the Maidan protest against the pro-Russian corrupt Administration of Viktor Yanukovych? Does he agree that the courage and the willingness of Ukrainians to give their lives in the fight for freedom and democracy in their country demonstrates that any further invasion is bound to lead to horrendous bloodshed on both sides?

Will my right hon. Friend confirm his determination to keep up the pressure on Russia, which continues to illegally occupy Crimea, and whose involvement in the occupied territories in east Ukraine led to further deaths this weekend? I strongly welcome his statement at the Dispatch Box that he agrees that it is not appropriate for Russia to rejoin the G7. Will he continue to give every support to the newly elected President Zelensky and the members of the Ukrainian Parliament?

I know the great interest that my right hon. Friend has taken in Ukraine and the fortunes of that wonderful country. I assure him that President Zelensky rang me before the G7 particularly to insist on his continued concerns about the Russian activities. I am sure that those concerns are shared across the House.

We are not actively trying to dissuade fans preparing to go to Russia for the World cup, as we do not think that would be right. They should look at our “Be on the Ball” website and the risks that we believe may be associated with any particular venues. But it is up to the Russians, and on their honour, to guarantee the safety of not just British fans, but fans from around the world.

21. Does my right hon. Friend share the widespread concern about Nord Stream 2, the proposed Russian gas pipeline? Does he agree that there appears to be no economic justification for it? It is instead a political project, designed to increase European dependence on Russian gas and weaken Ukraine. Will he press that point on our allies—particularly Germany and Denmark?

I assure my right hon. Friend that we in the UK Government are well aware of the deep controversy surrounding Nord Stream 2. We raise it not just in Ukraine but with other European friends and partners.

The right hon. Lady is perfectly right to say that, as my hon. Friend the Member for Tonbridge and Malling (Tom Tugendhat) pointed out, there are a number of deeply troubling cases, such as that of Mr Perepilichnyy. To the best of our knowledge at present, there is no further evidence that points in the direction of criminality, but what she says is very important. We will certainly follow it up and I will certainly have that discussion with the Home Secretary.

It is almost exactly four years since the annexation of the sovereign territory of Ukraine in Crimea by Russia. It is two years since the public inquiry concluded that President Putin almost certainly approved the murder of Alexander Litvinenko. Is it not clear therefore that existing sanctions are failing to deter Russia, possibly even from carrying out further assassinations on British soil, and that the time has come to impose far tougher sanctions targeted against individuals associated with President Putin’s regime?

I am very grateful to my right hon. Friend for that. Obviously, we cannot prejudge the outcome of this investigation, as that would not be right. As I have said repeatedly, in the formula I have used, if the suspicions of Members on both sides of the House are confirmed, such sanctions are going to have to be one of the options we look at.

4. What steps he is taking to support economic and political development in Ukraine.

The UK is in the lead on this issue, helping Ukraine to make the vital reforms that it needs, and to continue to crack down on corruption, which is so important if we are going to encourage long-term and continued investment in a successful Ukraine.

I congratulate my right hon. Friend on the organisation last week of the Ukraine reform conference in London, which demonstrated that Britain will continue to play a leading role on the world stage in the years to come. Can he confirm that, while Ukraine still faces major challenges, progress is being made in areas such as tackling corruption? Will he also tell us what more can be done to assist it?

May I get the ball back over the net by congratulating my right hon. Friend on becoming chair of the all-party parliamentary group on Ukraine? All of us in this House have a clear interest in a strong and successful Ukraine, which is why we have invested another £33 million in helping the Ukrainians to tackle their governance problems. The House should be in no doubt about what is going on in Ukraine. It is, if you like, an arm wrestle between two value systems: our way of looking at the world and the Russian way of looking at the world. It is vital for our continent and for this country that our way prevails. With British help, I believe that it is prevailing and will prevail.
