The Prime Minister will be aware of the problems that arose in Paris at the European cup final. Does he agree that both the French and UEFA authorities’ attempts to blame Liverpool fans for the failure to keep order at the stadium has been comprehensively disproved, and will he ensure that the French failure to police the event is roundly condemned?

I think the whole House will have seen how those initial accounts of what took place were completely debunked and proved to be incorrect in respect of the Liverpool fans, and I think it was right that the French authorities and, I think, UEFA issued a full apology for what had happened.

My hon. Friend is completely right. What Putin has succeeded in doing is to greatly unify NATO and produce a much bigger commitment by not just the UK but other major European powers to the reinforcement of NATO’s eastern frontier. The French are doubling down in Romania. We are doubling down in Estonia. He is going to get much more NATO, not less.

For over a decade, Russia has been mounting cyber-attacks on our critical national infrastructure and commercial interests, and there were no consequences. For over a decade, Russia has been swirling dirty money around the City of London, and there were no consequences. In order for Vladimir Putin to understand that he has now gone too far, he needs to be certain that if sanctions and diplomatic means do not succeed, there will be consequences. Does the right hon. Gentleman agree that those consequences need still to be on the table and that Vladimir Putin needs to understand that they will be used?

The right hon. Gentleman is completely right. We need to make it absolutely clear to Russia that as a result of this ill-conceived and disastrous venture in Ukraine, Putin’s country will end up, as I said, poorer, more encircled by NATO, engaged in a disastrous conflict with fellow Slavs and as a pariah state. That is what President Putin is willing on his people: a pariah state—that is what it will become.

We will make sure that there is a new permanent secretary, who will be accountable to me, and that the codes of conduct that apply both to special advisers and to civil servants are properly enforced. Of course, all of that will be properly communicated to the House. What I want to see is much better communication and links between No. 10 and the entirety of the House of Commons, and we will do that.

Yesterday, at the local Tesco store in my constituency, a constituent asked me in a tone more in sorrow than in anger, “Why doesn’t the Prime Minister realise that as every day goes by, he damages the reputation of our country abroad, around the world?” How would the Prime Minister respond to that constituent?

I think that the reputation of our country around the world is built on the fastest vaccine roll-out in Europe, if not in all the major economies; it is built on having, therefore, the fastest growth in the G7; and it is built on our ability to bring our allies together to stand up against Vladimir Putin. That is what the world is focused on, that is what I am focused on, and that, frankly, is what the right hon. Gentleman should be focused on.

Yes, indeed; although vaccines per se were not discussed at COP, there was a long discussion at the G20 in Rome, and the UK has a fantastic record of supporting at-cost vaccines around the world—the 1.5 billion AstraZeneca doses, to say nothing of the huge contributions the UK has made to both Gavi and COVAX to ensure that people around the world get vaccinated, because nobody is safe until everybody is safe.

I thank the Prime Minister for the comments he made about the appalling attack in Liverpool yesterday. Having spent some years on the Intelligence and Security Committee, I am aware that in many attacks, those involved—I know it is too early to say at this point—were on the radar of the security services. If that proves to be the case in this incident, will the Prime Minister undertake to look at how those cases are kept under review?

On COP26, I add my voice to those of others who have said that it is really important that those who are currently standing outside the tent of those who agree are brought into it. Can the Prime Minister give us some indication of his strategy for doing that?

I thank the right hon. Gentleman. On his point about picking up potential terrorists earlier, he is absolutely right. He will know from his work on the ISC that the potential for cross-referring between the various data points that we have is, I think, the way forward, and that may help us, if we can do it in a sensitive way, to predict more of the problems that have been cropping up.

As for bringing people into the tent, I think the right hon. Gentleman is referring to ensuring that everybody in the developing world feels that they are being properly represented in these conversations. Is that what—

My hon. Friend puts the distinction clearly and sharply, which is that we are following the common-sensical and balanced approach. Where local leaders step up to the plate—I am delighted that South Yorkshire came on board this morning; I had a great conversation with Dan Jarvis last night—and where local leadership is shown, we can really make huge progress in getting the R down. That is the right approach for the country.

May I return to the subject of free school meals? There are 7,108 children in Knowsley who are reliant on free school meals, which are vital to ensure that they are properly fed. Whether to extend provision to Easter is both a moral and political choice. Will the Prime Minister make the right choice and agree to extend free school meals to Easter?

Of course we have free school meals throughout term time—that is entirely right. We want to make sure that we continue to support people on low incomes throughout the crisis, and that is what we are going to do.

I am grateful to my hon. Friend, but actually, the job support scheme is precisely available to pubs, restaurants and businesses in her constituency that may be open but are not able to trade as they normally would.

The Prime Minister is aware that, if we are to tackle these horrendous rises in covid-19 in the Liverpool City Region, we need a much more effective track, trace and isolate system, but we do not have one yet. Will he accept my suggestion that we establish a Liverpool City Region test, trace and isolate taskforce, including the NHS, local authorities, the Metro Mayor and other stakeholders, to report by the end of this week with suggestions on how the unused NHS capacity that exists could be used more effectively, so that we have a proper test, trace and isolate system in place?

I am grateful to the right hon. Gentleman for his suggestion. I can tell him that we are already working with the Liverpool City Region on improving local test and trace. His suggestion is very apposite and one, I am sure, that will be taken forward in the course of those conversations.

The devil, as the Prime Minister well knows, is in the detail. May I cautiously, though, welcome the announcement on HS2, and the announcement about linking up the northern powerhouse great cities? In the course of that, he said, “and Liverpool”. Could he give us some indication as to what he meant by that?
