Commons ChamberIt is a great pleasure to follow the hon. Member for Clacton (Giles Watling). The Queen’s Speech introduced by the right hon. Member for Maidenhead (Mrs May) stated:
“My government’s priority is to secure the best possible deal”,
and mentioned working with the devolved Administrations and business. That was then dropped to become, “My priority is to secure a deal by 31 October, do or die”, and now we have 31 January.
Hon. Members know that we have a different system for referendums—they are one person, one vote, which decided the referendum in 2016—compared with elections for constituency MPs. Under the one person, one vote system, other than generating a significant Conservative majority, this election also generated 16.5 million votes for remain parties, and 14.5 million for leave parties, which is 2 million fewer. If we consider the number of parties that do not agree with the deal that is being railroaded through, which includes the Brexit party, that is 18.1 million people who do not agree with the deal as it stands. Nevertheless, this deal will be hammered through on the basis of an election that was thrust on us on a cold, dark night, and that disadvantaged poorer people who do not have cars and so on.
The election was engineered in such a way because the Conservatives realised that they could unite the smaller pro-Brexit vote, divide the remain vote, secure a majority, and hammer Brexit through on the back of a few slogans such as “get Brexit done”, and “oven-ready” convenience food. We all know that living on oven-ready convenience food is not particularly good for our health, but we are where we are. I am sad that we have lost so many good Labour MPs, and our next task is to ensure that people’s jobs, livelihoods and environments, and workers’ rights, are secured in this deal through democratic scrutiny. I fear that that will not happen, that those things will not prevail, and that we will end up with a Brexit that will make us all poorer, weaker and more divided.
Given that, it is incumbent on the Government to deliver a Queen’s Speech that counteracts the negative economic impacts of Brexit by making as its centrepiece a re-engineering of our economy to deliver the white heat of technology focused on sustainability, given that we have a climate crisis—a new green economic renaissance. Sadly, we did not see that in the Queen’s Speech. We saw “get Brexit done”—whatever that means—and, yes, we will have some trade deals, but there will be no scrutiny. Instead, we will stand alone, weak against China and weak against the United States, as we turn our back on the European market.
We should have accelerated our ambition to be carbon-neutral by 2050, and put in place a fiscal strategy to deliver excellent green technologies and products that would form an export base for a new economy. I welcome the fact that we will host the COP26 summit, which will give us an opportunity to showcase ideas. I very much hope that the Budget will focus on fiscal strategies and incentives for investment to push that agenda forward.
As the chair of the all-party group on air pollution, I welcome the legally binding targets in the Queen’s Speech. The devil, however, will be in the detail. It is important that we meet the World Health Organisation target on particulate matter—the target to reach PM2.5 down from the 15 micrograms per cubic metre we have in London now to 10 micrograms per cubic metre by 2030. Microparticulates will penetrate unborn babies and we are seeing dreadful public health problems in Britain. The latest estimate on premature deaths from air pollution is approximately 62,000 people a year, at a cost of £20 billion a year. It is therefore very important that we focus on this issue. People doubted much of the economics in the Labour manifesto, but according to the Royal College of Physicians the cost of air pollution is £20 billion a year. If we saved £3 billion—a fairly modest saving—that income stream could service, at a 5% interest rate, a borrowing of £60 billion to invest in green manufacturing.
We need a transition towards the electrification of all our trains and buses sooner rather than later. We need to incentivise, through scrappage schemes, the switchover to electric cars for normal consumers. It is unfortunate that the roll-out of much of the electric grid is in the hands of BP, which has a vested interested in slowing it down in order to sell more petrol and diesel. We need to re-engineer our duties to incentivise people towards a sustainable future and for the Government to invest in public transport alternatives. There are a lot of technological opportunities. Our subsidy focus should move from fossil fuel to renewable energy—whether wave, wind or solar—and towards the manufacture of associated products.
Everyone talks about electric cars, but we should also be talking about hydrogen, which is a very clean fuel. Hydrogen could power cars and trains, too.

This morning one of my constituents, a lady called Kamila Avellaneda, emailed me. She is of Polish origin and she asked me to please go to the debate on Poland in Westminster Hall. I thought, “Why not?” My wife is half Polish. Her maiden name is Podbielski and she is now called Claire Podbielski-Stewart to keep the name alive. So I have a half-Polish wife.
I was an intelligence officer when Poland was a member of the Warsaw pact, and we considered Poland to be the least reliable Warsaw pact member. We thought, “If we have to go to war with the Warsaw pact, the bloody Poles would come on our side, Mr Ambassador.” That is what we thought and we considered that to be a real credit to Poland.
When I was the commander in Bosnia, I also had a Polish major as my interpreter. He was an extremely good interpreter and very good at drinking slivovitz.
We have already talked about the second world war, so I will try to avoid repetition. However, as an intelligence officer, may I reiterate the point about what happened south of Warsaw on 25 July in the Kabaty woods? I hope I pronounced that correctly. The Kabaty woods is where the Polish bombe—an ice-cream, but actually a machine—was handed over to the French and the British and was ultimately responsible for helping us to crack the Enigma code. The Poles did it. They started it. The French, the British, the Americans did not have it, but the Poles had it.
When Poland was invaded on 1 September 1939, followed by the Russians coming in from the east on the 17th, a Polish Government in exile was started. Mr Davies, how long do you want me to speak?
It will not be more. It will be five minutes, I promise.
The Polish Government in exile was outstanding. They built up the fourth-largest army in Europe after the United States, the British and the Soviet Union. The Polish army recreated branches of the forces not only on our side of the divide, but in the Soviet group of forces. Polish forces were part of the Soviet forces heading towards Berlin via the Vistula and across Ukraine, and of course through Poland, and they stayed there until the Nazi menace was defeated. It is extremely interesting that 6,339 Poles are considered to be Righteous Among the Nations, because a large number of Poles tried very hard to defend the Jews in their country. Let us remember that Auschwitz was set up for the Poles, not for the Jews initially.
We had magnificent fighters pilots: 303 Squadron with its 126 German kills has been mentioned, and there were many more squadrons. The army was outstanding. The Polish army, working with the British army, was outstanding at Tobruk. It went into Narvik with my uncle, who was an army commander. Mind you, my uncle did have problems later. He may have got a Military Cross, but he also got two years in Strangeways for bigamy. [Laughter.] I am afraid my family are pretty disreputable.
The Poles took the top of Monte Cassino. Has anyone looked at that mountain? Can you imagine what it was like to go up those broken sides with all that fire raining down on you? But the damn Poles did it, and they put the Polish flag on the top. God, they were great. The Poles dropped at Arnhem and we had Popski’s private army. I think he was Polish; I cannot remember, but I think he was part of the Special Forces.
I have 30 seconds left to say what I think of Poland. I think it is a damn good country. We are very lucky to have it as an ally. The Poles are really decent people. I visited it for the first time three months ago and—my God—I am going back there, and I am very grateful that we have such wonderful people as part of our NATO alliance.

That this House has considered the relationship between the UK and Kazakhstan.
Happy new year, everyone. It is particularly good to see staff from the embassy of Kazakhstan here. I declare my personal interest as treasurer of the all-party parliamentary group on Kazakhstan.
Kazakhstan is massive. The whole of western Europe would fit into the state. It is the world’s largest landlocked country, and it stretches from the Caspian sea to China. Some 16 million people live across its vast lands. Kazakhstan is so vast that, if those people were evenly spread out, there would be only six in every square kilometre. In 1991, Kazakhstan was the last former Soviet republic to break from the Soviet Union. The former Communist party leader, Nursultan Nazarbayev, has effectively ruled the country since its independence—he is now 75 years old. He was first elected as the secretary of the Communist party of Kazakhstan in 1989, but he was re-elected after the break with the Soviet Union in 1991. Practically unopposed, President Nazarbayev has won—
I thank my good friend, despite her being in opposition, for that intervention. I entirely agree that that is one of the problems that Kazakhstan has to address.
The President is very popular with ordinary Kazakhs and is credited with presiding over successful political, economic and social changes through the 1990s and impressive economic growth since 2000. Corruption is undoubtedly a serious problem in the country, with perceptions of Kazakhstan in Transparency International’s annual index being almost as bad as the perceptions of Russia. However, I note that Kazakhstan is not listed as a country of concern in the 2014 Foreign and Commonwealth Office annual report on human rights, unlike its neighbours Uzbekistan and Turkmenistan.
Clearly, President Nazarbayev retains a tight rein on power. In fairness, he argues that real democracy will come one day but that change must be gradual so as not to destroy the country’s stability. That makes pragmatic sense, considering the situation in many surrounding countries. Kazakhstan is doing its very best in a region where good governance is hardly endemic. After all, Kazakhstan is no different from countless other states across the world, most of which the United Kingdom considers to be both friendly and a trading partner.
With that in mind, I support Kazakhstan’s bid for a non-permanent seat on the UN Security Council in 2017, and I hope the Minister will do so, too. Kazakhstan has a great record on non-proliferation and disarmament, and it gave invaluable help to our Government during the withdrawal of British forces from Afghanistan. Kazakhstan also hosted two rounds of negotiations on the Iranian nuclear programme, which was important. Kazakhstan has also mediated in talks on Syria and Ukraine. Finally, the country has initiated the establishment of a nuclear weapons-free zone in central Asia—that treaty was signed on 8 September 2006 in Kazakhstan. In 2009, it was Kazakhstan that initiated the adoption of the UN resolution declaring 29 August as the International Day against Nuclear Tests. Kazakhstan has also closed down a nuclear test site, which was a legacy of the Soviet Union. That is an impressive record.
Oil is dominant in Kazakhstan’s economy. It provides a very large source of foreign investment, Government revenues and employment. Kazakhstan is the 17th largest oil-producing country in the world and has the 12th largest proven reserves of oil, too. Booming oil prices sustained Kazakhstan’s strong growth from 2000 to 2007, when the global financial crisis hit. GDP per capita, a measure of living standards, rose by 89% in real terms over those years. Growth slowed in 2008 and 2009, but picked up again in 2010. The World Bank notes that those rising income levels have led to rapidly falling levels of poverty, which is excellent news.
Our Prime Minister visited the Kashagan oil district on the Caspian sea in June 2013, taking with him representatives from 30 British businesses. The visit was billed as the beginning of a new strategic partnership with the United Kingdom. More recently, President Nazarbayev visited the UK last November to hold talks with the Prime Minister in No. 10 Downing Street. The President and Prime Minister discussed Russia and Ukraine. On Syria, they considered the vital importance of finding a political solution to the conflict and, concerning Daesh, the Prime Minister and President agreed that violent Islamist extremism poses one of the most significant threats to our generation and that there must be comprehensive efforts to defeat it. On Afghanistan, the two leaders agreed that rebuilding the economy would be a key guarantor of the country’s future stability. In short, Kazakhstan is clearly playing a full and responsible part on the world stage.
After the meeting, the Prime Minister announced that the two leaders had secured 40 deals worth £3 billion. The biggest deal was a memorandum of understanding with Kazakh state firm KazTransGas on the construction of a 1,500 km gas pipeline and four power plants in Kazakhstan. Will the Minister tell us about President Nazarbayev’s reforms and our partnership deals with Kazakhstan? What further plans are there to enhance our relationship with the Kazakhs?
I am told that there is a bit of a problem doing business in Kazakhstan. Consultant advisers such as McKinsey & Company suggests that it stems from factors such as the taxation system, lack of transparency, corruption and possibly the revision of original contracts, which is awful for businesses. Mindful that the UK is one of the top 10 investors in Kazakhstan, what are the Government doing to help fix such problems for our businesses?
As a member of the Defence Committee, I am particularly interested in how we can foster and grow a bigger military relationship between Kazakhstan and the United Kingdom. I gather that a certain amount of defence co-operation has taken place already, particularly on the UK’s withdrawal of troops from neighbouring Afghanistan. Just over two years ago, in November 2013, a military co-operation plan was signed between our Ministry of Defence and Kazakhstan’s. Matters decided included support for English language training, career courses in the UK and peacekeeping courses with the British military advisory training team based in the Czech Republic, as well as for programmes to professionalise the Kazakh armed forces and participate in KADEX, the Kazakhstan defence exhibition. Although I appreciate that the Minister is not part of the defence ministerial team, when he replies to this debate, can he update us on the status of our defence relationship with Kazakhstan?
In conclusion, I believe that the United Kingdom’s current and future relationship with Kazakhstan is of huge importance and will be beneficial to both. Kazakhstan might not be a democracy in the way that we experience democracy, but it is one in its own manner. We should help the country to evolve its own version of democracy even further, which will take time. Political, economic, social and military links between the UK and Kazakhstan will help each not only to understand the other better but to prosper.

Commons ChamberI accept that the assurances that have been offered to faith groups should be delivered and guaranteed, but what we are talking about is widening the franchise of equality so that people can be married whether they are of different sexes or the same sex and whether they are humanists or people of faith. As I said, faith groups do not have a moral monopoly. A quarter of people say that they have no religion—obviously, the situation is changing over time—and there is no reason why such people should not be embraced within the fraternity of marriage.
I am much taken with the idea of having some form of humanist marriage, but I am worried that by agreeing to such marriages, we would cause problems for religious marriage. That makes me think that perhaps we are rushing the proposals through too quickly and that we should perhaps slow down or stop and think again.
Clearly, we are here to debate the Bill. The people who push for delays and referendums tend to be those who oppose the Bill in any case. The debate on same-sex marriage has been going on for a long period, and not just in this House at this time. In the run-up to the Bill, there has been an enormous amount of discussion in faith communities, among people of no faith and in political communities. Internationally, we have seen equal marriage proposals move forward in a number of developed countries. I think that we have a role to play in providing leadership.
