Commons ChamberWe are explicit about that. I appreciate what the hon. Lady said about the importance of data and data saving lives, and I agree with her about the importance of trust and bringing people with you. In fact, a large majority of those in the NHS are now actively enthusiastic about using data better. I very much hope we can keep it that way, not least because everybody has now seen the importance of using data to manage a crisis. One of the reasons for the vaccine success—why it has been rolled out so effectively—is that the data architecture that underpins the vaccine roll-out is extremely effective, and I pay tribute to the people who built it.
In Harrow, because of the delta variant, we have surge testing in our schools: 13,000 young people have been tested at school and 12,000 relatives at home. This weekend, 3,280 vaccinations took place because we had two new pop-up vaccination centres for 18-year-olds and over. Will my right hon. Friend join me in congratulating the entire team who have made this massive project, so diligently followed, to enable people to be safe in Harrow, but will he also consider having further pop-up clinics for 18-year-olds so that we can get everyone vaccinated as soon as possible?
I pay tribute to the team at Harrow, and especially for the testing expansion. My hon. Friend said that there were 13,000 pupils and 12,000 of their relatives, and that includes me, because one of my children goes to school in the Harrow area. We got our PCR tests at home, we sat around the kitchen table and we all did them together, and I am glad to say they were all negative. This showed me—I felt like a mystery shopper —how effective this surge testing can be in making sure that we tackle these problems. We have seen that surge testing can work. We saw it in south London, where it worked. We have seen it in Bolton, where the case rate has come down. It has been used in Hounslow. It has been used in other specific areas, and I am glad it is now under way in Harrow to try to keep this under control.

Friend will be aware that London has a younger cohort and is full of communities from across the world, but many are hesitant because of the activities of pharmaceutical companies in the countries of their origin. Will he look at aspects of control to ensure that those communities can get the vaccine they choose to take, rather than attempting to force them to take vaccines they are extremely reluctant to take?
We have had a principle of saying that they come forward for the vaccine and get the vaccine that is there on the day, but of course we have nuanced that because of the changes in the clinical advice on the AstraZeneca vaccine. As we reach further and further into those who need encouragement to come forward, so we are willing to look at more and more creative solutions to tackle people’s hesitancy. As it happens, I was in Brent central mosque last week at Eid. It was absolutely wonderful to see the work they have done to make sure that people of all faiths and none can come forward. For many Muslim people it means that in Brent they can go forward to somewhere where they are very comfortable being vaccinated. It was brilliant, frankly, to see teams working in the mosque to vaccinate people of all backgrounds. The imam was vaccinated by someone with the support of a member of the Jewish community with me looking on, all organised by a Hindu administrator. It was modern Britain at its best. They have done thousands of vaccines and they have done great work. I know it is that sort of approach that my hon. Friend is looking for. If we can do more on the specifics of which vaccine, I am very happy to look at that. [Interruption.]

Commons ChamberI certainly agree with the hon. Lady on her final point, on international collaboration and working together, which, along with the Foreign Secretary and the Prime Minister, we are working incredibly hard on. We are using the UK’s presidency of the G7 and the enthusiasm of the new Administration in Washington to try to drive international collaboration, in particular collaboration among like-minded democracies in favour of an open and transparent, science-led response to pandemics. I hope that she will concur with that approach.
On the new variants of concern, it is important when looking at the numbers to distinguish between community spread and spread connected to travel. By taking the action that I have just announced to put India on the red list, we are restricting yet further the likelihood of incursion from India of somebody with a new variant. However, the majority of the cases that we have seen already in this country have been picked up by the testing that we have in place now for every single passenger entering this country. That is a sign of the system working, and it is now being strengthened.
I am delighted to say that I have had my second dose of the Oxford AstraZeneca vaccine and, so far, no ill effects. In Harrow, we have had surge testing because we have had a relatively small number of cases of the South African variant discovered. Literally thousands of people have been tested, but one of the most frustrating things is that these tests then have to be sent off and there appears to be an extremely long turnaround time before we get the results. What can the Secretary of State do to speed up getting the results of these tests? Otherwise, people will not be aware of whether they have the variant or whether they should take particular actions.
My hon. Friend is absolutely right to raise this important issue. I know that this is an important announcement for him and his constituents, representing as he does a significant number of constituents from the Indian diaspora. We have managed to reduce somewhat the turnaround time for the sequencing of positive tests, but we are also introducing a new type of test that can detect not just whether someone is positive but whether they have one of the known variants without having to go through a full sequence. That can give us a snapshot much, much faster—within a matter of hours—of whether a positive result has one of the known variants, before sending it off to sequencing so that we can see any new variant that we do not know about. We are introducing that technology. It is starting in the Lighthouse lab testing facility in Glasgow and we are rolling it out across the system. It is an important tool to make sure that we can get the turnaround time of spotting the variants down faster.

Commons ChamberThese cases would be caught by the new hotel quarantine policy. The right hon. Lady talks about the need for more testing, and we have introduced tests on day 2 and day 8, to ensure that we keep everybody who arrives as a passenger in the UK under the necessary level of surveillance.
My right hon. Friend will be aware that my constituency is extremely diverse in its racial and religious makeup, and our national health service staff have done a brilliant job in keeping up the fantastic vaccination rate during this period. However, we are still having to combat the anti-vaxx propaganda that is going out. How will my right hon. Friend ensure that people get the truth about the wisdom of taking the vaccine, regardless of what race, religion, and cultural background they come from?
That is an incredibly important question, and I pay tribute to the work that my hon. Friend has done in getting that message out. In Harrow we are vaccinating in mosques, temples, and GP surgeries. A critical part of the roll-out is to ensure that the message gets to everybody that this vaccine is safe and it works. It is no good just my saying that. We want to, and we are, engaging with leaders of all communities—faith leaders, and people who have strong voices in their community. Critically, we must ensure that people feel as much as possible that the vaccination effort is accessible to them. It is on us to ensure that the vaccines are easy to get hold of, and that people get answers to any reasonable questions they may have. I look forward to working further with my hon. Friend on delivering that across Harrow and the whole of the country.

Commons ChamberI totally understand why people want the answer to that question, because of the hope that the vaccine gives us. What I can tell the hon. Lady is that the speed of the roll-out will be determined by the speed of manufacture. While we have 530,000 doses ready to go from Monday, we also need to make sure that we receive more approved doses. We are working closely with AstraZeneca on that, as we have with Pfizer. That is what will determine the speed of the roll-out. The NHS has a plan, and it is ready to go.
I have nothing but praise for the NHS workers who have been rolling out the vaccination programme thus far, but many of my elderly and vulnerable constituents have had to queue for more than an hour after their appointed hour for vaccination. Will my right hon. Friend confirm what those many people who have already had the first dose of the vaccine should do about the second dose? Should they attend at their appointed hour, or should they wait for a new appointment in several weeks’ time?
Those with appointments before 4 January should attend their appointment, and those with appointments from 4 January onwards will have them rescheduled. I understand that that will, obviously, require effort, especially in primary care, and that some people are looking forward to their second dose. However, the overriding health priority and all the clinical advice is that, because we can get protection after the first dose of the vaccine, in order to save lives we need to move to the 12-week window rather than the three-week window that we had with the Pfizer jab.
On people queuing and the need to make sure that that system is as efficient as possible, I have not heard about that happening elsewhere in the country. If I may, I will arrange a meeting between my hon. Friend and the vaccine roll-out Minister, my hon. Friend the Member for Stratford-on-Avon (Nadhim Zahawi), to make sure that we can get to the bottom of it and that things are running as smoothly as possible in Harrow.

Commons ChamberI look at all these sorts of reports, as does the team at the Department, constantly to try to learn. Given that this is an unprecedented situation, all health authorities across the UK, whether here or in Edinburgh, Cardiff or Belfast, are constantly talking and trying to make sure that all the insights that can be gained can be applied. One example is that we now have contact tracing in the UK reaching over 90% of contacts. That is due to hard work and improvement, learning the insights from each other about how we can make systems better.
I am sure I speak on behalf of the whole House in thanking my right hon. Friend and his team for all their hard work over the course of this year to combat this dreadful virus, and also for updating the House on a regular basis on what action is being taken. May I give him the opportunity to reiterate the key message as we approach Christmas: that anyone who shows any signs of having the virus must get a test and, if it is positive, must self-isolate and not mix and mingle with people, so we can cut down on the spread of this dreadful virus? People must think twice before they mix with elderly relatives if they have been in contact with anyone who has had this dreadful virus.
I agree with every word my hon. Friend has just said. Over this Christmas period, I hope that people will, yes, take a moment to have some relaxation, especially given what a tough year it has been, and have the chance to see loved ones, but do so carefully, knowing that one in three people who have this disease does not know that they have it because they have no symptoms. Anybody can be inadvertently passing it on to a vulnerable loved one, so they need to be very, very careful. To reiterate, it is in the best interests of everybody, their loved ones and their community to get a test at the first sign of symptoms—testing is now very, very widely available right across the country—and if the test is positive or if they are contacted by NHS Test and Trace because they are a contact, to isolate and do so not just because they have to but because it is the right thing to do to isolate fully and properly.
Finally, I strongly agree with my hon. Friend in wanting to thank you, Madam Deputy Speaker, the whole of your team and all the staff of the House for supporting me in the many times I have had to come to the House this year and, in what has been an incredibly difficult year for the House as well as for the nation, for all the work they have done to support us in keeping our democracy going all the way through this, no matter how bad it got.

Commons ChamberThe hon. Lady draws a distinction between those who have a terminal illness and the broader issue of suicide, which is an important part of this debate. I respect her sincerely held views. The exchange between my hon. Friend the Member for Congleton (Fiona Bruce) and the hon. Lady exemplifies why it is right that Parliament debates and decides on these matters.
Is my right hon. Friend aware that a British Medical Association survey of its members on assisted suicide and euthanasia found that 83% of those involved in providing palliative care—those who have the most experience of dealing with people at the end of their lives—would oppose any legalisation of euthanasia, and that 84% declared that they would be unwilling to participate in any such activity? Surely we should be guided, in many ways, by the professionals in this regard.
My hon. Friend makes another important contribution to this debate. There is inevitably a discussion within the medical profession about this important question. That should be taken into account, alongside the views, as the hon. Member for Leicester South (Jonathan Ashworth) said, of faith leaders, the public and those who face terminal disease, as Parliament debates this subject.

Commons ChamberWe have a testing prioritisation board which takes into account the order of priorities within testing. Of course, as testing expands it means we will be able to use it for more things, including in schools. I look forward to being able to make that progress just as soon as we make the expansion even bigger.
London as a whole is going into tier 2 as a result of the infection rate being at an average level of 97, but, as my right hon. Friend will be well aware, the actual levels of transmission in different London boroughs are widely different. Will he set out what criteria will now be used for London to go from tier 2 to tier 1? Will it be the case that every London borough has to come down below a given rate before that can happen? Otherwise, we will have the position whereby this short-term period could extend for many months. Will he therefore set out what criteria will be used to get us down to tier 1?
I want the time that London is in tier 2 to be as short as possible. The best way we can achieve that is by us all pulling together and following the level 2 rules. In terms of exiting from level 2, the cross-party London group set out a very clear set of criteria on the need to go up a level, including reaching 100 per 100,000 cases on average across London, which we are just about to breach. It is now working with us on what the exit might look like. I totally agree with my hon. Friend on the importance of setting that out to give people the motivation that, if we all pull together and sort this out, we will get out of these measures and people can live their normal lives a bit more.

Commons ChamberResponding to a pandemic is an enormously challenging task. Thankfully, it is a massive team effort, and it is one in which the whole country can be engaged because we all have a part to play.
London consists of 32 boroughs plus the City of London and covers a population of around 8 million people. We are told that infection rates are going up in each of the London boroughs, but some are much higher than others. I urge my right hon. Friend to consider, when he needs to introduce lockdown procedures, doing so on a borough-by-borough basis and not inflicting unnecessary restrictions on the whole of London, which would be counterproductive in terms of delivering downward pressure on the increased case load. It would potentially bring the economy to a halt and affect the way Parliament works.
My hon. Friend makes an important point. Getting the right geography for any particular action is an important and difficult consideration. Last week’s example, when we took two of the Teesside boroughs into local action but not the other three, demonstrates that we are absolutely prepared to do as my hon. Friend wishes for London. On the other hand, on the same day we took the whole of the Liverpool city region into the same measures, because that was what was appropriate there. We have to take into account travel patterns and socialising patterns, as well as the pure data from the epidemiology and the number of cases, but it is absolutely something that we look at because we want to minimise the number of restrictions that are in place, subject to the need to keep the virus under control.

Commons ChamberWe have spoken about that in this House. It is absolutely true that during the peak of the crisis the Department was working incredibly hard and absolutely flat out, and we are now working hard to catch up on our correspondence.
As part of the reopening of pubs, cafés and restaurants, they are being encouraged to open in the open air. That has implications for people who do not smoke. I understand that the Government will issue guidance for smoke-free areas outside pubs, restaurants and cafés. Can my right hon. Friend confirm that his Department will be consulted on those proposals, that they will be issued before Parliament rises, and that they will be the subject of parliamentary scrutiny?
I can certainly confirm that we will be consulted on those proposals as they are brought forward. I have not yet seen them. I know that work is ongoing, and I think that they are incredibly important. It is important that parliamentarians such as my hon. Friend, who have a long and proud history of fighting smoking and the consequences of it on people’s health—not only the health of smokers but of others—can ensure that those considerations are brought to bear as we bring the proposals forward. He knows what I think.

Commons ChamberThe public health budget is going up and pharmacists are an incredibly important part of the NHS family.
The people most seriously at risk are those with underlying conditions. Will the public health agenda being published promote how people can minimise those conditions—for example, by giving up smoking and leading a healthier life—so that we can minimise the number of serious cases that are seen by the NHS?
That is absolutely right. It is abundantly clear from the research into previous coronaviruses that smoking makes the impact of a coronavirus worse.

Commons ChamberThe Department for Environment, Food and Rural Affairs is leading the work with the supermarkets now, so I will ensure that it gets that message and takes that up.
The vast majority of people who contract the disease will be able to self- isolate and recover at home. A small number of cases will need hospitalisation, and as the number of people who are infected increases, so could serious cases. Would my right hon. Friend say that people who have to be hospitalised will have to be isolated, and what plans are there then to increase the number of beds that will be available in hospitals on isolation units?
We are increasing the number of beds, and, by moving away from some of the elective activity, making more beds available. However, I want to pick my hon. Friend up on one thing: as and when this virus becomes widespread, isolation becomes less important than ventilation. The normal flu procedures are that keeping several people who all have the same flu in one room—in one ward—is absolutely fine, because they cannot infect one another because they all have the same disease. Isolation is vital in the contain phase. It is still important in delay, but as we get through to mitigating the impact, the need for isolation facilities is less important.

Commons ChamberThe hon. Lady is absolutely right that there will be an increased spend on mental health services across England—a £2.3 billion increase. It is the fastest-growing area of spend in the long-term plan. We are investing £33.9 billion in the NHS in cash terms, and the fastest proportionate rise in spend is in mental health services. That is an important part of this, although there is an awful lot that the social media companies can do to reduce the demands on those services by reducing the negative impact on mental health. The whole House can agree that the hon. Lady being alive and here, having survived measles, is another reason why it is important to get this right. It would have been the House’s loss had the measles won.
The drop in vaccination rates is not only an annual problem but a cumulative problem, as more and more young people in society are not immunised against these childhood diseases. Can I urge my right hon. Friend not only to undertake a social media campaign to encourage parents and children to take up the vaccinations, but to target the messages so that people know where they can go to get them, how they can do it and the importance medically of doing so?
My hon. Friend is exactly right; in fact, that work is under way. I should have mentioned in response to the shadow Secretary of State that Public Health England has a targeted programme of positive information. We can use data and social media better to target messages at those who need them in exactly the way that he proposes. That work is in hand.

One of the most effective ways of reducing avoidable deaths is to stop people smoking in the first place, and to encourage those who do smoke to give up as fast as possible. How will this plan encourage pregnant mothers, 11% of whom still smoke, to give up smoking and get their partners to give up, and how will it encourage young people not to start in the first place?

Commons ChamberWe have considered the evidence from right across the board. We have had 174 responses to the consultation and we will be publishing all those details in full. We have taken into account the considerations raised by the victims and the considerations raised by everybody else responding to the consultation.
When journalists are investigating cases, it is vital that they check their facts and do not publish before they have checked their facts. What action will my right hon. Friend take to ensure that redress is available for those people who have been unfairly pilloried? Can he also explain to the House why he is not taking forward Sir Brian’s recommendation to further the investigation, albeit on amended terms?
Of course, accuracy is part of the code against which complaints are considered and, therefore, corrections and apologies can be required by an IPSO-regulated newspaper. On the first point, which is very important, accuracy is core to the redress system. It is critical that we have a regulatory system for the press. It is also critical that it is not a regulatory system that is put in place by politicians, but one that is put in place by the press itself.

Licensing taxi companies and private hire companies is rightly for local authorities. This is a data protection issue, and we are dealing with it with the utmost urgency. The hon. Gentleman mentioned fines, and we are currently legislating for the higher fines that I mentioned in my initial response, and that legislation will come to this House after Christmas. As for ensuring that organisations that think that the data they hold on behalf of customers or others has been breached, they already have a responsibility to protect that data. In future, they will have a responsibility to inform the authorities within 72 hours. Delaying notification is unacceptable unless there is a very good reason and is, as I said, an aggravating factor when the Information Commissioner looks into such cases.
I thank my right hon. Friend for his answers. Given the knowledge he has already gleaned from this disgraceful data breach, does he propose to make any further amendments to the Data Protection Bill, which has been brought before the Lords and which will come here in due course, to strengthen the powers to make sure that companies report such breaches at an early stage and take further measures to safeguard customers’ personal data?
We can debate that when the Bill comes to this House. As it happens, on our initial assessment, the two most concerning issues—the delay in notification and the need for recourse and fines, not just to punish bad behaviour but to incentivise good behaviour—are already covered in the Bill, but we can have that debate in due course, when we have a fuller assessment of the information and more confidence in that assessment, when the Bill comes before us.

Commons ChamberDoes my right hon. Friend agree that when people donate money, they want that money to be spent on the services provided by the charity, and that most people in this country would be shocked at the amount of money spent on administration and lobbying?
My hon. Friend makes an important point, which is that charities play an enormous role in alleviating suffering, improving good causes and strengthening our communities. Let us make sure that when money is donated to a charity—as it is by many of us, possibly everyone, in this House and many people around the country—it is spent on the good causes for which it is intended.
T1. If he will make a statement on his departmental responsibilities.
The Cabinet Office is responsible for efficiency in reforming Government, transparency, civil society, digital technology, cyber-security and delivering the Government’s agenda.
I commend my right hon. Friend for releasing vast amounts of Government data, which will improve transparency across Government. What further action can he take to ensure that performance improves, transparency is available to the general public and data are in a manageable form so that people can analyse them?
My hon. Friend is right that this is not only about releasing more information, but about releasing it in a way that is usable. I can announce to the House that since 2010 the Government have released 27,000 open datasets—a new high—which goes to show that we are the most transparent Government ever.
10. What steps he is taking to increase the number of new nuclear power stations.
We strongly support new nuclear as part of a balanced mix of energy supply. Hinkley Point C is paving the way, with three consortia now moving forward with plans to develop new reactors on a further four sites.
I thank the Minister for his answer. Clearly, after years of prevarication from Labour, at last the coalition Government are taking decisions on replacing our nuclear power stations which are going out of action. As part of the balanced programme that we desperately need, what further measures does he propose to ensure that we get more new nuclear power stations to replace those that are coming off-stream?
This is unusual for me, but I think my hon. Friend is being slightly unreasonable to Labour Members, because, under the former Prime Minister Tony Blair, they did take the decision to restart a nuclear programme. Of course, it was slow going at first, and we have accelerated it considerably. This summer’s decision, announced on 8 October, was a big step forward that has demonstrated to other potential investors that this market in the UK is now open. We have eight approved sites in total, four of which have projects that are at various stages of development. New nuclear will play an important part in our future energy mix, and I am glad that it has cross-party support.

The Government are in constant contact with the Scottish Government. It is important to know what is devolved and what is not. Responding to changes in employment is a devolved matter, but support for the tax situation around energy-intensive industries is a reserved matter, so we have to make sure that each Government play their appropriate part.
Does my hon. Friend not agree that by lowering corporate taxes, ensuring that energy-intensive industries have preferential rates on energy prices, and creating a well-skilled work force and record numbers of apprenticeships, this Government are creating the potential for people to invest in industry in this country in the future?
It is not by accident that there has been an increase in steel production in the UK in the past four years. It has been achieved by active involvement, not only through the national infrastructure plan and getting procurement right, but through making the tax environment better and ensuring that people can invest in this country with confidence for the long-term future. It has also been achieved by the personal effort of Members of both coalition parties to support steel in the UK.
