22. What steps she plans to take to provide new specialist schools for children with SEND.

The Department has invested £740 million in high needs capital in 2025-26 to support place creation for children and young people with SEND. Local authorities can use this funding to create specialist places in mainstream schools, enhance accessibility and provide special school places for pupils with the most complex needs.

I thank the Minister for that answer. The last Government approved the new SEND school in Harrow, which is supported on a cross-party basis and by all headteachers in Harrow. At the moment, young children have to travel an hour and a half each way to get to specialist schools, which is costing the taxpayer huge amounts of money, and that is unacceptable for those children with special educational needs. All we need is the Department to give its approval, and that school could go ahead and start almost immediately. If this funding is available, will she make it available to the London borough of Harrow to start the school that everyone wants?

While I cannot comment on the individual procurement, I can say that we are changing procurement rules to strengthen the focus on British jobs and skills and to support British industries critical to our national security like energy. We are consulting on this at the moment, and I would be more than happy to meet my hon. Friend and the company to discuss this further.

T3. It is a constant complaint from my businesses in Harrow that if they are not on the Government-approved list they almost cannot get a Government contract. What action will the Minister take to ensure that new firms, including new small and medium-sized enterprises, can actually get contracts and keep jobs in the UK?

I absolutely agree that we need to support SMEs, which is why we set targets for all Departments on SME and voluntary, community and social enterprises spend. It is why we are reviewing the rules to make it easier for SMEs to get on to Government contracts, and why we are consulting on new plans to set targets for the entire public sector on SME spend.

I know how hard my hon. Friend works for his constituency, and I very much understand his concerns. My understanding is that there are no changes expected at the Smedley Hydro site in the first instance. The Government Property Agency is actively working with the Home Office and NHS Digital to understand the future workforce requirements, but I would welcome a conversation to discuss that further.

T6. We have already heard about the cyber-attacks on public bodies across this country. Will the Cabinet Office ensure that full guidelines are given to every Government Department about the procurement of software and the need for security software to be kept up to date? The people who attack us are rapidly improving their capability, and we must be on top of it.
