Commons ChamberThe first lesson, “Don’t take Russia at its word; take it on its action”, is the most important lesson for many in the international community. We gave up on that a long time ago, but that is the first thing. There will be a lot of lessons. I would not rush into that, because we also need to learn from the Ukrainians, who are rightly focused on fighting rather than on a feedback loop to us, which will be essential in understanding it.
The big lesson is that we must prove to the world that ripping up international law and being more brutal than an adversary still does not get someone to win. One calculation that President Putin and his generals have is, “We don’t care about human life; we don’t care about international law; and if we just maintain that, somehow, we’ll achieve victory—irrespective of the cost and the human suffering.” The international community has to be totally unified in demonstrating that as folly.
I thank the Secretary of State for his update on the deployment of UK personnel along NATO’s eastern flank. Can he detail what role they are playing in the humanitarian response, including supporting the processing of visas for Ukrainian refugees? Alongside all the military equipment, is the UK looking at delivering potassium iodide to civilians in Ukraine?
On medical supplies, my right hon. Friend the Health and Social Care Secretary has provided significant amounts of health stocks, but I am happy to look at that further for the hon. Lady. On the issue of visas, we have offered and we have fulfilled any request from the Home Office. If it asks for more, it will get more, if that is what is required to speed up the process.

Commons ChamberAs we have already heard, the nuclear test veterans are a group of elderly individuals and, sadly, many of them have already passed away. It is in the Secretary of State’s power to award medals at this point. Will he do so?

The base at PJHQ is open to all manner of communication to those individuals, whichever way best keeps them safe and secure. I welcome my two new PPSs, my hon. Friends the Members for Stourbridge (Suzanne Webb) and for Bracknell (James Sunderland), to the role. What a day to start, but I look forward to working with them. The key here is to engage throughout the process with parliamentarians to make sure that I can keep them as informed as possible.
Following on from the question from the right hon. Member for New Forest East (Dr Lewis), pretty much every MP uses a caseworker system, a piece of simple software that costs a few hundred pounds per year which ensures that mistakes of this nature cannot happen. Is the Secretary of State looking at using similar, and if not, why not?
I am looking at that, both in case management—some case management should already be being used—and in mailing provision. If we do a mass mail, how can we improve that—Mailchimp or that type of thing.

Commons ChamberThat is an incredibly important way to inspire young people about the careers that are ahead. When politics do not get in the way of that recruitment, it is much better. I remember being banned from a school in Dundee when I was doing military recruiting—[Interruption]; not me personally—because ideologically it did not fit with some narrative.
Following on from the question from the right hon. Member for New Forest East (Dr Lewis) about those individuals who are working with British military forces in Afghanistan, what is going to happen to those who find that they have been refused under the ARAP scheme? Will they then be referred to the Home Office or to the Foreign, Commonwealth and Development Office, or are they being left in limbo just now?

Commons ChamberYes, absolutely. One of the traits of the generation is situation awareness and its ability to process all that data and stealth, but, also, these generations do not stand still. We are already committed to a sixth generation. FCAS, the next fighter programme for the RAF, is absolutely about the sixth generation. One of the challenges is that we cannot sit still for very long before somebody is trying to get a strategic advantage, but I am confident that, at this moment in time, the carrier and her partnership with the F-35 will present a formidable capability around the world.
As the wife of a submariner, may I join others in sending my condolences to the families of the Indonesian submariners who have been lost in this tragic accident?
For many years, we have been pushing on fleet solid support ships. In the integrated review, the Government committed to a fleet of three FSSs required for the carrier strike group. We have been pressing for all of them to be built entirely in UK yards, so will the Secretary of State finally confirm that the full contract will go to UK yards?
As I have said in previous answers, we are on the cusp of issuing the full competition, and we have to be very careful; I do not want another competition to collapse or to be jeopardised by legal action. I have been pretty clear, and I have reclassified it as a warship. I have put some conditions in the contract, which will be seen by people hopefully to increase skills and the British shipbuilding industry. The details will be revealed when the tender is put out.

Commons ChamberMy hon. Friend is absolutely right that they are really important; they are more important than they have ever been. Looking across the three services, some services embrace them well and some could do a lot more. I have already started the process of trying to remove barriers—for example, by ensuring that the attitude in the Department to using reserves is not as a last resort, but as an integral part of what we wish to do. RF30 will report soon. No doubt, my hon. Friend will interested in the results. In response to covid, there has been seamlessness between reserves and regulars across the services. We need to embrace that even more to ensure that the men and women who want to contribute to this country’s defence—no matter who they are—can do so and can bring those skills to bear.
I would like to hear a little more about how the reduction in troop numbers is going to be managed. Will the Secretary of State confirm that there will be no redundancies? In the past, a shortage of personnel has meant an increased workload for those who remain. How will he ensure that personnel are able to maintain a good work-life balance if they are having to carry out the work of more people?
First of all, there will not be any redundancies. This process can be managed over the next five years by reducing inflow on recruitment. Secondly, to ensure that people are not overburdened, we are going to apply intelligent recruiting, which will allow people greater choice when they arrive at the recruitment centres or at training to ensure that units that are undermanned are properly in receipt of enough people.

Commons ChamberMy right hon. Friend is absolutely right, especially in that last observation, and I congratulate him on his prosperity report. He was clearly thinking ahead of the Treasury at the time, and I am delighted that it has recognised the importance and contribution that those changes will make to levelling up and closing the north-south divide. While the end-of-year rules were not changed, the recent £24.1 billion multi-year settlement with the Treasury will now allow the MOD to invest in next generation military capability across the whole United Kingdom.

Commons ChamberMy hon. Friend and I visited Iran as well, a long time ago, and he speaks a lot of sense. Britain’s focus has to be about how we can continue, over the long term, supporting Iraq and its people. It is a complex country with many different groups, and those differences have been exploited recently by Iranian-backed militia, which again, instead of helping those people, has actually led to misery. We must do what we can to capacity-build the Iraqi state so that they can make decisions for themselves.
Of course, many of us have great concerns about the repercussions of this event and the fact that, rather than de-escalating the situation, we see the opposite happening. In whatever discussions the Secretary of State has with his US counterparts, will he, if he manages to have any influence with them, state very clearly that we do not support this method of taking out our enemies and that winning the battle of hearts and minds has much more effect, in the long term, than this?
I certainly press on the United States, which has also said that it is not in its interests, or its wish, to increase tensions. It does not want this event to lead to war. It has been very, very clear about that, as have, indeed, the Iranian leadership. If we accept that both the Iranians and the United States have been adamant that they do want a war, we should then work on that as a way to get both sides to seek a resolution.

Commons ChamberThe Secretary of State will be aware of reports of the use of white phosphorus by Turkey in northern Syria. What is he doing to assist NATO allies with the investigation into this?
The hon. Lady is right that white phosphorus is permitted only for use in signals and markers; it is not allowed, under the Geneva convention, to be used as a weapon. A number of people are collecting evidence about that and many other incidents. When that evidence is presented either to me, to the Organisation for the Prohibition of Chemical Weapons or to the UN, we will consider together what the next step should be.
