Commons ChamberI am grateful for my hon. Friend’s intervention. I think he might be zeroing in on a particular aspect of the picture that I have painted of the broken market. The behaviour—or perceived behaviour, in some cases—of developers and builders is not necessarily the cause of issues that I have been discussing; it is more a symptom.
My hon. Friend is making a very good speech. On the numbers given by my county colleague, my hon. Friend from the Member for Isle of Wight (Bob Seely), at the current rate of building, which is 200,000-odd homes a year, outstanding permissions would account for four or five years’ supply. That is in an uncertain planning environment, where seeking planning permission, as I illustrated earlier, is a huge gamble. Does my hon. Friend the Member for Milton Keynes North (Ben Everitt) agree that it is more likely that land prices are driven by the existence of the viability test, which means that you cannot overpay for land, rather than land prices being driven by the value of the property—that is, downwards? That means that land is at an unrealistic value.
Absolutely. I could not agree more. In any regulated environment, the market players require, and are incredibly hungry for, clarity, consistency and certainty. The system is so complex, and subject to so many historical and, to be frank, future changes; there is not the clarity, consistency and certainty needed by the market players—the people who will provide the houses. They do not have the confidence to put bricks and mortar on the ground. We are calling for massive reform, but we need certainty, which we will put to good use. It should be massive reform first, and then some certainty. I am grateful for the interventions.
The market is broken. Land prices follow economic activity. This is the critical point: what was once a symptom of the need to level up is now a cause. When we have gone through all the pain of getting through the planning process and getting houses built, very often we end up with identikit estates of massive, four-bedroom houses that look exactly like the suite ofb estates in our existing stock. That does nothing for mobility between our existing sector, which is of course about 99% of our stock, and the new build sector. It does not make moving out a viable option for people who are under-occupying former family homes in the existing sector. New build homes are not genuinely affordable and attainable for young, local, first-time buyers, and they are not appropriate for elderly people who are looking to downsize and live in retirement living. There are multiple issues, but fundamentally we are building the wrong kind of houses in the wrong places.
My hon. Friend the Member for Northampton South (Andrew Lewer) touched on the subject of small and medium-sized enterprise builders, labour and material shortages, build cost, inflation, and access to finance, so I will not go on about those, but one of the key barriers to mobility between existing stock and new build stock is stamp duty. Stamp duty is a tax on social mobility. It is crippling mobility in the sectors that we need to drive economic activity. We need to set people free in terms of their labour mobility as well.
I will skip the bits of my speech about the planning system and resourcing planning departments, for reasons of time. I want to end with a reason to be optimistic and hopeful. We have a huge opportunity. We are pouring billions of pounds into left-behind communities through the levelling-up fund, the high streets fund, the shared prosperity fund and the towns fund. All of that is based on the concept of levelling being about opportunities for people who need somewhere to live. So we need to revisit the algorithm and recast the targets. We need to put much more emphasis on where we create and stimulate demand through the billions of pounds the Government are investing through levelling up and make it sustainable, so that communities can benefit from the economic growth from the levelling-up agenda but be sustainable, because people are living and building families and communities in the places near where they work.

Commons ChamberAnother young life has been tragically lost to a knife in Milton Keynes. Does the Minister agree that as well as record numbers of police on the streets, the courts and the Crown Prosecution Service need to work with the police to ensure that there are real deterrents to carrying a knife on our streets?
My hon. Friend is right, and I am very sorry to hear of the crime that took place in his constituency. As he will know, the fight against knife crime is at the forefront of the Government’s priorities, and as he said, alongside deterrent sentencing and assertive and extensive policing, we need to work on long-term solutions to turn young people’s lives away from crime. I am pleased that I was able to visit the Thames Valley violence reduction unit last year to look at the extensive work it is doing to put in place exactly those kind of programmes.

Commons ChamberWe have innovative and ambitious cross-Government action plans to tackle reoffending as part of our uncompromising mission to cut crime. For example, we are introducing GPS tags for serious acquisitive offenders to track their movements for up to 12 months post release and increasing the length of curfews. In January, we announced a £70 million investment, which included enhancing the Department’s approved premises and providing temporary basic accommodation for prison leavers to keep them off the streets and reduce reoffending.
I thank the Minister for that answer. It is jobs that I am interested in. We know that having a job can reduce a person’s chance of reoffending by up to 50%, so what steps is his Department taking to support young offenders to get on the job ladder? I will give a local example here. We have an excellent “Ban the Box” campaign, which Milton Keynes College supports, to end that cycle of reoffending and offer a chance to young people to turn their lives around.
My hon. Friend has identified, with his usual wisdom, one of the three pillars of success post incarceration: a house, a friend and a job. He is quite right and I congratulate Milton Keynes College on its participation in the “Ban the Box” campaign. The Ministry of Justice has also been pleased to support business in the community at the event marking the remarkable milestone, it tells me, of 1 million roles covered by “Ban the Box” in March this year. We adopted “Ban the Box” in the civil service in 2016 and about 350,000 of those 1 million jobs are now in the civil service. More widely, as part of our approach to revising offender management, we are working very closely with colleagues at the Department for Work and Pensions to make sure that those who leave the secure estate have a fair shake in the job market, which, as he rightly said, will go a long way to cutting reoffending.

Commons ChamberWe recognise the misery that some unauthorised encampments cause to local communities and businesses. Through the Police, Crime, Sentencing and Courts Bill, we are pleased to be delivering on our manifesto commitment to strengthen the powers of the police to arrest and seize the vehicles of those who set up unauthorised encampments and cause damage, disruption and distress.
My hon. Friend will have noticed that last week, in voting against the Police, Crime, Sentencing and Courts Bill, the Labour party also voted against giving the police the powers they need to act quickly and effectively against illegal Traveller encampments. The key word there is “illegal”; illegal encampments are, by definition, illegal. With illegal encampments popping up across Milton Keynes, does my hon. Friend agree that it is wrong to prioritise the rights of criminals, and that we are right to be giving the police the powers they need to act and enforce the law?
My hon. Friend is exactly right; we have to balance the rights of so many Travellers to lead a nomadic life—and the vast majority do, in a legal way—with the rights of those who own property, live in communities, and deserve to live without the distress, aggravation and difficulty that comes from unauthorised encampments. He will know that we are a Government who do not tolerate law breaking of any kind. The measures that we are introducing will ensure that the police have the powers they need to tackle this problem—hopefully, once and for all.

Commons ChamberI understand the hon. Gentleman’s impatience, and it is shared by us all across the House. The scheme is in development, as I understand from MHCLG, and I know that Ministers are working hard to get the basis, the foundations and the system in place so that the money can be distributed as quickly as possible. Happily, in terms of high-rise buildings, I think we are well over 90% that are either remediated or in the process of being remediated, but I completely agree with him that we need to work with all urgency to bring as much possible relief from the stress of living with this cladding in the future. I will certainly ask my colleagues at MHCLG to consider his offer of a useful meeting. I know they will be responding to correspondence from the Welsh Government as quickly as possible.
I think we all recognise the frustration exhibited by the hon. Member for Cardiff South and Penarth (Stephen Doughty), which is shared across the House. Perhaps the Minister could explain what steps the Government are taking to make sure that the construction industry pays its fair share in the remediation and the future prevention of risk.
I am grateful to my hon. Friend. As Members who have perhaps been in the House a little longer than he has will know, I was Housing Minister for a brief period of 12 months about 18 months ago, and the work started then of sitting alongside the construction industry to get it to stand up and fulfil its obligations to the people who were living in defective high-rise buildings in particular. A number of firms did and, from working with them through the Treasury, the Department for Business, Energy and Industrial Strategy and MHCLG, I know that there is a new atmosphere abroad. That is certainly part of the challenge that we face: it is not just about the regulation we are putting in place today, but a cultural change in the industry towards building safety so that it is now a full partner in facing the challenge for the future.
Government funding does not absolve building owners of their responsibility to ensure their buildings are safe. We have been clear that building owners and the industry, as my hon. Friend has just said, should make buildings safe without passing on costs to leaseholders. They should consider all routes to meet costs including, for example, through warranties and recovering costs from contractors for incorrect or poor work.
We have always been clear that all residents deserve to be and feel safe in their homes. We are working at pace to ensure remediation of unsafe cladding is completed, and we have an ambitious timescale to do so. As I said earlier, about 95% of high-rise buildings with Grenfell-type ACM cladding identified at the start of 2020 have completed remediation or had works on site by the end of last year. However, I am afraid the Bill is not the correct place for remediation costs to be addressed. It is a short but critical Bill to clarify that the fire safety order applies to the external walls, including cladding, and flat entrance doors in multi-occupied residential buildings. That means the responsible person must include those parts of the building in their fire risk assessment. That does not include the remediation of historical defects. It does not have the necessary legislative detail that would be needed to underpin such amendments in regulations. The Building Safety Bill is the appropriate legislative mechanism for addressing these issues, and it will be introduced in the spring. It will contain the detailed and complex legislation that is needed to address remediation costs.
