Has the Minister had a chance recently to talk to the Conservative police and crime commissioner for Devon and Cornwall Police, which has been in special measures since 2022, and is now being sued by seven former and serving women police officers for failing to deal with rapes, emotional abuse and beatings over a number of years? What can he do to reassure the public in Devon and Cornwall that these allegations will be thoroughly independently investigated and any wrongdoing acted on?

Of course, we have the Independent Office for Police Conduct to make sure that there is an independent body available to investigate serious allegations about police forces or their conduct of particular investigations. On the Engage process, the chief inspector of constabulary chairs regular meetings of the policing performance oversight group, where forces in Engage are looked at and overseen. Devon and Cornwall is one of those forces, along with the West Midlands and London.

I would say, with great respect, that the reports have not been ignored. As I have said already, a White Paper was published just a short while ago with a number of very detailed and specific recommendations designed to address precisely these kinds of issues, so with respect, I do not accept the characterisation the hon. Lady has set out. Clearly, from this report, urgent action is needed in London, and that is why the 23 recommendations will be implemented in full. I think the commissioner, Andy Roe, has accepted that. I will be discussing the issue with the Mayor of London’s office as well.

This feels depressingly familiar from the many times that Ministers came to this House to reassure us about the culture of the Metropolitan police. Would it not save the Minister and us a great deal of time if he were to agree to the recommendation in the report of a national review, supported by the Labour party, rather than having to come back time and again to repeat these excuses and say there is no complacency, when actually this toxic culture is not being dealt with at local level?

I thank my right hon. Friend for his suggestion about Odesa. I know that he is an expert in military matters and matters of international diplomacy, and that he has been to Ukraine in the past 12 months. I will pass his suggestion on to my colleagues.

I do not think that Ministers appreciate the gravity or urgency of the situation. We have a Prime Minister who committed to no spending cuts a few minutes ago, a Government still committed to tens of billions of pounds of unfunded tax cuts and the Bank of England withdrawing its special support on Friday. What are the Government doing to avoid a market crash this Friday?

The reason that, on the second day of the new Government’s term in office, we brought forward the energy price guarantee was to protect consumers and in effect lower inflation by 5% compared with where it would otherwise be. We legislated at pace yesterday to alleviate the burden of the national insurance increase, which Opposition Members enthusiastically voted for. In terms of markets, as I said, we are in regular contact with the Bank of England and have complete confidence in its ability to manage systemic financial stability.
