Commons ChamberOf course my hon. Friend is absolutely right. The last Labour Government left youth unemployment 30% to 50% higher than when they came in. The ultimate opportunity destroyer in our country is a Labour Government running our economy.
I shall add a further reason why disadvantaged young people would lose out under Labour’s policy: who would pay for those people who did get to university to go to university? It would be some of those disadvantaged young people who had missed out, it would be their families, it would be pensioners—we would all be paying for the cohort of young people most likely to become higher-rate taxpayers to get a degree.
I think what most of us taking part in this debate want is the right balance. I was the Chair of the Education and Skills Select Committee when we introduced the £3,000 fees, and the balance then was between what the employers paid, what the individual who benefited paid, what the taxpayer paid and the good to the community. The problem is that the cost has been ratcheted up to £9,000 with an unacceptable level of interest. Is it not time we had some moderation and a balance that is fair to students?

Commons ChamberThe hon. Lady tries to get me to pre-empt my White Paper, which will come out in the coming weeks. I am pleased that Labour Front Benchers are finally engaging in the fact that there is a real chance to ensure that we have an approach to selection that works in the 21st century and for our education system as it is today.
Is the Secretary of State aware that today is International Happiness Day? If she wants to make a lot of people in this country happy, she will renounce this dedication to grammar schools and free schools, and invest in the education of all children up and down the country.
I am delighted that the hon. Gentleman has alerted me to the fact that it is International Happiness Day, but he is completely at odds with his Front Bench. We have no idea what Labour’s approach to selection is. We will be publishing our White Paper in response to our consultation, but I suspect that the Labour party will remain a policy-free zone.

I hope she will welcome the element of the Budget that saw £5 million invested in returnships, specifically looking at how we can help women who have been out of the workplace—often starting and having a family—to go back into it and rebuild their careers. I will come on to that later in my speech.
I believe absolutely that wealth creation is important to give us the resources we need to provide a good education, but is the Secretary of State aware that so many schools have seen cutbacks? We in Huddersfield are the 64th worst-hit area out of 650. We do not feel the affluence she is talking about.
We have record investment coming into our schools now.
To secure and build a strong economy, we need sustained investment in human capital—the skills, knowledge and technical excellence that drive productivity and growth. It is people who will lift our country, and we are investing in people. We need to do that now more than ever, because we know there is a productivity gap between the UK and other advanced economies, and we know that part of that gap is caused by skills shortages.

Commons ChamberI have said that we will provide an update during the next stage of the Bill, but my right hon. Friend is right to suggest that a lot of time has elapsed since the guidance was drafted in 2000, and the world is now a very different place. It is time to look at how we can ensure that children have the right access to what I might rename relationships and sex education, and to ensure that it is high quality education. That is why it is right to ensure that the next steps we take are the right ones, and that they can move this forward for the long term. We need to ensure that the young people in our education system today leave school with not only the relationships education but the broader life skills they need to lead successful lives.
Will the right hon. Lady take on board the fact that successive Select Committees have looked at this matter, and that it is vital not only that every school offers this kind of education but that, critically, we train people to have the right skills to deliver it?
I have said that we need to make progress on this, and I have reflected on the fact that there have now been 16 years in which we really have not done so. When Ofsted produced its recent report on this in 2013, it identified issues around the quality of teaching. As the hon. Gentleman says, this is not just about what our young people should be taught in schools and their access to that teaching; it is also about the quality of the teaching. This is a broader question than simply one of updating the legal perspective of where SRE is taught.

Commons ChamberI am aware of that programme, and indeed as part of our opportunities area work we are working with both the CBI and the Careers & Enterprise Company to strengthen links between employers and schools. The TfL programme shows how, when we get a closer relationship between employers, local schools and young people, especially those with learning disabilities, it can really make a difference in employment rates.
The Secretary of State must know that there is a serious problem whereby disadvantaged young people are identified to be clever and bright up to the age of 11, in good primary schools, but then we lose them and they fail in secondary. I know she is reluctant ever to answer a question about skills and apprenticeships, but is she also aware of how many young people from disadvantaged backgrounds are locked into the further education system, unable to get their GCSEs in maths and English? When is she going to do something about that? We are talking about tens of thousands of young people.
At key stage 4, the attainment gap between more disadvantaged young people and those who start off from better backgrounds has been getting lower. That is, in part, because we are putting resources into the system, but we are also steadily improving the system itself. The hon. Gentleman talks about further education: one of our key aims across this Parliament is to make sure that technical education delivers the same gold-standard education as academic education delivers for those following academic routes.

Commons ChamberI believe we will have done so. We will have brought in a formula that works more effectively and we will have transitioned it in appropriately. I believe that it will be a big step forward, particularly for schools that have been so underfunded for so long.
The Secretary of State is right that this kind of funding has to be upgraded and uprated over time. I certainly welcome that. However, is she also aware that it is the responsibility of this House to check the fairness of that over time through the Select Committee system and in this Chamber? Does she accept the implication that, overall, the challenges in our education system are grave when the chief inspector, who is about to retire, points out that so many bright children in our country, who grew bright through good primary schools up to the age of 11, are lost to education post-11? Will she do something about that? Will she also do something about the chief inspector’s deep worry that pupils in many of the big towns and cities in the midlands and the north are severely underperforming?
The hon. Gentleman sets out some of the challenges that we continue to face in our education system. That is precisely why the national funding formula makes sure that resources go to schools that are in more disadvantaged areas and those that have cohorts of young people and children who are starting from furthest behind. That is not only the sensible approach; it is the right thing to do for those children and schools. For too long, that has not been built into the school funding formula. That is what we are trying to resolve today. This is the second stage of the consultation. There are 14 weeks for everyone to look at whether the way in which we have blended the different criteria is right. I think that it is.
In addition to what we are announcing today, the hon. Gentleman will be aware that we have launched six opportunity areas to look at how we can ensure that we have excellent education in those parts of the country where we still have not seen enough improvement.

Commons ChamberWe had a question earlier about STEM subjects—science, technology, engineering and maths—and the importance of ensuring that girls are taking those. It is important not just for those wishing to pursue a career in engineering, for example; these subjects, and maths in particular, open up all sorts of doors for our young girls. That is why it is so important that the kinds of initiatives the hon. Gentleman has just talked about are in place to help deliver on those aspirations.

Commons ChamberI very much pay tribute to all my hon. Friend’s work as Chair of the Education Committee. This is about building capacity; fundamentally, it is about having more good school places for children around Britain. The test of its success will be a continued improvement in attainment—very much following on from what my right hon. Friend the Member for Surrey Heath (Michael Gove) has said—focusing in particular on those children who do not get as far as they should and have not been able to enjoy and benefit from the broader reforms that so many more children are now benefiting from.
Let me tell the Secretary of State that this country has made steady progress on education over the years, under all parties. There has been real improvement in our education system; is she aware that sending a message that that is a history of failure is not very encouraging to teachers and the people who deliver education? I beg her not to start what we have already seen in the Chamber, namely a bitter turf war about comprehensives against grammars. If she likes grammar schools, she should provide the evidence. Provide what is best for our students and our kids in this country, but do not start an ideological turf war that will be very damaging to our country.
I agree with the hon. Gentleman. We need to open up a measured debate that is based on evidence on what it will take to improve our school system, and particularly on what it will take to enable those who do not have access to a good school place to have one. We believe that selection can play a role, and that we should look at how that can be done more effectively.
The hon. Gentleman was at the urgent question on Thursday. I recognise how emotive the issue is on both sides of the House—it is emotive because it matters for all of our children. The wrong thing to do would be simply to see the concerns that Labour Members express and put them in a box, unprepared to look at how we can make grammars work more effectively for disadvantaged children. We should recognise that every child is different. Those who are academic need schools that can help them stretch themselves.

Commons ChamberWe need to improve diversity and choice. As the Prime Minister has said, the reality is that too often in Britain we do have selection, but it is on the basis of house prices, which is totally unacceptable in a modern Britain. We need to challenge ourselves to talk about how we can change that and improve standards for children, wherever they are in our country. Simply saying that something is off the table because of political ideology and dogma does not serve the children whose future prospects we want to improve.
May I beg the new Secretary of State to listen to the expertise that is out there? She might know that I chair the advisory council of the Sutton Trust. I ask her to listen to the Sutton Trust, because we believe in evidence-based policy, and to the chief inspector of schools, and to look at those areas that have for years had this kind of education, with the 11-plus, and at what it has done to the entirety. If she looks at Kent in depth, she will learn some lessons that might push her in a different direction.
It is time that we look at the Kent experience. I know that Kent has done a lot of work to dig into how it can get more children from disadvantaged backgrounds into its grammar schools. The hon. Gentleman has raised issues of principle, but my attitude and response is, if that is how he feels, why would he want us to discount looking at how we can make grammars work more effectively with the rest of their local communities, and not just for those children who get to them, but for those who do not? It seems to me that the Labour party’s response to all of those challenges is to raise them, but to then simply put them to one side and ignore them. I do not think that that is sensible.

I have set out how local authorities, including my hon. Friend’s, will not be seeing a reduction in funding for 2017-18. Targeting the parts of our country where children are just not getting the start they deserve and need in order to do well in life will be central to my efforts, alongside making sure that we continue to lift outcomes for children overall across the rest of the country.
I warmly welcome the Secretary of State to her post and the other new Minister, the skills Minister, as well as some of the old team. I chair the advisory council of the Sutton Trust, and we look forward to working positively and creatively with the Secretary of State. May I remind her that England is a vast society that is changing all the time? Other Governments, including Labour Governments, have not cracked the problem of getting the funding to the right places at the right time, so will she consider having an independent group, even a commission, to look at this, year on year, month on month, so that we get it right? That is just a germ of an idea, but will she consider it, because we all get this wrong at some stage?
I make two points in response to the hon. Gentleman’s important point. First, we have to make sure that although we set policy at the Whitehall level, we understand how best to ensure it can have the impact we seek at the individual child level. That is not always easy. We can learn from examples such as city deals, where local areas have taken ownership of physical infrastructure to make sure that there is a common plan that the Government nationally are investing in alongside a local plan. His point is a really strong one.
Secondly, I want my Department to be a central engine for social mobility more broadly. We need to challenge ourselves across government, and the Department for Education has a key role to play in this in saying that not only do we want children to be coming out of our schools better educated, but we want to make sure that the jobs and careers are there for them to be able to make the most of their potential. In the end, a country’s most important asset is its people, which is why I am so delighted I am in the job I am in.

We had a particular fund to enable us to provide funding to some of the smaller charities. As my hon. Friend will probably be aware, at the beginning the main challenge was putting in place the key planks of a successful strategy, which we were able to do. Smaller NGOs played a key role and I pay tribute to the charity he highlights. DFID worked to support orphans, many of whom would have otherwise been in an incredibly vulnerable position throughout the crisis. We continue that work because, as he will be aware, many survivors of Ebola suffer stigma as a result of having had the virus, and some of them are children. Work is under way to try to ensure we reintegrate people into their family. Wherever possible, we help orphans to get back in touch with their extended family.
I warm to the Secretary of State’s words about the broad, holistic approach to reconstruction in Sierra Leone. Ebola knows no boundaries, however, and affects the whole of west Africa. That is why reconstruction in that part of west Africa is so important. She paid tribute to our troops and all the efforts they made, but many individuals were involved, too. We all remember the wonderful and moving diary on Radio 4 by the doctor from Huddersfield. The voluntary work of aid agencies, such as Save the Children, Médecins sans Frontières and the International Rescue Committee, where my own daughter works, was tremendous. We have to learn the lessons, however. I used to work for the World Bank. On many occasions, I had deep reservations about the effectiveness of the WHO. This is a time to reflect on whether the WHO is fit for purpose. If it is not, the UK should try to do something about it.
A number of NGOs, many British-based, played a vital role in helping to respond successfully to Ebola in Sierra Leone and in other affected countries and communities. In particular, Save the Children was pivotal in enabling us to open Kerry Town, the first treatment hospital we were able to put in place, and save lives. For many NGOs, it was a step into the dark to have their volunteers working in such a dangerous environment, with all the training that needed to go alongside that. I pay tribute to the volunteers who went out, not just from our own public sector, as I set out, but from all walks of life. They did an amazing job and saved lives. The hon. Gentleman said that the international response and system needed improving, as we have heard in other questions today, and he is absolutely right. We must learn lessons from this crisis. There were some positive lessons about what it took to confront Ebola, but there were also some negative lessons about how a better job could have been done.
Finally, looking forward to reconstruction and recovery, I represented the UK at a UN conference midway through last year, hosted by the Secretary-General, that was all about mobilising resources and the effort around country-owned plans in Liberia, Sierra Leone and Guinea so that we can get behind one strategy that helps them get back on their feet. DFID’s bilateral programme in Sierra Leone is part of delivering that on the ground.

Commons Chamber7. What steps she is taking to assist west African states in tackling the Ebola virus.
The UK is leading the international response to the Ebola crisis in Sierra Leone, committing £230 million so far. We are providing 700 beds, including at the Kerry Town treatment facility that opened today, ensuring safe burials are taking place, providing more community care and helping to train health care workers. The “Defeating Ebola” conference we held in London last month generated more than £100 million of support to the overall response.
The hon. Gentleman is right to raise these issues. The UN General Assembly and World Bank meetings were good opportunities for me to raise them, as was the recent EU Council, at which the Prime Minister successfully pushed to get more than £1 billion of support. We are now seeing many of the pledges made at the London conference come through. The most recent example is that the Norwegians will now be providing health care workers to help us operate some of those core facilities.
The Secretary of State and many Members of this House will be familiar with the heartbreaking and moving diary of a young doctor from Huddersfield working in Sierra Leone. I hope she agrees that we owe Africa. Whatever we are doing, we are not doing enough: can we do more?
As I said, I think we should be proud of the work we are doing, and we are doing a huge amount. Alongside the beds we are providing, we are helping to make sure that burials can take place safely, we are scaling up the training of health care workers—800 a week are being trained by the MOD—and we are rolling out more community care. As the hon. Gentleman says, this care is often being delivered by volunteers from Sierra Leone, who are involved in safe burials, and from our own country, and we should thank them for their generosity of spirit.
My hon. Friend will be aware that one of the things that DFID is doing more than ever before is work on economic development. It is vital that we help people and countries end aid dependency through jobs.
T4. I am delighted that the Secretary of State has been to Sierra Leone, but does she realise that even though I have begged the Leader of the House, we still have not had a major debate on Ebola? We owe that to Africa. When are we going to move? When are we going to debate it in this House and when are we going to do more?
The hon. Gentleman will be delighted to hear that there is an Adjournment debate on Ebola tonight, and oral questions provide a great opportunity to discuss and debate the work we are doing.

Commons ChamberI have had many discussions, not least in my most recent visit to a UNHCR registration centre in Lebanon earlier this year, which is handling 1,000 refugees a day. Those I spoke to are determined to go back and rebuild their country, and they want to get their lives back on track. The work that we are doing both with humanitarian support and in pushing for a political settlement will help them to do that eventually.
Given that the Assad regime has been targeting journalists, aid workers and medical staff, are we getting a full picture of what is going on in Syria and the refugee system?
As the hon. Gentleman knows, access has been incredibly difficult when getting humanitarian support to refugees, and we therefore do not have a full picture. What we do know, however, is shocking and horrific, which is why it is great news that we finally have a UN Security Council resolution to get access after many months of trying. I assure him that the UK will be at the forefront of ensuring that we help people affected by this crisis.

Commons ChamberI will make sure that that is done. My hon. Friend will see huge swathes of the network being newly electrified and pockets of growth in our key cities where we are now meeting demand.
The Secretary of State should be congratulated on any investment for our country, for the Yorkshire region, for the northern hub and for Huddersfield, but according to the classic economic theory of Keynes, this country is in a deep recession, and we need this investment now, not in two years’ time.

Commons ChamberI recognise that Birmingham airport has a crucial role to play and, as my hon. Friend will be aware, the Birmingham interchange station will enable it to be much better connected than it is at present. Birmingham airport already has planning approval for a runway extension, which should allow for the operation of airline services to more long-haul destinations. Even in the short term, there is a real opportunity for Birmingham airport to expand.
May I urge the Secretary of State to readjust her priorities? In terms of job creation—and, indeed, almost any other objective—the true priority should be to create a modern, fast and safe transport network in this country, and especially across the northern regions. Will she make that her top priority, above any prestige scheme?
I do not think there needs to be an either/or choice. We need to improve our transport system in the short and medium terms and plan for the longer term, which is what we are doing through HS2. I am committed to making sure our great northern cities are well connected. There is investment in the TransPennine Express, and there has been an announcement on the northern hub. A huge amount of investment is going in to ensure that those communities are better connected than they ever were in the past.

Commons ChamberMy hon. Friend the Under-Secretary with responsibility for roads and I will be quite happy to have that meeting. The broader point that my hon. Friend the Member for Plymouth, Sutton and Devonport (Oliver Colvile) makes on resilience is critical. We saw the challenges for the road network in that area last year. Although my visit yesterday was to show support for the emergency services and the Highways Agency and the wonderful work they had done, I took the opportunity to raise initially some questions on winter resilience for that area, and I would be happy to meet my hon. Friend.
As chair of the Parliamentary Advisory Council for Road Safety, the transport safety charity, I welcome the Secretary of State to her new job. We look forward to working with her on safety issues on a cross-party basis.
This tragic accident reminds us all that speed does kill, and hon. Members must think very carefully about it. I hope that when we analyse—[Interruption.] Yes, we must carefully analyse this accident. I hope that one specific thing that the Secretary of State’s experts look at is the fire. It is very unusual in road accidents to have fires of that intensity. Many of us in road safety campaigning organisations have been worried for some time about the vulnerability of the fuel tanks of commercial vehicles. Will she ensure that she looks at that, and will she consider the restoration of the road safety partnerships?
The hon. Gentleman is right that the fire was a significant factor in the number of fatalities and it is fair to say that it was a particularly unusual occurrence. He asks about fuel tanks on heavy goods vehicles. As he will be aware, there are a number of regulations on ensuring that HGVs are safe, and he will be interested to know that EU harmonisation rules mean that over the next three years those standards will become even tougher. I am very happy to talk with the hon. Gentleman, who has an interest in this area, to see how we can maintain a balanced and informed debate on how to improve road safety.
