Commons ChamberThere is certainly an odd thing that I observe in the Department: I cannot understand why the procurement speed and delivery in our Kindred, our operation to gift and support Ukraine, cannot be normal for us. I see our procurement in parallel. Some of that is about assurances. If we are going to fly drones over people in this country, we require much higher levels of assurances; the Civil Aviation Authority and so on absolutely require that. When you are in war, some of those levels can drop. Some of it is simply about that, but in other areas it is one lesson we are looking at through Defence Equipment and Support to understand how we can bring that into our main procurement and delivery.
The Secretary of State knows that I am not a defence expert, although I have a great interest in it. I was born in the same week as the worst bombing of London, which took place not far from here, close to the day on which this place was bombed, and my father served in the last war. I have watched the Secretary of State over the years he has been in this House and I have a lot of regard for him. We have become quite good friends, which we are still allowed to be across parties in this House. He is not perfect. I have been a consistent critic of our going below 100,000 men in our Army—I have a long track record on that—but he is a better Secretary of State for Defence than many I have seen on those Benches. Does he realise that we are not daft on this issue? How could a Prime Minister and a Government allow a man of his stature as Defence Secretary to go at the critical time, when there is a war in Europe? All hell is breaking out on our planet and we lose a good Defence Secretary. What has happened with the Prime Minister and the little clique around him?
I thank the hon. Gentleman for his kind comments. I have always liked both sparring and discussing defence with him. Importantly, many of us across the House understand that defence is a core function of a Government. It is not a discretionary spend stuck on the end; it is ultimately the core responsibility of a Government. I know that come the next election the battleground between these two Front-Bench teams will probably not see defence in it. We all know that. Many of us around this House who have campaigned for more defence will know that the election will come down to schools, hospitals, transport and everything else. The casualty of that is often defence, and we stop making the case to our citizens and our constituents as to why it is important. I am grateful to the hon. Gentleman, who always reminds people on this side of the House and, certainly under the previous leadership, in his party of the importance of defence.
I have a fantastic team and there are plenty of amazing civil servants, military leaders and everyone else who will do just fine without me in this job. I believe it was President Lincoln who said, “The cemetery is full of indispensable men.”

Commons ChamberIn the UK, we have thousands of British armed forces, joined by Canadians, Norwegians, Dutch, Swedish, Lithuanians, Australians and New Zealanders—endless numbers of people—helping the Ukrainians with that training. We ensure that not only do they train there, but when they go to somewhere such as Germany they get combined arms training. It is important that training accompanies equipment and, where we have had feedback, we have corrected the training as well.
Madam Deputy Speaker, I have really missed you. Can I ask the Secretary of State what he makes of what President Xi has been saying over the past few days? I urge him today not to do what people are rumouring that he might do—that, given the present situation, he might be thinking about resigning. Will he stay with us, but fight for more money for our armed forces?
As a Tory, you think about resigning most of the time—over the years. I am interested in trying to deliver for the men and women of our armed forces. I went into politics because the men and women of the armed forces needed and deserved better, and I am determined to try to stick that through. But I am also worried about the direction of threat for this country and for the world: not only what we have seen in China, as I think has been quoted—equipping for war, as they announced last week—but we have seen 83.4% enriched uranium being discovered, as the International Energy Agency has published in its report. That is weeks away from 90%, weapons-grade, should that be a decision. I have seen a growing problem with Russia and its violent extremism spreading across Africa. The threat is going up across the world, and we are more anxious and more unstable. I think that means long-term investment from whoever the Governments are over the next 10 to 15 years.

Commons ChamberDoes the Secretary of State agree that what we have learnt from Ukraine is that the future of good defence will lie in having the latest technology and innovation? Are there any new schemes we could have that would increase investment in that new technology, especially involving partnerships with other countries across NATO?
I am delighted that we share the European headquarters of the defence innovation accelerator for the north Atlantic, or DIANA—a unit within NATO—with Estonia. I felt that it was important to partner with a small, innovative country to ensure that we get the very best between us. Our research and development budget is £6.6 billion, and we are one of the leaders in Government in investing it. However, the real lesson—this has always been a problem—is that it is important not only to invest in the inventions, but to pull that into what is actually required. That is traditionally where defence has fallen down, but I am determined to fix it, which means focusing R&D where we know there is a need in our armed services.

Commons ChamberFirst and foremost, 2030 is the key point, because we have to pass through 2.5% to get to 3%. The reality is that we need to make sure that the rise to 3% is done sustainably. I cannot be given a blob of money in 2029 and be expected to buy a warship in five weeks. There has to be a proper, graduated response. I will make sure the response includes 2.5% en route to 3% of GDP.
It is also important to remind the House that being part of NATO helps us to achieve global mass, or certainly mass within the north Atlantic, and enables us to deploy very large numbers of troops, if necessary. On paper, NATO still far outnumbers Russian forces. Since Russia has significantly degraded nearly all of its land armed forces, the ratio is even more imbalanced in the favour of NATO.
It gives me great confidence that we have heard a competent and trusted Secretary of State and a competent and trusted shadow Secretary of State having an intelligent conversation about this issue, followed by a question and answer session. That is what our constituents expect to happen in Parliament, as opposed to recent events.
May I push the Defence Secretary a little? The credibility of our armed forces relies on how many men and women they have and, as he knows, many years ago I campaigned for a 100,000 minimum. I still have no answer on whether the 72,000 aim in the most recent Conservative party policy is still working. I support the 3% target for expenditure; and please can we have more aid going to the civilian population of the places that the Russian air force is bombarding?
The hon. Gentleman is absolutely right. If, at the end of this, we do not help Ukraine rebuild itself, it will all have been for nothing. It is important that, alongside the military response, we help Ukraine’s economy get on its feet. Ukraine has the means—it has agricultural produce, et cetera. As the hon. Gentleman says, Ukraine’s military and other values are different from Russia’s, but the economy, the poverty and all the other issues are also important.
On the credibility of our armed forces, we have to make sure that, whatever their size, our armed forces are properly protected, perfectly formed at the forefront of capabilities and able to interoperate and integrate with our biggest allies. That is as important as the size of our armed forces. Russia went for size, and its armed forces cannot talk to each other or defend themselves. For all Russia’s boasts about how many BMPs and T-72s it has, they all ended up dead or broken on the road to Kyiv.
There is an important balance to strike but, like the hon. Gentleman, I believe we also need to invest to deliver armed forces of scale so that we are able to be present around the world to deter our enemies, and so we can make choices about being in the Baltics and in Poland and in the Pacific and in Africa, where violent extremism is getting bigger and threatens the stability of Africa.
I agree with the hon. Gentleman. I am having a meeting with the Treasury this afternoon. If he would like to come with me, I would be delighted to take him. We have been in the House together for many years, and he is formidable at delivering what he wishes to achieve. I also remember him being formidable to his own Front Bench at certain times when they needed to hear the right messages. He would be very welcome. If I could squeeze him into the Treasury meeting, I would.

Commons ChamberI will have to write to my hon. Friend on what individual cargoes are available, but he is right that there is currently a time limit on the initiative. That is why working with our Turkish friends is so important to try to keep that going. It is also why it is important that, with 100 ships waiting, we make sure we get that grain out as quickly as we can.
Is the Secretary of State aware that some of us on the Opposition side of the House were a bit worried that he might have become leader of the Conservative party? I congratulate him on his determination to remain Secretary of State for Defence, and he will certainly have the support of many of us for the way he has handled that job in recent months. First, I wish to press him on the role of the BBC World Service in getting good news out around the world. It is a vital component and should be encouraged. Secondly, is the Royal Navy playing a full part? He mentioned it in passing, but we recently had the embarrassment of one of our new aircraft carriers breaking down, so is everything all right with the Royal Navy and is it able to play its part?
In the next few days HMS Queen Elizabeth, the other carrier, will depart to fulfil the duties of HMS Prince of Wales, which shows one of the benefits of having a second carrier. I thank the hon. Gentleman for his kind comments; I do not know what to say in response, but that job was not for me. Some people are braver than I am when it comes to that type of job, and I am lucky in this House in that I feel fulfilled, and there are not many people in politics who get to make a difference. As far as I go, I am delighted—but who knows; I might be off to the Home Office. We will carry on, working across the House, to make sure that we look after not only our troops and our people, but the people of Ukraine.

Commons ChamberYes, it is. We committed £6.6 billion to research and development in the defence Command Paper to make sure we are fighting not yesterday’s battles but tomorrow’s. We are taking steps to work internationally and on a sovereign basis to see how we can defend against both hypersonic and other types of missiles.
I pay tribute to the brave men and women who fought for us in the Falklands. I was here at the special Saturday sitting, and I am still proud of what we accomplished. If there were to be a similar occurrence now, would we have the capacity to act in the way we did?

Commons ChamberMy right hon. Friend has put his finger right on the heart of the current race. The race is on to equip the Ukrainians with the same long-range capabilities that Russia has, so that they are not outranged and pinned down. That is why we started first and foremost by sourcing 152 mm around the world—Soviet calibre—so they can keep going with that.
In parallel, we and a number of nations are exploring providing either 105 mm, which is our main lightweight gun, and the 155 mm in more mobile versions than the big armoured AS90s. One thing that this modern battlefield is showing is that people had better move quickly once they have fired their guns, because they can be very quickly found by pretty cheap off-the-shelf unmanned aerial vehicles. Exactly as my right hon. Friend said, there is a race on in parallel. We have now seen a number of eastern countries providing 155 mm howitzers; that unlocks NATO ammunition. We will play our part and make sure it gets to them.
In addition, the intelligence around artillery has to be improved, so we are exploring counter-battery radar, so that as soon as Russia fires a shell at you, you know exactly where it came from, and you can return the favour.
The Secretary of State may have heard that I have been calling for a more regular performance. I am a great admirer of his, but I have been starved of his company. I am very pleased that he has made the statement—many of us are encouraged by the information he has given—but is he aware that the people of Mariupol have been dying of starvation and lack of water? We have a Navy; has it not been possible to supply food, water and that sort of stuff by sea? I may not be a logistics or military expert, but it seems strange that those people have been starving and we have not sent food.
I understand the hon. Gentleman’s deep sense of frustration—not at listening to me, but regarding the people of Mariupol. The nations of the Black sea govern the Black sea through the Montreux convention, a very old piece of law, and at times of war they can shut the Black sea to any nation other than Black sea nations. Turkey did that at the very beginning, which disadvantages Russia more than anyone else, and therefore we could not go in even if we wished. I have already spoken to the Turks and the Romanians about minesweeping capability, because it is clear that this summer a lot of the grain will not go out through Ukraine, but it might go out through neighbouring countries such as Romania. That is very important. At the moment, however, it is not possible for us to put ships into the Black sea and, while Russia will not be able to replace its ships, that gives it another sense of strength in trying to control the area. That is why the Ukrainians need anti-ship missiles to ensure they get at least some access to their coastline.

Commons ChamberOver the last few years we have been actively engaged in helping Ukraine both internally and externally across its whole government. Indeed, when I was Security Minister we were engaged there and I visited on two occasions for exactly that purpose. Currently the National Cyber Security Centre is involved in giving advice and support alongside our international allies to make sure Ukraine’s resilience is strengthened against the Russian playbook, as the hon. Gentleman rightly says.
The Secretary of State for Defence will know that I think he is a breath of fresh air in the job, but I also know that he shares my concern that we have been pushing down the numbers in our armed forces consistently over recent years. Can he give me an answer on this today: has the situation in Ukraine changed the mind of the Government, and will they now build up our armed forces so we can offer credible help to the poor people in Ukraine?
Our armed forces right now are providing support in covid, in the channel, in eastern Europe, and in Ukraine and elsewhere. We are currently running at about 78,000 for the strength of our Army, and the hon. Gentleman will not have noticed, although he is obviously in agreement with me, that we increased the original commitment up an extra 500 from 72,500 to 73,000. I have always said the size of our armed forces and defence budget should be threat-led: if the threat changes we should always be prepared to change it. At present, I am minded to stay where we are, but we should also reflect that what we see in Ukraine is that our real strength is our alliances: 30 countries in NATO is the strongest way to achieve mass against a force such as Russia. That is why NATO remains strong and united.
I cannot say right now, but I can say that it is about readiness: we must be ready because we never know where the threat comes from.
Will the Secretary of State promise me that he will listen to the Reith lectures—especially the bits about artificial intelligence and robotic warfare—and then think about our defence plans?

Commons ChamberPresident Putin’s publicly stated view is that by potentially dealing with Ukraine, or preventing Ukraine from joining NATO, he is in fact saving us all from a future war; he wrongly asserts that if Ukraine joined NATO, Ukraine would then attack Crimea and Donbas, and that would trigger a NATO response. My right hon. Friend is an expert on NATO and knows that is a fantasy scenario, but it could potentially be used as a justification. It is therefore important that we demonstrate that although Ukraine is not in NATO, we can do our best to protect its right to choose; and it is also important that we make it crystal clear to the President of Russia that if he tries this with NATO partners, no matter how big or small, article 5 is a reality.
I am particularly fearful of the possibility of an outbreak of war in Europe. I was born not far from here during the worst blitz of the war with Nazi Germany, and every time I think about war, I remember my family—my father was away at the war—and the bombs raining down, killing our neighbours, so no one can give me lectures on this. We must firmly show these despots and dictators that we mean business in every sense. Will the Secretary of State join me in sending that message to Putin?
I have been very consistent on this. Like the hon. Gentleman, a number of colleagues on the Government Front Bench, and indeed some on the hon. Gentleman’s side of the House, were born in a second world war environment, or have seen either people at the wrong end of a terrorist attack or death and destruction. No one comes here glowing with warmongering in their heart; they come here to do their very best to avoid it. However, freedom comes at a cost—freedom is not free, as the South Koreans know and put on their war memorials. We have to stand up to this. We did not stand up in 2014 as an international community; we did not stand up as an international community enough. We did send a very successful and strong message after the Salisbury poisoning—153 intelligence officers were expelled—but if Putin is successful in this, the ripples will not end; they will go through us all, and we will all regret it in the long run. Sometimes we must take a stand, and now is the time.

Commons ChamberMy hon. Friend is right that the RAF is a key component of NATO’s deterrence and defence posture. The RAF preserves the security of alliance airspace through its contribution to enhanced air policing and its commitment of forces to the NATO response force. The RAF also provides high-quality staff officers to NATO headquarters, and it provides air transport, air-to-air refuelling and intelligence, surveillance, target acquisition and reconnaissance support to NATO exercises and operations.
The Minister knows very well what is happening between Russia and Belarus. He knows how many people are hostage on these borders, and how many children are in danger of dying of cold and starvation. What is NATO actually doing to show Russia that we mean business when it has devious and disgraceful policies such as this?
The hon. Gentleman is absolutely right to say that what is going on in Belarus—and then into Poland, Estonia and these other countries—is a tragedy and a disgrace, in the way it has treated vulnerable people and clearly brought them over from other parts of the world. I am visiting Poland this week to discuss matters with my Polish counterparts. The hon. Gentleman will be aware that the UK has a considerable number of forces in both Estonia and Poland, under the enhanced presence, and I have sent a recce party of Royal Engineers to see what else we can do to help. At the same time, on the diplomatic channels, we must also make sure that we are very clear that this is unacceptable behaviour. It is a hybrid, destabilising method deployed by too many countries, with human beings being the traffic. We should also press on the European Union, which is responsible for the civilian border policing of its Union; that is a very important step for it to take, as it should also be able to step up and complement NATO’s efforts.

Commons ChamberMay I bring a bit of peace to the Chamber by suggesting that what we all need is some stability in the Ministry of Defence? I think this is the sixth Secretary of State since 2010. I come from an Army background—my father and two brothers served in the British Army—and I represent Huddersfield, where David Brown and other major defence manufacturers are located, but it seems we want it all. We want the modern technology—I have always believed that we need an independent nuclear force —but, as I have consistently said to the Secretary of State’s predecessors since 2010, despite all the other things we want, at the end of the day, the Russians and the Chinese will look at us going down to 72,000 men and women in our armed services and think we have run up the white flag. What does he have to say about that?
First of all, the Russians will look at the fact that we have learned the lessons of Crimea and elsewhere and will be investing in deep fires, which were a place where we were deeply vulnerable. They have not been upgraded, which has allowed the Russians a strategic edge. They will look at the fact that we are starting to invest in ballistic missile defence capabilities and anti-missile capabilities, which we have been missing for many, many years, which is why our adversaries went there. They will look at the fact that we will invest in a multi-role surveillance vessel to protect our critical infrastructure, because the Russians worked out that we had not invested in that protection. They will see that we have seen what they are up to and we are going to do something about it. They will also see that the area where they seem to have got away with the most—the sub-threshold or grey zone, where they have inflicted cyber operations, corruption and all sorts of espionage on this country and her allies, and our citizens—is where we, too, are going to be, to compete back against them.

Commons ChamberIt will not surprise you to know, Mr Speaker, that Britain builds pretty much the best of everything in the world when it comes to aerospace. As a former aerospace worker, and a Member of Parliament who represents a good few thousand aerospace workers, I know at first hand how much the international community needs and wants our products. The trick is to make sure that we sell them, and the best way to sell them is for us to buy British and show that the best armed forces in the world use British kit.
If the Minister really wants to see the best of what Britain can do in manufacturing, a long-term partner in defence procurement and in making the turbines and gears for the armed services is David Brown Gears in Huddersfield. Will he visit that company? It is a brilliant company. It manufactures for our armed services and it exports. May I invite him to visit to see how excellent it is?

Commons ChamberCan I give the Minister a brief message from my constituents? They say that perpetrators of organised crime are constantly improving their ability to use new technologies to defraud them, and they have no resistance to having the best and most modern technology possible in the fight against crime.
One of the biggest challenges is how to get ahead of organised crime. Organised crime uses technology to organise better, and we need to organise better to counter it. The hon. Gentleman will have heard the different views in this House about technology and surveillance, and it is important to get the balance right. Members should be under no illusion that technology is giving the very baddest people in our society a real advantage, and that takes long-term investment to address.

Commons ChamberI read with interest the article and the letters sent by the former Chief of the Defence Staff and Secret Intelligence Service—in fact, I served with the former Chief of the Defence Staff. I regret to say to my hon. Friend that I think they are completely wrong. Nothing in the withdrawal agreement or the political declaration cuts across NATO, our defence and intelligence relationships with the EU or the US, or the Five Eyes alliance. The withdrawal agreement guarantees that it is the United Kingdom’s sovereign choice to co-operate with the EU on foreign policy and intelligence matters, while protecting the UK’s national security safeguards.
Thank you for your condolences, Mr Speaker. We live to fight another day.
There are some thoughtful people on the Government Front Bench, but listening to today’s questions I get the feeling that they live in a silo, where they are comfortable but do not join up with other Departments. I hear from senior police officers up and down the country, but particularly in West Yorkshire and Huddersfield, that there is inadequate supply of the special skills needed to combat terrorism on the internet.
I am afraid that is simply not the case. I speak regularly to all the leaders of the regional counter-terrorism response and the serious organised crime response. The part of policing that currently gets increased funding around that speciality is organised crime and counter-terrorism. I am happy to visit with the hon. Gentleman the counter-terrorist unit in his part of the country, which does a first-class job. The problem is not access to that speciality but making sure that we cut off the future demand and threats. I urge him to come with me to visit his local unit, and we can discuss the Prevent programme together.

Commons ChamberI understand my hon. Friend’s concern, but I can assure her that the use of informants is strongly controlled by robust safeguards and independent oversight. We must not shy away from using informants, as their use in certain circumstances is vital in stopping some of the worst in society carrying out their crimes.
Has the Minister heard, as I have, from police up and down the country about the influence of Russia in our serious and organised crime? I hear time and again about Russian money and influence, and about Russians coming in via Malta and Cyprus.
The hon. Gentleman is right to say that a number of active Russians and indeed other nationals are involved in organised crime in this country. That is why the Government are reviewing the organised crime strategy that was first published in 2013 and why we introduced the Criminal Finance Act 2017 to give us the powers to deal not only with the people inflicting these crimes but with their money, should they choose to push it through this country.

Commons ChamberI can give my hon. Friend that assurance. We are determined that unexplained wealth orders should be used not only by the NCA but by broader law enforcement to ensure that people have to prove where they got their wealth. Using that reverse burden of proof makes sure that we progress to taking an asset if a criminal’s wealth is unexplained and might have resulted from criminality.
Is the Minister aware that we regard the National Crime Agency as a bunch of amateurs in this field? People are increasingly talking about a big Russian mafia presence in London that is spending huge fortunes on organising crime. When will he take those people seriously and do something about them?
The hon. Gentleman will be delighted to know—it might make him a bit happier—that that is why unexplained wealth orders, when applied to people outside the European economic area, have a lower burden of proof in court, so that we can freeze their assets and ensure that such people prove where they got their billions. We can then take the money and redistribute it back to the people who need it, either the law enforcement agencies or back to the countries from which they might have stolen it.

Commons ChamberMy hon. Friend will know that priorities for the police are set by the police; it is not for Ministers to interfere with the decisions they make. It is of course very important that we investigate all allegations of sexual abuse without fear or favour, and that we get to the bottom of it and put away those people who are causing such harm.
The Minister is being far too glib. All the research shows that the best intermediary for teaching children is someone they trust in a school—that is the truth—and online work is not actually very effective. Is it not the truth that bullying and exploitation are rampant, and is it not about time that we stopped making excuses and took on the Googles and the people who allow this to be transmitted?
The hon. Gentleman misses the point: we are taking on the Googles and the big internet companies, but he should spend time in schools. In the primary schools that my children attend, they are given classes on how to stay safe online. This is not done in a silo, with just a website; it is a combination of the website with teachers and parents—everyone has a role—and that is being delivered. Our challenge in the world of the internet is to keep pace with the huge numbers of referrals that we get every month of international paedophiles who abuse the internet to exploit our children and take advantage of the latest technology, and to ensure that our law enforcement agencies constantly go the extra mile to catch them.
