My Lords, I have no personal relationship with the CDC, although not for want of trying. I went to see Diana Noble but was dismissed—metaphorically, not literally—because she left after 20 minutes. I was trying to find out what it does and how it works, but got nothing. However, that is not the reason why I am speaking today. I was not pleased, but that is not the important part.

I wrote to the noble Baroness, Lady Verma, when she dealt with DfID issues to ask her some questions about the CDC. She did not answer them, but just repeated what the CDC had told her to say. I then wrote to the noble Lord, Lord Bates, and I must thank him, in front of all your Lordships, for writing to me properly and giving me a lot more information. But there are some issues which worry me. The noble Baroness, Lady Northover, and my noble friend Lord Sandwich made the point about poverty reduction. It is difficult to see how some of the investments I have found out about through research, which I will talk about, fulfil the objective of reducing poverty.

The other point which worries me very much is the need for a proper independent review of the CDC’s work. I think most of your Lordships have taken on board what it says, and may know more about its work in depth than I do, but since the Harvard review, which looked at 2008 to 2012, there has not been a proper independent review. Any organisation which receives government money should have regular independent reviews. Some of the things said about the CDC have not been very encouraging. The shadow Minister for Development, Mary Creagh, has said that,

“the government’s own aid watchdog gave their private sector aid spending an amber-red rating and warned that ministers lack targets and a clear focus on reducing poverty”.

Maybe that will be dealt with in the new measures we will read about. She went on:

“Ministers must ensure this new investment in the CDC is transparent, focused on helping the poorest people in the world and delivers value for money for British taxpayers.”


I think it does, but I do not know how much it does for the poorest people. There was also a certain amount of criticism about gated communities, shopping centres and luxury properties in poor countries. According to the Global Justice Now advocacy group:

“CDC have a track record of ploughing money into dubious ‘aid’ projects like the Garden City luxury housing and shopping complex in Kenya and a luxury hotel in Lagos, Nigeria”.


There are issues about the work of the CDC because we do not get outside reviewers to look at it. The noble Lord, Lord Bates, said that the National Audit Office looks at it but that is not quite what I had in mind. It has to be looked at by people who are involved in development, not national audit. Even if it spends its money properly, I doubt whether it manages to keep all of it clean, because I am sure it has to grease some palms in some of the countries it is working in—although the less said about that, the better.

It worries me that there is no real review of the CDC’s work. Let me go through some of its current investments. It has now invested $6 million in Bridge International Academies, a company that runs fee-paying schools in Kenya. That is all very well, but why does it have to invest that much money in fee-paying schools? What people need instead is non-fee-paying schools, or schools where the fees are so small that they can manage to pay them. This deeply concerns me.

Rainbow Children’s Hospitals is a corporate hospital chain in India that provides mother-and-baby care and fertility treatment. The question was asked whether India is a middle-income country or a poor country. India has more poor people than many other countries, but there is so much money that Christine Lagarde said in her lecture two years ago that the Indian billionaires could remove poverty overnight. I do not see why the CDC has to invest in the corporate sector in India. There is a lot of money for money-making in India. People do not give money for the poor or for poverty reduction, but they are very happy to invest in the corporate sector.

Finally—and the worst of all—there is Narayana Health, a corporate multi-speciality hospital chainI have made some enquiries about Narayana. It is not just a hospital chain but one of the biggest conglomerates, and does all sorts of things. Its hub is in southern India and is almost like a small town. Why are we giving it money? I do not understand why we are giving money to Narayana Health, which is one of the richest organisations. I do not want my tax money—if it is my tax money—to go to Narayana Health. It has been given $48 million. It does not need money. It has more money than it can spend.

To me, these things are very worrying. I would like somebody to take a much stronger interest in the CDC’s investment policies: which countries it is investing in and what the return is. It invested in another chain of fee-paying schools, saying, “This is very good because you only pay $6 a month to get your child in there”. Although $6 seems nothing to noble Lords sitting here, it could mean a lot to a really poor person in Africa. Will they be able to find $6 to send their child do school? So I ask the Minister please to make sure that the money is being spent for poverty reduction as well as job creation. Just creating jobs will not change a country entirely. Poverty reduction has to be a priority.

My Lords, I begin by thanking all noble Lords for their contributions in what has been a thoughtful and fascinating debate that has ranged quite widely over a number of different headings. Broadly, I have categorised those—although there is a significant overlap—into: the CDC’s role in the private sector, which the noble Lord, Lord Boateng, referred to with practical examples, as did my noble friend Lord Flight with other examples, and it was also referred to by the noble Lord, Lord St John of Bletso, and my noble friend Lord Eccles; the CDC development strategy and where this Bill fits into that, which was focused on by the noble Lord, Lord Collins, along with the noble Lords, Lord Shutt and Lord Judd, the noble Baroness, Lady Northover, and the noble Lord, Lord Bruce; and, finally, the question of parliamentary scrutiny that should rightly be afforded to such an important area of public expenditure and investment, which was the focus of the noble Earl, Lord Sandwich, and the noble Baronesses, Lady Flather and Lady Sheehan. I shall take that as my rough template to draw some strands out of the initial remarks.

The first point to make, however, is that, obviously, I echo the comments made by a number of Members during the debate recognising the significant level of expertise resident in this House that can be brought to bear in scrutinising and helping to shape strategies in future.

On the strategy, the noble Lord, Lord Collins, was absolutely right to take us back to the sustainable development goals and Agenda 2030. When we look at a Bill, we look at a particular strategy in isolation, and I want to try to place this Bill in the wider context, which is that of the sustainable development goals. Goal 8 has been mentioned, but essentially it is goal 1 that we are after, the eradication of poverty, which is the mission of DfID. The noble Baroness, Lady Northover, and the noble Lord, Lord Bruce, referred to that. We have made good progress on that goal. In 1990, those living in extreme poverty numbered some 2 billion; as of 2015, that number had reduced down to 705 million—almost to one-third, at a time when global population had gone up. In many ways, that heartened and strengthened the view—because a significant proportion was drawn from the commitment to the millennium goals—that global concerted action and focus could deliver significant change, if it was co-ordinated. That was why the UN Secretary-General set up the high-level panel of which the former Prime Minister David Cameron was a co-chair, which then led to the sustainable development goals.

The sustainable development goals, which have as their target eradicating extreme poverty by 2030, with a number of successor goals to that, are very much at the heart of what we do. Because we now view development activity through the lens of the UN sustainable development goals and have our commitment—which continues to be reiterated, as perhaps it needs to be—to the 0.7%, which has been secured through legislation and our manifesto commitment, we seek to match the 0.7% with the goals. Our strategy across government for implementing the goals will be set out in a new Agenda 2030 strategy document, which will be published in the next couple of months.

I am providing a protracted introduction because my opening remarks perhaps did not quite cover the context that this Bill fits into. We have the sustainable development goals as a focus, we have a plan which is coming and we have a UK aid strategy, which sets out the importance of economic development and of jobs, which are sustainable goal 8, as well as the eradication of poverty, which, rightly, was number one. It talks about partnerships and working together. The UK aid strategy then fits into and drives the single departmental plan of the Department for International Development as the prime lever for doing this.

The noble Baroness, Lady Flather raised a point on data, and one of the most important elements in the sustainable development goals is, to the delight of mathematicians and statisticians, the incredibly complex data that will be required to track progress towards those goals. That is set by the United Nations Statistical Commission, and the Office for National Statistics will have responsibility for collating data from across government—including the Government Statistical Service and many other sources—and uploading those so that we can better track our progress. That rests in the single departmental plan, which is published.

Off the back of that, last week we published our economic development plan, which recognises the importance of private sector investment in infrastructure. Gradually, this has all been built together. All of that is then scrutinised and overseen by the Independent Commission for Aid Impact, ICAI, by the Select Committee on International Development, by the NAO, whose report has been referred to, and by the Public Accounts Committee—the noble Earl, Lord Sandwich, referred to attending the PAC meeting yesterday, where the Permanent Secretary gave evidence.

So that is the context in which this Bill needs to be set. We are arguing that it is not all about economic development; economic development is part of what DfID does—in the current year, economic development sits in an envelope of roughly £1.8 billion out of a £12 billion spend. So we are talking about funding within that envelope on economic development.

Then we come to the question of the CDC Bill itself. The argument was that, because several years had elapsed since the Act had been passed and the cap had not been moved during that time, it was right that, given that economic development was going to play a more significant role in addressing the sustainable development goals, we look at raising that cap.

Of course, the UK Government are the shareholder, so when we talk about hiving off funds, as my noble friend Lord Flight said, we are hiving off funds to ourselves. It is taxpayers—it is ourselves—who are the owner and shareholder, and we have the ultimate power as the shareholder, without wishing to worry current holders of posts, to appoint the board and appoint the chief executive. We can have a quite significant impact. I want to reassure noble Lords on that, because there was some concern in that regard.

On the CDC and its strategy, I took on board the point that was made. We are now drilling down: we have gone through the sustainable development goals and the cross-government approach to delivering on aid; we are now into economic development and we have the economic development strategy; and now we are saying that it is right that there should be an investment strategy for CDC, which should be published and discussed initially with the shareholder—namely, Her Majesty's Government.

When that was being discussed, we felt there were two alternatives: to publish the strategy alongside the Bill, or to allow the Bill to make its progress through the House and do the House the courtesy of listening to its scrutiny of the Bill. Some comments, such as the ones mentioned by the noble Lord, Lord St John of Bletso, have made a profound difference, and others, such as those brought to our attention by the noble Baroness, Lady Flather, perhaps less so. We chose to let it go through the House and for the wisdom and expertise that exists in this House to be incorporated into the final strategy that is published.

At the same time, when agreeing our process on this, we had a couple of choices regarding parliamentary scrutiny, and I want to address this quite directly. There was a debate about whether we put in £12 billion, which was what we assessed looking forward. The noble Lord, Lord Collins, referred to the estimated $2.5 trillion funding gap, so this is significant but, in terms of the need, it is not vast. It is also fair to say that the amount we allocate, as a percentage of overseas development assistance, to capital in financial institutions is significantly less than countries such as the Netherlands, Germany, France and the USA. We asked whether we should go straight to £12 billion or have an interim stage. I suppose the conclusion was that we could take this in cycles, so the initial plan will be for the next four years and then there will be a successor plan for the following five years, which will be published and discussed. Off the back of that, there will then have to be an affirmative resolution, before your Lordships’ House and the other place, to give permission for that investment to occur. We considered that point very carefully and came to the conclusion to do it in two steps. That was the rationale behind that.

The noble Baroness, Lady Sheehan, and the noble Earl, Lord Sandwich, asked about the CDC Bill being certified as a money Bill. I would like to say it was part of a strategy, but of course we have no control over that. The certification of a money Bill is the preserve of Mr Speaker in the other place, and I do not think he would take any advice from Her Majesty’s Government on this or probably any other matter. He certifies it and it is what it is, and we must work within that.

I was struck by the points made and the quality of the debate. Noble Lords suggested it would be useful to have a debate on the strategy when it is published. There will be a number of other strategies around at a similar time on a sustainable development goals—sorry, let me just clarify that there will be an affirmative resolution before the House of Commons only, which will have the opportunity to comment on this second step. On whether there should there be an opportunity for your Lordships’ House to discuss this, that would be for the usual channels to agree, but I will be very sympathetic to it on the basis of the discussion we have had this morning.

I have set out the broad headings, so let me turn in the time that remains to some brief responses to specific questions that I have not covered in my general remarks. The noble Lord, Lord Collins, asked whether there would be full disclosure of the CDC’s investments on its website. I can reassure him that a full list of investments, including the legacy investments, can be viewed on the website.

The noble Baroness, Lady Flather, and the noble Earl, Lord Sandwich, raised the point about measuring the CDC’s contribution to poverty reduction. The contribution is clear, as it is made through jobs, local taxes and infrastructure.

However, this economic development and investment have to be seen alongside the work we are doing with our multilateral partners in the development banks. The World Bank operates in a lot of these countries and international finance institutions in some regions have been mentioned, such as the Caribbean Development Bank. We also have a UK Caribbean Infrastructure Fund partnership. We use many different vehicles and direct investment is just one.

We also have a huge commitment, rightly so, in education—which the noble Baroness, Lady Northover, oversaw as well during her time as Minister. It is true that no one has ever got out of poverty by aid alone and therefore trade is required, but it is equally true that, as well as economic development, you need education. Without the skills and the workforce, then I am afraid it is not going to happen. We have a major programme in education, which then feeds into economic development and our work with our international partners in respect of that.

In terms of independent evaluations, there was an evaluation commissioned in 2015 by a team from Harvard. It reviewed the CDC’s investment for the period 2008 to 2012 and concluded that the CDC’s investments had been transformational—a point made by my noble friends Lord Flight and Lord Eccles and the noble Lords, Lord St John of Bletso and Lord Boateng—such as in the work of the Africa Enterprise Challenge Fund particularly with small and medium-size enterprises.

My noble Friend, Lord Eccles, asked about the proportion of the CDC portfolio that is now direct. The noble Lord, Lord Bruce, referred to the report on this from when he chaired the Select Committee. The CDC has built up its capacity and moved significantly from operating as a fund of funds to operating more directly where it could exert greater control and measure the results. In 2015, 67% of new commitments by value were direct investments, and we expect this ratio of about two-thirds direct to one-third through funds to continue.

The CDC was set a great challenge, and many noble Lords rightly paid tribute to the work of the current chair and current—and outgoing—chief executive, Diana Noble. I certainly echo that. The CDC’s staff are immensely high-quality and combine private sector expertise with a compassion for the world and a determination to ensure that we improve our performance in relation to the poor.

There was a criticism that the CDC has gone for easy wins. Perhaps that applies to a bygone era, as the noble Lord, Lord Boateng, referred to, when it was perhaps being “fattened up” for privatisation. When we decided during the coalition Government, when Andrew Mitchell was Secretary of State, that we wanted this to be a long-term public vehicle as part of our economic development strategy, we narrowed the focus. We said, “Where are the poor people?”. The answer is that 80% of that 700 million-plus that I mentioned still living in extreme poverty are in Africa and south Asia. Therefore, that should be the focus of our attention.

What is the greatest need in those areas? Is it for financial sector instruments? That may be part of it, but I agree with the noble Lord, Lord Collins, that the greatest need is for jobs and better jobs in those areas. So we said that the focus should be on the areas of greatest poverty and on job creation as being the objective. That is a fair area to head for.

I was trying to say, with some of the examples that I gave, that they do not need money: they are already very wealthy and they have jobs that they are giving to people. There has to be something focused on the areas where there is not enough money.

That is right. The noble Baroness refers specifically to India, which is of course itself a signatory to the sustainable development goals and the eradication of poverty by 2030. That will have to be its focus.

A number of other questions and particular points were raised. I will review the record, particularly with reference to the points made by the noble Lord, Lord Judd, at the beginning, and where there are gaps or I can add anything, if it will be convenient for the House, I will write to noble Lords. I reiterate my commitment to continue to engage with the House as the CDC progresses with its strategy and we finalise the new business case.

My Lords, it is said that women form half the population of the world, do three-quarters of the work, own 1% of the property and get 10% of the world’s wages. This may or may not be exactly true, but to some extent we know that women do not earn much and do more work than men.

For the past 10 years, I have focused not on educated women who are doing well or who are entrepreneurs but on the needs of poor women in developing countries. The two areas I have focused on are the Indian subcontinent and Africa. I know the Indian subcontinent well personally and I have visited many countries in Africa. In Africa, you see the women working, working, working, and you see the men standing outside a shop or a place where they can get drink, chatting with other men. It is quite depressing to think that these men can enjoy their life to such an extent and all the work has to be done by the women. I have not been to Nigeria, but I am told that, there, a man will marry three wives: one to look after the children, one to look after him and one to do the agriculture. This is not the world that we should be looking at in the 21st century.

Everybody agrees that in developing countries women’s lives are not good, that they are not doing well and not getting an education. Who is taking the initiative to fight this? I know that DfID is doing what it can, but we have to work with the Governments of these countries and say, “Look, your women are not in the economy—you are not using a valuable resource in your economy”. If China did not have women in its economy, would it have done as well as it has? No, it would not. Indian and African women are not in the economy.

I know that my noble friend Lord Loomba’s particular interest is in widows, and Indian and African widows have a terrible time—all widows have a terrible time. Without a man, they lose their identity and lose whatever the man might have owned. Some Indian widows are taken to places of pilgrimage and left there. They literally have to sing for their supper. It is horrible. The lives of women in developing countries are appalling, and even those of us who think we understand, through the newspapers and our own knowledge, do not understand. The reality is far, far worse than we think it is.

With that in mind, the year before last I set up the charity Women Matter—we are still working on trying to make it happen. Its main concept is skilling women and girls and finding them paid employment. In India and Africa, women are not seen as normal employees. I know of a woman from Kenya who went to the city and got a job. When she came back to her village, they refused to let her in. There are so many stupid things that do not help anybody, including the country that the women live in. My proposal, through this charity, is to try to find big companies that will meet their CSR by employing women. India has set aside 2% of net profits for CSR. It could all be used to help women, but I am sure it will not be. We will talk about it for ever, but I do not know how we will make that happen. How will we make people realise that women, who are crucial to the world in every way, are treated so badly?

I have always spoken in debates tabled by the noble Lord, Lord Loomba, because I will speak in every debate which gives me an opportunity to speak about the situation of women. But please let us not just speak about it; let us see what each of us can do and what each of us can add to the value of women.

I do not recognise the retreat from multilateralism. We are gearing up on that—we are talking about the Global Fund and GAVI. In many of the areas we need to reach, we cannot work nationally or regionally, so it is essential that we work globally. We are absolutely committed to that effort.

Will the Minister please tell me what the role of family planning is in these reviews? I have no idea what is in the reviews, but family planning was quite a high priority in DfID before the new Secretary of State arrived. I would be grateful if I had some assurance that it still is.

My Lords, I was enormously impressed by the noble Earl’s knowledge of all the ways in which projects are being looked at, but a little depressed at the same time, because it seems that we have too much looking at and not enough doing.

One of the most important things has been touched on by the noble Lord, Lord Desai, and the noble Viscount, Lord Craigavon. We live in a world in which no value is given to women in many developing countries. In fact, an animal that has been bought has greater value than the woman. We cannot have any kind of fair world without bringing women into the success that we expect from men. The problem is that if women are not in the economic world, it affects the whole country and the whole world—not just the women. It does not allow that country to progress. Wherever women are doing better, you will find that the country is doing better. This factor must be always looked at.

I have been to many conferences and, unless they are women’s conferences, the “woman” word is not mentioned at all. Women are half the population, and they say that they do three-quarters of the work in the world. They earn practically nothing, just 10% of the wages, and they apparently own 1% of property. It is time for us to realise that unless we bring in the neglected other half of the population, things are not going to change in developing countries. The noble Lord, Lord Desai, mentioned the girl child. The mother is equally important. If you help the mother, she will look after the girl child and the boy child. It is extremely important to start thinking along those lines.

I am so glad that the noble Baroness, Lady Chalker, will speak after me. She coined the phrase “children by choice”. We are still using that phrase. In 1950, the population of the world was 2.7 billion; 65 years later, it is more than 7 billion. Yet, when people talk about climate change, they do not mention the population increase. In fact, population, having too many children and family planning are not considered proper subjects to speak about. They are the most important subjects for all our futures. Improving the condition of women is also the most important matter for all our futures. Without improving women’s lives and giving them the opportunity to join the economic life of a country, there is no future for that country. No matter what you do, if half the population is the poorest of the poor and has no impact on the life of the country, that country is not going to progress. Half the population are not even being looked at or considered.

We have a big problem with water stress. Why is that? Is it because of climate change? Yes, it is. What is the cause of climate change? It is obviously not population—except that it is, and we need to think about that. Every woman should have access to family planning, because when women have fewer children those children benefit, the women benefit, the families benefit and the country benefits.

My Lords, first, I thank the noble Lord, Lord Loomba, for securing this debate. I remind your Lordships that he has a trust foundation for looking after widows and the children of widows—which is even more important because often widows do not have the capacity to make sure that their children are well educated. For that, we should thank him and remember that what he is trying to do is very important.

I am going to be a little self-indulgent to begin with. My great-grandfather was a philanthropist in the main city of Punjab, Lahore. Although he was a Hindu, he is still called the father of Lahore by the Pakistanis because he was a civil engineer and he built a canal system that made Punjab the granary of India. He also gave away a lot of money. He started to make money and he used to say, “The more I give, the more comes”. He had widows’ homes and orphanages. He also had two homes for unmarried mothers because, at the beginning of the 20th century in India, unmarried mothers were either killed or had to go on the streets. It was an appalling situation and he was very conscious of the needs of women, which is why I have mentioned him. He was actively campaigning in those days, with the British Government, to get the treatment of Hindu widows improved. By and large, Hindu widows are still treated extremely badly in India. A lot of them are left to beg in places of pilgrimage to survive; they are not looked after by the families. He was very angry about that and kept trying to get the Government to do something about it. He could not change the whole culture by having widows’ homes. He did not succeed, but he tried very hard.

The other thing which we have in India is the child widow. I know that this has been touched on, but if a girl gets married at the age of seven or eight—which is still quite common in Rajasthan—and the boy dies then she is a widow. She is treated as a widow but she has never been with her so-called husband, because they are both children. They have to wait until she is a fully grown woman for her to go to her husband’s home. It is just unbelievable that a girl child is then a widow and treated extremely badly. There is a village in Rajasthan where they kill the girls, and which did not have a girl and boy marriage for 26 years because they had killed all the girls. The treatment of women and girls in India and Africa does not bear thinking about.

I know that we are talking about conflict resolution and I accept that women have an important role to play, but they have an important role to play in life itself and are not given that role. They are not treated as if they are people—human beings—who have something to contribute. They are used and abused, for the most part. They are not people with rights or positions so unless we look at the whole situation of women, in the light of what is happening in the world today, we cannot ask them to help with conflict resolution. They have to feel empowered to some extent to be able to do it. If you say to a woman, “I want you to do this”, her first reaction is, “I don’t think I can do it”. But if you then say, “No, you can”, they, too, find that they can. What we are facing is religion and so-called culture. I do not call it culture but bad social practices. We are facing those two real problems in developing countries and we have to fight against them both. It is not right that women should be treated in the way that they are in India or Africa because Hinduism says so or because a culture has always been like that. That is not how it has to be.

Many words are said but no implementation of them ever takes place. Modi has said that he is going to improve things for women in India, but what has he actually done? He was quite rude to the Prime Minister of Bangladesh when he said, “She has done so well, for a woman”. Can your Lordships think of anything worse than that? I cannot. It is so appalling for a Prime Minister of India to have said that. I say to the noble Baroness, Lady Uddin, that I was in India during the Bangladesh war. The Indians were very much involved in getting rid of the Pakistanis from Bangladesh then. Two thousand women were found incarcerated, without any clothes, for the use of the soldiers. They did not give them clothes because they knew that, if they had anything, they would hang themselves. Can you believe that people could behave like that in the 20th century? When the women did get clothes, they did hang themselves, because where would they go? Who would have them? How would they be treated? I am glad to hear that later they were treated as heroines but they would not have been at that time. Women face some terrible dilemmas.

USAID will not allow any organisation with which it has any connection or to which it gives any money to perform abortions. Imagine a woman being raped countless times who then becomes pregnant but cannot get rid of the child. What do you think that child is to her? It is a reminder of her misery, a reminder of all those rapes. It is unbelievable that USAID still does not allow abortion, even in those circumstances. I cannot believe that it can go on thinking like that; it does not see women as human beings who cannot bear this nastiness.

We have to do whatever we can for women in general and then try to encourage them to take part in all sorts of areas of interest. They can add something very special to every organisation, meeting and committee, but they are not allowed to—they are not there. Perhaps in two, three or four years something will start to happen, but as I am getting rather old I am feeling very disappointed that it might not happen in my lifetime.

It has been mentioned that in Africa women are not allowed to own property. That is true, but it is worse than that. My friend Ladi is from Nigeria, and her father died when she was five years old. His relatives came to the house and took everything that was saleable, every possession. What is more, they took two younger wives who could work, but they did not take Ladi’s mother because she was older and they felt she would not be able to do as much work as the others. Ladi’s mother was left with 13 children and no means of supporting them. Can you believe that? I asked Ladi what her mother did and she said, “She gave away a child to whoever would take one”. She managed to place children with families in the village—anyone who would take a child. Imagine the life of that child who would be at the bottom of the food chain, with no education and no future. Ladi went to an uncle; she was a goat-herd at the age of six. Until she was nine she had no shoes and today her feet are in such bad condition that she has to have operations on them.

The suffering of women in India and in Africa is unbelievable and intolerable. We know about the suffering of women in Afghanistan and in many other places, but the largest number of those affected are in India and Africa—at least 1 billion. They have very little power and very few resources, and the situation does not look as if it will change overnight.

It has surprised me that, apart from the right reverend Prelate, no man has spoken in this debate. It is amazing. Men hold the power, but they have not spoken today. It is not only for women to talk about women; it is for men to talk about women and to do something about it. Unless men start doing something about this, nothing will happen.

My Lords, hopefully, your Lordships will consider that I am a man just about to speak. Although I have already had the opportunity to congratulate the Minister from the Dispatch Box on her appointment, for the avoidance of any doubt, I would like to do it again—congratulations. I thank the noble Lord, Lord Loomba, for initiating this debate today and for his strong and powerful commitment to the empowerment of women, in particular his highlighting of the plight of widows. It is only because of his commitment that International Widows Day is celebrated by the United Nations. Like him, my mother’s widowhood has shaped my view of the world.

The first and most important policy to have in place is one to enable women to be in charge of their own lives and to be decision-makers, not always on the end of a handout or someone’s largesse. The right reverend Prelate gave positive examples of meaningful involvement at local, regional and national level in the allocation of resources and services. If women have control over these things, they will have the confidence to resist and report sexual violence. As my noble friend Lady Kinnock highlighted, there is an increased awareness of sexual violence in wartime due to the significant impact of armed conflicts on civilian populations.

Violence against women as a tool of war remains one of the least prosecuted crimes—we have to do better to ensure action against the perpetrators. However, we must be tough on not only the crime but its causes. We must tackle the underlying problem of lack of empowerment, education and inclusion. As we have heard in this debate, the unanimous adoption of Resolution 1325 on women, peace and security was a landmark decision through which the situation of women in armed conflict was specifically addressed. It called for their participation at all levels of decision-making on conflict resolution and peace-building.

However, we have to recognise that to make real progress, we must ensure the words of the seven Security Council resolutions, recommendation 30 of the Convention on the Elimination of All Forms of Discrimination against Women, the Beijing commitments on women, peace and security, and other initiatives such as the UNGA declaration on ending sexual violence, are translated into practice. They cannot be just words. Turning promises into action is vital as, despite many gains, progress across the millennium development goals has been uneven for girls and women. The MDGs did not effectively address the factors which underpin gender inequality.

The United Kingdom—I am proud to say United Kingdom in the sense that it is not just one Government—has pushed for a post-2015 framework with a strong and explicit commitment to gender equality. Indeed, in response to a Question from my noble friend Lady Kinnock earlier this year, the then Minister, the noble Baroness, Lady Northover, committed the Government to,

“a stand-alone goal geared to achieving gender equality and women’s empowerment”.—[Official Report, 9/3/15; col. 438.]

The noble Baroness also confirmed that there should be “rigorous mainstreaming” of gender equality concerns across other priority areas and goals of the post-2015 agenda. I would be extremely grateful if the Minister repeated that commitment in those strong terms.

Too often women are systemically excluded. Women’s role in peacebuilding should be supported at a local as well as international level. Women’s socioeconomic and political participation is key to resolving and preventing conflict, but also to changing, as we have heard in this debate, the damaging social norms that persist.

Like the noble Baroness, Lady Hodgson, I believe it is essential that we also focus on the other practical steps required for progress, including funding dedicated to WPS; funding to local women’s rights organisations as well as systemic consultation with women to give them a platform to highlight the barriers they face and the solutions; an approach that focuses across the pillars of UN Security Council Resolution 1325; and, as we heard in this debate—more importantly for my noble friend—co-ordination across defence, diplomatic and foreign policy. We need to challenge the root causes and social norms that cause violence against women and girls, and women’s lack of participation.

The 20th anniversary of the Beijing Platform for Action gave world leaders the opportunity to take stock of progress at the national and global level. The conclusions of the Commission on the Status of Women held in March welcomed the progress made towards the full implementation of the Beijing declaration through concerted policy action at the national, regional and global levels. It recognised that this is essential for achieving the unfinished business of the MDGs and for tackling the critical remaining challenges through the post-2015 development agenda.

The UK’s self-assessment concluded that, despite the progress made, discrimination is still prevalent in this country. Globally, many of the seminal achievements of the original 1995 Beijing conference are at risk, as we have heard in the debate, and in not just places of conflict but other areas where cultural shifts affect the rights of women. This is particularly crucial in the area of sexual and reproductive health and rights. We must not allow the clock to be turned back. Women and girls must be free from the fear of violence, coercion or intimidation and have the freedom to choose how many children they want.

The United Kingdom is seen as an important global player in promoting women’s rights. It takes the lead on women, peace and security issues at the UN Security Council and galvanised global action through the Preventing Sexual Violence in Conflict initiative. Like many in this debate, I pay tribute to the last Government for their focus on women and girls in their development work, and their consistent advocacy of women’s rights at the Human Rights Council. I also acknowledge their work in helping change global opinion on the issue of gender-based violence. It is important that we build on this record by using their influence to ensure that the gains of recent years are not lost. It is vital that the UK’s work on Beijing+20 is conducted in co-ordination with preparations for the adoption of a new global development framework. What steps is the Minister’s department taking to ensure that the UK not only defends the gains of the last 20 years but sets out its vision and priorities for the next 20 years of advancement of women’s rights at home and abroad?

My noble friend Lady Prosser referred to the debate on the implementation of the National Action Plan on Women, Peace and Security. What steps is the Minister taking to ensure cross-departmental priority for that action plan? What steps is she taking to ensure that priorities identified go beyond simply a one-term Government and reinforce global initiatives, notably the UN Secretary-General’s seven-point plan on women’s participation in peace-building?

The denial of the rights of women and girls remains the most widespread driver of inequalities in today’s world. Gender-based violence, taking many forms, is a major element of this massive and continuing failure of human rights. Women’s empowerment and the protection of women’s rights are our greatest weapons to prevent discrimination and violence against women and girls.

However, I always enjoy his contribution, and I thought that it was very good the last time we spoke.
