Commons ChamberI thank the hon. Lady, but she is wrong on two counts. It was yesterday that the UK, along with our EU, NATO and US allies and Canada, Australia and New Zealand, publicly attributed the Microsoft Exchange server attacks to the Chinese; it was not then that they took place. She is also wrong in her characterisation of the Mansion House speech. Of course, we have made it clear right across Government that we will hold the Chinese Government to account on human rights, but also on cyber-attacks or other nefarious activities, while also seeking a constructive relationship.

Commons ChamberThe remarks that the hon. Lady quoted are simply wrong. Today, we are demonstrating the world-leading approach that we are taking to hold to account those responsible for human rights abuses in Xinjiang.
It is extraordinary to hear the Opposition criticise the Government for not working with the international community one week and then criticise us this week for working with the international community. Today, we are taking a lockstep approach with 30 other countries. If the Opposition will not ask the salient questions then we will. May I ask how the Foreign Secretary will look to include or expand the list of those named in China and how we will be able to further engage the international community to take action where human rights violations take place?
I thank my hon. Friend for his powerful statement and his welcome support. Obviously, we do not comment on individual names, not least because we do not want to give them foresight or advance warning if we were to take measures. We keep the evidence under review. If he has any particular evidence—I have talked to other Members of the House in relation to some of the third-party and open-source information that has been published—we will, of course, look at it very carefully.

Commons ChamberI appreciate that there are concerns on this issue; we have a large Indian diaspora and have had lots of constituents writing in. I did raise the matter with Foreign Minister Jaishankar when I was in India and we discussed it. Ultimately, the situation is the result of a reform agenda that the elected Government are pressing through. It is of course contentious and we have discussed it, but ultimately it is for the Government of India to decide.

Commons ChamberThe hon. Gentleman is absolutely right about covid and other public health priorities. That is why, as I have set out, we are not just taking a salami-slicing approach to the £10 billion of ODA next year. We will look strategically. As I have already said, that is one of the priorities. It is difficult to give him the precision he may want on when fiscal conditions will allow us to get back to 0.7%, but that is a result of the pandemic. I am sure we will have greater clarity as the weeks and months go ahead. We have got to get through this pandemic and allow the economy to recover. This is a temporary measure taken as a matter of necessity and we will get back to 0.7% as soon as the fiscal conditions allow.
To say that I am disappointed by the decision is an understatement. I am horrified that we have decided to break a manifesto commitment, and I am horrified by the message it sends to the many women who have suffered such horrendous acts of sexual violence in conflict, especially given the fact that yesterday was the UN International Day for the Elimination of Violence against Women. I know how hard it is and that the Foreign Secretary did not want that decision, but why did he and the Government not look at reforming this and at a multi-year funding formula—rather than one based on the calendar year—to reach the 0.7%? That would have given us the long-term strategy and the commitment to the world’s poorest.
I thank my hon. Friend for what he is saying, and I understand that he is trying to be constructive. I think he is referring to the idea that we could reform and change the approach, as many have suggested even before the pandemic, to say that the 0.7% commitment is averaged out over several years. I understand that, and I think it is a good proposal. It is something that perhaps we should consider in any event, but the reality is that the depth of the economic hit, the depth of the contraction and the knock-on effect to the public finances mean that I am afraid that would not be able satisfy the challenge and the extent of the necessity that we face in trying to reconcile domestic and international priorities.

Commons ChamberI thank the hon. Gentleman. Let me say at the outset that I totally agree with him about the need to stem the flow of refugees. He mentions Lebanon; of course, Turkey has also taken 4 million refugees. The first thing to say is that we must hold the Syrian regime and the Russian Government to account for the brutality of the fighting, which is causing the refugee flows. We must do everything within our power to firm up the ceasefire and make it nationwide, and then also, of course, provide humanitarian support. The Department for International Development announced £89 million in new aid for Idlib this month. On 11 March, the RAF delivered 37 tonnes of UK aid. I was recently in Turkey talking with the Foreign Minister and President Erdoğan about the measures that we need to take to bring that terrible conflict to an end.
