Violence on all sides must be condemned. However, contrary to what the Minister said, illegal settlements are a barrier to peace, yet the UK Government continue to fail to take any meaningful action towards preventing that. This violence represents a serious escalation of tensions on the west bank. As we have heard, Palestinians and Israelis have lost their lives. What assessment has been made of the potential chain reaction of violence that this could unleash?
It has been confirmed that thousands of people have been displaced from the camp. What discussions has the Minister had with international colleagues on how to minimise the suffering of those refugees— civilians—who have now been displaced twice? This morning, UN aid agencies voiced alarm at the scale of Israel’s military operation in Jenin, reporting that water and energy supplies have been damaged, so will the UK Government commit to working with partners to provide additional humanitarian funding to restore these vital supplies for people there?
The UK’s position is clear: settlements are illegal under international law and they call into question Israel’s commitment to the two-state solution. So we have urged Israel to halt that settlement expansion, which is threatening the physical viability of a Palestinian state. To the hon. Gentleman’s point, we are working with our partners the United States, France, Germany and Italy to strongly oppose these unilateral steps.
I am afraid that I do not have the latest information on humanitarian funding, but our teams work very closely through the United Nations Relief and Rehabilitation Administration and other humanitarian organisations. I would be happy to ask the relevant Minister to update the House later on what the latest commitments are.

Commons ChamberAs we have heard, artificial intelligence presents opportunities but also threats, many of which are impossible to quantify at this time. That is as true in AI diplomacy as in anything else, so at the world’s first major AI conference, will the UK Government commit to developing and facilitating AI only with countries that respect human rights and will obey the rules of international law?
As we bring the world together at the AI summit in the autumn, we want to have discussions with all our international partners about what the rules of the road need to be. The UK Government are absolutely going to be leading on making sure that the facilitation of AI in every sphere of our lives takes place within a framework that provides safety and gives trust to both our citizens and the rest of the world.

I congratulate my hon. Friend the Member for Airdrie and Shotts (Ms Qaisar) on securing this urgent question. Clearly, settlement expansion is a major issue in the violence that is continuing to break out. This week, the Israeli Parliament voted to allow Israeli citizens to occupy four sites in the west bank evacuated in the 2005 disengagement. The High Court of Justice has already classified this as private Palestinian land. Clearly, the moratorium that the Minister mentioned is not being respected here.
We know that this is not a simple situation, but there are some simple steps that we can take here to make a difference. Will the Minister support the UK banning trade in Israeli settlement goods? Will she include the UK Government’s own stated position that these settlements are illegal in any and all agreements with Israel and provide for consequences for breach of that? Will she also carry that forward into forthcoming trade deal discussions? Will she stop the export of equipment and arms proven to be repeatedly used in settlement expansion, and will she do it now?
The UK’s position on settlements is clear: settlements are illegal under international law and call into question Israel’s commitment to the two-state solution. We have urged Israel to halt its settlement expansion, which we believe threatens the physical viability of a Palestinian state. In February, we and our partners—the US, France, Germany and Italy—set out strong opposition to these unilateral steps. They are contrary to international law, and they undermine the prospects for peace.
In relation to trade matters, our long-established position on settlements is clear: the UK does not recognise the Occupied Palestinian Territories as part of Israel, including illegal settlements. Goods originating from illegal Israeli settlements in the west bank, including East Jerusalem, are not entitled to tariff and trade preferences under either the existing trade agreement between the UK and Israel or, indeed, the agreement between the UK and the Palestinian Authority.

I note the very colourful description in my hon. Friend’s request. I am pleased to update him with the fact that, in my new post, I have been able to meet the Chinese ambassador. Just last week, I went to pay my condolences on the death of President Zemin. I was able to sit and have a short conversation with the ambassador, during which I raised these issues, which at the time were ongoing. We will continue to meet, and I note the request for less of a welcome than perhaps one might otherwise give. It is really important to maintain those conversations and, as my hon. Friend says, ensure that every embassy accredited to the UK understands our values and our rights. All those who wish to demonstrate peacefully to raise concerns on any matter should be free to do so. We will continue to stand up to ensure that everyone across the UK understands that, and we will continue to support our police to allow that to happen.
I thank the Chair of the Foreign Affairs Committee, the hon. Member for Rutland and Melton (Alicia Kearns), for forcing the Government to the Dispatch Box to address this issue.
The Minister and others are right about the right to protest—that must be protected. We cannot allow the creep-in of authoritarian tactics here. China removing the six individuals is not a success story for the UK. Justice has not been served. Does the Minister agree that the Chinese Communist party’s actions show wilful disregard for the rule of law and the UK’s diplomatic authority? Criminal investigations should have been progressed. The instigators of Bob Chan’s assault will not now be held to account. The UK Government cannot think that that is acceptable. Does the Minister regret that? The UK Government have failed to act strategically on China while our allies and partners, including the US and Germany, have done so. The UK has not even published the long-promised strategy on China. When will that now be progressed?
I note the hon. Gentleman’s request on the China strategy. I am afraid that I cannot provide any more detail at the moment—it is not in my purview to do so—but we continue to work very closely on it. He will have heard the Prime Minister, in his Guildhall speech a few weeks ago, set out very clearly what he described as “robust pragmatism”. We will be hearing further on that.
On this particular issue, it is really important to be clear that once the Greater Manchester police confirmed, after consultation with the Crown Prosecution Service, that it was satisfied that the level of injuries of one of the reported victims was consistent with a section 39 assault, we followed through with the action I set out. We gave the Chinese Government one week to comply with the request to waive privileges and immunities, so that the police could interview those involved and urge them to co-operate fully. They decided to use the diplomatic tools available to them to send their people home.

Commons ChamberFrom services and digital to investment and intellectual property, we are aiming for a broad and ambitious deal with India that delivers for both businesses and consumers alike. The first round of negotiations started this week and we hope the second round of talks will be in March, at which point we will have the opportunity to shape and see the scope of the FTA that both countries want to work towards. We will confirm that at an appropriate time as the negotiations progress. We very much hope to reach a mutually beneficial agreement by the end of this year.
Scotch whisky exports to India, the world’s largest whisky market, have declined dramatically since 2019. A year on from Brexit, the Government can no longer deflect to the EU for their failure to deal with the eye-watering 150% tariffs that apply to Scotch whisky sales to India. Will the Secretary of State confirm today that her Government will finally make the removal of those tariffs a priority?
As the hon. Gentleman says, British products such as Scotch whisky and cars currently face substantial barriers to trade in the form of tariffs of well over 100% on their import into India. The reduction of tariff barriers would be a golden opportunity for UK exporters and, indeed, slash tens of millions of pounds off costs. We will put forward our position in a number of areas, including in respect of Scotch whisky, in the first round of negotiations in the next two weeks. We will make clear the issues that are important to us so that we can achieve a successful, mutually beneficial FTA for all sides.
The whisky industry is used to dealing with weights and measures, but it has been waiting for too long for measures from this Government. Will the Secretary of State confirm what target has been set for tariff reduction for Scotch whisky? Is it half, more than half or—what the industry needs—the complete removal of that 150% tariff? What is her measure of success?
The hon. Gentleman would be surprised if I were to disclose the details of my negotiations mandate at this point, but I think I have already been clear—I will say it again—that it is important that the trade deal is mutually beneficial, and the reduction of barriers to trade such as tariffs will be an important point of the UK’s negotiating mandate.

Commons ChamberI thank my hon. Friend for his encouragement of the work that we are doing. In order to support and assist small and medium-sized enterprises, we want to champion their great products and services more widely than in the UK. Only a small proportion of businesses that could export, do so, and we are keen to ramp that up and give them support.
The export support service that was launched on 1 October supports businesses that are thinking about or are already exporting to the EU. We look to grow that as the service embeds. We also have the Open Doors campaign, which is an opportunity to help champion some of the fantastic UK goods and services that exist. We will continue to grow that too.
I charge all Members to come and talk to us about businesses in their constituencies and issues that they want us to champion as we go around the world and have the opportunity. In Commonwealth countries, there is much potential for mutual bilateral trade, so Members should help us to make sure that we are opening those doors for them.
I have looked hard to try to find something to welcome, so let me start with a positive: we welcome the promotion of trade in environmental goods and services, although naturally the detail will need to be reviewed.
The UK Government’s assessment shows that an FTA with New Zealand would bring zero benefit and, indeed, could lead to a contraction in GDP. The Under-Secretary of State for International Trade, the hon. Member for Finchley and Golders Green (Mike Freer) talked earlier about timescales and giving it time, so can the Secretary of State tell us how long it will take for this deal to make up even 0.5% of the 14% drop in Scottish food and drink exports to the EU ?
Ministers have clearly shown that they need help in understanding Scotland’s trade, so will the Secretary of State ensure that the Scottish Government are involved in the detail of the agreement? Bilateral trade has important impacts and implications for services, so given the sector’s importance to Scotland, it is vital that the Scottish Government are also involved in those details.
The deal, as it stands, provides protections for meat imports only by phasing reductions to zero, which is opposed by the National Farmers Union. Will the Secretary of State look to build further protections into the agreement, such as tonnage quota systems and percentage controls? According to the Government’s figures, the deal will cut employment in our farming communities, but for what—possibly about £112 million? That is about half the cost of the Prime Minister’s new yacht. Is that really a good deal?
Some of our most fantastic brands and products come out of Scottish businesses and all the trade deals that we are putting together and negotiating have some of those at the top of our call list. We want to make sure that that continues by opening up more markets, which will provide opportunities for fantastic Scottish whisky, amazing Scottish beef and many other products, many of which are green products that are helping to solve some of the climate challenges that we all face. We want to make sure that those businesses can export not only to our EU partners but more widely, and we want to see that grow.
Built into the New Zealand agreement in principle are a clear set of quotas that grow over a number of years to ensure, on the hon. Gentleman’s point, that we can see those changes in imports work well with our own commerce. As I make new trade deals, I want to ensure that our farmers are finding new markets for their products. We are seeing, as I mentioned in my statement, a growth in markets across Asia, where the call for high-quality produce is growing by the year, and we want to make sure that our farmers and our businesses are part of that success.
