Commons ChamberIt is a pleasure to follow the right hon. Member for Ashford (Damian Green). I woke up this morning by reading his article in The Daily Telegraph on this subject, and here he is live this afternoon quoting Lenin, who I am sure is required reading for all his electors in Ashford.
I will not quote Lenin, but I will quote the Home Secretary who, as you know, Madam Deputy Speaker, we revere on this side of the House. In 2014 she said that
“we have neither the time nor the money to implement Prüm by 1 December. I have said that it will be senseless for us to rejoin it now and risk being infracted. Despite considerable pressure from the Commission and other member states, that remains the case.”—[Official Report, 10 July 2014; Vol. 584, c. 492.]
I was delighted to see her conversion, which was based—of course—on very strong evidence from the pilot that the Government put in place, and on a powerful case that we should join this important part of the EU. She has obviously thought about it carefully over the past 12 months, and I appreciate the courtesy of the Immigration Minister who rang me a week ago and told me what the Government planned to do.
All the arguments have been made. I could just say, “I agree” and sit down, but this would not be Parliament if I were to do that. It is rare for those on both Front Benches to speak so eloquently in support of a motion—perhaps that will be a feature of European debates to come.
I disagreed with the shadow Home Secretary when he said that those who wanted to vote in favour of this motion would be expressing their delight at an ever closer union. I disagreed with him about that, and I felt—perhaps this is the useful idiot bit—that he was losing me at that point.
The hon. Lady is right. Voting for the motion does not mean an ever closer union—that issue is still under negotiation with the Prime Minister and the rest of the EU—but it does mean helping us to fight terrorism and serious and organised crime. I hope that she will vote with the Government on this occasion, as I am sure she has done on many other occasions since she came to the House.

Commons ChamberMy hon. Friend reinforces my point. Up until this very moment, the Opposition did not want us to have this debate. Suddenly, they are coming up with a whole load of detail that they feel is crucial to the debate. I think they suspect that the younger generation are more likely to want to remain in Europe. Political opportunism is why they are looking to move the franchise. I agree that, in the future, we should all have a larger debate on whether the franchise is pitched at the right age. Let us park that political opportunism, welcome the fact that Opposition Members want to give us old birds an actual vote—at long last—but let us keep the franchise where it is. It has stood us in good stead. Any efforts and bluster—
I missed that last comment. I thank the hon. Lady for giving way. Just to be clear: she keeps referring to Opposition Members. Some of us have been calling for a referendum on this subject for many, many years—and it was in the Liberal Democrat manifesto in 2010. It is just that the Front Bench team took a bit of time to get to where some of us were.
The right hon. Gentleman is absolutely right; I hope that he will forgive my comments. We have many friends on both Benches who have wanted a referendum. I accept that he is a firm and staunch European. He wanted to have the referendum to give a choice, with the choice being, in his view, to stay in. He has colleagues who share that view, and others who share the opposite view. I am prepared to be corrected by the right hon. Gentleman, who holds staunch views.
The right hon. Gentleman is also right in another regard. I have that poster on my wall that says, “We are the only party that will give a true referendum”. I think we were playing games with the Lisbon treaty at the time. A poster of Nick Clegg, the former leader of the Liberal Democrats, is on the wall in my office, and has been there for some time, as are pictures of those who want to give us a true referendum.

Commons ChamberI absolutely agree with the hon. Gentleman—who, I am sure, probably went to every single city in the European Union during his time as Agriculture Minister—that the practice of moving the European Parliament is outdated and should end.
We should also confront what UKIP is saying on EU migration. I do not believe that the British people are against people who come from the EU to work in this country and to contribute to it. The Leader of the Opposition’s points about exploitation and low wages are important, but I have not come across people in Leicester who say that they do not want people to come from Poland or Romania because they do not make a contribution when they work. The issue for the British people concerns our benefits system—when it pays child benefit, for example, to people who do not have their children in this country, which costs a total of £30 million a year. There is no resentment towards those who have their children in the UK and contribute to our taxes. As we consider reform in the context of the Gracious Speech, as well as how we can improve the EU and how it operates, that is certainly one thing we should take into account.
We need to confront UKIP on its immigration agenda. All three party leaders were right to condemn the statement of Nigel Farage that he would feel uncomfortable if Romanians were going to live next door to him. The agenda takes the Christian principle of love thy neighbour and turns it into choose thy neighbour and, finally, into hate thy neighbour. It is important that we should confront that, because it is what was said about my parents and other members of the Asian and black communities when they came to Britain—people said that they did not want to live near Asians and black people.
The right hon. Gentleman is making a very fair point. I draw the attention of those Members who have not read it to the report of the Select Committee on Communities and Local Government on community cohesion and integration, produced during the last Government, which showed that it was the pace of change that was objected to, even by second and third generation immigrants, not necessarily the colour or ethnicity of the people who were coming in. That was what was so unplanned under the last Government.
The fact is that we are a very diverse nation. Whenever the Prime Minister, the Deputy Prime Minister and the Leader of the Opposition speak about Britain, they speak about the importance of our diversity. It is diversity that won us the Olympics. It is important in dealing with UKIP that we can see the changes that have occurred. The Prime Minister has just appointed the first Asian member of a Conservative Cabinet, but we need to go further in showing how we have changed. When we come to the appointment of the chairman or chairwoman of the BBC, we need to ensure that someone from the ethnic minority community is on the shortlist. That is important in dealing with those who try to undermine the basic nature of our society. When we appointed the Governor of the Bank of England, we still selected from an all-white shortlist. The hon. Lady has many Bangladeshis living in her constituency. We have so much to offer as a nation, and the people do not want abuse. They do not mind legitimate people coming here to work.

Westminster HallWestminster Hall is an alternative Chamber for MPs to hold debates, named after the adjoining Westminster Hall.
Each debate is chaired by an MP from the Panel of Chairs, rather than the Speaker or Deputy Speaker. A Government Minister will give the final speech, and no votes may be called on the debate topic.

Among the Government’s proposals are changes to the contribution rate. At the moment, a contribution rate of 10.5% of gross pay secures a contribution with a value of 24.2%. Under the proposed changes, a much higher contribution rate of 13.7% of gross pay will secure a contribution with a value of just 14.3%.
Police officers have told me that the proposed rate of 13.7% is simply too high and is not even-handed when compared with other public service workers. In fact, the rate is so high that there is a significant risk of opt-outs, including by new recruits who will not be able to afford to join the pension scheme. The Winsor review, upon which these proposals are based, also proposed lower starting rates of pay. Taken together, the two elements will have a devastating effect on recruitment. In addition, current pension contribution rates are already increasing. They increased in April and future increases are expected in 2013-14 and 2014-15, to meet Lord Hutton’s recommendations of an average contribution increase of 3.2%, which effectively means a 3% pay cut for officers.
Every single police officer in the 134,000-strong force will be affected by these changes. I have spoken to many officers, both in my constituency and here at Westminster, who are extremely anxious about them. When this debate was announced, I asked officers to contact me with their stories. I expected one or two to reply. In just seven days, I have received upwards of 120 e-mails, phone calls and letters from concerned officers across the country. Not one of them agrees with what the Government have suggested.
I thank the right hon. Gentleman for giving way, because I know that this is a very short debate. My police officers have shared similar views with me, but a particular issue that has been raised is the disproportionate effect of these proposals on women police officers—the right hon. Gentleman named two brave women police officers earlier—who have had career breaks, and on coming back they will find that, under the new system, the years they have served will not add up to the pension that they hoped for when they started in the police.
The hon. Lady is absolutely right and she is also right to raise the specific issue of women police officers, which has not been raised in the debate so far. I agree with what she said.
Apart from all those representations that I have received, the e-petition for a debate on this issue was started by Sergeant Nigel Tompsett of the Suffolk force, and it now has more than 100,000 signatures. This debate today in Westminster Hall is not an alternative to a debate on the Floor of the House on this issue; I hope that it is a curtain-raiser for such a debate.
The pension reforms need to be seen in context. They are part of a wider picture of sweeping reforms to the landscape of policing. In comes the National Crime Agency and out goes the Serious Organised Crime Agency; in comes the college of policing and out go the police authorities; and then in come 41 newly elected police and crime commissioners as well. Those are, in my view, the most significant changes to be undertaken since Sir Robert Peel laid the foundations for modern policing nearly two centuries ago. At this moment of seismic change, it is clearly wrong to destabilise the very people we expect to implement the changes.
Morale in the police force, as we have heard, is at an all-time low. The Metropolitan Police Commissioner, Bernard Hogan-Howe, told the Home Affairs Committee yesterday that this was a very difficult time for many in the service. His predecessor, Lord Stevens, through a survey of 14,000 officers and superintendents conducted by the London School of Economics, found that 95% of police officers do not feel that they have the support of the Government, and that 56% of those surveyed had recently contemplated leaving the force. It is because of measures such as these that officers who risk their lives for our communities feel short-changed and undervalued. The proposals will drive gifted and experienced officers out of the service.
