Commons ChamberI seem to touch a nerve every time I use the word “separatist” to describe those people who wish to separate. [Hon. Members: “ You said ‘bitter.’”] Well, there may be bitter separatists and there may be lovely, generous warm separatists—I am sure there are; perhaps I am looking at many of them now. If people are pursuing a project so enormous that they might get offended at the word “separatist”—[Hon. Members: “You said ‘bitter!’”] Oh bitter—forgive me. In that case, so as to carry on in the right spirit I withdraw the word “bitter”. People of all temperaments who are separatists may wish to consider how they make their case, and they should not be too worried if someone refers to people who, for genuine reasons want to separate from the other countries in the Union, as “separatists”. That word has had a good outing now—hopefully, separatism and separatists will not cause such a problem now we have burst that bubble.
I am happy with that—some are ardent and some are not so ardent, but whether they are separatists or any other word we care to use, the impact of some of their policies may be that Scotland separates from the Union. I would hate to see Scotland separate; I want the rest of the Union to learn from Scotland and ensure that England, Wales and Northern Ireland enjoy the fruits of devolution rather than this constricted, over-centralised system that we all labour under, and that even people such as me can become bitter about, even though I am not a separatist.

Commons ChamberTime will tell exactly what the change to universal credit achieves. On the devolution of housing benefit and other matters, we will wait and see what Lord Smith comes forward with. It is not appropriate at this stage for me, as a Minister, to second-guess what he might come up with, but the Government will respond in good faith when we see his heads of agreement.
The Secretary of State will be aware that very late in the campaign all three party leaders promised significant extra powers to the people of Scotland. What calculations were done on the costs of implementing any additional powers? I heard the Secretary of State say that all resources would be given in terms of making up the deal, but when will the House see any figures associated with what will happen in the name of giving extra powers to Scotland?

Commons ChamberThe point that I would make to the hon. Gentleman is that disposable income is higher this year than in any year between 1997 and 2010. The reason for that is that, in spite of slow wage growth, we have cut people’s taxes. We can cut people’s taxes only if we take difficult decisions about the deficit and about spending. We have not had the support of the Labour party for a single one of those difficult decisions.
Will the Prime Minister help to get justice for my constituents, who want to know why an investigation into the meetings that were had by Theresa Villiers, the former Transport Minister, has not been reported on, despite four months of waiting and various assurances that I would have the answer?

Commons ChamberScottish members of the armed forces and their families will be entitled to vote under the normal rules that apply to members of the armed forces.
I wholeheartedly concur with comments made by the right hon. Member for Blackburn (Mr Straw). By yoking together two issues, we are causing ourselves a huge difficulty. Some of us may feel that voting for a section 30 order means that we are endorsing the vote for 16 to 17-year-olds. Should we ever vote on a referendum about the EU, for example, it would be impossible to imagine that we could deny the vote to 16 and 17-year-olds in the UK. We must insist that 16 and 17-year-olds either have the vote wholeheartedly, or—as I believe—that they should not have the vote on this major constitutional issue.
I am afraid I cannot agree with how my hon. Friend has brought those two issues together. The UK Parliament will determine the franchise for any referendum determined by it; the Scottish Parliament will determine the franchise for a referendum devolved to it. The Scottish Parliament already has the power to set the age for any election for which it has devolved responsibility, and has used it for health board and crofting commission elections. The precedent for 16 and 17-year-olds voting has been set.

Commons ChamberThe hon. Gentleman makes a really important point about his constituency. I am aware that huge decisions are being contemplated not just for his part of Ayrshire but for all parts of Scotland, and investors do not like uncertainty. We have seen the Citigroup report and the observations of the CBI and the Institution of Mechanical Engineers. It is bad for Scotland and for the UK to have this uncertainty. I want to see the referendum sooner rather than later and we will do everything in our power to ensure that we can do that.
I am really pleased that my right hon. Friend the Prime Minister has grasped this particular thistle. If there is an intention to build HW2, or Hadrian’s Wall 2, surely we need to know because many large projects will stop short of Scotland should the Scots not wish to be part of the Union.
I do not know how many questions the Secretary of State for Transport took on High Speed 2, but that was a clever and ingenious further question. My hon. Friend is entirely right to highlight that for High Speed 2 to get to Scotland, everybody would need to work together, but with an independent Scotland who knows what they might think of that. Let us not forget that it is not just High Speed 2 that is relevant. Lots of defence projects in Scotland are hugely dependent and are part of the Scottish economy, whether they are on the Clyde or in Fife. For many reasons I think that Scotland should continue to be within the UK.
