At the current time, we are going to be focused on finding the right buyer. We will work across government to ensure that the right buyer is found. If there are already existing purchasers involved, that is commercially sensitive and something for the company.
I very much hope that we never have to look at any sort of retraining package for the site. Obviously, if we did I would come back to the House on it. However, this is a growing, profitable business—one of the jewels in the crown of UK aerospace—and I would imagine that buyers for this site are lining up to invest in the jobs and skills in Northern Ireland.
One of the finest visits I had the honour of making when I was a business Minister was to this remarkable factory in Belfast. I went with the hon. Member for Belfast East (Gavin Robinson). They are indeed a highly skilled workforce making a world-class product. It was remarkable to see those wings being made. Does the Minister not agree, though, that British aerospace has basically been built on the fact that we are a member of the European Union, that any potential buyer will surely not be attracted even to the brilliant workforce with this outstanding product when we leave—if we leave—the European Union, and that the truth and reality is now dawning on many people that the best deal with the European Union is the deal that we currently have?
No, I would respectfully disagree. I think we need to provide certainty for all sectors of our economy. We have seen a range of recent investments in the aerospace sector across the United Kingdom, but we have also seen businesses restructure, as in this business with huge growth potential, as the sector looks to realign itself for the growth potentials in future.

Commons ChamberT5. Pendle is home to a number of excellent aerospace companies such as Euravia, Senior Aerospace Weston and Rolls-Royce. What assurance can Ministers give the aerospace sector of the Government’s ongoing commitment following the vote to leave the EU?
As my right hon. Friend the Secretary of State said, later today we will meet the trade council that represents the aerospace industry, and we are fully committed to that. We will continue to work closely with the aerospace growth partnership to tackle barriers to growth, to boost exports, and to grow high-value jobs. In particular that will include support for research and development, which now stands at £3.9 billion for aerospace research.

I very much welcome the Government’s action on this issue. I represent a number of pubs that I have dealt with over the years that have had problems with the large pubcos that own them. Does the Minister agree that in appointing a fair and experienced adjudicator, it is important that we appoint someone who understands both sides of the argument and can therefore adjudicate fairly?
I absolutely agree. That is the joy of Paul Newby: not only is he a chartered surveyor, with all that that brings to the job, but he is an experienced arbitrator who has knowledge of both sides. I know that he will be fair. I have complete confidence in him. He is very good news.

Commons ChamberI was delighted that in the spending review the Government committed a further £900 million of funding for aerospace research and development, supported by the Aerospace Technology Institute. That means that this Government will invest almost £2 billion in aerospace research over 13 years to 2025-26, so our world-leading aerospace industry can stay at the forefront of development and capitalise on the estimated £3.6 trillion market for new aircraft that will be needed over the next 20 years.
I recently met Mark Porter and Jon Brough, the trade union representatives at Rolls-Royce’s two sites at Barnoldswick in my constituency. They welcome the continuation of Government support for the aerospace growth partnership in the comprehensive spending review. However, they remain concerned about the outsourcing of high-value engineering jobs to low-cost countries. What more can my right hon. Friend do to address this concern?
I am more than happy to meet my hon. Friend to discuss the concerns of all those he has met with. Rolls-Royce, along with the aerospace sector as a whole, is a major contributor to the United Kingdom economy, so we get how important it is. That is why we have protected and, indeed, extended the investment that we are making in research and development.
I think we fall out when we say it is “our” policy. We have all been agreed that we want a cleaner, greener world, but it comes at a price. As I said before, electricity prices and the cost of energy were not the reason. They did not help, but this is about the worldwide problem of over-production, under-consumption and a fall in the price of steel by up to a half of what it was 12 months ago.
This is deeply regrettable and will have profound implications for the whole economy. I welcome the announcement of a steel summit to discuss the broader impacts on industry. Will the Minister say more about the organisations that will be involved?
Off the top of my head, those attending will be—as you might imagine, Mr Speaker—steel owners, manufacturers, the steel trade industry itself, trade unions, local Members of Parliament and Ministers from relevant Departments. I cannot remember now, but I think we have a couple of other people coming along to provide an independent assessment of the future of the steel industry. I do not want the summit to be too big; otherwise it will just turn into a grand talking shop. That is the one thing we do not want. I hope we will have all the key people there.

Commons ChamberThe question was obviously to me, Mr Speaker, but that does not matter. Importantly, we know that the steel industry faces very difficult times. It would be fair to say that these are the most difficult times it has ever faced in this country. We are looking at all the things that the Government can do to continue to assist the steel industry, and we have already started that work, which is one of the reasons why I am going to China next week, specifically to talk to the Chinese about their over-production and the allegations of dumping. I could expand on other points and will no doubt do so in answer to supplementary questions.
Rolls-Royce’s two factories in Barnoldswick are a key part of Pendle’s aerospace supply chain. When I visited Rolls-Royce in Derby in August, bosses told me of the huge benefit of the Government’s aerospace growth partnership. Does my hon. Friend agree that the continuation of that successful partnership is vital for that sector?
The short answer is yes. I am more than happy to visit my hon. Friend’s constituency to meet those companies and see the great work that they do. The aerospace sector is incredibly important and I pay tribute to all who work in it and all the success it has had.

Commons Chamber1. What steps he is taking to increase the number of cadet units in schools.
We are on track to achieve our target of 100 new combined cadet forces in state schools by September 2015. That will ensure that, whatever their background or school, children will have a great opportunity to enjoy all the benefits of being in the cadets.
I am proud to have 1104 Pendle squadron air cadets in Nelson and Army cadet force units in Briarfield and Barnoldswick in my constituency, but we are yet to have any cadet units in schools. Will my hon. Friend update the House on the funding model for all combined cadet forces?
We decided that we would look at the current funding so that we could make sure that we were in a position to expand. We consulted people and I am grateful that they responded in the way that they did. We listened to what was said and as a result we will not change the funding model. We are confident about the expansion plan, which I hope will go into my hon. Friend’s constituency. I look forward to discussing that, and how we can assist further, with him. It is a good idea.

Commons Chamber9. What progress he has made on using funding from LIBOR fines to benefit former and serving military personnel.
The short answer is that a great deal of progress has been made. As Members will know, in December 2012 the Chancellor transferred £35 million from fines levied on the banks following the LIBOR scandal. The whole of that £35 million has now been allocated to almost 100 projects that will provide support to members of the armed forces community. In addition, we can now look forward to the £40 million recently announced for the veterans accommodation fund, the £20 million about which I have already given details and, in perpetuity, £10 million each year for our service charities.
I am happy to confirm that Cruse Bereavement Care, a wonderful charity that comforts bereaved people—not only service families but anyone who has lost someone—has received £500,000 of LIBOR funding. An additional £2.77 million has gone to Combat Stress, and SSAFA has a number of projects that have benefited, to the tune of £2 million. I hope that shows that we take this work very seriously.
Finding the right accommodation for veterans who have been wounded or injured is an important part of upholding the duty we owe them for their sacrifice. What assistance is the Ministry of Defence providing to ensure that veterans with a housing need are properly supported?
As I have explained, £40 million of LIBOR funding has been set aside specifically for what we are calling the veterans accommodation fund. It will make a big difference, and is available to fund the building of purpose-built accommodation and the purchase or refurbishment of existing housing. The bid criteria have been published and the fund is open for applications now.
