I gently say to the hon. Gentleman that I think that that is a really wrong reading of what I have said, and I am happy to send him Hansard—he will find that quite the opposite was said. What has changed is that everything has changed in a way, in that we now know how broad this protest is and the depth of people’s feelings. We are as frustrated as they are about some of the challenges, but we also have to recognise in this place that whatever we do is fair to the hon. Gentleman’s constituents, to my constituents and to those who pay for the changes. I must also mean that the world can come with us, and I want to keep emphasising that point. We must not be complacent—nobody is complacent—but we have shown that we can deliver, that we will deliver and that we know we need to do more. However, we will have to do that together.
The Extinction Rebellion protest over the last few days has prevented business as usual, but that is nothing compared with what climate change will do, and is doing, in certain areas of the world. It is not good enough to talk the talk and not walk the walk. This issue needs a fundamental, transformative shift in our economy and in what we do. The Secretary of State is shutting her eyes and ears on this. Will she tell us today what action is actually being taken across Government to demonstrate that fundamental shift and to challenge business as usual?
I thank the hon. Lady for my inadvertent promotion. She just has to look at the numbers: we have had the cleanest year for electricity generation that we have ever had, and this weekend this country, which was built on coal, went for the longest period ever without using any coal. We are legislating to ensure that homes will have no more fossil fuel heating, and 42,000 homes in my constituency are now off the gas grid. From 2025, no home will be able to be built there unless it has some other form of heating. [Interruption.] The hon. Lady shakes her head, but she knows better than many in this place, given her long involvement in these matters, that it is all very well for politicians to stand up and mouth empty platitudes but what we have to do is deliver actions, not words. That is what we are delivering.

In the light of yesterday’s Brexit vote, we need to keep in mind our role within the European Union and the importance of our being a full EU member. The EU has become the global environmental standard and regulation setter, and it has used its significant influence in trade to tackle climate change. Last year the EU announced that it would refuse to sign deals with countries that did not ratify the Paris climate agreement. That meant a huge shift in how the EU was perceived and in the action it is taking. Brexit also threatens to have hugely negative consequences for our climate action here in the UK. The loss of EU funding and leaving the EU emissions trading scheme would all mean a significant weakening of our ability to take action.
Will the hon. Lady accept an intervention on a factual point?
I know that the hon. Lady is extremely knowledgeable, so I am sure that she will be aware that since 2000 the UK’s reduction in carbon intensity is 60% higher than the EU’s. That is enshrined in domestic legislation. Therefore, I am sure that we will continue to overachieve relative to our EU partners. I would hate for this exceptionally important global debate to be narrowly focused on Brexit.
I thank the Minister for her intervention. I think that it is a wider point, and a very important one, to talk about the impact that Brexit will have on our domestic legislation here in the UK. For example, the loss of EU environmental legislation, which covers roughly half of the UK’s emissions reductions up to 2030, and losing our place as a key advocate of bold action within the EU, will demolish, at a single stroke, Britain’s role as a key player on climate change. We cannot solve this climate crisis as a single nation; climate change recognises no borders.
As I saw with my own eyes in the Arctic recently, climate change is already wreaking havoc on our world, our communities and those who need us most, and it is only set to get worse. It is time for the UK Government to face up to the imminent risks and show leadership. Our response to climate change will define us for years to come. It must be a bold part of the work of every single Government Department, leading the way from the top down to the bottom up. We are rapidly reaching crisis point, and we need to start acting like it.
Thank you for your chairmanship this afternoon, Mr Betts. I have been asked an awful lot of questions and I have limited time to respond, but I will be happy to try to answer them further later. I will instruct my officials to write to hon. Members, particularly in answer to the factual questions asked by the shadow Minister, the hon. Member for Brent North (Barry Gardiner).
As always when we have this conversation—perhaps this is a little reminiscent of the debate going on in the main Chamber—I feel as if we are looking at two different sets of facts. I accredited the hon. Member for Cardiff North (Anna McMorrin) to attend the Katowice talks and I know that she was disappointed that she could not go, but I am a little saddened by her accusation that my officials were not prepared for those talks. It remains the case that our civil servants—more than 150 people in the international climate finance team and in my excellent negotiating team—go to conferences of the parties extremely well prepared. We are perceived to be one of the most effective negotiating teams in the world. Because the negotiations often happen late at night, I was privileged to sit with that team—
Let me finish please, because I am concerned about the time.
I was privileged to sit with that team in the room and see the impact of our responses, both on the EU and on the global climate proposals. Although the hon. Lady could not attend, as an expert in the area she will know that we were never going to have a change of individual or collective ambition at this COP. We have set out a very clear pathway for what the COPs are expected to achieve. COP 2020, which I have expressed interest in hosting in the UK, will be the one at which we show our national determined contributions, but we cannot manage what we cannot measure. One of the great points of controversy in the COP process has been whether collectively we can agree an inventory calculation mechanism and a rulebook to assure ourselves that the world is on track. Despite the low expectations, I think we achieved that at COP by levelling the international playing field, which is particularly important for our UK businesses, and by building trust.
The hon. Lady rightly referred to points made early on at COP. There were concerns from some countries, but as is often the case, I saw a coming together at the end, with an enormous amount of collective action and a rulebook that is more than sufficient for its purpose and flexible enough to allow for the differential between ambitions in different parts of the world. I pay tribute on the record to our superb civil servants who led the negotiating team. It was particularly poignant because in Katowice we could taste the coal on the air that we breathed—a reminder of one of the challenges of the whole process.
I know that these debates exist for hon. Members to make political points, but many Opposition Members are far more intelligent than some of the points they tried to make. On the issue of just transition, as the hon. Member for Wakefield (Mary Creagh) will know from her constituency work, persuading the world to create immense job losses in primary industries and tax people more to invest more Government subsidy in areas that will help to drive that transition is a non-trivial challenge. On an issue so vital to the world, I would have hoped that we might one day have a tiny measure of cross-party consensus, but I guess we all live in hope.

Commons ChamberMy hon. Friend is the definition of “snappy”, so I will always take his advice on how to spice up any of these visuals. He is right that the way to make this acceptable is to make it visual and easy for people to understand. There is some very good stuff on the Green GB Week website, which I encourage him to look at. I will take away his point about pre-certification and perhaps we can discuss it at a separate time.
I am not going to congratulate the Minister on a letter. Action on this is long overdue. Scientific advice to the UK has been very clear. It tests political and policy consensus and hard decisions will have to be made. Is she ready, and crucially, does she have the influence across the Government to deliver? When will she start focusing on the cheap, tried and tested form of renewable technology—onshore wind?
We benefit from a lot of experience in this House and the hon. Lady has more than many in this area. Even though I could not get her to congratulate us, I am always very willing to listen to her thoughts on this issue. Two things are important. The clean growth strategy was the first cross-Government document we have ever published that set out in detail how we plan to decarbonise all sections of the economy. And, it was very lovely that the Prime Minister asked me to attend Cabinet, albeit at what I call “the kids’ end of the table”—it demonstrated that this is fundamentally part of the Government’s plan going forward. So yes, we are up for the challenge. We do not underestimate it and it will be a cross-Government initiative, as the hon. Lady can see and as we are delivering.

Commons ChamberWe should all be proud of the progress the UK has made in meeting its carbon reduction targets. The current statistics show that we have met our first budget, are on track to exceed our second and third budgets and are 97% and 95% of where we need to be to meet our fourth and fifth budgets—[Interruption.] I hear groaning, but I think those are decent numbers, given that we are 10 and 15 years away from achieving those budgets.
The lack of commitment, focus and ambition from this Tory Government mean that we are set to miss our legally binding carbon targets. Three easy wins could be to repeal the ban on onshore wind, prioritise energy efficiency measures and zero-carbon homes and commit to the Swansea bay tidal lagoon. When are this Government going to get their act together, demonstrate their commitment to future generations and get on with it?
I think the hon. Lady perhaps wrote that before hearing my answer. Let me share two facts with her. First, Britain has led the world in decarbonising our economy while growing it at the same time, not delivering carbon cuts with recessions, as other parties would like. Secondly, there are two countries in the world considered to be doing enough to meet even a 2° C target, and those are China and the UK. We have set out what has been described as the most ambitious set of policies and proposals ever seen from a Government in the clean growth strategy. We are bringing that forward, and it would be nice to feel we had a cross-party consensus on doing something that is so vital for both this country’s future and the future of the world.

Commons ChamberI thank my hon. Friend for highlighting the fact that there are many new initiatives, particularly to do with the energy efficiency angle—especially business energy efficiency. Yes, there is the extension for ECO. Not only does that support a brilliant supply chain, but it helps the many people who struggle with fuel poverty. We are keen to use the money effectively to help upgrade more than 1 million homes and extend support for home energy efficiency until 2028 at the current level of ECO funding.
This long-awaited strategy sets out a good story, and I welcome the sentiment that it contains. In reality, however, it makes a mockery of clean growth and does not give any certainty for business. The ability to compete in global low-carbon markets and meet our needs from clean energy is the foundation of a prosperous low-carbon economy.
At the moment, the Government are failing to give a clear steer on emissions targets, have given no answers on the Swansea Bay tidal lagoon and are not investing in any meaningful way in renewable energy or energy efficiency. Will the Minister seek to introduce legally binding targets for renewable energy, as the Welsh Labour Government announced they would earlier this month? Successful markets need a clear strategic vision and leadership, and an effective regulatory regime. This Conservative Government have neither.
It is a shame; I can only assume that the hon. Lady has not read the report. I genuinely think that for the first time we have the clearest set of cross-Government ambitions, policies, initiatives and funding—[Interruption.] The hon. Lady should have come to the launch, where the chief executive of Siemens talked about how businesses such as his completely welcomed and supported the strategy and were investing in their supply chains on the back of it.
We have an effective, legally binding regime that operates right across the UK. It is called the Climate Change Act, introduced with cross-party support in 2008. We have to produce our carbon targets. I have set out today why I think we are on a good trajectory towards them. However, I fear that the hon. Lady wants to be one of those “command and control” Marxists who wants to predict every single thing that happens in the economy at all times. That is not how innovation works. We set out a framework for investment. We try not to pick technologies; we want the lowest carbon, the lowest cost and the most innovation. We then work with the private sector to create the most innovative ecosystems, so that we can capture the opportunities. I will be very happy to have a cup of coffee with the hon. Lady and give her a slight cheering up. There is a lot of good stuff in the report, and she should be supporting it.
