Commons ChamberWe have made world-leading progress, cutting our emissions by 42% while growing the economy at the fastest rate of any G20 country since 2000—a point recognised by the International Energy Agency in its recent report. The Committee on Climate Change is clear: our clean growth strategy and industrial strategy provide the right frameworks for delivering net zero. I hope Members will welcome the recent launch of the green finance strategy as a clear demonstration of how seriously the Government take net zero.
The Government are failing to act quickly and robustly enough to tackle the climate emergency, particularly in solar and onshore wind. Will the Secretary of State welcome the actions of the peaceful Extinction Rebellion protesters across five cities in this country, including my own of Cardiff, to disrupt business as usual and send that important message?
What I welcome is that our legislating on net zero—we are the first country in the G7 to legislate for net zero by 2050—marks a catalytic moment for everyone to recognise that we need a whole-of-society approach to this. I welcome all action, whether from the Climate Coalition, whom I met recently, or businesses and industries: organisations such as Tesco and Marks & Spencer, for example, have committed to net zero. We all have a part to play.
I entirely agree that taking a local, bottom-up approach is the way in which the Government want to go. For instance, the rural communities energy fund has recently been established—an extra £10 million has been made available there—and we have the smart export guarantee when it comes to looking at renewable sources of power for small businesses or other small community buildings—

Commons ChamberIt is important to recognise that 56% of electricity power generation is now based around low-carbon economy generation and that 33% of that is from renewables, up from 7% in 2010. Coal represents 2.5% of our electricity generation, and last weekend the UK went 90 hours without any coal electricity generation for the first time since the industrial revolution. As we are now involved in the fourth industrial revolution, we want to ensure that we continue to power through and that we can adopt more renewables for the future.
Last year, renewable generation provided a third of our electricity and, as I have stated, over the Easter weekend we went 90 hours without any coal generation. Both were new records. Our next contracts for difference allocation round will open next month. We are driving down the cost of clean technologies and investing £2.5 billion in low-carbon innovation.
Far from leading the way, the UK has plummeted to the bottom of SolarPower Europe’s league table of 20 world markets in solar, and we are one of the few EU countries not providing any support at all to solar power. Not only has solar had all support removed prematurely but it is being hit by wave after wave of fresh damage, making it harder to meet our climate targets. Will the Secretary of State or the Minister meet me to discuss the damaging net effect of the Government’s policies on solar and on the transition to clean energy?
I am sure that the Minister for Energy and Climate Change will be happy to meet the hon. Lady, but as I have stated, photovoltaics is a UK success story. We have seen 830,000 installations, and I have mentioned the smart export guarantee tariff that is being designed. We want to ensure that this will be able to generate profit for those companies, and that we continue to be able to lead Europe on this.

General CommitteesI can absolutely give that assurance. I have full confidence in the IPO, in both London and Newport. I have visited the office to see its ongoing work in ensuring that the registration process is clear and consistent. When it comes to registered Community designs, it is important that the information is there—with many other issues, there is a lack of data—and that there is a simple transfer across. I am confident that that will minimise the impact on businesses; in fact, it will give them greater flexibility by providing that nine-month window for registration in the new UK-wide system.
Will the Minister confirm that there will be no additional cost to those making the international applications?
I can confirm that there will be no additional cost to the businesses or to any rights holders wishing to register registered or unregistered designs. A schedule of payments has obviously been in existence for a while, and we brought it down significantly after the 2014 legislation. For instance, the £60 for a single application for an unregistered design is now down to £70 for 10 applications. With registered designs, the price has also come down, from £450 to approximately £150. I can touch on that later, but the important thing is that there is no cost for transferring registered design rights across to the new system. It is almost business as usual; we have just created a new system that continues the protection for rights holders.
The regulations are vital in ensuring that the intellectual property system continues to function if the no-deal outcome arises. They are essential for safeguarding rights, and for providing businesses with maximum certainty and clarity, and I commend them to the House.
