The right hon. Lady knows these issues extremely well. My right hon. Friend the Foreign Secretary raised the matter with his counterpart, and the Prime Minister raised it with the President of Turkey at the G20. This remains a very important issue for the United Kingdom.

There are too many arms in Yemen; I completely agree with that. Indeed, as I have said, all parties to the conflict must bear full responsibility for what is going on. However, we are selling arms to one side in that conflict, which is Saudi Arabia, and we have heard many times in this House of the allegations of Saudi Arabia’s violations of international humanitarian law during its operations in Yemen. Hundreds of attacks have been documented and raised on many occasions in this Chamber and in the main Chamber. The Saudi-led coalition has failed to provide answers about those attacks and the investigations into them. Indeed, we have had hardly any reports of investigations by the Joint Incident Assessment Team and certainly not reports of an independent investigation.

As a result, I and many others have repeatedly called in this House for a suspension of arms sales to Saudi Arabia, pending a full independent investigation. That call was repeated in the joint report by the Business, Energy and Industrial Strategy Committee and the International Development Committee in the last Parliament, and I am delighted to have had strong support from my right hon. Friends the Leader of the Opposition and the shadow Foreign Secretary, the Member for Islington South and Finsbury (Emily Thornberry), on this matter.

I congratulate my hon. Friend on securing this debate and on the hard work that he has put in on this issue in particular. Does he agree that it is very important in this Parliament that we set up the Committees on Arms Export Controls as soon as possible, and that we do not have the delay in setting them up that we had in the last Parliament, when it took about six months and a lot of pressure from some of my hon. Friends around the table to get those Committees set up? It would be very regrettable if those Committees did not reconvene.

As my right hon. Friend knows, I wholeheartedly agree with her comments, and I hope that all aspiring Chairs to the relevant Committees would perhaps make a public commitment that they are willing to set up the Committees on Arms Export Controls as soon as possible, as part of their internal election manifestos.

As you will be aware, Mrs Moon, UK arms exports are bound by the obligations within the arms trade treaty, the EU common position on arms exports and the consolidated EU and UK arms licensing criteria; I make particular reference to criterion 2(c) of the EU common position. All of them refer to the recipient country’s respect for international law and require that export licences are not granted where there is a clear risk that the items might be used in the commission of a serious violation of international humanitarian law.

Mrs Moon, you will also be aware of the judgment that is expected any day now in the judicial review into whether Ministers have properly adhered to criterion 2(c) of the EU common position. I am conscious that these matters are potentially sub judice, but it is clear that some Ministers recognise that they have been treading on very thin ice with regard to UK compliance with the law in this matter. I draw the House’s attention to a partially redacted letter that was recently released due to the proceedings. It was sent by the Secretary of State for International Trade to the Foreign Secretary on 2 February 2017. It states:

“I am concerned that the issue of export licensing to Saudi Arabia continues to be finely balanced...To this end I ask that you commission a further detailed assessment of Criterion 2c and send me updated advice...In the event that your assessment of the Criterion 2c threshold remains the same, I ask that you seek advice from”

senior Government lawyers, whose names have been redacted,

“before making your recommendation.”

I will be frank—this looks like an exercise in covering one’s own actions by the International Trade Secretary, who could ultimately bear responsibility for the authorisation of licences.

Licences have continued to be authorised in huge quantities. New statistics show that new licences under category M4 from October to December 2016 to Saudi Arabia totalled a staggering £1.2 billion. So, can the Minister tell us categorically today whether the assessment requested by the International Trade Secretary was produced, and whether all Ministers have continued to be satisfied at all times that we are adhering to the law? Have any permanent civil service officials issued accounting officer advice or any other warnings to Ministers at any point in the last 12 months on this specific issue? And can he tell us what contingency plans have been prepared in the event of an unfavourable outcome for the Government in the judicial review?

In spite of the grave humanitarian situation in Yemen and our obligations under these treaties, the UK have supplied arms worth a total of £3.4 billion to the Saudi Arabian military during this conflict. Moreover, British companies, contractors and citizens are at the heart of what is happening. I draw the House’s attention to a recent advert that shows just how deeply we are involved in this conflict. BAE Systems recently advertised for “Weapons Load Technicians” at a salary of £38,119, located in Dhahran in Saudi Arabia, with a job purpose

“to accomplish safe reliable loading of munitions to Tornado aircraft”.

The arms trade treaty, which I was proud to work on, forbids the authorisation of the supply of arms where there is an overriding risk of a violation of international humanitarian law. We have signed up to such commitments, so we need to adhere to them. They are the basis on which a legitimate, responsible defence industry in this country is based, but I have deep concerns that we have not been adhering to them in this case. Indeed, that is the view of others globally. The European Parliament and individual EU member states are also taking steps against arms exports. For example, in March the Dutch Parliament voted to deny arms exports to Saudi Arabia.

This conflict in Yemen has profound consequences for the entire balance of power in the middle east. Despite its superior firepower, the Saudi-led coalition has not been able to achieve much progress in recent months and the military situation can at best be described as a hot stalemate. The coalition has air superiority but it does not have the ground troops to drive the Houthi-Saleh side out of the territory that it holds, and some observers are rightly worried that Yemen might become, or is already, a destination for Daesh fighters or others associated with Daesh who have been expelled from other locations around the middle east.

I will draw people’s attention to another worrying development. Reprieve has been working closely with colleagues on the ground to document the impact of recent US military action in Yemen, which has taken an approach under President Trump that is distinctly different from the one taken under President Obama, both in the approval of and the legal guidance around strike targets, and there have been unprecedented assaults on villages full of civilians. Of course, the UK plays a role in providing extensive operational and intelligence assistance for US strikes, including the location of UK military personnel in US air bases in places such as Nevada. Recent US drone strikes have killed and wounded civilians in Yemen, and they have been followed up by Navy Seal operations into a number of locations, including Yakla and Al-Juba, which have resulted in the deaths of significant numbers of civilians.

I can understand it when operations are being conducted against legitimate and tightly defined targets, including those potentially linked to al-Qaeda, Daesh and others, but I cannot understand how these operations, which seem to have had widely loosened rules of engagement, can be conducted in a place that is already enduring significant civilian casualties and significant disruption.

I will just quote a grandfather from the village of Yakla, where the first US military operation in Yemen took place in January. He said:

“In the…morning, after the operation ended, I went to the scene and saw the volume of destruction. I saw…dead bodies everywhere. While I was searching among the bodies, I found my daughter Fateem lying dead in the street with her child in her arms. She was covered with blood. I did not imagine this could happen. I cannot forget those painful moments…The child was slightly injured in the hand by a bullet that hit and left his mother’s body. Such a scene no one could imagine nor comprehend—this level of criminality and killing.”

The war in Yemen has destroyed the institutions that keep society running, such as utilities, banks, food systems, hospitals and, most importantly, water and sanitation supplies. We are failing the people of Yemen more than ever. Time and time again, research has shown that it is not only violence and bombings that are the killer of civilians in conflict, but the illness, hunger and poverty that come after that. Yemen is a case in point. The deliberate targeting of humanitarian assistance, warehousing facilities and humanitarian operatives, and the blockades are all violations of international humanitarian law and are, in my view, tantamount to war crimes.

Those of us who have influence over the parties to the conflict have a particular responsibility to act now, both at the international level—we have heard about the discussions at the UN—and, in particular, in our relationship with the Saudi Arabians. We have mentioned the situation in Hodeidah. Whatever happens in terms of any military conflict there, we cannot allow a blockade that results in a famine in the country. The international community is not doing enough to provide resources. I hope the Minister will tell us of the efforts he is making to get other countries to pay their fair share to the appeals, which are significantly underfunded. Only a third are funded overall, and only a third in the water and sanitation cluster are funded.

Although I welcome the UK Government’s efforts to secure the presidential statement, which we mentioned, it was quite frankly extraordinary to read the read-out of the Prime Minister’s official spokesperson’s call this week with Prince Mohammed bin Salman of Saudi Arabia, which made absolutely no mention of Yemen. I find that particularly extraordinary, given that he led the coalition activities in his previous role, which I described earlier, and given the horrific worsening of the situation in recent weeks. Does the Minister have an explanation for that, or is Yemen simply not important enough for the Prime Minister to mention? Or is it, as I have been told in private on a number of occasions over recent weeks, that the Government are admitting their failure to influence Saudi Arabia on this issue?

Despite all the claims of a special relationship, the facts are stark: no further reports issued by the Joint Incident Assessment Team on any of the hundreds of allegations; continued civilian deaths due to the bombings; a growing humanitarian catastrophe; and a worrying escalation of US direct involvement, resulting in the deaths of civilians, possibly with UK involvement. What is the vision? What is the plan? Where is the coherence across Government policy? Or is this all just too difficult?

In 1988, I took a cross-party group from this House to see some of the survivors of the Halabja attack. There was lot of discussion about who was responsible, and people such as Professor Alastair Hay went out to Halabja and brought back soil samples and evidence. I wonder whether experts in the UK are again being used to find out who perpetrated this terrible carnage and suffering on the Syrian people. Has the Foreign Secretary talked to such people, who could be of help again due to their experience in dealing with chemical weapons?

I well remember the right hon. Lady’s efforts in respect of Halabja, and she played a big part in hardening my heart against Saddam Hussein many years ago. She campaigned on the matter with great effect, and rightly so.

What we are doing today is supporting the OPCW’s expert fact-finding mission, and I have sketched out all we know about what happened on the morning of 4 April—the best evidence that we have so far—and I hope the House will believe that the evidence is very persuasive indeed. The fact-finding mission will now draw on a variety of sources, including samples from the victims, environmental samples, munition fragments, footage of the incident and its aftermath, and interviews with survivors, people who were first on the scene, medics and eye witnesses. The mission will be able to draw on signals intelligence, flight tracking, data analysis, meteorological information and other information that will be shared by us and other countries concerned.

Our experience is that such fact-finding missions are able to reach conclusions in very difficult circumstances and, going back to the point I made to the right hon. Member for Islington South and Finsbury (Emily Thornberry), we need such information to create the evidential trail to the individuals responsible. There is good evidence already, and we will use what we have, when and where possible, not only to impose sanctions but to pursue prosecutions for war crimes.

Last time I was in Turkey, it was to try to get some HDP prisoners out of jail. A Member of the Swiss Parliament and I were asked to go there by the Inter-Parliamentary Union. I am a member of its human rights committee, and we deal with the human rights of parliamentarians. We went to Turkey to try to get the HDP members out of jail, but luckily, a few days before we got there, they had all been released. However, I believe that many of them are now in jail again.

Some years before that, when I was a Member of the European Parliament, some of my colleagues and I tried to get members of the Peace Association of Turkey—the equivalent of the CND in this country—out of jail. I went to Metris prison, where they were being tried at the time in very bad circumstances. Of course, that was under military dictatorship. Eventually most of them were released, but only after they had gone through a particularly difficult time. When Leyla Zana was imprisoned some years before, the Turkish authorities allowed me to spend some time with her in prison. I talked to her about why she was there and what stand she was making, and she is a very principled person.

There is now imprisonment of MPs in Turkey once again; it is believed that about 15 of them are in jail. The HDP—the Peoples’ Democratic party—is a legitimate Turkish opposition party working for a pluralist Turkey. It advocates greater rights for Turkey’s ethnic minorities and increased autonomy for the majority Kurdish south-east of the country, but not an independent state. The two co-chairs have already been mentioned by my right hon. Friend the Member for Enfield North (Joan Ryan), and many other HDP lawmakers were detained in November. The co-chairs remain in prison on terrorism-related charges, and I understand that they face a total of 180 years in jail if found guilty on all charges.

I consider myself a friend of Turkey, but also a critic. Some of my good friends live in Turkey and I visit it fairly regularly, but four of my friends are now exiled in Wales. Two of them are actors, one is a designer and the other is a writer. They are all Turks, and very well-known Turks—one was the most important male actor in Turkey. The reason they are in exile is that Erdogan denounced them twice at a rally, pointed at the man in question and shouted, “He’s a traitor to Turkey. He should be killed.” That happened twice. In the Turkey of the moment, the best thing they could do was obviously to leave the country. They have had to leave their friends, relatives and careers and get out of the country because they are so afraid.

I know that my friends in Turkey—academics, journalists, writers—are also afraid, because they do not know who is going to be imprisoned and caught up next. They are in a dreadful situation. We have to keep highlighting that and, in particular, the attacks on the media. As my right hon. and hon. Friends have mentioned, so many journalists are in jail, and many of them have not been charged but are waiting for charges. Some 170 media organisations have been shut down since the coup. There have been physical attacks and threats against journalists, and Government pressure on the media to fire critical journalists and cancel their press accreditation. As has been said, the UN’s special rapporteur on the right to freedom of opinion and expression concluded after his visit in November:

“Across the board, the Government is imposing draconian measures that limit freedom of expression”.

As others have said, the rule of law is being seriously eroded. More than one fifth of Turkey’s judiciary has been removed, and the Government have consolidated their control over the courts. More than 100,000 civil servants, including teachers, judges and prosecutors, have been dismissed or detained without due process. Many detainees are placed in pre-trial detention despite a lack of evidence.

I look to the Minister and ask what the UK Government’s policy is on Turkey in light of the deteriorating situation and the fact that Erdogan is accumulating more and more power for himself. Are we simply going to turn a blind eye or, even worse, increase arms sales at a time when there is a real risk that those arms will ultimately be used by the Turkish Government against their own population? The international community, including the UK, who are true friends of Turkey, need to focus on helping to restart the peace process between the Turkish Government and the Kurds. The conflict between the two has plagued Turkey for years, and following the collapse of the peace talks in 2015 the situation in the south-east, which I have been to several times, has deteriorated significantly. It is time to try to bring this conflict to an end with a viable political solution. Addressing that problem could set Turkey down a different path—a path of security, prosperity and harmony so that Turkey, again, would be a beacon in the region and in the world.

The GCC initiative for peace and the partnership for peace were previous initiatives that the Houthis signed, prior to 2014 when they left their communities in the north and pushed in towards the capital. Those initiatives are the basis from which UN Security Council resolution 2216 has been crafted, and I hope that they will be the basis for the road map that we will work towards. The fact that the Houthis signed those initiatives in the past is, I hope, a good indication that they will back the road map.

Will the Minister confirm that the Government are at present tracking 252 allegations of humanitarian law violations by the Saudi-led coalition in Yemen, and has he heard what the former Business Secretary told the BBC? The former Business Secretary said that he was “staggered” by the number of potential breaches, and that if he were still in government, arms exports to the Saudis would have stopped

“a long time before now”.

I pay tribute to my hon. Friend for the work he has done on this issue and agree entirely with what he says, which brings me to the second part of my speech.

The second major recommendation that came out of both reports—it was also recommended by the Foreign Affairs Committee report, which disagreed with us on the question of arms sales but agreed with us on this issue—is that there must be an independent, United Nations-led investigation of alleged violations of international humanitarian law by both sides in this conflict.

Before I start my speech on International Human Rights Day, I would like to a quote a tweet that has just been received from Matthew Rycroft, our excellent UN ambassador in New York. He says:

“For every barrel bomb dropped

For every chemical weapon deployed

For every bullet fired on innocents

There will be accountability.”

I am sure the Minister will support that, because throughout the war in Syria and Aleppo we have constantly asked questions about who is collecting evidence.

I apologise for my croak. I will have a drink of lemonade every so often and see whether I can get through my speech.

I am here to mark International Human Rights Day, which was on Saturday 10 December. I will provide a brief overview of the countries and issues of the most concern. The fact is that although most countries have signed and ratified the main international human rights conventions, many people in the world—far too many—continue to be the victims of serious and systematic human rights violations such as torture, extra-judicial killings, arbitrary detention, disappearance, slavery and overt discrimination. State officials, who are meant to serve their fellow citizens, often use their powers to terrorise and subjugate them, whether in the name of national security or counter-terrorism; to uphold a kleptocratic regime in which they have a vested interest, because they are tainted by society’s prejudices; or even just because they can get away with it.

Sadly, human rights are too often referred to in a disparaging or dismissive way in the UK. I believe that disregard may stem at least in part from complacency, misunderstanding and possibly even incredulity. It is all too easy to take rights for granted when, by and large, we benefit from them, although of course I am aware that we are all far from perfect, have deficiencies that need to be addressed and must remain vigilant to ensure that our rights are not eroded. It can be challenging to imagine the real suffering endured by the many millions who have their rights violated, and it can be distressing to believe that people can still treat others with such disdain and cruelty. However, as most of us here know, terrible things happen every day, everywhere. Many of us have had the privilege and honour of meeting victims of human rights violations all over the world, who have given us detailed testimony and whose courage and dignity are simply astounding.

I am concerned that, post-Brexit, we are heading for even more challenging times. I fear that we will become so consumed by “Project UK” that, whether deliberately or inadvertently, the importance of the international human rights framework and the promotion and protection of universal values throughout the world will be downgraded at the expense of more short-term prosperity and security considerations. In addition, I fear that the UK leaving the EU could make it more difficult, not less, to speak out and act when serious and systematic violations occur. In the first instance, we are bound to have less leverage acting on our own, and in the second, how often will the UK put its head above the parapet on its own? I would be grateful if the Minister reassured me on those points.

I turn to specifics. I know that there was a very good debate this afternoon on Aleppo. Unfortunately I was in the Foreign Affairs Committee at the time, where we were debating, among other things, arms exports from our own country and how we continue to police them. There can be no doubt that Syria has long been a repressive state with a virtual absence of outlets for non-violent dissent.

I remember going to Syria some time ago, on behalf of the Inter-Parliamentary Union committee on the human rights of parliamentarians, to visit two imprisoned Syrian MPs. Let us say that I was left in no doubt during my visit about the Syrian Government’s utter lack of respect for their human rights obligations, and for the fundamental political rights of their citizens. Understandably, the people of Syria became tired of being subjugated and tried to break free. The Government instituted a brutal crackdown, from which a civil war followed, resulting in mass atrocities, carried out in the main by the Syrian and Russian Governments, although they are not the only perpetrators. Schools and hospitals have been deliberately targeted; thousands have been detained and tortured; hundreds of thousands have been killed; and millions have been forced to flee their homes.

Earlier this year, the Office of the UN High Commissioner for Human Rights concluded in a report that the Assad regime had killed so many detainees in Syria that it had committed the crime against humanity of extermination. More recently, in late November, the UN under-secretary general for humanitarian affairs, our former colleague and former UK MP Stephen O’Brien, said that residents of Aleppo were at risk of extermination. I fear that the news we hear tonight gives us no cause for optimism.

This is a complex conflict with many different actors with differing agendas, but let us not forget that it started because the Syrian people wanted their fundamental rights to be respected. Let us not forget either that no Syrian civilian should be deliberately targeted in the fighting or starved to death in besieged areas of the country. Given that we aired many of those issues earlier today, I will not elaborate further except to ask the UK Government yet again to let us know how they will work with their partners in the international community as a matter of extreme urgency to get the vulnerable—the children, the elderly and the injured, and doctors and nurses—out and get aid in, particularly to besieged areas, and to protect those left behind, particularly to prevent and avoid mass executions.

Yemen is another complex conflict in which mass atrocities are being committed by all sides, including as a result of Saudi-led coalition air strikes. Earlier this year, the UN High Commissioner for Human Rights accused the Saudi-led coalition of causing twice as many civilian casualties as all the other forces fighting in Yemen. Since the breakdown of peace talks in early August, the fighting has intensified and continues to take an unacceptable toll on civilians, as we have seen on television recently, so why does the UK continue to sell arms to Saudi Arabia for use in the conflict in Yemen? I do not want to hear the standard responses, which include that the UK has one of the world’s most robust arms exports licensing committees. Obviously in this case, it is either not robust enough or it is not being properly applied.

Countries in which the human rights situation is a serious concern are Turkey, Egypt, Ethiopia, Eritrea, Bahrain, Iran, Saudi Arabia, Democratic Republic of the Congo, South Sudan, Sudan, North Korea and Burma.

I commend the right hon. Lady for her indomitable spirit and for speaking out for human rights. Does she agree that, some 98 years after the 1948 convention was passed, throughout the world there is persecution of those with Christian and other religious beliefs on a level and with a significance that has never before happened? Does she agree that hon. Members must do everything we can to protect the most basic human right—the right to life and freedom, and the right to have a religious belief, whatever it may be? Does she also agree that we should use any and every possibility to exert influence in the world? This debate is an example of doing just that.

I am grateful to the hon. Gentleman for raising that issue. Over the past 30 years, from among my friends in Iraq, I have seen minorities having to flee from where they live. My oldest Iraqi friend is a Mandaean; there are very few of them left in Iraq now. The last conference I went to in Kurdistan, held by the former President of Iraq, was called to discuss how to protect minorities. Sadly, of course, the persecution of minorities is happening in many countries in the world, but at least we are, I hope, having some influence in Iraq.

I am aware that we cannot do everything, but conversely that does not mean we should not be doing more. First, we should be more vocal and confident in defence of human rights in UK foreign policy. I know that the UK Government, particularly the Foreign and Commonwealth Office, raise human rights concerns with foreign Governments, but I contend that more needs to be done to convince state-sanctioned human rights violators that abuses are counterproductive, particularly in the longer term, because fair and tolerant societies are more prosperous and stable and because ultimately violators may be held to account and have to pay for their crimes. The UK must also promote a universal rights agenda, and not tout human rights as British values, which simply plays into the hands of those dictators positioning themselves as protectors against western infiltration and domination. Everyone is entitled to fundamental rights by virtue of our common humanity, no matter who they are or where they come from.

Secondly, we need to push back a lot harder against the worrying spread of the adoption of legislation that seeks to clamp down on civil society and non-governmental organisation activity by restricting freedoms of speech, assembly and association, and/or by imposing unduly burdensome administrative requirements. Civil society and NGO representatives, such as lawyers, journalists and human rights defenders, are vital to checking the abuse of power, promoting good governance, monitoring compliance with international human rights standards and obtaining justice.

I commend my right hon. Friend for securing this debate and for her sterling work as chair of the all-party group on human rights. Is she concerned that there appears to be an increasing attitude on the part of the Government to treat human rights in other parts of the world as though they were circumstantial considerations and concessions to be granted, rather than to insist on a consistent, linear approach to the advocacy of human rights? There should be no mute button on the UK’s advocacy of human rights and no dimmer switch on the spotlight it seeks to put on human rights abuses.

I totally agree, of course, with my hon. Friend. One of my concerns is that, with the increased emphasis on trade, human rights is moving to the bottom of the pile; they are certainly lower down the pecking order of concerns than they have been for many years.

Civil society and NGO representatives, such as lawyers, journalists and human rights defenders, are vital to checking the abuse of power, promoting good governance, monitoring compliance with international human rights standards and obtaining justice. It is not surprising, then, that they are resisted, obstructed and persecuted by those who intend to exercise their authority for personal advantage. The UK and the wider international community must continue and do more to support these courageous activists and to challenge such destructive legislation.

I would like to draw attention to Amnesty International UK’s Write for Rights campaign, which this year features cases from, among other places, China, Iran, Egypt, Malawi and the UK. Last weekend, I had the pleasure to co-host with Mr Speaker and Amnesty International UK a parliamentary reception to encourage MPs and peers to take action in support of those whose fundamental rights are at risk of being violated. It means so much to those receiving messages of solidarity; it keeps their hopes alive for a better future. A letter to the authorities can also spur them into action; when they know that the eyes of the world are watching, they may be moved to do the right thing.

Let me take the opportunity to highlight the case of dual British-Iranian national, Nazanin Zaghari-Ratcliffe, who has been detained in Iran since April. The legal process to which Nazanin has been subjected has been so flawed that it is nonsensical to make reference to it, or to the outcome of any such process. Kamal Foroughi is another dual national who has been imprisoned on spurious charges on the basis once again of a highly deficient process. These are arbitrary detentions. Indeed, I would go further and say that these individuals are, in effect, being held hostage. I therefore ask the Government publicly and unequivocally to call for their release.

As for specific country situations, it is important to mention the current plight of Government critics and the Kurds in Turkey. I know that the Turkish Government have had to deal with a savage coup attempt this summer, but I fear that their current repressive response will serve only further to alienate large swathes of the population and result in further bloodshed. Thousands of alleged coup sympathisers are in jail, and tens thousands of them, including soldiers, judges and teachers are being forced out of their jobs. According to the latest annual survey compiled by the Committee to Protect Journalists, Turkey is currently the top jailer of journalists in the world. In a two-month period, the Turkish Government, led by President Erdogan, detained more than 100 journalists and closed down at least 100 news outlets. As of 1 December, at least 81 journalists were in detention in Turkey.

Although the crackdown against journalists has been exacerbated by the coup, media freedom was already under siege earlier in 2016. As the Committee to Protect Journalists points out, authorities are arresting, harassing and expelling journalists and shutting down or taking over news outlets. In a report in December, Amnesty International highlighted that an estimated half a million people are being forced out of their homes in the south-east of Turkey as a result of a brutal crackdown by the Turkish authorities over the past year, which might amount to collective punishment.

To compound the situation, the targeting of Kurdish opposition voices, including leaders and MPs of the opposition HDP party who have been arrested and detained following the coup attempt, has meant that NGOs providing vital support for poor and displaced people have now been shut down. Displaced residents have rejected Government claims that the ongoing curfew and house demolitions are being done in the interests of security, given that the clashes finished over eight months ago. Instead, they are seen as a calculated plan to redevelop their neighbourhoods and resettle them elsewhere.

I would like to take this opportunity to relay my concerns about Egypt. Since 2013, when al-Sisi led the military overthrow of President Morsi, the authorities have prosecuted and jailed thousands for peaceful opposition to the Government. Under al- Sisi, a wide range of activities protected under the Egyptian constitution and international law have been interpreted as threats to national security. In the CPJ report, Egypt is ranked third in the world in terms of the number of jailed journalists.

Human Rights Watch has also highlighted the possible introduction of an NGO law, which would effectively prohibit independent NGOs in the country, by subjecting their work and funding to control by Government authorities, including powerful security agencies.

We all know of the horrific recent attack on a Coptic church in Cairo. Islamic terrorists attacked people because of their religious beliefs. Does the right hon. Lady join me and others in this House in supporting the Egyptian Government’s efforts to contain ISIS terrorists in Egypt?

I agree that it was a dreadful attack, and we deplore any attacks on people because of their religion.

Thank you, Madam Deputy Speaker. Yes, I would certainly like to hear what the Minister has to say, but Eritrea is a matter of continuing concern, and I would like to mention the case of the G11, which I and others have been campaigning on for many years, including in connection with the Inter-Parliamentary Union Committee on the Human Rights of Parliamentarians.

In September 2001, 11 Eritrean MPs were arrested after calling publicly for democratic reforms. They have not been heard of since. I would again ask the UK and the international community to do more to help establish the fate of the G11, as well as to convince the Eritrean Government to end indefinite military conscription once and for all.

Finally—very briefly, Madam Deputy Speaker—I would like to highlight the work of the all-party group on human rights, which I chair, and whose members include hon. Members present tonight. It has worked since its inception in 1976 to raise greater awareness of international human rights violations. I thank MPs and peers who are members for their continued commitment to, and support for, our work and our aims.

As my parting shot, I will end by reminding the Minister and my colleagues that we often pay the price for our lack of action, our indecision, or even our indifference. As Syria so graphically illustrates, a repressive country, even if seemingly far away, can ultimately affect us all, whether we like it or not.

Will the Minister assure us that the UK will continue to assist in the gathering of evidence for war crimes and crimes against humanity in Syria, so that, eventually, those responsible for these terrible atrocities will be brought to book?

Much has been written about Syria and Aleppo in recent months. Parliament has not been sitting, so some of us have been left to tweet our continuing concern about the events unfolding in that country day after day. One of the best articles on Syria that I have read recently was in The Guardian on Saturday, under the headline “We are watching the destruction of Aleppo. Where is the rage?” It was written by Natalie Nougayrède. It was very poignant, and I suggest that other Members look at it.

That is the question: where is the rage? Where are the demonstrations that we have seen on so many previous occasions—I have taken part in them myself—for example on Iraq, East Timor and Cambodia. Where are those demonstrations now? I want to see—I challenge the people listening to this debate—2 million, 3 million or 4 million people outside the Russian embassy day after day. Let us show them what we think of their actions in Syria and their refusal to bring peace to that country. Russia used carpet bombing tactics in Grozny, and we all know what happened there. The west cannot stay silent, because we know how this could end.

The current UN special envoy to Syria, Staffan de Mistura, is an old friend of mine; in the past we worked together on Iraq. He has warned that rebel-held eastern Aleppo could face total destruction by Christmas and that thousands of Syrian civilians—not terrorists—could die if the current assault on the city by Russian and Syrian forces is not stopped. He has called for the shelling of the city to stop immediately and for the UN to be allowed to take aid supplies into rebel-held areas. Eastern Aleppo has received no humanitarian assistance for the past three months, and food and medical supplies are running at dangerously low levels.

Staffan de Mistura has also offered to go to the besieged area of the city and personally escort al-Qaeda-linked fighters out of the city, in an appeal to stop the current bombing campaign. At least 250,000 people are thought to be trapped in eastern Aleppo, where rebel supply lines were cut off by President Bashar al-Assad’s troops in July. According to the UN, a renewed aerial and ground campaign to retake opposition-held areas has left hundreds of civilians dead and damaged hospitals, water plants and bakeries. Médecins sans Frontières has reported 23 attacks on medical facilities in eastern Aleppo since July, and all of us have seen on “Newsnight” and other programmes the bravery of the doctors and nurses in those hospitals—there is probably only one hospital remaining—saving lives by video link. We are particularly grateful to the British doctor who has been doing that.

A psychologist on the ground has said that 75% of children in Aleppo have post-traumatic stress disorder, and that 50% of those between the ages of nine and 13 are incontinent as a result. More than 100 children were killed only last week. The US Secretary of State, John Kerry, has said that the bombing campaign is a targeted strategy to terrorise civilians and kill anybody and everybody who is in the way of Syrian and Russian military objectives. The UN Secretary-General, Ban Ki-moon, has called eastern Aleppo “worse than a slaughterhouse”. Syria, backed by Russia, says that it is targeting militants in the city who use civilians as human shields. However, as Staffan de Mistura has pointed out, the presence of about 900 former or current Jabhat al-Nusra—it now calls itself Jabhat Fatah al-Sham—fighters cannot justify the destruction wrought on the city in the past two weeks, following the collapse of a US-Russian-brokered ceasefire.

Staffan de Mistura has also said:

“There is only one thing we are not ready to do: be passive, resign ourselves to another Srebrenica, another Rwanda, which we are sadly ready to recognise written on that wall in front of us, unless something takes place.”

He warned that history would judge decision makers in Damascus and Moscow for the misery imposed on eastern Aleppo citizens through the fighting. Our own Foreign Secretary—he is sitting on the Front Bench—along with the US Secretary of State, has accused Russia of war crimes and said that the country should be held accountable for allegedly bombing aid convoys in Syria.

We do not have to wait for the International Criminal Court. Indict, an organisation that I chaired, collected evidence on Iraqi war crimes years before they were heard. That can be done again, for example through the Foreign Office. The testimony that we collected from hundreds of people about Saddam’s regime was subsequently used in the trials in Baghdad. I sat there myself to hear some of the people accused of those dreadful war crimes being judged, so it can be done.

US attempts to establish a long-lasting ceasefire and further talks have been thwarted, with the US finally breaking off talks with Russia, citing Moscow’s unacceptable backing of Assad’s Aleppo campaign. An attempt made only this weekend to pass a Franco-Spanish-sponsored UN Security Council resolution, which called for an end to the bombing of the city by Syrian and Russian jets, was vetoed by Russia, which argued that the distorted resolution would provide cover to terrorists. During heated exchanges in the Security Council on Saturday, the UK ambassador to the UN, Matthew Rycroft—I also worked with him on Iraq over a period of time—said:

“This council cannot stand by while such misery is meted out on the people of Aleppo. And yet, thanks to you, Mr President,”—

the Russian President—

“that is exactly what we are doing. Thanks to your actions today, Syrians will continue to lose their lives in Aleppo and beyond to Russian and Syrian bombing. Please stop now.”

What is the international community going to do? We have heard several suggestions this morning. How are we going to prevent another Rwanda? If Russia will not end its military aggression in Syria in support of President Assad, and there is no sign that it will do so any time soon, with the Russian Parliament having voted recently to give Putin authority to keep war planes in Syria indefinitely—and with the Russian military obliquely warning that it would use anti-aircraft missiles to attack any US jet that tried to strike the Syrian regime—are we doomed to watch this unfolding tragedy, this genocide in the making? Will we continue to feel utterly impotent?

I would like quickly to suggest a few things that have been advanced from a number of quarters today. We must better protect civilians now and in future, because in the middle of this appalling conflict civilian protection has to be prioritised. First, we have to get assistance to Syrian civilians in eastern Aleppo and other besieged areas fast. It is now over four months since the International Syria Support Group set a deadline of 1 June for airdrops and airlifts to communities under siege—a proposal the UK took credit for. In those four months, there has not been one single airdrop or airlift to territory under siege by the Assad regime. As of 5 October, there have been 131 UN airdrops to regime-held Deir Ezzor, which is under siege by ISIS, and 104 airlifts to the regime-held al-Qamishli airport. There have also been airdrops by regime aircraft to the besieged regime towns of Foua and Kefraya. However, despite the large number of UN airdrops and airlifts to regime-held territory, the Assad regime will not grant the UN permission to drop aid to the areas the regime is besieging. As well as alleviating human suffering in the short term, airdrops to those areas could play an important part in alleviating human suffering in the longer term by breaking the Assad regime’s stranglehold over aid.

The UK Government should therefore now ensure that their own proposal can be implemented. The UK has the experience and the capacity to airdrop food and medical aid to besieged communities from its bases in Cyprus. It has the military might to deter attacks on its aircraft. Suitable partners on the ground are available—through local councils, medical care and relief organisations, and others—to co-ordinate drop zones and aid distribution. Putin is already carrying out airdrops every day to help those he protects. The UK military and its allies delivering airdrops and airlifts should be understood not as a logistical second-best option for delivering aid but as a means of pressing for proper ground access for humanitarian organisations.

Secondly, the international community should and could institute a no-fly zone for Syrian helicopters. It is Syrian helicopters that drop the illegal barrel bombs full of napalm, chemical weapons and high explosives. It is estimated that such a no-fly zone could reduce civilian deaths by roughly 90%. In that respect, I shall always be grateful to John Major. When I was shadow International Development Secretary, I went to Kurdistan. People there asked me whether I could ask the Prime Minister to institute no-fly zones. He asked to see me, and I went to see him. Within a week, those no-fly zones were in place. It can be done—it has been done, and it could be done again.

Thirdly, we must ensure that Russians and Syrians responsible for this cruel and constant bombing are ultimately held to account. The UK and others should track Russian and Assad regime aircraft and publish regular timely reports on which aircraft, from which base, are responsible for each potential war crime. The UK has military assets in the region that could make the difference. An aircraft-tracking system that named and shamed Russian and Syrian aircraft bombing hospitals might encourage Putin to stop this slaughter. UK AWACS aircraft and Type 45 destroyers already based just off the coast of Syria could monitor and police such a system. That would establish that evidence was being collected for future prosecutions and that all those responsible in the chain of command risked being implicated. Although Russia would be able to use its Security Council veto to block any attempt to refer it or the Bashar al-Assad regime to the International Criminal Court, other avenues to obtain justice should be explored. Earlier this week, the United Nations Commission on Human Rights called for countries to be stripped of their veto powers if they blocked war crimes investigations. The vast majority of countries around the world support the idea of denying the possibility of a veto in situations of mass atrocities.

Finally, in the light of the UN Security Council’s current intransigence, the UN General Assembly should hold an emergency meeting, demand an end to unlawful attacks on civilians in Aleppo, and explore avenues for accountability. We have to make it crystal clear to the Syrian and Russian Governments that their actions are deplorable. We need to speak up for and on behalf of our common humanity. I therefore call once again on everyone who cares about the plight of Syrian civilians to picket the Russian embassy in London and its embassies in capitals around the world from today. Two million, 3 million, 4 million people—it can be done, and it has been done in the past. That should carry on until the bombing campaign stops and all the relevant players are forced to get around the table to end this horrible war.

I am grateful to the hon. Member for South Suffolk (James Cartlidge) for allowing me to take part in this debate. He stressed that although US citizens caught up in IRA bombings using Libyan Semtex have been compensated, UK citizens have not, and I hope what I say will contribute to the arguments used in this debate.

As the House will be aware, this kind of situation, in which our nationals are not compensated but others are for very serious wrongs committed against them by, or involving, another Government, is not unprecedented. I have been campaigning for many years for compensation for UK citizens taken hostage by the Iraqi Government of Saddam Hussein at the time of the invasion of Kuwait by Iraq in 1990, including those on BA flight 149, and released some months later. Many of those people—I have a letter here today—were badly traumatised by their experience. Some suffered mental and physical abuse, including instances of mock executions and rape, and none, to my knowledge, has received compensation.

The issue has been raised with me again recently in the letter, the writer of which asked me to continue raising the issue. This is a historical wrong that still needs to be addressed. The UK Government should do more to assist the victims—particularly as nationals from other countries, including France and the United States, have received compensation—including those on British Airways flight 149. I will not go into the details, but I remind colleagues that BA flight 149 made a stopover in Kuwait on its way to Malaysia from Heathrow on the day of the invasion. It has since been alleged that the UK Government allowed the passengers and crew to land there, knowing that they would be endangered.

Especially galling is that 61 French passengers on board the plane won compensation worth about £50,000 each from BA. There have also been reports of undisclosed payouts to American passengers held as human shields. However, the case brought by British passengers was thrown out, essentially on a technicality, by the House of Lords. In fact, after the 1991 war, the UN Security Council ordered Iraq to compensate countries that suffered as a result of its occupation of Kuwait.

Compensation has been paid—a significant proportion to Kuwait. I am not aware of any payment by the Iraqi Government, or any other entity, to British claimants. Will the Minister clarify whether that is, in fact, the case and whether the UK Government have ever formally raised the matter with the Iraqi Government or any other relevant entity? The matter remains unresolved and the UK Government could undertake to raise it in the coming months.

Finally, I remain concerned that the UK Government have not yet dealt with the cases with sufficient resolve and urgency, including in my example, in that set out by the hon. Member for South Suffolk and many other colleagues, and in current cases where British nationals’ rights, wellbeing and security are being flagrantly treated with contempt by foreign Governments. I support the case put by the hon. Member for South Suffolk. The situation is unfair and unjust.
