It is worth bearing in mind that the EU accounts for almost a quarter of the world’s GDP and is involved in a huge amount of trade. That is a signal of why it is important for us to bear in mind what the EU has done for us.

I now want to talk about the 48% of people who voted to remain, because it is crucial that they are properly represented in this process. When we elect a Government in a general election, we do not expect them to govern just for one bit of the country; we expect them to govern for the whole country, with regard to every aspect of our national life. I do the same in my constituency. I do not ask whether someone voted for me before I start dealing with them; I say, “You are one of my constituents, whoever you voted for.” That is how we have to deal with this business about Brexit. We must recognise that the 48% have a say and should be included, because that is how we are going to bring this together. We need to open things up and make sure that we reach out to them. Those of us who were in the 48% need to reach out to the others. When we are looking at the great repeal Bill—we should recall what happened to the Conservative party when we looked at the Great Reform Act—we will discover one or two important things about our national life, as we find that we are not always being told by the EU to do things that we do not want to do. I am look forward to the opportunity of exposing the facts during that debate, because Brexiteers will be disappointed to discover that quite a lot of things that we supposedly want to repeal are actually things that we might want to retain.

On the point about being told what to do, was the hon. Gentleman astonished by the speech made by the hon. Member for East Antrim (Sammy Wilson), who is no longer in the Chamber? He said that the feeling in Northern Ireland was that the EU was telling people there what to do, and that that was a terrible thing, but that the fact that Northern Ireland is being told by the UK to leave the EU is seemingly okay. The idea of who is telling whom to do what seems to a shape-shifting one.

I usually find that when I am telling somebody to do something they do not want to do, I get the blame, and if I suggest something that they do want to do, it was their idea in the first place. That is how we should remember this. When we look back on our history, we will see that that was absolutely right with regard to the European Union.

I wish to talk about events. Harold Macmillan was a great one for events, and we face two years of important events, some of which will be unpleasant and some quite surprising. I cannot predict what they will be, but the Government do have to react carefully to them, because they will involve changes in the economic mood and international policy situations that require a response above and beyond what we are focusing on with Brexit. We must remember that events will provide opportunities for a more sensible view about how we direct our Brexit negotiations and sense of purpose. Parliament must have a significant say in how we proceed because such events will affect this country, our judgment, the negotiations and the overall outcome. The place to discuss and properly debate these things is Parliament, not press releases. Parliament is the national place for such decisions.

The fact that we cannot leave Europe geographically is critical. We are only a few miles away from the European continent, so we will always need to have good relationships with it and the 27 member states. I urge the Government—and everyone—to make sure that over the next two years those relationships are built on and strengthened. We do not want to find ourselves in a situation in which we do not have these friendships and alliances. Why? Because Europe itself will change, and we want to be part of that, driving it forward to even greater and better things. If we play our cards right, that will offer us the opportunity to think about, for example—I am just speculating—associate membership. We must not turn our back on the opportunities that might present themselves, which is why I am so keen that Parliament has a strong role and that, over the next two years, we think about possible events and opportunities, and retain and strengthen our relationships in Europe.

It is, of course, essential that Parliament has a final say when we get to the endgame, if we actually do. It is not only necessary to talk about voting on whether we have a deal or no deal; it is important that we have a view about where we go if a satisfactory deal does not emerge, or if no deal emerges at all. We must have a contribution to make. It is not correct to say that the European Union is hellbent on making our life a misery. Everybody knows that we are interdependent—we know that and it knows that, and it is important for us to accept that as a Parliament and as a country.

I am going to borrow a very good phrase from one of my constituents: “You shouldn’t jump out of an aeroplane without checking that the parachute is working.” That is what we will have to consider as we head towards the final moments in two years. We must think about how we incorporate in our decision the views of not only the 52%, but the 48%. We must think about the opportunities that may arise from events, as well as threats that might emerge, and we must maintain good relationships. Above all, we must recognise that this Parliament is sovereign; it always has been, and that is what we have to salute.

That is a good point and I thank the hon. Gentleman for his intervention, and of course one nation does mean a collection of the four nations in a United Kingdom.

One nation is really an expression of how we feel about the people in our nation—how we want to give opportunity, how we want to make sure they can propel themselves forward, how we want to make sure nobody is left behind, how we want to make sure our standards of justice are right for all and fair to everybody. That is the kind of one nation I talk about, and that is the kind of one nation the Government want to build—and the one nation is, of course, the whole of the United Kingdom, and I pay tribute to that. On devolution, which doubtless is to the fore of the hon. Gentleman’s mind, we want to see, and we will deliver, proper devolution to Scotland.

I am amazed at what the hon. Gentleman says about the progress of four nations becoming one nation. Might he argue one day that one Europe should become one nation? Is that the path of progress he is following?

Our values as one nation are, of course, ones we would want everybody else to follow. We are talking about the United Kingdom, and the current position is that this Government have capacity and dominance over this country, but I also want to emphasise that what matters is that sense of fairness, of equality and of inclusion.

The dominant home affairs topic in the contributions of my right hon. Friend the Home Secretary and the shadow Home Secretary was immigration. It is a critical issue and the Government rightly want to tighten things further in due course, but there is another side to the coin: the way in which we operate ourselves, which is partly to do with the other key issue in the Gracious Speech—productivity. We as a nation need to address our economic productivity. We need to be sure that we can compete well with our competitors in Europe and beyond. We need to address the significant productivity gap between ourselves and, for example, Germany or the United States of America. That is one aspect of this debate on which we should focus in this Parliament.

The skills agenda aims to equip young people with the ability to get the jobs and careers they need and that businesses need them to have. It is about making sure that our factories can produce goods competitively, giving us a trade advantage and delivering higher standards of living for people in those industries.

The key challenge of delivering a strong skills agenda is underpinned by what we do in our schools, so I am really pleased that the speech referred to a Bill to tackle coasting schools. There is a debate about the definition of a coasting school. A coasting school is one in which a child is not able to progress as he or she should or, even worse, is regressing; and we have measurements for that and can see where schools are failing. Too many children leave school without sufficient qualifications and learning capacity. That is captured by the long-tail-of-underachievement argument, and we have to stamp it out. If young people do not get a fair start in life early enough, we let them down—and we let everybody else down, too, because we are all in this together when it comes to the kind of society we build and the kind of economy we want. Skills are absolutely critical.

Another aspect of this debate is the way in which we structure our businesses and think about investment so that we have a clear pathway to develop the new technologies that will lead us to solve the problems of climate change and tackle the productivity gap. I want firms to think more about their long-term prospects and long-term investment needs, so let us alter the tax system to encourage such investment.

The speech refers to tax in another way: enabling hard-working people to keep more of what they earn. I am pleased that once we have passed the necessary legislation anyone on the minimum wage will be exempt from income tax. That is a fabulous encouragement to people to get jobs; it is a fabulous motivation for families to move into the world of work, if they have not done so in the past; it is also a great reward in terms of the idea that people should contribute to our economy, because the real issue is making sure that we as a country can deliver the lifestyle and opportunities that young and older people need to fulfil their lives. That is a really important part of the speech.

There are other elements that we need to celebrate and promote. I want more apprenticeships, which are a key part of equipping people to develop themselves, their interests and issues. The Government are absolutely right to aim to create even more apprenticeships than we managed to create in the past five years. That is what business wants to see and what we all need to see in our constituencies. In my constituency, nearly one in four people is involved in manufacturing and engineering, so they are an important part of the local economy. It is imperative that we have university technical colleges and the promotion of the skills we should have, and I will back the Government as they continue to make sure we have that range of educational provision. I salute the idea of more academies, but I also want to be clear that they are properly accountable, because accountability is crucial in any walk of life, and certainly when we are dealing with the teaching and wellbeing of our children. I want to enhance that further.

In summary, this Queen’s Speech is, as we have been discussing, about creating one nation—a nation that is proud of its people.

It is a great pleasure to participate in this debate. This is a good Budget not only because it is fiscally neutral, as my right hon. and learned Friend the Member for Rushcliffe (Mr Clarke) has said, but because it underlines the fact that the long-term economic plan is producing solid results. It has been endorsed by none other than President Obama, who has pointed out that the UK and US economies are the only two that are really growing, so we must be doing something right. It has also been endorsed by the OECD, which has noted the solid performance of our strategy and suggests that we should not turn away from it. The Institute for Fiscal Studies has also pointed out that living costs are now becoming more favourable. That is the overall background.

The plan is good for another set of reasons. First, it is making sure that getting a job is a good thing, which is what we want to see. I inherited 1,488 unemployed people in my constituency, but we have got the figure down to 551. That is fantastic and exactly the direction of travel we should be taking. It is part of the strategy we have pursued, and that was underlined in last week’s Budget.

We need more savings and we need to turn the economy into a saving economy rather than one of debt. The actions taken to encourage not only pensioners to save, but young people to save for mortgages, are absolutely fabulous. Our course is absolutely right and we can only conclude that we have cause to celebrate.

The Budget is also about rebalancing the economy and creating a real economy that actually makes and sells things. We need infrastructure not only to enable our manufacturers and engineers to operate, but to promote and save the environment. That is why I was really pleased that the Chancellor recognised the need for more investment in my constituency to defend our land and houses against flooding. That is appropriate because it is both a real economy activity and worth while.

Training and education is another big area. I have been campaigning for some time for a university technical college in my constituency and we are going to get one on the site of the old Berkeley power station. This Government are committed to training, because it makes it possible for people to get jobs that last and that are highly skilled and worth while. That is exactly what the Secretary of State for Work and Pensions said earlier: 80% of all new jobs are full time and 80% are highly skilled. That is what we want to see, and that is what I am seeing in my constituency. The situation has been buttressed by the performance of our economy and strengthened by the Budget.

I have also been campaigning for action to make it easier for road hauliers to recruit and train drivers. The Chancellor has helpfully responded by signalling in the Budget that that is exactly what is going to happen.

Not only have I successfully campaigned for a university technical college in my constituency; I have also been at pains to make sure that manufacturing and engineering are put under the spotlight and that schools and colleges work with business to make it a reality. We have to continue to attract investment, so what has the Chancellor done? He has made it easier and more attractive for businesses from afar to come to my constituency. That is absolutely brilliant, because we need high-tech modern businesses with plans to invest and the ability to translate research and development into products and services that people want.

I salute the overall approach the Chancellor has been at pains to take over the past five years. The real problem is that we inherited an economy that was swamped by debt, which does nothing for investors, hard-working families, the unemployed or people who need proper care. The challenge was, “Where is the money going to come from and what are we going to do to solve the problem of debt?” The Government have done something about that.

I am not going to give way, because a lot of Members want to speak and it would be unfair to do so.

We have to make sure that we deal with our debt. We are on the right course.

The point I want to leave Members with is that it is essential that we continue to make our economy work for families, pensioners and people who need assistance, because that is how we will generate the capacity to pay for all the things we need. That is why the growth rate of 2.6% is very welcome: it is sustainable and reliable and we should embed it. The long-term economic plan should be saluted and cheered at every opportunity.
