Commons ChamberI am very happy to give my hon. Friend that reassurance. As I said when I was at the European Council, the free flow of data is important for us in relation to operations, in particular building a digital single market. Another point that I and others made is that we should look at the digital market as not just being about the European Union. Actually, this is a global issue. We need to ensure that the work is done on a global basis.
The Prime Minister talks a great deal about an implementation deal. We all know that we will be withdrawing in March 2019. There is no disagreement on the divorce deal. The free trade deal, however, may take some time to negotiate. Does the Prime Minister accept—this is what business needs to hear—that a transition deal may help to deal with the finer detail and the final conclusion of the trade negotiation, and therefore will not be so much of an implementation but a proper transition?
Both sides recognise that the timetable was set out in the Lisbon treaty, which does indeed refer to the future relationship. The withdrawal agreement can only be considered and agreed taking account of the future relationship. It is important that we negotiate that future relationship, so we have both the withdrawal agreement and the future partnership, and the implementation period then is a practical implementation period.
The hon. Lady looks as if she does not believe that that is possible. The point is that we start these negotiations on a completely different basis from any other third country. We start on the basis that we are already trading with the other member states of the European Union on the basis of rules and regulations, and when we leave we will have taken those EU regulations, EU law and the EU acquis, into UK law.

I am grateful to my hon. Friend for that contribution. Legislation of course already exists to deal with such incidents but, as we touched on before, it is not always easily accessible. It is not always entirely advantageous to be distracted by that during an election campaign.
The hon. Gentleman and I have been sparring partners on many occasions, but on this one I congratulate him on raising this issue. I agree that all it takes for evil to prosper is for good people to do nothing. On the other hand, it is very easy for us in this place to make the case and put the arguments down—we are protected by privilege and have the means of putting our views on the record—but there are councillors and ordinary people out there volunteering for political parties and charities up and down the country who are not protected in anything like the same way as we are in Parliament.
I am grateful to the hon. Lady for that contribution, which touches on the reason we are here: the degree of collateral impact from which we may fairly visibly suffer, and the knock-on effect on people who want to do good things for their community, charity or cause, but who are beginning to ask themselves whether it is worth the effort. What plans do the Government have to assess the extent of the issue, because I do not think that any of us here know what it is?
It almost seems that the age of reasoned argument in elections is under threat. All of us, in our own particular way, have experienced situations in which we mention immigration and are instantly labelled a racist, or we mention welfare and are instantly labelled as having some extraordinary dislike of the disabled, or we want to talk about complicated and sensitive issues around the economy, which is interpreted as simply wanting to starve the poor. Absurd, extreme, ridiculous, lazy and trite comments are assigned to Members who simply want to tackle a complicated social problem in the way we were sent here to do. The fact that there is no room for reasoned argument any more is a cause of this debate. It seems that it is not really about winning votes or arguments anymore.
The manner in which some of those campaigns are conducted—I am obviously trying to steer a careful, non-partisan line here—is about driving people out of politics altogether. It is not about votes and arguments; it is about the single-minded determination to do away with anybody who happens to hold a contrary view. That is a big difference between 2015 and 2017, and it is an unattractive development that will simply reduce the gene pool from which we recruit our politicians and volunteers. I cannot believe that any member of the public, however vociferous they might be online, actually thinks that reducing the number of people from which we choose our representatives is a good thing.
What is all this doing to society? How is it impacting on candidate recruitment? What is it doing to the retention of good people in the House? Have we reviewed the recommendations that the Law Commission made 18 months ago? I am hopeful that the Minister has views on that. Are we doing enough to bring the existing provisions to the knowledge of the enforcement agencies and, indeed, to candidates? I hope that when the Minister gets to his feet in a few minutes he will be able to give us some indication of the Government’s view on an independent assessment of the extent of the problem—what is going on out there, what is the cause and what is the remedy.

Commons ChamberWhat I say to those manufacturers is that I hope they will work with the Government to ensure that we understand the needs of every part of industry in this country as we go forward into the negotiation on the comprehensive free trade agreement. We want to see a tariff-free ability to trade with the European Union, and we will be considering the views and interests of British industry as we do that.
The Prime Minister has twice this afternoon responded to questions about the skills challenges that will be created as a result of the reform of freedom of movement by referring to the reform of technical education, but of course the economy will have much greater needs, such as new dentists, doctors, vets and other professionals. On that basis, will she guarantee the funding necessary to ensure that our schools, colleges and universities will be able to meet the skills challenges of a post-Brexit world?
I have been very clear that we do need to meet those skills challenges; that is why we are bringing in the reforms. The hon. Lady refers to issues within the national health service, but one of the important steps that the Government have taken is to remove the caps on the number of people who can train as staff in the national health service.

Commons ChamberThe hon. Lady knows that the NHS is a devolved function in the devolved Administrations, so if we accept the logic of devolution, this is clearly a political issue for the people of Northern Ireland.
The House is disappointed this afternoon that the First Secretary of State has been so vague in explaining exactly where the money to pay for this deal is coming from. It is therefore incumbent on him to ask his Chancellor to come to this House to explain how it is that the period of austerity which we have suffered for so long has so abruptly come to an end and how it is that if we now have the “proceeds of growth”, areas such as Yorkshire, the north-west, Newcastle and Cumbria are not also allowed to enjoy them?
All the areas that the hon. Lady talks about have benefited from an economic policy that has reduced unemployment to its lowest level for more than 40 years. I am happy to assure her that the money in this deal is well within the confines of the fiscal targets we have set ourselves, so we are still able to hit those targets of eliminating the deficit by 2025—by the middle of the next decade—and reducing the structural deficit to no more than 2% by 2020-21. This does not affect our fiscal targets at all.

Commons ChamberThe Council recognises the important role that Turkey plays, particularly in the areas of migration and the EU-Turkey deal that was negotiated some while ago, which has led to a significant reduction in the number of people moving from Turkey, across the Aegean, into Greece. I am very clear, as are other European leaders, that we want to see Turkey maintaining its democratic institutions and the rule of law and respecting international human rights.
There has been a lot of emphasis on the trade deal, but the divorce deal is very important, too. At the heart of any divorce deal is a fair financial settlement. What will the Prime Minister do if there is no fair financial settlement at the end of the article 50 period? What will happen then to the divorce deal and our exit from the European Union?
The hon. Lady will be aware that, as we enter the negotiation, there is a wide range of issues that we will be considering and discussing with the European Union. I did not respond to this issue earlier, but a number of Members have used the term “divorce”. I prefer not to use that term with regard to the European Union, because, often, when people get divorced, they do not have a good relationship afterwards. Hon. Members need to stop looking at this as simply coming out of the European Union and see the opportunity for building a new relationship with the European Union, as that is what we will be doing.

Commons ChamberI congratulate the hon. Member for Witney (Robert Courts) on his maiden speech. I know how difficult it is to make a maiden speech when your predecessor was Prime Minister, and the hon. Gentleman did an excellent job.
I want to make a couple of points about why the motion is about more than just Chilcot, and about how divisive it actually is. My predecessor was Member of Parliament for Sedgefield for a quarter of a century. For 13 of those years he was the leader of the Labour party, and for 10 he was Prime Minister. I have known Tony Blair for more than 30 years, probably longer than anyone else who is in the House today, and I am proud to say that he is a friend of mine. When I am called a Blairite, which is sometimes seen as a term of abuse, I wear that term proudly as an accolade.
I met Tony Blair in 1983, when he first became the Labour candidate for Sedgefield, in the community bar in Trimdon village. He believed then, as he does today, that the Labour party had a great ability to do good, but his opponents are angry about what he achieved. What he did achieve were great things, from the minimum wage to devolution in Scotland and the creation of the Scottish Parliament, which I would like to say the SNP used a bit more than it does at present. We also became, under Tony Blair, the party that was patriotic. It became “cool” to be British under his leadership and premiership. There is a reason why Conservative Members, in particular, do not want to see another Tony Blair. Given that he kept the Tory party out of power for the longest period since 1762, I understand their disquiet about those years.
Our opponents want to put as much distance between Tony Blair and the Labour party of today as they possibly can. My message to my colleagues today is, “Do not fall into that trap”, and I am pleased to note that Labour Members will oppose the motion. There is another reason why it is wrong. It is not about the rights and wrongs of the war in Iraq; it is essentially about calling Tony Blair a liar, and continuing to do so. That is mendacious, and it is an attempt to second-guess Sir John Chilcot, who said:
“I absolve him from a personal and demonstrable decision to deceive parliament or the public—to state falsehoods, knowing them to be false.”
The SNP motion is part of a strategy to divide the Labour Benches. It is party political, divisive and cynical.
My hon. Friend is making an excellent argument exposing the mendacity of the SNP’s motion. Does he agree that the legacy of our former Prime Minister involves a commitment, ongoing to this day, to peace in the middle east, making him a figure that Labour Members should be proud of?
We should be proud of Tony Blair. We know about the efforts he is putting into the middle east and interfaith dialogue around the world. He spends most of his time with his charities trying to achieve those aims.
Some people want to define themselves against Tony Blair and the 1997 to 2010 Labour Governments. To them I say, “Be careful, because it is not useful or a good idea to define yourself against success.” Like all Governments, Labour did things that generated criticism, disagreement, frustration and anger, none more than on Iraq. I sincerely accept that people outside and Members of this House have strongly held views on the rights and wrongs of the Iraq war, but let us disengage from this witch hunt pursuing a line of criticism abandoned by the Chilcot inquiry. Tony Blair did not lie.
My message to the SNP is this: “Use your Opposition days to talk about the issues that affect Scotland. You use such debates to deflect from your own weaknesses. You have no vision; your policy platform is absent. Labour gave you a Scottish Parliament. Use it. Look to yourselves before you start criticising others.”

Friend will recognise that we are subject to our own Prudential Regulation Authority, but the overall point that he makes about the importance of house building is absolutely correct. We do need to build more homes. That is something that the Government have been doing. We have seen about 900,000 new homes being built since 2010, but there is more for us to do, and that is what this Government are working on.
I have been very clear in this House on many occasions about the plan that we have for Brexit. Crucially, we will be leaving the European Union and we will be triggering article 50 by the end of March next year, and that is when the formal negotiations will start. It is absolutely right that we do not set out at this stage every single detail of our proposed negotiating strategy, because that would be the best way to get the worst possible deal for Britain.

Commons ChamberMy hon. Friend is absolutely right about the importance of small and medium-sized businesses, particularly in the technology industry. That is why I am pleased that I will take leading small and medium-sized businesses from the life sciences and technology sectors with me on my forthcoming trip to India. It is important to enable them to forge trading links with India, and I assure my hon. Friend that, as we look at the arrangements for leaving the European Union, we will take the interests of all sectors into account.
I can assure the hon. Lady that we recognise both the importance of steel and the importance of Tata in the United Kingdom. That is why, as a Government, we have had discussions with Tata on the future of steel here in the United Kingdom, and we will continue to do so.

Commons ChamberI thank my hon. Friend for his view. As he well knows, the party decided that it wanted to support the retention of nuclear weapons. We also decided that we would have a policy review, which is currently being undertaken by my hon. Friend the Member for Norwich South (Clive Lewis).
My hon. Friend the Member for Bermondsey and Old Southwark (Neil Coyle) is as well aware as I am of the existing policy. He is also as well aware as I am of the views on nuclear weapons that I expressed very clearly at the time of the leadership election last year, hence the fact that Labour Members will have a free vote this evening.
Other countries have made serious efforts—
I will come to my hon. Friend in a moment.
Other countries have made serious efforts to bring about nuclear disarmament within the terms of the nuclear non-proliferation treaty. South Africa abandoned all its nuclear programmes after the end of apartheid, and thus brought about a nuclear weapons-free zone throughout the continent. After negotiation, Libya ended all research on nuclear weapons. At the end of the cold war, Ukraine gave up its nuclear weapons, although they were under the control of the former Soviet Union and, latterly, of Russia. Kazakhstan did the same, which helped to bring about a central Asia nuclear weapons-free zone, and in Latin America, Argentina and Brazil both gave up their nuclear programmes.
I commend the Government, and other Governments around the world who negotiated with Iran, seriously, with great patience and at great length. That helped to encourage Iran to give up its nuclear programme, and I think we should pay tribute to President Obama for his achievements in that regard.
The former Conservative Defence Secretary Michael Portillo said:
“To say we need nuclear weapons in this situation would imply that Germany and Italy are trembling in their boots because they don’t have a nuclear deterrent, which I think is clearly not the case.”
Is it not time for us to step up to the plate and promote—rapidly—nuclear disarmament?
The hon. Gentleman is absolutely right. We have achieved the chemical weapons convention, a ban on cluster weapons and other things around the world through serious long-term negotiation.
My right hon. Friend is fond of telling us all that the party conference is sovereign when it comes to party policy. Last year the party conference voted overwhelmingly in favour of maintaining the nuclear deterrent, so why are we not hearing a defence of the Government’s motion?
Party policy is also to review our policies. That is why we have reviews.
We also have to look at the issues of employment and investment. We need Government intervention through a defence diversification agency, as we had under the previous Labour Government, to support industries that have become over-reliant on defence contracts and wish to move into other contracts and other work.
The Prime Minister mentioned the Unite policy conference last week, which I attended. Unite, like other unions, has members working in all sectors of high-tech manufacturing, including the defence sector. That, of course, includes the development of both the submarines and the warheads and nuclear reactors that go into them. Unite’s policy conference endorsed its previous position of opposing Trident but wanting a Government who will put in place a proper diversification agency. The union has been thinking these things through and wants to maintain the highly skilled jobs in the sector.

Commons ChamberObviously, I want Scotland to stay inside the United Kingdom, and it is a United Kingdom decision to leave the European Union, so what we should focus on is the best deal for the United Kingdom and the best deal for Scotland. That is the question. It is not “Could there be a referendum?”, but “Should there be a referendum?”
Does the Prime Minister agree that one of the more positive things he could do in the time left to him would be to ensure that this House has the opportunity to vote before the summer recess not just on the Trident successor programme but on the building of the third runway at Heathrow?
There are a number of decisions that we are going to have to look at in the light of the new circumstances with which we are faced. I will be doing that over the coming days. I want to make sure that this Parliament is still debating, discussing and deciding important issues, and I will set out in the days to come what I think those important issues should be.
